into tonight, but we will start with this massive winter storm that is wreaking havoc up and down the east coast. and frankly right here in washington. the storm is stretching some 1100 miles. the national guard is already up and running in some states. a state of emergency is now in place in kentucky, maryland, north carolina, pennsylvania, tennessee, virginia, some parts of georgia, and of course right here in washington, d.c., where it's expected to be the worst winter storm to hit the nation's capital in nearly a century. two feet of snow and possibly more could fall in the district, virginia, and maryland area in the next 36 hours. big city mayors from d.c. to philadelphia and new york are urging people to stay off the roads and prepare as best they can. over 5,000 u.s. flights have been delayed or canceled, with united airlines shutting down all operations in and out of d.c. and the new york city metro areas through saturday.

the situation this weekend is expected to be so severe that the federal government has already announced it will be closed on monday as thousands of students have already been let out of school. with more than 85 million people in at least 20 states under some sort of winter advisory. there are ten weather-related fatalities already confirmed. in north carolina, there have been at least six storm-related deaths today. the state has been hit with a combination of snow, sleet, and rain, which of course is causing some of the most dangerous car crashes, as well as power outages for thousands of people. american airlines have canceled all flights in and out of charlotte, north carolina. the governor there will join me in a few minutes to give me the latest. those under the blizzard advisory have been warned. if you don't need to leave your home, then don't. >> we want people to hunker down, shelter in place, and stay off the roads. >> we continue to issue the cry

phase two of the storm, when we start cranking up the winds. that will make it a whole different ball game. not the pretty snow anymore. we'll get the power outages because of the ice and snow on the power lines. on the coast, wind damage, and the high tide on saturday. at the blizzard part is going to be as we go throughout the afternoon. the heaviest snows right now are from raleigh northwards. once you cross the border into virginia, this bright white is one to two inches per hour in richmond. not often you see that in richmond. they don't have any lightning strikes on you, but it wouldn't surprise me if you don't hear a clap of thunder or two as you go down interstate 95 through the evening. still looking about a foot in new york, over a foot in philadelphia, still a bull's eye in the shenandoah valley. i-95 west of 81, that's where it will take two or three days to get rid of the snow on the roads. so, yes, it will be as

the mountains and almost every area of the state is getting hit with a different weather pattern. so we're in five major metropolitan areas, raleigh durham, chapel hill, charlotte, asheville in the mountains and of course all the secondary roads around each of those major regions. so, you're talking about the ninth most populous state in the united states. and major highways that sbekt the east and the west from i-95, 40, 26, all intersect through north carolina. so we have some major issues. our major issue is actually ice. i'd rather have snow right now than ice. >> always. that's always the case. >> the ice is causing power outages. >> we were getting a report, governor, that despite the fact you treated the roads, because rain hit first, a lot of treatment ended up getting washed away. what is it going to take to get back in control of this? >> you don't get back in control of it.
2:09 pm
that's the point. the fact of the matter is, once you lay down the materials and rain washes it away. we try to replace it as quick as possible. that's especially in the triangle area of raleigh durham, chapel hill area, where we've been having rain this afternoon, which will then freeze over tonight and sleet's coming down right now. charlotte area, big question there is how thick the ice is, and of course in the mountain area, in asheville, we're talking 12 to 18 inches of snow. same thing in greensboro, winston-salem high point. we've had six fatalities, three during the past day and a half, and three today. i-95, we had a major accident. i-40, a major accident. i-77, a major accident. i think a lot of people think that just because the snow's not thick, that the roads are safe. and that's just not the case. >> how comfortable are you to have a big public event like the

we're of course keeping an eye on the snowstorm moving up the east coast tonight. this is actually a live video stream from house speaker paul ryan's balcony. looking out at the national mall. we're told the speaker shot will be on all weekend live if you want to watch the storm come in that way. you can also just stay with msnbc for the latest on the storm. let's move to politics, the republican establishment, at least yesterday, was slowly starting to warm up to a trump nomination. and trump started to hug them back. but now one major conservative institution is trying to throw cold water on all things trump.
2:18 pm
the national review released a scathing issue, all designed to be simply against trump. 22 conservative writers contributed to what they called a symposium, opposing his nomination. there was david mcintosh of the club for growth, saying trump say liberal wannabe strong man. bill crystal asks, isn't donald trump the very epitome of vulgarity. trump is an unbalanced force. trump fired back and called the attack on him simply a publicity stunt. >> the national review is a dying paper. its circulation is way down, not very many people read it anymore. people don't even think about the national review. so i guess they want to get a little publicity. >> he went on to say that the magazine's founder, william f. buckley, would be ashamed and then trump's campaign manager brushed off any notion that somehow national review could hit where it really hurts, the ballot box. >> nobody cares.
2:19 pm
the average voter in iowa and new hampshire doesn't care. the pubbedits who want to write those stories have had years to try to accomplish anything and never got anything done. >> the rnc did disinvite the magazine to be part of an event next month. jeb bush, no fan of trump himself, says that's the wrong move. >> i think he needs to come back. a day or two ago, it might have been a question mark. right now it's not a question mark anymore. and obviously we are being warned that it could even be worse, and we find that out with each storm. sometimes it's less than we expected. sometimes it's more. so for any governor, it's time to come home. >> obviously, we had the wrong piece of videotape there. it's a storm, we got a scramble in the control room there. when we get that clip, we'll get it to you. for now, marco rubio decided not to embrace the trump attack and

said this instead. >> i don't think donald is running as a movement conservative. it's clear he's not. he's running against someone who is upset about the direction of this country, as am i. >> it's a slightly hands off approach. he didn't pile on. but he did go after ted cruz. he doesn't have a bad thing to say. he could be looking for an opening if trump falls. but he did circulate comments from one of the writers involved and cruz took shots at trump's conservative credibility this morning. >> look, for the first 60 years of his life, he supported partial birth abortion, he supported bail-outs, big bank cronyism. not only that, his health care plan was as far as i can tell, indistinguishable from bernie sanders. >> joining me now, alice stewart, national spokesperson for the cruz campaign. alice, i think this is the first time i've had you on.

welcome to "meet the press daily." >> great to be here, chuck, thank you. >> let me get you to react to a new tv ad that trump is running against senator cruz. let me play a portion of it. >> sounded like you wanted the bill to pass. >> of course i wanted the bill to pass. my amendment to pass. what my amendment did -- >> you said the bill. >> -- take citizenship off the table. but it doesn't mean -- it doesn't mean that i supported the other aspects of the bill. >> i want immigration reform to pass, and that allows those who are here illegally to come in out of the shadows. >> that amendment would have allowed undocumented immigrants to remain in the u.s. and obtain legal status. how do you square that circle? >> actually, brett, it wouldn't have. >> pretty tough ad. obviously designed on the issue that is, i think, probably the most divisive inside the republican primary.
2:22 pm
how do you respond to it? >> well, ted cruz has been consistent when it comes to dealing with illegal immigration. we have to secure the border. and this is not just a matter of border control. it's a national security issue. and we have to stop the inflow of illegals into this country. it's no surprise that donald trump is seeing that he's behind in the polls and ted has been consistent in the key polls that are out there. the cnn, the fox news, and the des moines register poll where he's ahead of donald trump in these key polls in iowa. donald trump is coming out swinging. the problem is that what ted has been doing, he's been out in iowa, talking about immigration, talking about border security, talking about what he can do to fight radical islamic terrorism, dealing directly with the people, with the facts. and the people understand that as he said on the debate stage, when it comes to national security, no one is going to restore america to its greatness and stand up to radical islamic terrorism stronger than ted
2:23 pm
cruz, and he's conveying that to the people of iowa, has been in new hampshire conveying that message, and there's no amount of distorting the facts by an ad by donald trump that's going to change the fact that people see that ted cruz is serious about fighting radical islamic terrorism and securing the border and fighting immigration. >> has his position changed or not since 2013? did he want some sort of -- what did he want for the 11 million undocumented here? did he want some sort of solution that kept them here, gave them legal status or not? >> his position on fighting immigration and securing the border has been consistent, and the number one issue and the number one priority in dealing with illegal immigration as he has said from the very beginning, is securing the border, and that has to be done first and foremost, and he's said that from the beginning and he's saying that today. >> you ducked the question, though. did he want -- that's what i think has been confusing about his 2013 position.
2:24 pm
did he want some sort of legal status for the undocumented that were here? >> well, the indication is they're trying to say that in some way he's changed his position. he has not. he does not support amnesty. he's strong on his position on immigration, which starts first and foremost with securing the border. he went just last week to washington -- or just the other day to washington to vote for the syrian refugee bill, which would be strong on doing background checks for syrians that come into this country. so he's strong on making sure that people come into this country are vetted properly and we don't bring in syrian refugees that can do harm to america. >> is he going to have to clarify this, though? do you think this is something he has to clarify specifically, what happens to the 11 million? >> well, that's something, all of this, he's addressed this, and been very clear on exactly how to go about dealing with illegal immigration, and he's
2:25 pm
been consistent on this. first and foremost what we need to do, as opposed to splitting hairs, the first thing that we must do when it deals with illegal immigration, is securing the border. as far as what to do aside from that, all of that will be fleshed out. >> is there any regret in the cruz campaign for not engaging with donald trump sooner, that the hands-off approach of the last six months backfired? >> absolutely not. ted hasn't gone and attacked any of the other candidates. he's out there pushing his message, he's pushing his consistent, conservative message to the people. and he likes donald trump. he likes all the other candidates that are out there in this race. >> he still likes donald trump? >> but here's the point, it gets to the point where donald trump continues to put out negative information out there, and say critical things about ted cruz. at some point, you have to stand up and fight back and that's
2:26 pm
what ted has done when donald trump goes out there and spreads falsehoods about ted cruz, you have to stand up for yourself. one of the things that i find quite interesting is when ted did stand up and point out donald trump's record, what he said to tim russert on "meet the press," back in 1999, talking about his past supporting gay marriage, supporting abortion, and acknowledging the fact that he's been a democrat and has democrat views and new york values. when ted pointed that out, donald trump acted as though ted made this up. and donald trump just sees that he's falling in the polls. he sees that ted cruz is consistent and connected with the people. and he's fighting to hold on to everything that he has. and that's simply what we're seeing at this point. and ted's making a connection with the people in iowa and new hampshire. >> alice stewart, national spokesperson for the cruz campaign, thank you very much. >> thanks, chuck. mark and kasie are back. kasie, it seems as if trump opened up on immigration because
2:27 pm
if there is a vulnerability, you saw it there. they don't like to talk about the 11 million issue. my first interview with ted cruz, i asked him four times, and basically the issue, we'll deal with it after we secure the border, which is, that doesn't fly with a lot of people who care about this issue. >> it doesn't. and he's gone through some gymnastics on the finer details of this question, which a lot of the republican voters pay close attention to. the difference between citizenship and legalization. i tried to nail him down on that question a week or so that interview, i couldn't get him to go there. brett bayer succeeded in throwing ted cruz off his game. he kind of looked like a dear in the headlights, which is a rare thing for cruz as a candidate. >> that was a rare moment. she struggled to defend that position. they don't want to -- it's clear the campaign says, we're not answering that question. we're going to try to not answer that and see how long we can get away with that.
2:28 pm
>> one of the things donald trump did over the summer, no one was going to go to the right of him on immigration. in fairness to him, a lot of these votes, he was lock step with some of the most anti-illegal immigration senators. so that's probably their best defense. >> we got that bite, let me play this bush bite and his reaction to the national review attack on trump. here it is. >> i think the fact that they would have all of these distinguished journalists join together to say that donald trump is not a conservative. they're just telling the truth and to punish them, i just think it was the wrong thing to do. >> all right, that was jeb bush defending national review and saying that rnc shouldn't have pulled out. but let's talk about this larger circular firing squad here. we made the uncomfortable metaphor of, this is no longer a civil war. this is a tarantino thing,
2:29 pm
everybody's going to be dead because they're all shooting at each other. >> or only one person will be walking away. >> they're going to need an ambulance on the way. >> the most fascinating development is ted cruz versus donald trump. a month ago, there was this bromance. but just like in a tarantino flick, you thought they were allies, and now they're enemies. how that showdown goes will end up determining new hampshire or does it end up benefitting someone else? >> you have the grassroots, the intellectuals and the d.c. power brokers. two of the groups hate the d.c. power brokers. but the movement conservatives hate trump, who appeals -- >> right. >> that's why we're getting all the fractures. >> and now the d.c. establishment is starting to split because they can't decide who they'd rather have left, donald trump or ted cruz. from the perspective of watching this and following this, if you
2:30 pm
think about where the republican party told everyone they were gonna be going into this election, we have the strongest bench, so many great options. our candidates are gonna be young, this is the opposite of everything the relationship party wanted. >> by the way, the democratic front-runner is weaker today in a potential general election today than at any moment in time for barack obama in his eight years. and he had to work pretty hard for that re-election. so they are potentially going to blow an incredible opportunity the way they're going about it. >> everybody's weaker. >> that's the bottom line. you guys will be sticking around. still ahead, speaking of hillary clinton, her path to the nomination, as polls tighten, clinton is trying to beat back doubts that this is turning into 2008 all over again. and we're keeping an eye on the big winter weather that's already wreaking havoc on the east coast. 6,000 flights have been canceled for today and tomorrow. is officials are cautioning people

well, as the big chill grips the east coast, the race for the democratic nomination keeps heating up. we're all about weather metta fors today. hillary clinton is set to attend a dinner in manchester celebrating the anniversary of the court case that legalized abortion. clinton has been highlighting an issue dogging bernie sanders. after he said groups like planned parenthood were part of the establishment. sanders has walked back those comments. and listen to what he told a crowd in new hampshire today.
2:39 pm
>> today, as i understand it, is the anniversary of rowe versus wade. so let me be very clear, that nobody will be a stronger defender of a women's right to choose than bernie sanders. >> busting out the third person there. at our event in new hampshire this afternoon, clinton didn't mention sanders by name, but he did speak about what she called "his issues." >> no bank should be too big to fail, no executive too powerful to jail. we don't want to go back into a really contentious national debate about health care. we need a president who can do all aspects of the job. there's no way to avoid it. >> well, this race is getting more contentious because the polls are tightening in the early states. when you look at all the reputable polls in new hampshire since the start of the year, we know that sanders is ahead of clinton in every one. in iowa, the giant swings in even the usually reliable polling make it clear just how
2:40 pm
tight the race is there. just a day after cnn's poll showed an eight-point lead for sanders, which we said take with a couple of large grains of salt. well, you need a whole salt shaker for today's new poll, that shows clinton up by 29 points in iowa. that cnn poll was certainly not welcome news to the clinton campaign. they were concerned enough about it that they sent out e-mails to supporters saying the polls are getting tighter in iowa and new hampshire. our opponent has been out-spending us on tv, and there's a real possibility we could lose those contests if this team doesn't step up to close the gap. boby mook is making his debut on "meet the press daily." >> great to be here. >> let me ask you about the fund-raising e-mail. should we take you at your campaign's word here, you're concerned about losing both? >> we've said from the beginning this primary is going to be very
2:41 pm
hotly contested, we want to make sure our supporters are mobilized to turn out and support hillary. we've been very impressed this last week, in particular, our online supporters have really come n chipped in to help make sure we have the resources we need and we're so proud of our volunteers in iowa and new hampshire, who have really stepped up and reached out to their neighbors. so we feel very good going into both contests, but it's going to be very close. >> i imagine you get quite a few phone calls from clinton supporters who say, please tell me this isn't happening again. what do you say to them? >> well, first and and foremost, this was always going to be competitive. so we built a campaign organization that is strong and durable across all 50 states. as i said, we feel very confident going into both of these contests. but we can't take anything for granted and that's why we built the organizations that we did in iowa and new hampshire and across the country. >> can you win this nomination and lose both iowa and new hampshire? >> well, there are a number of paths to the nomination.
2:42 pm
iowa and new hampshire are incredibly important. we have consistently had a lead in iowa, and so we feel very good going in there. you know, we have some head winds in new hampshire, but we also feel really good about nevada and south carolina, which will be a great springboard into super tuesday where we're also really proud of the support we have there and the important organizing work we're doing across those states as well. >> your opponent, the sanders campaign, they are basically making the case that they can be obama '08, that they win iowa and all your leads in places like south carolina and nevada and the super tuesday states, they evaporate overnight. do you believe that's possible? >> i don't, chuck. you know, the sanders campaign is trying to assert that they can, as you said, use the obama playbook from 2008, and there's two problems with that. the first is that secretary clinton currently enjoys tremendous support in the african american community, which is so important in the south carolina primary and super
2:43 pm
tuesday and the march states. the biggest states in super tuesday and later in the march contest, have plurality -- or, rather, a large proportion of african american voters who are going to be so important to our winning coalition. she's working hard every day to earn and re-earn their support. the second issue is the caucus states. you know, in the 2008 campaign, secretary clinton's campaign was late to get staff out to those states and really got blown out by the obama campaign. we're just not letting that happen this time. we're very proud of the teams that we have out in those caucus states. you know, i was in ohio for secretary clinton in 2008. we won that state by nine points, but we only netted seven delegates. you look at a state like idaho, where president obama netted 15 delegates. we're just not going to let that happen this time. >> let's go through basic math here. can you win the s.e.c., the so-called s.e.c. primary, the
2:44 pm
march 1st states, can you win those democratic primaries if you don't win a majority of the african american vote? when i say you, any candidate. in a democratic primary, you can't win without winning a majority of the african american vote, correct? >> you have to take it state by state and primaries are different than caucuses, but certainly our commanding lead in the african american community, which we're not taking for granted, is an important part of our path to victory. >> one more quick question. there's no debate right now scheduled for the week before the new hampshire primary. union leader today talked about that. are you guys gonna debate before the new hampshire primary? are we really going to have the first time ever no debate before the new hampshire primary? >> well, i know secretary -- i'll let secretary clinton speak for herself on that. we're proud to be participating in all the debates the dnc has set up to this point and we're open to doing more, she's said. >> thank you very much. panel is back. mark murray, kasie hunt.
2:45 pm
look, kasie, they are trying to make the case, and i think it's a pretty compelling case, actually that sanders isn't obama. >> and one thing that mark has pointed out over the course of today is that sanders isn't, hasn't been a democrat for the vast majority of his time in congress. and when you're trying to, you know, build out of -- especially even in iowa, right, and even we're sort of making the assumption that iowa could go to sanders. even there, barack obama had built into the infrastructure there, he had these county activists, these people that were showing up, in addition to all of his new voters. there's questions about whether sanders has that same set-up. >> my only question on their strategy, i get it what they're saying. does everything change, once sanders is seen as a winner and suddenly do people look at him again? but one thing he didn't bring up is the super delegation. and the fact of the matter is,
2:46 pm
barack obama was well liked among the party elites. bernie sanders doesn't have that same cache. that seems like the insurt mountable aspect. >> bernie sanders has only become a democrat as he's run in the 2016 presidential race. but on the super delegates race, amy walter, david wasserman point out that with her big lead and the endorsements from the super dell gates, that would give her an 8% lead before even the first votes are cast. that's a very big lead sanders would have to make up. >> the way democrats hand out delegates, hillary clinton can win all of these primaries 55-45, every one of them, and this nomination won't be finished until may. >> but it also can be decisive. if you have enough distance, even that proportionality, you can't catch up. >> as hillary clinton found out the hard way in 2008. stay with us. up next, though, this historic winter storm as it
