this afternoon, in an interview with local radio host dpoef pence gave one of the most wishy washy and widely mocked expressions of support in this presidential race so far. the governor lavished as much praise on donald trump as he did for the candidate he said he will vote, texas senator ted cruz. >> i like and respect all three of the republican candidates in the field. i particularly want to commend donald trump who i think has given voice to the frustration of millions of working americans with lack of progress in washington, d.c. i'm also grateful that donald trump has taken a strong stand. i've got to my decision about

who i'm supporting. i'm not against anybody but i will be voting for ted cruz. i respect the rights and views of every hoosier in making their determination in the upcoming primary election. i urge every hoosier to make up their own mind. >> all right. as wishy washy as that was, clearly it's not going to hurt ted cruz. with four days left before the hoosier state vote, all the polling data that we have seen, other indications suggest that trump is in the lead. for a bunch of gimmicks that seem desperate this is a normal thing like getting an endorsements for state's governor.

no. >> there's somewhat awkward situation where if your husband will be the nominee, it will happen in july at the convention. if it happens then he'll be on the doorstep of a general election that will be pretty spirited. today secretary clinton's campaign announced state directors and three important battleground states. is your campaign planning to do that. do you have planning under way for how a general election would work or from a standing start in july if you win? >> no, no. we're very aware of what has to happen in a general election. we've got people in place and we'll see what happens. we're not going to move past this primary election right now. we're focused on indiana and kentucky and oregon and california and puerto rico. we're focusing on that. we've got people in place in all the states and that's one of the reasons. we've gone in 40 states. we need ten more states that we have to work with and make sure

that every single person has the right to vote for the candidate of their choice and also express their wishes for the agenda. we're meeting with people. >> i don't know you don't know what the clinton campaign is doing for the general election. you'd be stronger in a general election. can you assure democrats who are worried about that and concerned about that that you have done as much planning or be just as prepared to wage a general election fight as hillary clinton's campaign? >> we will be just as prepared and stronger but in a different way. we have run this election in the cookie cutter way. we haven't done things the same way that most candidates have. we've been really bringing people out and exciting them, inspiring them about moving forward and thinking differently about what a government of the people, by the people and for the people could mean.

you know, we're talking about specific issues. we're also talking about a broader vision for america. when you look at every one of the polls, mark, i know you guys really spend a will the of time looking at these things. i don't spend a lot but for the last three months it's been very clear that bernie always does better against all the republicans than secretary clinton does. the reason for that is because he brings out not just, the democratic nominee will bring out the democratic base, but bernie would bring out a lot of independents and he gets some of the republicans. if trump is the nominee, some of the republicans are not going to want to go there. in his senate race, he got 25% of the republican vote in vermont. the old common sense republicans not the new trump republicans. >> all right, jane. i want to talk a bit about taxes

some people are floating various scenarios about ways that bound anti-trump delegates might try to thwart a first nomination. so see how plausible these are, we call in republican super lawyer ben ginsberg who joins us. let's start with this first scenario that's been floating which is the credential challenge. is it possible that the 1237 thresholds could change if entire delegations get challenged and tossed? >> possible but unlikely. the procedures would be you'd file a credentials challenge, rule 101 is to be sure as many

of your opponents delegates are subject to challenge as yours are. >> have you seen anything in the conduct that would leave them open to a successful challenge. >> i've not been at all the state conventions and the challenges that were successful four years ago and 12 years ago all involve challenges to procedures at state conventions for the most part. >> let's talk about the second scenario discussed in the wall street journal kol column this morning and say i don't think i should vote for donald trump on the first ballot even though under the rules i should. is there any chance anybody could get away with that. >> probably not.

rule 16 combine them to reflect the votes of the reference votes in their state. that count should be known with a fair degree of specificity on june 8th. there's a scenario where the convention could try to unbind the delegates. that would mean saying the voices of the voters didn't count. it's possible for a convention to do something like that but also highly unlikely. >> doesn't that beg the question of why have the convention. if the vote is known and they can switch their vote, why the delegates there? >> well, the main reason for having the convention is to get all the most dedicated republicans together in one place to be able to have unity. >> let me rephrase my question. >> i love it when you do this.

>> why have the roll call vote for the presidential ballot counting? >> more of history. to give someone from every state the ability to do it. the rules call for the vote to be by acclimation. you have to have the role call and secondly, it has the unifying purpose of letting a representative from each state give the speeches we love to see. >> let me ask you about a third scenario. >> what about a bound delegate who says i abstain on the first ballot. is that something you can do? >> under the rules as they exist now and i don't believe we're subject to amendment, the secretary is required to record the vote as the delegates are bound by their state.

what are the ways to mess up the ballot? >> these are the lessons learned from 2012. it's when i was representing mitt romney we were worried about. number one is rule 40dne that talk about how you have to have a majority of the delegates to win. i have one word amendment to that rule can achieve donald trump's goal if he's shy by making it a plurality of delegat delegates. the convention rules can say it has to be super delegates. >> could the anti-trump forces make the rule change? >> it depends who are the delegates are and who are the delegates on the rules economy. who is going to control the two delegates from each state and territory who are on the rules economy and are they willingo take a vote like that either to

plurality or super majority. you don't know yet because the delegates for those econocommit have not been named. >> you could have people in the category, of which there will be many, they could be a trump delegate and doesn't want trump to be the nominee and change the rules in way. >> those delegates are bound for the presidential vote. they are not bound for the rules issues, dren shls issues, plats form issues which is something also to talk about or even the vice presidential vote. >> you have 30 more seconds to lay out some more scenarios so go. >> you change rule 40 b and make it much easier to nominate people and give floor speeches and have the regularly scheduled spontaneous demonstrations on the floor. you might send a message through the vice are the shl vote.
