and early this evening in the south, and then we are looking for the good weather tomorrow. clearer weather, and sunny weather to help to melt some of the snow, and in fact, give us an opportunity to get everything cleaned up to be ready by monday. and also, i forgot to mention the new jersey transit obviously is closed. it is closed as of 2:00 a.m. last night, and that is predominantly to get the plows on the trains to clear the snow awe of the train tracks to get a head start for getting ahead of the monday commute. we can't make any guarantees yet, because we have not seen the full extent of the storm, but i would hope that new jersey transit is up and ready to go for the people hoping to make their commute monday morning. so i will stop there, and take any questions from the media here. i want to thank the mayor for hosting us, and i will be continuing to travel all over the state today. >> i know that you said at 7:00

p.m., there is a high tide expected that won't be as severe, but what can you tell us about the areas that have been flooded? >> well, the water is receding, and we have seen high tide at 7:00 a.m. this morning, and as of now, the water is receding back out. and what we are hearing is that there is not enough water stayed when combined with the more water coming in at the 7:00 p.m. high tide in order to necessitate evacuations broadly or be concerned tb significant property damage. and we are always going to have a property damage, and this is a good opportunity the talk about this. if you look at what is happening in margate, in point pleasant beach, and two places that are fighting hard gaiagainst the du you know. i saw today on the philadelphia affiliates that early this morning already, there was significant water in the streets of margate, and ice floating up the street s ths that had gone the wall, and that the residents and the government in margate

says is good enough to protect them from any storm. and this is certainly not super storm sandy, and those streets were flooded this morning at 8:00 a.m., an point pleasant beach the same thing. significant tide, and again, these are the folks fighting against i. and this is the result of it, and not just pleasant beach, but ortley beach, and that project that has been stopped because of the objections of 17 people in point pleasant beach, and 30 people in bay head, and ortley beach is being pounded. now, we put a lot of sand up there at the request of the mayor of toms river, but that sand has already washed away, and if the we had the dune project moving an close the completion in that area, those people in ortley beach would not be suffering the damage and the loss they are today. and so for the people who want to sustain that loss and damage, they can send their thank you notes to the people in bayhead and point pleasant who are continuing to fight what is an environmentally sound and necessary project. to give you a point of contrast

n manniloke with the sheet project, where there is route 35, it is open there in man manniloke, and this is held up by what i believe is a few selfish homeowners who don't want to give into the idea that we have to build the dunes by using the fake excuse that somehow i want to build a boardwalk or the ferris wheel or the public bathrooms on the strip of land that we are take. it is ridiculous idea put forth by the selfish folks and lawyers who are looking to make money on this, and so i will go down there to take a look at this myself today, and not the margate, be tow the point pleasant place as well. and you can see exactly what you need to the speak to the people in the public and to also provide more information no

court when this is ultimately litigate litigated. >> what is the advice for the folks who voluntarily left? >> well, stay where you are. tomorrow, you can travel back to your home safely and stay there safely if you have power, and that we won't know until the whole storm passes, but assuming they have power in those places, i believe they will be able to travel safely home during the day tomorrow, and certainly not 7:00 a.m., but later in the afternoon they can go home, and so if they have voluntarily evacuated as barnagut did, then stay where you are, and the weather is not good for traveling on the roads in particular, and we don't want to see you get hurt traveling back to your home n. those places, i authorized the state police to deploy force, and national guard

forces to the far part of the state the, and along with high-water vehicles, and swift water rescue teams, and the regular troops to make sure that we are patrolling the areas to make sure that you don't have to worry about the crime in those areas, and if we need to take any rescue steps if things were unexpectedly worse, we have the assets prepositioned and ready the go. >> and notwithstanding the -- [ inaudible ] -- do you have a response to the -- >> well, the unfortunate thing is that we never got any head's up from the federal government about this, and we didn't get a call from secretary castro before he announced the decision. that is unfortunate, and it is contrary to the good working relationship that we had with housing and urban development when secretary donovan was in charge. i spoke to terry brodie who is the head of the governor's office in government and rebuilding, and we have a complete report to put out and our side of the story, and how we participated in the process,

but you one side of the story so far, and so we will be happy to fill it in. and this intervene and something that we had to deal w but we will be ready for next week and those issues. >> can you tell us about what -- [ inaudible ]. >> well, there is little to do about it. when the snow melts, it melts, and that is a usually a good thing for us. and i don't think that given the dry conditions in the winter and the fall, we are worried too much about say the reservoir flooding or the rivers and the creeks flooding, because it has been a relatively dry winter and fall, so many that respect, we are fairly lucky. on the coastline fortunate willy, they are not seeing as much as we are getting inland. on the coast maybe 8 to 0, but inland, 12 to 24.

and eplainland where it is relatively dry, we can absorb it fairly well, because we have been dry. but on the coastline, they don't have as much snow so the melt is not so much. the only thing that i'm concerned about is the back bay. and the back bay is not given the attention of the ocean front, but the back bay can be a point, so the commissioner of bp is goi is going to keep an eye on that. and with respect to the dry fall and winter, a lot of the reservoirs and the rivers and the creeks will absorb a lot of this as it melts. on the coastline, they will get less snow than anybody else, because of the warmer weather there at the coast with the wind blowing off of the ocean. >> can you assess how you feel about the -- numbers in respect

to the -- [ inaudible ]. >> about what we anticipated and maybe a few more inches up north, and than we anticipated, you know, 3 to 6, but again, we have 3,800 pieces of equipment that d.o.t. has put out there, and 32,000 tons of salt, and so on the state highways and roads we are doing a great job, and the dpw workers here and in sayerville, they are doing a good job and working hard. so i don't see any problems or big problems so far. but listen, i was on interstate 287 and the biggest problem right now is the visibility, and because of the wind and the blowing snow, as i said before, only a quarter mile of visibility, and that makes it harder for the tow truck drivers, because they have to go slower in part because despite me asking them not to get on the roads, some people do, and they don't want to hit a stranded vehicle with a plow, and so they are taking their time and slower and because of that, lit take longer to clear the road, but

once the winds die down, it will help the visibility, and they can go much more quickly. i was at the command center and watching the real time camerases of many of the roads that i saw more of the blacktop than i thought, and so there is more snow to come, and we are not taking a victory lap yet, but as i said before, this is my 17th, and we know the right questions to ask and the things to be worried about and concerned about, and what folks should be feeling good about, the gover r governor, lieutenant governor and i have done this many times before, and we are hopeful that most people will get out of their homes tomorrow, and get around most of the state, and by monday when people are ready for work, we should be just fine. >> [ inaudible ].

>> not really. i just met with all of them. and the storm team, we are focusing on the sheltering of the southern part of the state to make sure that cape may, atlantic, cumberland, salem, gloucester, that all of the shelters are open, and ready to go so that people as it is later in the day, if they lose power, that they can get to the shelter, and there is a shelter open and near them. that is one. second thing is just keeping an eye on the flooding. i don't think that we are going to have a big problem as i said before, but you can never count on it. so you are to keep your eye on it. i think that those are the two big things, and the biggest things that we are looking at, and third is to have the d.o.t. on top of keeping the roadways clear, and try not the to fall behind. that is a difficult task in parts of the storm, because in the heavier bands you are getting two the three inches an hour, and that is a lot to keep up with low visibility. and 287 as i told the commissioner, there were some places that were very, very good, and some were spotty, and

i let him know where the spots were, and that is a more of a function of visibility and not a function off having enough equipment out there. and we have 3,800 trucks, and in the southern part of the state as the snow is lessening now, we are going to the salting routine, because we want to make sure that as it melts, we don't have a lot of the refreezing going on and making the roads that much slicker. you are listening the new jersey governor chris krchristi coming off of the presidential campaign trail in iowa and new hampshire to coordinate the storm efforts. he makes the point that he is working closely alongside the new york governor andrew cuomo, and he has made the point that the snow is expected to stop in the early evening across the southern part of new jersey, later evening with northern new jersey and also making a point that he is keeping a close eye on the high tide set to hit around 7:00 p.m., which will

coordinate with the cessation of the snow in the e lower part of the state. that is something they have been watching very, very closely, and the flooding in margate, and mount pleasant and he did chronicle a tiff, shall we say, among the environmentalists who want to build up the dune, and those who want to keep dunes down, but he is doing his best to keep everybody informed. he is saying, look, stay inside, and it is not that bad and things will stop tomorrow, and tomorrow, it is a sunny day, and a big cleanup sunday there in the state of new jersey. this is all part of the breaking news this hour of the blizzard of 2016. we have new pictures of the flooding in parts of new jersey which is again maybe the most damaging aspect of the state. and spilling waters is spilling over the picket fences and offwalls and into living rooms. and the storm is sweeping across the east coast from philadelphia

to new york where the blizzard conditions are dropping. good day to all of you. i'm alex witt, and i'm at the msnbc world headquarters, and this is the thick of it. in new york city, the snow totals could pass 2 feet now. new york governor andrew cuomo declares a state of emergency as the storm paralyzes the i-95 corridor. tens of thousands of people are affected here by this storm. and many of the shore town, and 34,000 along new jersey's coast are without power at this hour. the nation's capital is still at a standstill. heavy snow is expected to continue there throughout the afternoon, and wind gusts of 40 miles per hour causing the extreme whiteouts, and the storm is being blamed for ten deaths across four states, and some traffic along the icy roads. air traffic ground to a halt. all flights have been canceled at the the airports in

washington, baltimore and philadelphia. we have reporters stationed for you up and down the east coast. rehema ellis on the jersey shore, and adam reiss in new york city's central park, but first, staying in studio the go to meteorologist bill karins who is monitoring the latest. >> find the locations on the coast with the heavy wind and snow, and even coming close to the blizzard condition, but it is apparent that the storm won't protus the high enough winds as a blizzard. this is going to be a storm rereferred to as a nor'easter from here on and in the history books. there are gusts, but they are not blizzard criteria, because you have to hit 35 miles per hour sustained, and no evidence of that. the storm shield itself goes from southern new england into the mix, and southern connecticut with the heavy band, and rhode island into the mix, and cape cod, with the snow break out for you, and we have ended the backside starting to clear out in portions of west

virginia and the mountainous efforts, and filled back in, an one of the cities that didn't get as much snow as they were expecting is the richmond area. and you have a lot of sleet, and now you are getting the backend of the snow there, so you still have some shoveling the do. and d.c. the same for you, but the heaviest bands are in upper new jersey. as far as the snow totals go, we ended up with 30 inches of snow in the mountains of virginia which is the highest i have seen. a lot of the cities are hovering around a foot. and a lot of the estimates are 10 inches. i saw a picture from a viewer with 19 inches of snow in long island and so some areas are hit hard and very close to the new york city area. the blue bands will show you the 1, 2-inch snowfall rates, and you will often hear a clap of thirnd, but not too many though. and going from the border of pennsylvania into the poconos, still very heavy for you.

and as far as the blizzard warnings, they continue in fredericksburg and areas to long island and i mentioned the wind gusts earlier, and as far as the windchill goes, the windchills are holding in the teens. it is chilly, but not brutally cold. the timing of this as we go throughout, 5:00 p.m., and notice the show shutting off d.c. at mild knight, and philadelphia, you will be done about midnight, and new york city around 2:00 p.m., and then cape cod as we go tobreak tomorrow. so sunday is clear day for everybody out there on the east coast. so as far as the snow totals go, d.c. did not get to the 20, but as far as in the d.c. area, maybe another two or four, but that is it. and new york city, alex, they could end up with another foot on top of what we have. there is the white house, and they sent in a measurement of 13 inches this morning, and waiting for their update. we are not sure who stuck the

ru ruler in the snow. it did not list a name there at the white house. i am curious. >> and new york had 6 inches? >> well, that is old, but most of it is 10 to 12 inches, and new york could get another foot. the biggest snowstorm is 24 inches of snow, and we did it in 2006. it is going to be close. i mean, this could be a close call to the biggest snowfall that new york city has ever seen. >> wow. bill karins is keeping it very busy. thank you for that. now, back to new jersey as you are looking at the major flooding in several towns along the coast. high winds are pushing the water ashore, and rehema elvis is there in point pleasant, and when we had you on the air earlier this morning, rehema, it was as if you could barely stand, and how is it now? >> well, it is a little bit better, and still fierce winds. if i step away from the breaker that is mitigating the forces of the wind, it is really difficult. the wind is blowing and coming from the ocean, and it is blowing on to the sand, and it

ma makes it very difficult to stand here, because now it is sand and wind and it feels like sleet hits yo new the face, and it is like pins and needles, and extremely unkcomfortable. the governor said in a short news conference na yes, he has declared a state of emergency, and the new jersey transit lines and rail lines are down because of the condition of the rail lines an concerns about safety. he also talked about something like 40,000 people in the area of new jersey who a-- are withot power and working to restore, that and still 8 to 12 inches of snow expected along the coast with perhaps 2 feet of snow inland in some areas. and i have to tell you that i hope that we can pan off of me for a little bit and look off into the ocean, and see the waves. they are high waves. they were at one point 4 feet tall. they look a little bit smaller right now, and even though the wind is still blowing quite

fierce fiercely. the sand and the beach erosion is something that they are concerned about here, because it has really been, and it has really been blowing fiercely out here. that is a big, big concern. some concern about coastal flooding here in the area, and they are keeping a close eye on all of it, alex. >> all right. rehemale ellis, we will let you go and my admiration for getting through the live shot, and that has to hurt. thank you very much. and now, ra e hee ma said that the governor did have a conference where he made statements that we have as much as another 18 hours to go. >> we are fully deployed with the national guard deployed and hundr hundreds of pieces of equipment

moved down from the department of transportation, and the state police have been dispatched. unless there is an emergency situation or critical need, you should not be on the roads. i have been on the roads in new york, and they are dangerous. >> and adam reece, it was a near whiteout this morning when we spoke to you, and not too many people were out, but it is looking like there is not the case there, and there are folks out, and even somebody out jogging. >> yes, out here in central park, and the heavy snow continues and the blizzard-like conditions off and on, and as you heard earlier, two inches an hour, and when this is all said and done, we could have two feet of snow here in new york city. the blizzard warning continuing in through tomorrow afternoon, and as you said, you can see the people here, and this is an opportunity for the new yorkers to come out to enjoy the e snow as long as they are not driving

top street. we have two people actually skiing in sen tall park this morning. tell us your names. >> kathleen. >> kirsten. >> and you can ski in central park, and what is the conditions? >> when the wind is whippinging, it is bad, but otherwise it is great and calm. >> and it is deep, and you are able to cut through? >> yes, the key is to make sure that the pole does not hit the pavement, and that is not a problem today. >> and i bet that you have not been able to ski in new york city or central park in a long time? >> well, you have. >> last year we did a little bit, but the year before that the snow was incredible, and i got out here a ton, so i keep them here in my small apartment just in case for days like today. >> and aside from the skiing conditions, what do you make of the winter wonderland? >> it is great. we will have a dinner party tonight, and we are not stopping. >> enjoy the skiing, and you are off. and i will have to tell you, alex, despite the fun here in central park, we are seeing the people in snowshoes and skis and

actually one guy was running by in his shorts, and another guy on the bike. the major has declared a winter emergency for here in new york city. he wants to make sure that people stay off of the roads and stay home. they have 6,000 miles of streets to plow. and that is something that they want to be able to do constantly as the snow continues to come. and one last things flooding is a major issue not only here in new york, but in new jersey where you heard governor christie a moment ago declaring a it is the of emergency, and governor cuomo also in new york as they keep an eye on the coastline. >> absolutely richlgt i can't believe somebody was running in central park in shorts, adam, but we will take your word for it, adam. we did see the dogs. thank you. and now to luke russert who is in the nation's capitol wheal, y

stoppage there? >> no, we are expecting it to continue into the early evening hours tonight, and that is why the mayor has emphatically told the residents of washington, literally since 3:00 p.m. yesterday, please stay home, please stay off of the streets. we know that a lot of folks want to come out to enjoy the snow, and do that, but avoid the roads. take a listen to d.c. mayor muriel bowser. >> our message, and we need the public to listen. stay home and stay off of the streets. that includes people attempting to drive and also people walking. our plows and the emergency vehicles cannot do their jobs with you on the streets. >> so that is the issue, alex. we are starting to move towards the cleanup effort ever so slowly, and when people walk on the streets because the sidewalks are all blocked off, it causes the vehicles to wait

and perhaps go around and it is also a safety concern more than anything else. i want to show you something here. this is a guy who parked his compact here, this little toyota prias and this is what happens when you are are out on the streets in a compact car. i saw people trying to drive around in these things, and absolute disaster, and shouldn't do it, and stay home. if you have a suv and working on the lift kit all of the time, and trying to look like a cowboy and hot, stay home. we don't need you out here, because we need the emergency vehicles and plows out front. and one more thing, alex, we are seeing a lot of the social immediamedia and everybody trying to outinstagram each other and outtweet each other, but be safe from it, and don't do it in the middle of the street, and allow the people to do their jobs. and we have had a horrendous history of cleaning up after the storms, but the mayor is trying to do a better job. and i don't think that the

school or the governments will be open monday, because quite honestly, it was a huge dump on d.c. >> thank you, luke. and besides you are the only one who can look hot out there on the streets of d.c. >> that's it. that's it. >> and now, we go to meteorologist dylan dreyer at the delaware state line, and you were approach iing the line, an you were none too pleased because of the winds. how'd it go? >> well, it was very are very windy going over the delaware bridge, and every once in a while, you will maintain and get a wind gust and not that i am driving but frank my photographer,/driver/ extraordinaire is driving and telling me. and now, you can see that we are in a snowplow caravan and you heard governor christie the e earlier say that they have more than 3800 vehicles out and the road roads, and you can tell. the road conditions are pretty phenomenal from what we have seen from i-95 and the turnpike

here in new jersey. it is looking like the trucks are doing the maintenance right now. if we had a radar for you, which whichm a sure that bill karins has been showing you often today, there is a little dry spot to the south of philadelphia which is what we happy to be driving through the right now. so as we are approaching camden, and stay south of philadelphia, that will change when we get to trenton, new jersey, where the heavy snow is, and we will drive right into it. but if we stay behind the snowplows, we should be in okay shape, because they are keeping it clean. but the big bonus, because there are not many vehicles at all on the road, because of the state of the emergency, and the driving restriction, and because we are a news vehicle, we can be out on the road with certain vehicles that are necessary, and you know, obviously, anybody who is carrying food and water and any vehicles offering public service, and helping out in the

governor andrew cuomo, and at 2:00 p.m., the metro will be closed as well as external subway lines at 4:00 p.m. if you have travel plans you need to know two more hours for the long island highways and 3 1/2 hours to go with the metro north and any external subway route routes. let's listen to governor's briefing. >> and all of the city and the state roads within the down state area, and the mta closures and the long island railroad and the metro north and the exterior subway routes. you will hear more details in a second. with that, let me turn it over first to kocounty executive ed mangano who i have mentioned has done an extraordinary job with the team, and then you will hear from the county executive steve balone and then we will go to

the officials are from the mbta. now, we go to ed mangano. >> we want to thank the governor nor the cooperation, and the communication with the office of emergency management, and with each storm, it is better. obviously, you have to heed the warnings here, and in particular, the visibility out on the roadways is very, very poor, and you should not be out there unless you have to be out there, and the governor said that the state roadways will be closed. and we will keep the county roadways open as much as possible, because we need to get to the hospitals and other services, but you should not be out there on the roadways unless you have to be for a very, very important purpose. and secondly, we are concerned about the coastal flooding and the high tide forecast ed for between 7:00 and 8:00 p.m. this evening that. high tide could have serious effects on the south shore, and

in particular, if your home is prone to flooding, this is maybe a time to relocate to somebody in the higher land through the friend friends and family plan. and for instance, if it does flood to that degree, as the forecasters said, and you plan to get out of your home for a few hours for health or work reasons, now is the time to move out of the harm's way. that is the forecast for the coastal flooding and we are concerned with that and we will monitor it. stay in touch with the media for the instructions that we provide through my office and office of emergency management, and lastly, we want to congratulate and thank all tof the men and women of the department of public works doing an outstanding job to keep the roadways as clear as possible in the treacherous blizzard-like conditions. thank you. >> thanks. >> thank you very much. i want to first thank the governor for his efforts. we have been through this as he has said, we have been through ate a number of time, and over the last four years since i have been in office, we have seen a

series of storms that have always at the end of the day been a little worse than, and sometimes much worse than predicted so we coordinate very closely. the governor has been terrific from the start, and in providing the resources, that are necessary to help us do what we need to do on the ground here, and both of my colleagues here have said that the roads are treacherous, and it is a combination of the significant amount of snowfall combined with high winds, and those create dangerous condition on the roadway, and i was traveling on the long island expressway not long ago and we had several vehicles stuck, and we helped one of those escape. we have reports of an overturned vehicle. and those roads are dangerous. this is a time the stay at home, and with your family, and fortunately this storm is hitting on the saturday and that is the one bit of good news that we have here. as the county executive said, we

have a big concern with the coastal flooding. post souper storm sandy, we hav seen the low-lying areas and for us certainly on the fire island as well, flooding more frequently than we have ever seen before. so a storm like this is a big concern to us, and we are closely monitoring that high tide cycle coming up this evening, tonight. so that is a concern, and we will be working closely with our partners, and we have coordinated with town supervisors and mayors over at fire island and i want to thank all of the department and the public works personnel, and the commissioner of police and seniors here presiding with the officer dewayne gregory who is here as well. and our great thank s s to the governor who has provided additional resources to long island and has them at the ready for us when they are in needed

it is a lot of it, and we know how the deal with the snow. the wind is compounding the situation. but, we understand that also. the most dangerous pitch from o mother nature is flooding. that is the greatest threat to public safety. it does the most damage. flooding is a problem in some areas of new york city, low-lying areas, brooklyn, staten island, and et cetera, and some areas that are off of the hudson, but it is most likely a problem on long island. and it is a problem that we have gone through before with super storm sandy. with a lot of pain, a lot of hardship, and lot of loss, and a lot of tears and aggravation. so that is the primary concern here. this morning at high tide, it was small amount of flooding.

and tonight's high tide is what we are concerned about, and we are organizing and prioritizing all of the resources to be responsive to that. and we have the national guard on the ground, and nassau and suffolk county have done an extraordinary job to organize the resources, and state police, and everything that can be done in terms of the equipment, boats, high axle vehicles, et cetera, that is in place. rest assured that unfortunately we have had too much experiences to respond to these circumstances, but we are poised for the circumstance, and we will hope for the best and prepare for the worst. i want to thank all of the executives and employees for this plan, because without all of this coordination there is no suffolk county or manhattan or queens, but it is just one eare

serve the public, and it is inspirationally and we thank each and every one of them and we want them to be safe. with that, any questions of myself, the county executives or the mta officials? >> and governor, with the damage of the storms, and i know that the storm fell on the weekend, but what is your thoughts of the loss of business? >> well, you are right, luckily it did fall on a saturday, and probably saturday and sunday for the storm itself, and we will see what monday brings. we are doing the best to get back to work on monday. the economic damage will be nothing like what we went through in the past. super storm sandy was horrendous. this is a fraction of that in terms of the economics. and we hope in terms of public safety, it is the same. there will be a cost to the state and to the local

governments for the response, and the crews that are out, there and the overtime that people have to work. but in the scope of things, that is not a major issue in this circumstance, luckily. and there you heard new york governor andrew cuomo talking about the economic impact, and it is hard to tell how much it will be, and there is certainly some, but it is not as much as they thought it could have been, and it is a saturday afterall. and talking about the road closu closures which is the most notable thing to come are from that and specifically 2:30, the railways will be shutdown and any subway that has an exterior above-ground element to it. that is going to be closing at 4:00 p.m. as well. we will go the msnbc me meteorologist bill karins, and so my question is how long does it come down like this? >> well, it is amazing and all-day event, and it started to come down and everybody thought

that it would stop coming down, but that is looking like a night time shot there of new york city, but it is not, the middle of the day. and we had 24 inches of snow that was an isolated event, and thundersnow over central park, and that is the snowfall of record at central park in 2006. and then in 1947 we had 22 and in 1988, 16. and already we have estimates of 10 to 12 inches, and we have not had an update since 7:00 a.m., and if we say 10 inches, and if you are looking at the radar, and continuing like this until midnight and then about over, and accumulating snow another 10 or 11 hours, and if you get another inch, we could end up in the 20 to 22 inch range, and if we get into any of the heavy bands, that is where you get 1 to 2 inches, and our friends in

connecticut are getting them in new london and providence, and so with the estimate of how much additional snow, i went from 10:00 a.m. to when the snow ends, and they were saying another 10 to 12, and from trenton to islip, and that is going to put us easily into the 20-inch range. and southern portions of new england, the 5 to 10 range, but that is more than a plowable snow and annoyance, and the cutoff line is hartford to boston who gets missed. now shifting fur this ther to the south to washington, d.c., the top snowstorm of all time going back to 2009 was 28 inches. but we may slide into second time for all-time snowstorms, and top three all time for new york city and d.c. with the same storm. as far as the snowfall totals,

slowly reopen, and the traffic on the streets behind me, be the officials are warning that the danger is not over here. there is a lot of snow with the possibility of the black ice as the things move forward and the officials were kind of stressing that so many of the accidents happened after the storm, because the people are lulled into the false sense of security, and they believe that the worst is over, and they get out there on the roads and it is very slick and slippery. and to put it in context, the state has set up a transportation employee was found dead in his snowplow and truck after it slid off of the road. that speaks to the level of danger and the conditions of the condition of the road and the snowplow drivers and trucks are getting into trouble out there. and the crews are working to restore some power to some 150,000 homes across the state.

p.m. new york mayor bill de blasio just reiterated that nonessential travel on new york city roads is banned after 2:00 p.m., and all of the commuter trains will begin to shutdown at 4:00 p.m., and above-ground subways will also shutdown at h: 4:00 p.m., and bus service is already shutdown. and along the coast, the tide is bringing in flooding. new jersey governor chris christie has declared a state of emergency, and urged residents to stay put. the nation's capital is also at a standstill with heavy snow expected. wind gus at near 40 miles per hour, and are reducing visibility is to zero. the storm has been blamed for at least 10 deaths. air traffic has ground to a h t halt. more than 7,800 flights have been canceled today alone, and all flights canceled in

washington, baltimore and philadelphia. we have reports are from luke russert in washington, and adam reece in new york city's central park, and jacob rascon in philadelphia. and bill karins, i know that you have been monitoring all of the warnings and what is the latest? >> well, the storm doesn't want to let go, and we guy the highest snow report to tunnelton, west virginia, you are only two inches away from a three-foot snowfall, and couple of areas had 30 inches on the pennsylvania/virginia border, and there in winchester, and roaring springs, and those are the highest totals, and as far as the big city, we are average ing in the d.c. area anywhere from a foot and half h to a foot of snow, abphiladelphia the same for you, and new york city is the same with 10 to 12 inches right now, and the totals will go up in the afternoon. ap most of the accumulating snow totals will accumulate until midnight. this is going to show the wind's

directions around the shore. and the winds are still the along the jersey shore, and now, montauk is getting there in long island with the gusting of 49. and still hopefully more people won't lose power. about 200,000 people without power. you have a shield of snow, and still a burst of heavy snow from eastern pennsylvania and northern and central new jersey and across new york and now into the southern portions of new england. the blizzard warnings will continue in the area, and you have the heavy snow to continue for ten hours, and by that time, the snowfall totals will be close to two feet. the only thing that we have not done, alex is the ice in the carolinas, and the flooding in the high tide, but it is not like it is going to be reaching blizzard criteria, and technically speaking, it is not called a blizzard, because we didn't see any location with 35

and there are a few walking down pennsylvania avenue and the shadow of the capital dome which is emerging after being hidden from the winter whiteout conditions for quite some time. and as for what is going to happen for the rest of the day, well, stay inside and don't try to come out here and drive around especially if you don't have a suv and four-wheel drive. i have seen a few dc cabs import small compacts, and it is a terrible situation. they will try to get the $15 fee from you. and another thing that is important, we have dojd a bullet here in d.c. so far, alex, but not having a lot of the power outages. that is a big wor i r because a lot of the residential communities here are built around old trees and powerlines, but that is not the case, because this is softer snow and not that heavy stuff. so hunkerer down for the rest of the night, and the plowing will start up big time tomorrow, and we will see what happens monday. i think that it is a stretch to

turnpike, and portions of northern and central jersey and the travel ban of all of new york city, and that is where the snow is piling up, and they are saying to get out of the way, and let the professional op rayer or thes get off of the road. this is the timing of it. at 5:00 p.m., we have the storm along the coast, and then lit stall out and accelerate this evening and the narrow band from d.c. to philly to trenton and new york and southern portions of new england where the heaviest will be through the afternoon and until sunset. then midnight, it will taper off, abfull out. it is going to be pulling out in maryland at the same time of new york, and then it will be lasting longer in cape, and then cape cod by-- 6:00 a.m. when th sun comes up, it will be goep. and tomorrow, the sun comes out, and the temperatures will be warmer, too. and now, dylan dreyer started yesterday in the mountains of virginia, and msnbc

meteorologist and weather channel meteorologist as well, and what are you seeing? >> we left d.c. at 7:00 this morning, and we have been in the car for a long time between the nine hours it took us yesterday to get from outside of roanoke to washington, d.c., and now we are doing it again, but it seems like we have to beat the clock now considering that the bridges and the tunnels into new york city we just found out are closing at 2:30. so i am sure they will make an exception for a giant blue mobile, but we will see what happens when we get closer. the last, i'd say half hour to 45 minutes up to the hour of driving have been okay. we were in that dry slot just to the south of philadelphia where there really was not a whole lot going on, and the roads were fairly clear. the road crews had cleared away what did accumulate, and now we are getting closer to trenton and running into the next band of snow. you see that we are seeing the

ground to a halt. more than 7,500 flights have been canceled today at loan. all flights at washington, baltimore and philadelphia have been canceled. our meteorologist bill karins is here. any guesstimate on the snow totals? >> well, the airports are updating, and we have weather watchers with the totals, and we know near baltimore 20, and d.c., 14 to 1, and new york city around there about 16 foot. but they only do the measurements every six hours, and so the last time they did it was 7p:00 a.m., and so we are waiting for all of the major airports, and we had 14 inches at reagan, and we could be close to 20 at this point, and so when we get those, i will bring them to you. and now, this is going to be as bad snow-wise as the other areas. as far as the snow goes, as we zoom out, and do some drawing, the storm itself is located off of the coast of the chesapeake. you can see that is where the

center of the storm is, and the nor'easter is at the same time. and the high pressure to the north by the way is sitting up here in quebec, and this area of of high pressure is dealing with the rm stock, and this is why new england has not gotten the snow, because it is blocking the storm from going to the north, and so now it has to shoot off of the coast. the wind directions with this and the cold air is funneling in from the north, and at the same exact time, all of the storm is throwing the warm atlantic moisture like this, and that is why in middle here of all of this mess is all of the bright white, and that is the snow, and the atmosphere is working right no now, and the cold is working right now, and the warm frth the bottom and the air is lifting and then it is ringing itself out, and the heavy snow has set up in the next six hours, d.c., trenton, phillie and southern new england, and that is the area of greatest concern. that is the two-foot bull's eye. and you is had a foot of snow, and now all of this on top of

from hitting the roads and the police will make sure that happens. let's bring in bill karins, msnbc meteorologist and i understand that you got the snow totals. what are the update sfls >> well, the big ones watching and waiting for central park and reagan national. and that is airport in downtown d.c. and they had a dry slot, and reportedly only one inch, so they went from 14 to 15 inches, and still a ways to get to the 20 inch mark. and now, new york central park six hours ago reported 6 inches of snow on the ground and now they are reporting 14.7 inches already in new york central park. that is not in the top ten. they will get in the top ten all-time snowfalls for new york central park, they have to get to 18 inches, and so we will have a legitimate shot. the biggest snowfall ever was

26.9 inches, and we are obl 11 inches from that, and it could be a close call by the time it is said and done. we also got a e-mail from my friends at the weather channel, they are saying that redhouse, maryland s is the new leader. 38 inches of snow. that is our first 3 foot snow total in redhouse, maryland, and i have to google map it to find out where it is, but i am guessing up there in the western sections of the high country in maryland. but that is the widespread two the three feet of snow. and let me show you where that area is. there is maryland an d.c. and north of that, and maryland sneaks all of the way back up into the mountains, and this is according to was in washington there, that is the most area, there and they have the blue bands there, too, and that is where they are getting the incredible snowfall rates. and now, all of the sudden the poconos in the eastern pennsylvania, you are stuck in the heavy band, and those totals are jumping nup a hurry, too.

and so we have some bad stuff out, there alex, and the storm has not disappointed. it has lived up to the hype. and remember the blizzard that crushed boston and missed new york city and other areas were grazed. this one, new york city ended up jumping in the forecast right before the storm started, but besides this, the storm has pretty much performed as all of the computer said it would as much as three or four days ago. and the slight wobble over new york city is not a big deal, because 8 million people live here, but meteor ol logical-wis logical-wise, it is not that incredible to have a storm jump a few miles. incredible. and is it is going to be studied by the meteorologist students for years to come, and this is going to get into the climate change discussion. after this storm is over, new york city will have 7 of the 10 largest snowfalls all within the last 20 years. new york city's records go back to the 1870s, so that is a

so asked her what to do, and she said, i'm going to stay here and sleep here. she is from russia, and said she is a strong russian woman, and she can take it. she is going to be wait iing he. a lot of the people don't have any other options at this point. some people have left and got hotel rooms, and a lot of these people say they are in it for the long hall and going to stay. the airlines are hoping to fly some tomorrow. but it is definitely going to be a long haul. we looked out earlier, and they are keeping the run ways clear, and the planes have been taken elsewhere and they have to come back in. and when you talk about the cancellations nationwide, the numbers are staggering more than 4,300 cancellations for today and i looked and flightaware is reporting 1,600 cancellations for tomorrow. it is going to continue and take a little bit while to get it up and running, and so a long, long wait for these people unfortunately. >> let's hope they have their
