betty nguyen. in a case ripped from the pages of a novel, an active duty u.s. navy commander has been charged with spying for a foreign nation. according to multiple news sources, including "the washington post," lieutenant commander edward c. lin faces several counts of espionage and other charges including prostitution and adultery. there are reports that he passed secret information to china. although nbc news has not independently confirmed those reports. the navy has withheld his identity but "the washington post" reports a u.s. official disclosing it under condition of anonymity citing the sensitivity of the case. according to his heavily redacted charge sheet released by the navy, lin is accused of stealing secret information, quote, with intent or reason to believe it would be used to the advantage of a foreign nation. he reportedly had access to sensitive u.s. intelligence, and served on some of the navy's most sensitive intelligence gathering aircraft. lin, who was originally a taiwanese national and later became a u.s. citizen, was

apparently arrested eight months ago, but information about the case was highly secretive and did not become available until a preliminary military justice hearing on friday. now, to the campaign trail, and trump 2.0. this comes as the front-runner is fighting for delegates, trying to secure the nomination before the convention. but for now, the focus is centered on next week's new york primary. nbc's jacob rascon reports. >> reporter: there is little doubt rochester, new york, is trump territory. >> there is no rally like a trump rally. and nobody gets the people. that i can tell you. >> reporter: sporting a new haircut, and a sharper message. >> rochester lost 90,000 jobs since 1970. 4,000 jobs in the last six months. >> reporter: but even some true believers here say, they're ready for trump 2.0. >> he says it like it is. and i think he means what he says. but it just doesn't come out the

saints defensive end will smith. it appears to have started with a car accident leading to an argument between the drivers, and ended with smith's shocking death. nbc's dan schenemen has details. >> reporter: near the scene of the fatal shooting saints fans paid their respects to one of the most beloved players in team history. >> a good guy. everybody loves him. and just an absolute shame. >> reporter: police say it was about 11:30 saturday night when smith's mercedes was hit from behind by a hummer driven by cartel hayes. smith and hayes exchanged words and then investigators say hayes pulled out a gun and began to shoot. >> we located mr. smith partially inside his vehicle, suffering from multiple gunshot wounds to his body. he was later pronounced dead on the scene. >> reporter: smith's wife was rushed to the hospital with a non-life-threatening gunshot wound. cardel hayes is now behind bars, charged with second degree murder. bond was set at $1 million. hayes' attorney believes there's much more to this story. >> one of the parties besides

xfinity watchathon week starts april 18. the greatest collection of shows free with xfinity on demand. welcome back to "first look." storms moved across oklahoma late last night bringing heavy rain and golf ball sized hail. the system almost produced a few tornadoes. a couple spinoffs but none hit the ground. near the texas panhandle the roads looked like they were covered in snow as large hail fell. hail so big, even cracked this storm chaser's windshield. there goes an insurance claim. imagine those stories they have with those insurance agents. last night the storms were in oklahoma, north texas, now arkansas. still some lightning with them on interstate 40 and up 44 near springfield going to get a good soaking here shortly. there's also a batch of light rain and light precipitation through pennsylvania upstate new york even mixed in with some snow showers as that cold air finally exits. you may need the umbrella in areas from philadelphia to new york city. but it's going to be very light. not a lot of heavy rain.

all the bad stuff today will be late this afternoon through this evening. we've got about 13 million people at risk of severe storms. that goes from houston all the way to little rock. but it's this enhanced orange area that has the best chance of seeing any isolated tornadoes. we're not going to have an outbreak today but we have a chance for a few at least. we will have a lot of large hailstorms just like we did yesterday. so unstable air is in place. the timing of this, here's 6:00 p.m. all these little red cells, an indication of where we could see those thunderstorms. and then overnight as it heads towards mississippi it weakens. heavy rain possible, maybe some flash flooding, too. we can watch that tomorrow morning. it was such a cold weekend, one more chilly day from minneapolis through the great lakes. we're starting to warm it up. 60 in new york today and the red sox have their season opener in boston today. should be all right, 58. >> thank you so much for that, bill. it was a solemn day in hiroshima, japan. secretary of state john kerry along with members of the g-7 laid a wreath at the hiroshima peace park memorial. . he is the highest ranking u.s. official to ever visit the place where an estimated 140,000 people lost their lives in the

delegate game. how is he doing this? >> ted cruz has had a strong organization. it's getting in to every state to make sure that his supporters are the ones getting elected to these delegate positions that are unbound. that aren't dictated by state results to go and vote for them at the national convention. it's a hard thing to do. you have to know every single state's peculiar rules and get your supporters elected state conventions. these aren't the places that usually have to get their personnel but they're doing it well. >> he's done his homework is what you're saying. >> yes. and it is not easy. even reporters trying to understand these rules have had to study quite diligently. >> well, it is infuriating donald trump. i mean, he is mad. so i think what he's trying to understand is, a lot of people, too, am i losing support? or is it just a case of him not being as organized as ted cruz? >> i think it's a big part of organization. and it's also the people who don't like donald trump are the people who are likely to get those delegate spots. so delegate positions usually go to party activists, party insiders who work sort of in

fargo, north dakota, perhaps and they work for the party all year long and as sort of a reward they get sent to the national convention to support their constituents. now, those people have been republicans for 20, 30 years. they're not likely to be donald trump supporters, new to the party, brought there by donald trump. but there's a lot of organization problems. we saw the guy in charge of getting delegates on the colorado slate this weekend, got fired last week and they had to bring in a new person halfway through the delegate selection process for donald trump. >> it's going to be interesting to see how this shakes out. i want to shift gears just quickly because in an nbc news exclusive we heard the cia director say he will not allow waterboarding, even if future presidents order it. now is this something that trump and cruz are really going to use to stir the pot? because they said they're open to it. >> you know, ted cruz said he wouldn't widely use it. i think that's his way of not condemning it but not making that a big issue. donald trump's made this a huge issue. he says waterboarding would be just fine by him.
