good morning. happening right now a serious storm threat off the coast of the atlantic that could wash away memorial day plans for tens of thousands. in texas at least two people are dead after record rainfall. let's go first to that and nbc's janet sha ml ian. >> reporter: it will take several days and a good thing they have a holiday weekend because it is given authorities time to look around. it is not a quick fix in many places like behind me where the road has completely collapsed. that is the sheer power of flood waters. right now it is dry and giving authorities the chance to assess

the damage. across southeast texas relentless rain. >> 19.4 inches, almost 20 inches of rain. >> reporter: flooding homes and stranding drivers. rescuers working around the clock. police breaking the window of a flooded car to save a woman who risked life by driving around a barricade. throughout texas at least two dead and three feared missing believed to be swept from their vehicles. relatives say darren mitchell posted this photoof his truck filling with water before he disappeared. his caption, and all i wanted to do was go home. after riding out the storm with his family -- >> we saw this tree come down and smashed my shop to pieces. >> in the plains, no relief. heavy winds and hail and funnel clouds and fargo north dakota.

is tree limbs and debris all over the streets, barricades in every direction. they will use these next few days this holiday weekend for a lot of cleanup. >> you are right. joining me now with more on today's weather headlines, look at those pictures. talk about the down limbs and everything. >> not one particular town really saw it the worst with almost 20 inches in one day. that is like a monthly record. let's talk about the southeast. we have a new position statement of tropical depression. as of 8:00 this morning the new statement has just a slight shift, 225 miles south southeast of charleston, south carolina. the movements to the same, northwest at 14 and the winds are also right at 35. no change there. the storm is expected to intensify as it comes over the warmer waters of the gulf stream. the direction remains the same.

we are looking at wind and rain pretty much for a good portion tonight and into the weekend. also, rough surf, dangerous swimming. you don't want to go out there with rip currents strong throughout the weekend up to the jersey shore. rainfall, heaviest amounts along the coast particularly in the carolinas from top sale beach all the way through savannah likely to see heavy rain. when it gets a name it will be bonnie, the next one we are watching, number two on the list for this hurricane season. so right now we have scattered showers and thunderstorms across louisiana but no rain coming down in texas. over the last seven days we have had so much heavy rain we talked about the town where janet was reporting from. elsewhere we have seen a lot of heavy rain over the past seven days. the forecast for texas does call for drier conditions. it is going to take a while for water to recede when it is as high as it is.

temperatures 91 degrees in new york city. we are looking at hot weather for this holiday weekend for the south and for the northeast really comfortable across much of the west. by sunday not much of a problem except watching impacts of our tropical system potentially tropical storm bonnie. how about memorial day itself? not too bad if you are driving. watch out for central and southern plains. >> those hot numbers break out the bathing suits. so it begins. let's go to politics and chaotic protests outside of trump rallies in california. 35 people were arrested after protesters clashed with supporters as well as police outside of that venue in san diego. inside of that venue trump attacked hillary clinton in the wake of this week's inspector general report about her e-mail practices while at the state department. >> they never know.

they never go away. hillary is missing. hillary is missing 30,000 e-mails. i have people that will retrieve those e-mails. i don't think they want to find those e-mails. because frankly what hillary has done is criminal, folks. it's criminal. >> without mentioning trump by name hillary clinton attacked the presumptive nominee yesterday morning. >> you can use the white house as a bully pulpit. we don't want a bully in the white house, but we can talk about issues and bring people and maybe there is somebody in massachusetts who is doing something similar. let's begin to cut across all the barriers, the geographic barriers and everything else. >> bernie sanders was also in california yesterday with his optimistic message for his

supporters. >> brothers and sisters, we can win here in california. we can win in many of the other states coming up on june 7. with your support we can go into the democratic national convention with a great deal of momentum. and we can come out with democratic nomination. >> sanders is the only candidate on the campaign trail. he has three events in california. about face this weekend from donald trump who said he would love to debate bernie sanders head to head, now not so much. trump announced it would be inappropriate to debate second place finisher so passing on any opportunity for televised show down. is this a done deal? is it over? >> reporter: it seems like he has completely precluded any

debate with bernie sanders despite how exciting such a prospect might be. as you mentioned, it was an about face to comments on wednesday that he would love it and on thursday he told reporters he would love to debate bernie sanders and on friday just before ruling it out at a campaign rally in fresno he said i really want to debate sanders but i can't because it would be inappropriate for me the first place finisher as the republican to debate the second place finisher democrat and wasn't convinced networks would contribute the funds to charity as requested. at the end of the day this is a boon for hillary clinton. she is locked in a tight race with bernie sanders here in california. a debate between sanders and trump would have earned him millions in media play a week before the primary that could have pushed him over the edge.

it seems like a win win for clinton and donald trump who is trying to pivot towards the general election, has a lot of other things to deal with with shakeups in his campaign and unifying the republican party and didn't need one of these distractions. it didn't come entirely as a surprise. they said this is donald trump's infims. sense of humor about this debate. so ruling it out was not entirely a surprise. >> thank you so much. a couple hours north driving up the 405 let's go to santa monica. danny, with a good morning there was flurry of activity over this possibility of trump and sanders debating in california. your perspective there on what happened, how it all fell apart.

>> i agree in that it was a sad day for political junkies when donald trump seemed to throw cold water on the idea of a debate between him and senator sanders despite two networks agreeing to host the debate and agreeing to provide charitable contributions that donald trump suggested with this thing came up on jimmy kimmel. the one bit of good news it seems for those seeming to hold out is that senator sanders is trying to keep that flame alive, if you will. take a look at what he said to reporters yesterday almost goating donald trump into having that debate. >> mr. trump is known to change his mind many times in a day. trump is a big tough guy. what are you afraid of? >> so now that is two debates that senator sanders has hoped

everybody seems to be in a pretty friendly mood. nobody is irate so i'm willing to go through it. >> and those are just a few of the 38 million americans who hit the road this holiday weekend. after months of complaints there were signs of improvement for tsa on friday. right here in new york, so what was the improvement by the tsa and how is it looking there today? >> reporter: today the lines actually aren't so bad. we are hearing stories like this all across the country. this is after the tsa has been under fire for a month now for lines up to two hours long. this week the tsa said they reduced the wait time by 90% to under 15 minutes. that has a lot of travelers here feeling pretty confident. take a listen. >> we do travel an awful lot. i travel a lot for work so as a

result i like to spend as little time as possible in the airport. but having said that because i'm not traveling by myself but with my wife and two daughters we needed to take extra time to get here earlier so we get through the line. >> it's not terrible at all. another two minutes. >> as you mentioned, 38 million americans are expected to travel this weekend. interestingly, almost 90% of them are going to be driving. partly that is due to low gas prices. gas is $2.32 which is cheaper than this time last year even though 18 cents higher than at the beginning of the month. that has a lot of americans hopping in cars and driving across the country. if you are an american who will hop in the car there are tips experts say you need to keep in

mind. they say don't overload your car with too many things and make sure you are checking tire pressure and consider traveling home a day early if you can perhaps even sunday night to avoid monday evening rush hour times because more people on the roads can mean more accidents. >> absolutely that does. if not early at least those off peak hours best to travel. let's go to politics, the debate that almost was is off the table. donald trump saying he will not debate bernie sanders. there are new indications about his strategy ahead. let's bring in our panel. good morning to you both. phil, i start with you here. i know you wrote about the new poll with bad news for donald trump in the midwest and yet the trump folks seem to want to rewrite the electoral map saying even california will be in play. what is the bad news in the poll? >> the bad news is donald trump

is relying upon working class white voters in order to switch the map. he wants to win pennsylvania, michigan, ohio, all states classic rust belt states where he hopes to be able to appeal to white working-class voters. the problem is that working-class voters on the whole prefer hillary clinton. the white subset of those voters prefer donald trump less than white voters prefer him nationally in other polling. there is not really any sign that in those critical states to his value proposition, no sign that he will be able to make the end roads that he thinks he needs to make. >> these states, trump didn't say what 15 states specifically he expects to be in play. what are you hearing beyond the claim that he would claim the contest in california? what can we guess what other states would be? >> his campaign has started to install state directors and field operations teams in a

number of states including pennsylvania, florida, wisconsin, as you mentioned california. they are beginning to build out their campaign operation to a number of traditionally blue states because donald trump says he is going to make a big play in california. he is going to make a big play in new york. states that traditionally lean democratic but he feels if he pursues strong enough and if he campaigns there that he can pull off a win in november. >> another one to talk about, paul ryan not endorsing trump. is there any sense how damaging if at all this is and what do you think the delay is and how long will it take? will he endorse him ultimately? >> i think he probably will. i don't know that it really matters to donald trump whether or not paul ryan does this. donald trump needs to have republicans consolidate. we have seen that happen over the course of the past week or two which is a large part of the reason why he is -- paul ryan i

think is stuck in a weird position where a lot of people in the republican establishment are skeptical and frustrated by donald trump while republican base is largely acquiesced to the fact that he will be the nominee. paul ryan is straddling the establishment and the base. that is why he is speaker because he was sort of a compromise between the two things. i think he will endorse him down the road. there is no chance donald trump is going to win california. that is necessary to say in part because of huge spike in registration of hispanics in the state. that is a group that is very frustrated. >> gabby, what about donald trump with regard to omarco rubio? look at what marco rubio is saying, kind of a round about nod to trump for president after calling him a conman. >> my colleague phil cline had

an interesting comment about donald trump exposing marco rubio for the opportunist politician that he might be. marco rubio has called donald trump a con-man, questioned whether he is the person to be in charge of handling nuclear weapons arsenal, whether he is a competent commander in chief. he insulted donald trump time and time again and now he seems to fully embrace him saying he would be honored to speak on his behalf at the republican national convention that he will attend. while he may have policy differences with the billionaire he will work to get him elected in november. it does open up questions about marco rubio, about his goals going forward, where he intends to be in the next three years as a politician or private citizen and why he suddenply feels the need to embrace donald trump after so many weeks and so many months of insulting him on the campaign trail. >> what about the "new york

times" piece suggesting many sanders supporters hopes the fbi brings secretary clinton down. is this going to be the focus her attention on the race? >> absolutely. until the fbi comes out with recommendation of indictment or not it will be a continued topic of conversation not just among sanders supporters but among republicans and democrats who are put in a tough position. i think it is unlikely that the fbi will recommend an indictment. if they do bernie sanders is the candidate to turn to. if that doesn't happen it will be really interesting to see where democrats go from here, if they bring in another candidate, somebody like joe biden or elizabeth warren or stick to grass roots. >> at what point do you think

clinton's fiercest supporters will start worrying about the unknown with respect to the investigation? clinton says she is not worried. >> i think that most hard core clintonites agree this is not going to happen. the odds have been low. i don't know that there is any real sense of an indictment that comes down here but it is definitely a very tough -- it is sort of hanging over the campaign. everyone would like to have this thing over that has anything to do with the hillary clinton camp. we'll have to see. it is sort of a black box what the fbi is doing. in general things like this don't really change the politics much. people who don't like and trust hillary clinton were not moved by people who do like and trust her. i think this is the wildcard what happens with the indictment. >> thank you so much. happy holiday weekend.

lives. neither major party represents that max of policy position. we think we have a lot to bring to the conversation. >> gary johnson was asked about choosing you as a running mate. here is some reaction. >> first of all, beyond my wildest dreams i asked to join me and realized we are running separately. he is the original libertarian. >> gary johnson making the case there but you heard the response. how do you respond to those who say you are not a true libertarian? >> i'm a libertarian. my speech to the republican convention in houston in 1992 was i want the government out of your pocket book and out of your bedroom. there is no more concise statement there. and it got better. we had a vice presidential debate and presidential debate.

gary and i won straw polls after each of those debates. a few booers don't represent the whole hall. >> what about your game plan for wooing republican voters away from the party? >> our game plan is to get to 15%, get into the debates. if we get to 15% it will be tough for them to exclude us. we are not antianybody. we are not anti-trump or anti-clinton. we think the democratic party is too far to the left in terms of spending. we think they are hollowing out the economy of the country. and we think we don't agree with the republicans on anti-choice, pro-life. we don't agree on reluctance to embrace gay marriage. i appointed the woman who wrote the opinion holding that gay marriage is constitutionally compelled.

we are going to say this is what we think and why we think it. i also think that some of mr. trump's proposals such as building the wall and deporting 11 million people is evocative of the worst features of the 20th century and disregarding the lessons of history. some suggestions about imposing huge penalties on countries like china and mexico run the risk of violating our treaty obligations such as north american free trade agreement and our obligations under international economic organizations such as world trade organization. so that's a bit raw to have president saying we are going to flout obligations under international law. >> you talk about getting to 15% and that could get you on the debate stage but you have to be in the polls. how concerned are you that you may not be polled? >> we'll have to see. i think gary johnson by himself

without me around is polling at 10% when his name is put forward in the polls and possibly if we can attract attention by getting together on a unified ticket that figure might get to 15%. the polls nationally show that 40% to 55% of the people in the country share our policy views and substantial percentages of the electorate are not satisfied with the offerings of the two major parties. if they come our way that would be 15%. if we get to 15% i think we can have a very interesting conversation. >> very probust one to be sure. what about the rumor that david coke -- we should say johnson has denied it. what could that do for your campaign? >> i noticed a story in the paper that more than half of the big republican donors have not yet lined up with mr. trump.

obviously, we are going around and talking to those folks. i'm sure some would sit it out. and there is a substantial number of those folks who have libertarian leanings. that's an easy conversation. >> we should say one of the koch representatives potential millions of dollars. do you see a scenario in which your bid ends up helping trump win perhaps by pulling votes away from hillary clinton? >> we do have an appeal to millennials because of freedom and liberty and that part of the platform is appealing to young people. we are both former republican governors. my guess would be we might pull more votes away from mr. trump. >> i want to point out that you are a former republican. so if it's not something that this race does not elect you and gary johnson, would you prefer hillary clinton to donald trump

or not? >> i don't think i will make a call on that one. it's no secret that both clintons are friends of mine. i'm not making a presidential pick other than gary johnson. >> i understand that. what about if the convention delegates there do not pick you because they can pick a separate vice president. what happens then? >> i would have a conversation with gary. i would do everything i could to support gary and libertarians. >> william weld, it has been great talking to you and i want to wish you the best of luck. in a moment why hillary clinton is finding it so hard to be liked and the double standard that could cost her the white house. >> there is absolutely no way that we can let donald trump get anywhere near the white house. what's it like to be in good hands? man, it's like pure power at your finger tips.

governors so you only have six of the nation's 50 are women. for mayors less than 70% are women. fortune 500 ceos they face this sort of double standard of toughness and likability. >> here is something interesting from a recent poll. 4 in 10 americans believe we would be better off if women and men stick to jobs and tasks they are naturally suited for. half of trump supporters agreeing with that. how do you think this plays in the general election? >> there is sexism that exists in people who don't like -- people think there is too much change going on, that they like to see -- they worry that she is not capable that a woman is not capable or doesn't have the talents, the qualifications to be president. that is something that hillary clinton has to grapple with as she runs for president. >> do you have a sense of what hillary clinton could try to do

to sway public opinion of her? should she try? is she able to make a change? >> it's tough. to prove that you are likable is really not an easy thing. certainly hillary plays up the idea that she is a grand mother which is one thing that does help her in this particular instance. this week david brooks wrote this column about how she should pick up hobbies. i don't know if that is something you need to do. she has a set of hobbies. she likes to watch certain tv shows. she said she likes to garden. but people see her as too much of a workaholic and needs to show that she likes to golf or play basketball or other things. these go to the idea of being likable. you need to be authentic. you can't sort of fabricate things that aren't you. she has to represent who she is. that remains her challenge. >> remember back in the day when

if you are among 2.67 million people traveling by air you may have noticed that clearing security was easier. the tsa is making progress. here is part of the report from nbc nightly news last night. >> in atlanta intimidating lines but we found most through in less than 30 minutes. at the 20 biggest airports the tsa says 90% of wait times were under 15 minutes. >> some steps are being taken to ease future congestion hiring more than 760 new officers bringing more k-9 units and more aggressively marketing the

precheck program. joining me now is former head of tsa security policy. in 2002 he instituted the policy on baggage screening. we have seen this blame game play out all week with airlines and tsa pointing fingers. who do you think is responsible for the long lines that we saw in chicago a couple of weeks ago and what do you think travelers face this summer? >> i think it's a combination of factors. i think the problems are shared responsibility. it begins with tsa who for the past 15 years of its existence, my tenure included got personnel staffing levels wrong. it fluctuated up to 60,000 people. seemed to stabilize. now with a mistake that precheck would create efficiencies in this year, tsa along with the administration both agreed and congress agreed to reduce it by

another 3,000 people. that turned out to be a mistake and turned out to be a mistake on tsa's part about how many people would sign up for pre-check. that created problems that they seem to be addressing with some additional kinds of flexibility. >> and how much are you concerned about security? not just the long lines and angry travelers but something getting through. when you reduce the number of screeners by that much. >> well, that's another issue and that's also part of the problem. last summer the inspector general and other red teams that tested how porus the check points are found a very large amount of prohibited items were getting through. that meant the tsa permitt the culture to be one of

convenience. with more security it means it is going to go slower. that is also a contributing factor to the problem. >> the pressure on the screeners themselves. each individual screener, what is that like? >> that has always been a problem because it is a lot of pressure. you are looking at more than 500 people and carry on items. you are looking at x ray screens trying to look for contra band. that is a serious problem and can contribute to security failures. and that means that tsa has to constantly be moving these people and not letting them on that line for an extended period of time so that their alertness levels go down. >> what do you think of the concept of doing away with baggage fees? a lot of people don't want to pay those so they bring everything on board with them. >> for the first couple of years

when the pag fees went in that is when tsa saw a substantial increase and for in that interim period of time they were able to manage it. now with the reduced number of security officers out there, the bag fees become a serious problem and i think it is something that should be looked at. >> you heard me talk about the uptick of the hiring increase about 800 or so officers by mid june. they have a pretty long training process. so what does this say about the summer months ahead? >> it means that is a band aid. the 700 new officers will be hired but they will be trained. that's not going to be enough to offset the impact of cutting of 3,000. there are other steps that they can take. part timers can be made full time. additional overtime funds may be freed up. they are doing things to add flexibility to improve the
