exactly around something that is happening tonight. it is that news, local officials are sounding the alarm. if lansing, governor rick snyder's office got start of strange today in the way they are responding to the latest of when they knew and within they knew it in flint, we have revelations from the governor's office the snyder administration had actually shipped bourified water to state workers working at the state office building in flint. they said it was safe to drink from the tap. today the governor was questioned about that. his administration had a truly bizarre explanation, lack of explanation and what they knew about it. so we didn't expect toef any news from flint, both of those stories broke late in the day. we are starting tonight with some additional late-breaking news in national politics. one of the big twimpbs differences the year is that the

republicans have a lot more people running for president than the democrats too, obviously and their giant field of candidates. it turns out, they dewitt each other more than the democrats do. they had a final debate on monday. as you know, donald trump, the presidential front runner decided he was going to sit out. he said he sat out last night's debate, commonwealth, out of respect for myself. he said he does not like one of the fox news hosts picked as a pod rater. so out of respect for himself he didn't go. mr. trump did his simultaneously solo if demouns, a couple miles away from the debate site. if part of it was mr. trump thinking last night's debate would be boring without him,

people wouldn't want to watch him unless he was in it. there is at least some quantitative evidence that he was right about that. last night's debate was the second lowest rated so far in this year's race. the only republican debate that rated any lower than last night was the one on the fox business network and it matter what is outlet that was on, that fox business network debate may have had the lowest rating, simply because not that many people actually get it on there tv. people didn't have the option to have watching it even if they wanted to. last notice night, there was no excuse. everybody has cable. it did not get a good rating compared to the rest of the year. now we know, a drub u republican debate without donald trump in it does not rate very well as a television event. how does it rate with the effect of him skipping out on the last

debate in iowa? in terms of the overall race. they summed up last night's republican debate with this headlines, rough night for ted cruz dru cruz. donald trump skipping out made everyone look weak when he struck out on his own saying i don't feed that, i will do my own thing. maybe. one of the other questions, though, it made all the focus of the debate senator ted cruz of texas. >> senator cruz, when senator rubio proposed that bill creating a path to citizenship, you proposed an amendment. it would have allowed for legalization, not citizenship, yes it would. pressed last month why you supported immigration. you claimed you didn't. you act like you just saw that. you argued it was a poison pill

cruz is shifting nearly all tear negative advertising from donald trump to marco rubio. heading into monday's vote. pay no attention where we are spending our money, two guys we are ignoring in order to sunday off the other guy. if ted cruz is donald trump's biggest threat, he's not on very firm ground headed into that fight, we now have stix six straight polls. ted cruz has been in the lead, six straight now show donald trump leading? iowa. that's after iowa, it's new hampshire and in new hampshire, it's every single poll taken since last summer. which shows donald trump in that lead, it shows it a robust 15

points, so donald trump does look like he's going to win the nomination. our own blog compares this to trump's polling numbers, at this point in the race, it's all presidential primaries. he found there has never been an instance for presidential campaigns for either party in which somebody is in the polls without going on to when the nomination. so donald trump may not win the nomination. if he doesn't, it would be a historic political collapse the likes we have not seen before in modern american politics, that's right, with his commanding lead in the polls. if you ask the beltway the beltway thinks donald trump will not win in iowa on monday night. there is this skepticism among his lead among beltway pundits,

which, i don't know, it's casting more suspense on mon than you would otherwise expect from the numbers. we don't know what the impact will be of mr. trump skipping the last debate in des moines right before the iowa caucuses. if there is a surprise victory other than mr. trump, nobody knows how that will affect his polling. nobody knows how that will affect the policy in all the other states. so this is a very exciting time if you care about politics and as touch, here's an important announcement, sunday night, exactly 24 hours before the doors close at caucus sites all across the state of iowa, 8:00 p.m. sunday night, you have to watch msnbc. i will be anchoring special caucus coverage along with brian williams and our whole msnbc team. chris mathews will be anchoring from iowa. chris will be in iowa and with a

good news in terms of how things are going since the recovery of the lead disaster. we have that news from officials in just a moment. if you want to know what the recovery is going like if flint from the people who are living it, we got a chance this week to ask some of the people who live there. what do you want to see happen in flint to make this whole situation right? >> a new pipeline for us to have water flowing from detroit for fresh water for our people. >> the government feeds to work together not separate fax from there, work together for the common good of the people in flint. >> i'm afraid for the lasting effects it will have on my 5-year-old daughter. my 15-year-old daughter had a rash. she went to the dermatologist. she broke out for three-and-a-half months. we went through extensive treatment with the dermatologist. this is affecting our days and lives because we didn't know what to expect. we don't know what the lasting

>> so you have late breaking news in michigan tonight, a hastily called press conference with several state and health officials who were all there. again, this is not a previously scheduled press conference, they convene this at the last moment to announce rums from the latest tests of drinking water around the city of flint. these are tests of homes in flint and the results would say apparently the testing was

completed ged yesterday. they convene this test conference to announce the testing in flint homes now is still showing extremely high led levels in the number of homes in the city. these are results that just came in. these are led levels right now from three months after flint stopped using the flint river as a water source. three months after new corrosion controls were put in place that were supposed to stop making flint pipes safe again t. led levels at some homes just tested. they announced coming in over 150 parts per billion t.e threshhold for mandatory action is 15 parts per become. >> that means homes in flint right now are testing about ten times the e limit t. other thing the news is so important is the filters handed out in flirnths all residents are urged to use on their tap, those filters are able to remove lead up to 250

parts per billion. they are rated by an organization nsf which originally stood for national sanitation foundation. when it comes to the filters being zriblted in flint, they said they are only to up 150 parts per billion. there are no guarantees you are safe through the filter. again a number of these test results from homes in flint right now were way above 150 parts per billion. >> i don't know the exact number, but it was at least 4,000. >> and the test that you [ inaudible ] >> oh, since i left in december. >> you hear that long pause there, the e official is asked, what's the highest led level you

found in testing flint homes? he says, at least 4,000 parts per billion t.e threshold for mandatory action is 15 parts per billion. they are finding levels of 4,000 this is testing sense the last week of december. so tonight federal and state officials told flint residents standing with flint mayor that even if they got a filter unless they've had their water tested and the lead level is under 150 parts per billion, they are saying children under the age of 6 under no circumstances should drink water out of the tap even if it has a filter. oh, now you tell us. they urged all flint residents to get their water tested. to do that they said go to one of the five fire stations with testing kits. you bring that sample checking thing back to your house.

you get a sample. then you need to take it back. wait a few days, right now there is a three-day backlog, if the levels are super high, someone will call to you arrange further testing. >> governor rick snyder put out a statement tonight after the alarming test results came in, showing the lead poisoning situation in flint is still very bad, it's not magically healing itself. governor snyder put out a statement tonight that said this, quote, it is essential all flint residents have the water in their homes tested as soon as possible. please make it a priority for your family. er governor snyder, you can make it a priority for your administration, instead of asking them to go to the fire test and do a lead sampling and go back and have them test it and somebody might call you within three days. then they could arrange further

testing. instead, since you declared this an emergency, you could make it a priority to go door-to-door and collect samples in the city. you could. not everybody in flint has easy access to make it a priority for their family the way you want them to. >> just this morning, governor rick snyder said he hoped the water could be safe to drink in flint in two-to-three none months. he says it has already reclosed the pipes to keep from from leeching lead. that is not true. today governor snyder was asked again how much his administration knew over the last 18 months. e-mail surfaced showing a year ago workers got bottled water

shipped to them, even state officials were ensuring it was safe. asked about the clean, safe, purified water, they made sure to keep drinking from the tap. he said he had quote no knowledge of that taking place. a spokesperson told the associated press that purified water they shipped into the state office building at least conceivably could have been drunk by employees and local residence t. snyder administration says they didn't know whether workers at that state office promoted the water in their officers as available to other people. as the ac put it, quote, no signs prohibited the public from drinking water from the cooler. so that was the plan made, maybe flint resident will fine their way into the flint office building and finds their way to

the cubical farms, where it's been provided by the snyder administration. four people live in that building. maybe that's how flint residents will get clean water shipped to them by the state that fouled their water and turned it poisonous. people find it in the office building. the snyder administration confirmed the water deliver i have continued to this day. so maybe if you are having clean water in flint, you can carry a big jug down and ask if you can fill it up there. that's the only hot water that they're shipping regularly in any facility in flint. those were in the fire stations, you can go down and pick it up. you can catch a car or pick up one case allotted to you every day. few can pick it up, yourself. hey, rick snyder said he had no idea safe workers were getting safe water. he has no idea with a lot of

things that governor rick snyder claims to have no idea about over the last 18 months, from the rising levels of lead in flint water to the rising level of lead in children's bodies to the warnings from the high lead in the e. he says he has no idea of any of that. he says it would be nice if we could see, for instance, e-mails and documents from him and his staff in 2013 when the decision was made to use the corrosive flint river without treating it properly, so it wouldn't lead poison the town. we don't have access to that information. we asked governor needer to release the e-mails. he hasn't released them. now the united states congress, democrats on the house oversight committee wrote to rick snyder today asking him for quote all goumt u documents related to the drinking water in flint and including e-mails sent to or received by you or members of

your staff. rick snyder declined to provide this material. the zats say they could ask the republican leadership of the committee to subpoena those documents from rick snyder and the republicans would have to decide if they want a subpoena or not. in asking for these xhempbts, they have asking for him to answer. does the public get to see what governor snyder new? does the public get to see how this happened? meanwhile, in flint, the prices is not getting better. attention is not the same as fixing it. people talking about it at the national level the national news coverage doesn't mean the lead levels are going down. with this news tonight of super high lead levels that far and away exceed the filters are to protect you from, it is further

the filter, especially if you are pregnant, a small child. what i did appreciate, i'm sure you appreciated also, was how quickly the information bought the to the people. this was not a case where e-mails were taking place for mont months. these numbers came in late yesterday. they got with dr. mona, i know you know well. they got with the mayor and the team oak. they worked to get that information out to the media and to the public as quickly as they could. >> at the start of that press conference. the mayor comes out. you can tell she is under the weather. she said one of the things i commit to as mayor, one of the things i know you know. that's why we have hastily convened this i should tell you the public excel press sheet, including the street addresses of individual homes and what the led and copper ratings are.

hank, one of the things i saw in flint and have been hearing from people consistently, a lot of people know they should have filters on, a lot of people don't or don't fit properly or don't necessarily have cartridge inserts to change them out. the word is out people ought to be using filtered water. what's your compliance rate for people using filters? >> i think it's gotten better, but you will remember, it was about a week ago we were in flint reporting the fact that many fire stations had run out of filters. so the governor has stepped up those efforts. more national guard members oak. just a few weeks ago, people were making their way to fire stations all over. they walk, they take the bus. some are lucky enough to take a vehicle. they get up there and find there was no water and filter

available. so i think for some people who have been dealing with this situation for more than a year, they figure if i'm not going to get a filter, what itself the point? people understand, it is important. today i think that was the key moment for the mayor today to say, listen, if you are not using a filter, please, do understand we really want you to test your water because of these alarming test results. everybody has to be on the same page now. >> again, this is a very important point about the logistics of getting down to the fire station, collecting these things. they tell people, even if you have a filter, don't drink through the filter unless you have led testing in your home. they are telling people, so that mean, get yourself down to the fire station. get a lead testing kit. bring it home, get the sample. you will be contacted in three days. >> that is asking people to do that lodgistically. instead of doing lead testing in

house after house after house. it will mean a lot of houses don't get tested. >> true, it's a huge problem. they have finally been able to get water out into the neighborhoods. some people are seniors. some people don't have transportation. so you have to make a better plan to make sure we are testing everybody's water. when we see numbers and understand there are some homes where the filter will not do anything, we have to have a better understanding of what the lead levels are in every home in flint. i think that can be done before they can decide how to tackle the problem. >> it has to be done in the doorway. they have to take responsibility. it's incredible. thanks, for your reporting on this, nice to see you. appreciate it. >> rachel, good to see you. we look forward to seeing you in flint. >> thanks, a lot. we got more on this story and much more ahead.

the hillary clinton and bernie sanders campaign have released these ads as their closing arguments in iowa, they were likely to be the last thing the people of iowa were going to see or hear in terms of ads before iowans go to vote if their caucuses pond night. i was wrong. it turns out neither the bernie sanders or hillary clinton biographical ads were the final ads airing in iowa. i was incorrect on both counts instead the bernie sanders campaign launched this totally different ad. he describes as the read economy. >> one of the wall street banks that triggered the financial meltdown, goldman sax, just settled with authorities for their part and crisis that put millions out of their home. how does wall street get away with it? millions of campaign contributions and speaking fees.
