good afternoon, we are following breaking news, two shootings in suburban washington this morning. the first three people of two men and one woman were shot. all are reportedly in critical condition. the suspects in this shooting remain at large. there was a second shooting. i want to get to the latest now from pete williams. what's the latest here? >> reporter: the second shooting was in another parking shopping center aspen hill which is also in the suburbs north of washington in maryland. what we were told is three people were shot in the first shooting which happened about 11:00 this morning at the westfield mall in montgomery county maryland in the suburbs of washington dc.

we have not been given updates of the condition of those three. a man approached the woman as she was getting out of her car in the mall of the parking lot. you are looking at pictures of the second scene right now. i will get to that in a moment. tl man approached the woman as to where she was going and they had a brief conversation and she was shot. two men responded to help her who may have not known her and now you are looking at the first scene were also shot. then after 35 minutes later, 35 to 40 minutes later in the aspen hill shopping center, also, in the same roughly the same northern washington maryland suburbs, the shooting in the second scene, that's the giant super market that you are looking at a moment ago, in that parking lot, a woman was killed. police said she had died from

her wounds. there are two questions going on. there are no suspects in custody although police have said they have a person of interest. there are two questions that police are looking into. are the two shootings today, the result of the same person and the same gunman. the two scenes are about ten miles away from each other and about 35 to 40 miles per hour away. now, that may not seem a long driving distance but given the traffic in that area and the weather today, you can just make that trip in about 35 or 40 minutes between the westfield montgomery mall and the aspen hill shopping center which is nine or ten miles away. that's one question. the second question is whether these two shootings today are related to one that happen last night and also in the maryland suburbs in the parking lot of a high school in beltsville maryland, the police there say a

man who works for the federal detective office, he shot and killed a woman who he was involved with in a custody dispute, someone he knew and this was a woman who worked for r the school district. they identified the suspect in that shoot zg now they are looking at whether that person is the same person involved in today's shooting. the federal protective service for those of you who are not familiar with washington, it is one of the many dozens federal police forces here in the district of columbia. they protect diplomatic facilities so they have that role and you see patrol cars all over town. the point is someone who works for them like he does who is an officer would have access to weapons and bullet proof vests. they have not said he's the person of interest in today's

shootings. they have said they have a person of interest and they have closely looking at whether all these shootings are being carried out by the same person. why these two shootings today? >> there is no information on what the motive maybe. >> pete, we understand that some schools in the area have been put on shelter in place although no schools are on lockdown right now. what can you tell us about that and how the community is responding this? >> well, it is as normal kind of response when you have shootings in a scene like this. that's standard procedures to notify schools in the area to not let anybody in in case the gunman tries to hide in schools or taking hostages. no indications here that schools are targeted or any reason to believe that the suspect has any school attends.

the shooting last night happened inside the parking lot of the school and the victim works at the school district. that's all indication we got from last night from the police department where that this shooting last night was a domestic incident. it was not a random shooting. what was going on with today's shootings whether these victims had anything to do with a person of interest or if they identify or whether if these were random shooting or someone who wants to have a shoot out with police and have this be suicide by a cop, we just don't know. >> pete, thank you for that. stick around, i am going to bring in our former fbi profiler, clint van, thank you for joining us, we appreciate it. at this point, what are you looking at and the first thing investigators are looking into. are these two shootings related and what are the questions and who are they talking to now?

>> as pete and jim suggested earlier, they'll be looking for those federal detective officer who was involved in the homicide last night, we know he's 62 years old. he killed a 44 years old woman last night supposedly followed her to the school where this child was and gunned her down in the parking lot. they'll be looking, first of all, that could be logical to connect him with these other two shootings just because of the time frame and location. they'll be looking to see if there is any information, anybody they can talk to and number one can help them find him because of the alleged murder last night and of course today for the multiple shootings at two different situations again. they'll be looking at balistics for example if the same handguns was used at two locations

tonight and the location last night, they'll be looking at videos and talking to friends and relatives of the man they know last night was involved in the shooting as well as looking to see if there is any way they can link these two or three together. now, it is a stretch i think unless potentially it is what pete is suggesting suicide by cop. i have been involved of suicide by cop cases before where individuals, in a case i was involved in he shotgun to death his mother and stepfather. there are individuals who make decisions they want to die in a fire shoot out. that's something that law enforcement has to consider. what it does tell us if there are one or two or three people involved in the shootings. these are dangerous people and they are still on the streets. whether it is one or three, they are capable of doing something

like this again. i would suggest that there is a lot of law enforcement pouring into this rainy chilled day trying to identify the shooters at the two sites today and apprehend the shooter from last night. >> i want to bring in our hostage negotiator and msnbc's contributor, thank you for joining our conversation as we continue to follow this breaking news of two shootings at this mall at close proximity. what are the key questions for you and how do they go tracking down the suspect? >> well, you know, the key thing kristen is to find out the link because you have the shooting in belgian last night where the woman died and the suspect is the police officer of first degree murder and he's loose. that's why clint says it raises

this happened on the south side of the belt way in the washington dc area. police are looking for the suspect apparently is out and about in a car some where. they say that he maybe connected to another shooting near a super market in which a woman in that case, in that incident has passed away. >> of course, the big question here is are these two incidents linked? i know that this is still very early, michael, what are investigators telling you there at the scene about that? >> reporter: well, they have detectives both here and they are saying they are working in close connection with each other and trying to establish witness statements and whether or not they put the same person at the same place or the same car at the same place. we are expecting another update here in about 15 minutes when we should know more.

obviously, the police are concerned that the two shootings are kekconnected and they are taking a number of measures for the county to be on alert and the number of schools are on a lockdown. >> picking up at that very point, how many schools are we talking about and talk about the community's response right now. this is an area that typically does not see a lot of violence. what the folks telling you? >> this is a pretty, you know, a familiar community with great schools and low crime rates so this is out of the ordinary for this area. i don't know the exact number of schools that are locked down but certainly all of the school in the vicinity are locked down. >> just tell us because you are there at the scene, what are you

seeing right now and how are investigators responding? >> reporter: well, at the scene right now is a pretty ugly scene in terms of the weather. it is sort of a torrential rain which is making the investigation difficult for detectives with the forensic experts here and with their equipment looking for evidence on the ground. there is a lot of clothes and bags in the parking lot presumably from ems response. there is several dozens police officers here, command post and we are just waiting for a briefing. >> michael, thank you very much for that reporting. please continue to keep us updated. we really appreciate it. i want to bring in jim and clien clint, we are expecting a briefing at the bottom of the

hour at 1:30. it is still early at this investigation, what can we hope to learn and what can investigators share with us at this time, what are you are going to be listen for? >> reporter: i am looking for possible determination from an eye witness or a recovered cartridge that they believe is the same person or if they believe it is a different person. that's the key kristen as you talk with the wall post reporter there. if it is only one person, the police officer who was wanted for murder, at least they can center on that and get out the car descriptions and other things that can help the public call in. he's going to show up some where else and he's sort of, if he's the same guy. we don't know yet. that's what we want to hear from the police. if it is, he's sort of on the spree and that gets the urgency of what does he want and why is he attacking these women, does

he need money or is he trying to get away? that could be all related. we work right there in montgomery county with montgomery county and prince george police, they have great homicide units, they'll be all over this. they're going to need the public's help, that's what i will be looking for to see what they say. >> jim, quickly, we'll bring pete back to this conversation, given that you worked on this sniper case, talk about the fear factor in all of this. >> well, there is great fear in the area. it leverages everybody to be on your side. there is a feeling of fear when snipers shooting people at the gas stations or sidewalks. there is great support from law enforcement. everybody has been called and that's what needs to happen today. if they can get a good description out of the suspect for once and car. >> all right, pete, i know you are heading out the scene right

now. before you head out, breing us p to speed what's the latest on your end? >> reporter: the latest they're still looking on whether all these things are connected, kristen. they have a person of interest and they have not said so. it sure sounds the person of interest is the man you are looking here who shot and killed the woman in the parking lot of a high school. the shooting was after the school had closed for the day. students were pretty much gone and there was not a school related shooting except for the fact that she works for the school. the reason they think the same person maybe responsible for the shoo sh shootings today is based on the description of the vehicle that they saw today. they are not certain.

obama, it sounded like he himself were currently running against donald trump. look, donald trump has a long record that he has to answer to and one point he even appealed to republican women so he hit on the women's issues regarding some of the best statements that donald trump has made. since you know, i cover the pentagon primarily, i was taken by one remark he made about trump's take on foreign policy and he said, some of the things essentially that donald trump has said raised the possibility according to president obama of the threat of war when you are talking about trade wars orb or banning all muslims coming in the united states and standing up against the russian military and some of the things donald trump has talked about during his campaign. president obama indicated, you know, that could possibly lead to the dread of war.

the first is at the westfield mall in montgomery county maryland where three people were shot. we have not heard of their conditions yet. about 35 minutes later, another shooting at the aspen hill shopping center outside a super market, one woman was shot and killed. that's a total of four victims and one of them dead. the first one this morning and the first one, westfield on montgomery mall, when a woman got out of her car approached by a man who subsequently shot her after talking to her for a while. both of these shootings today were women. authorities are investigating whether these two incidents today are related to the picture you are seeing on the left side of your screen. a man identified as a former federal protective service officers, rather an officer who

has been placed on protective leave. his name is todeal. he's accused of shooting and killing a woman who he was in a custody dispute. according to federal officials, he was placed on administrative leave. he was placed put on administrative duty in march after a protective order was filed against him. he was put on administrative leave and notably his badge and credentials and government weapons were taken away from him at the time. whatever weapon he used in thursday's night shooting would be one that he acquired on his own. that was in the parking lot of the high school. the victim there with whom he had a custody dispute works for tr scho the school district. is he the same person who

carried out these two shootings today. are they related and if so, if he's responsible for both. authorities are not saying that. they are looking into it and what is basically what witnesses are telling them. the description of the gunman from today's shooting and the description from the silver car that had pennsylvania placed. you are looking at this poster, note that the car is a rental silv silver elantra. so our understanding that witnesses claimed seeing similar car and someone looking like him in today's shooting. it is going to take more than that to tie it together officially. they'll be looking at shell casing on the scene and work to see if they can connect these three. importantly, he's on the loose

and while they have a person of interest in today's shooting. no suspects have been arrested in any of these shootings. the schools throughout the area of the suburbs of washington dc, have all been put on shut down. they're basically not letting anyone in. that's a standard procedure we are told, the kind of thing they would do no matter where a shooting take place, all the schools in place will be on locked down. >> you have the fact that the shooting last night happened at the school and the victim works at the school district and that's another element that adds on. >> i am going to read a little bit of breaking news, all montgomery facilities are on locked down which fits into what you are saying that this is a standard operating procedure when you have an investigation like this under way. i want to bring in jim who's

tracking this breaking news with us as well. jim, we are waiting for moments away from a briefing on these shootings today as investigators trying to determine if there is a link of what happened today and last night. what are the key questions and who are they speaking with? >> reporter: they are speaking with witness at the shooting scene. and what did he say, did he want the victim's car or money? if this is this police officer wanted for first degree murder, that's a major leap here because they have a similar car and description. what is he trying to do? is he saying you are going to die and he's shooting them or give me your money or car. so kind of get inside his head to see what he's trying to do. is he trying to leave the area, is he in the car with almost no

gas and he has no cash? does he have a credit card or trying to track his cell phone so they're really on top of, you know, what he's trying to do and that's what they want from the witnesses so they can get a determination of what's on his head or they're saying i am trying to kill you. so we don't have the answers to that. that's what the detectives need to know. given this protective service of officers we are talking about, how does that complicate or does it fit in of this type of investigation? obviously, he's someone that's well known to authorities. you would think he's able to track him in a more aggressive way. >> reporter: yeah, it does give you a little bit of a pause because he has special training in law enforcement and he knows something. also, he's a human so he can be cornered or trapped or negotiated with or stopped just like any other criminal.

they did take his badge, he likely has other firearms and he has the main humanething of the knowledge to how to use them. so that's the thing of his knowledge and training and experience. that's going to help them a little bit. it is not going to help them in the long run because he will be found andens wi witnesses will m and police officers and s.w.a.t. team members barricaded the negotiators. it does not matter and you can know all the tricks and the laws will stop you. the key is to stop him before he hurts someone else. the randomness of attacking the victim at the mall, that's the

supervise contract employees who do security, the people that would inspect your bags and guard the entrances of federal buildings. police said yesterday afternoon he shot his estranged wife, gladys, in the parking lot of maryland, as she was picking up her children. a bystander in that incident was wounded. he fled, as police say, and is a suspect in that shooting and is at large. we're told today witnesses in the parking lot of two d.c. northern suburban shopping malls in maryland saw someone who looked like him driving a car that looked like the one he was dri driving, silver car west pennsylvania plates. bates on that, we're told the assumption is that these all may be linked. we may here at 2:00 whether they will make that more official.

that will depend on ballistic te tests, whether they can do those quickly enough, i would doubt. nonetheless, there have been several things that have happened as a result of this. schools in the area have been told to lock their doors and not let anyone in. two reasons for that. it's the usual response when there's a shooting like this and the gunman is still at large and the victim in last night's sh t shooting did have some connection to the school district, we're told. there's that as well and some other county facilities in this same area of northern washington, d.c. suburbs in maryland, in montgomery county have also been given similar orders. they're very much looking for this person. a federal official told us he was put on administrative leave earlier this year, a couple of months ago, after his estranged wife got a protective order against him, a legal judge's order requiring him to stay

away. when that happened he was first placed on administrative duties and administrative leave and at that time he would have been required to surrender his government issued weapons. any weapons he has now, if this is him, he would have obtained on his own. he would have surrendered some of his other government equipment. some witnesses in the shootings today said they thought the person who fired the shots today was wearing a bullet proof vest or some kind of body armor. whether he had that on his own or something provided for him as fps employee, we don't know the answer to that yet. >> pete, let me put a question to you i asked jim cavanaugh earlier in the hour, given that mr. tordil is a federal -- is with the federal protective services, how does that factor into this investigation? >> well, not much frankly other

than they have to know this is a person with law enforcement experience so he would know what kind of things police would normally do in these situation, although our understanding looking at his background we have not seen any indication he ever worked for a local police department. he's had other jobs with the federal government doing similar kind of building security but he would have had law enforcement training. all of the people in positions like his get training. that's an additional thing police have to be worried about here, someone who knows how they operate and someone familiar with firearms and obviously comfortable around them and could have heavily armed himself. i don't think it's a huge factor but it's certainly something they will be looking at. >> pete, stand by for us. i want to bring clint vansant back into this discussion. you were talking about earlier the concern this could escalate if and when they do find him.

what are investigators, authorities, what type of preparations do they undergo to make sure that that doesn't happen? >> let me add to and contribute to what pete just said. we know that this gentleman, we're looking at is her picture right now. he was gs 12 with the federal protective service. according to local maryland media quoting the prince george's county police department, again, as pete sugge suggests, in march, his estra e estranged wife got a restraining order against him. for law enforcement that means you turn in your badge and turn in your gun and they put you on some type of administrative duty. in his particular case also because of that restraining order, sheriff's officers went to his house and seized other guns at the time. what makes this even more challen challenging, again, according to this media source quoting prince

george's county police department, at that time he threatened to commit suicide by cop. suicide by cop, as we all know, are victim precipitated homicide, when someone is so upset they commit some type of outrageous or threatening act, usually involving a law enforcement officer, trying to force that police officer to kill them. if in fact this individual, with his background, he would be aware of the concept of suicide by cop, and also now, when we look to motive, we have to say, well, his job, his career, his life, everything else he may have felt was threatened because of this restraining order and this homicide he's charged with last night of killing the 44-year-old woman. you put all that together and look at the crimes he may have committed today as well as last night, this makes this guy and

unfortunately, a second victim has passed at the hospital. an adult male victim, who was at this location. was pronounced dead after attempts to keep them alive at the hospital. this continues to be a very active investigation. we're still looking at the possibility that these shootings here and the shooting in aspen hill are related. the other issue is that we are looking at whether last night's shooting in prince george's county and these shootings were committed by the same suspect. we put some information out to our officers and some information has gone out to the community. we're in contact with prince george's county officials, some
