chaotic night in san jose. protesters threw food at trump supporters, burned trump merchandise and an american flag outside a rally there. a few months ago, trump tweeted great evening in san jose other than the thugs. and this is key. my supporters are much tougher, if they want to be, fortunately they're not hostile. trump says it's an absolute conflict the judge is of mexican heritage. adding, i'm building a wall, it's an inherent conflict of interest. here's what the two most powerful republicans in washington had to say. >> look, the comment about the judge the other day just was out of left field for my mind. it's reasoning i don't relate to. i completely disagree with the thinking behind that. >> i'm unfamiliar with this ularparticudge, but i did say and i'll say again today, i thought it was completely unfortunate and unnecessary for our nominee to attack the governor of new mexico.

i think these attacks don't deserve the candidate very well at this point. we ought to be trying to unify -- he ought to be trying to unify the party behind him. >> start with katy tur, who is at the trump rally in reading, california. katy, this strikes me as the first time that you've had one of these classic trumpian moments where he does something that is pretty outside the normal bounds of political discourse, that there's tremendous amount of scrutiny, but it's the first time this has happened with him as the presumptive nominee. >> reporter: yeah, and it's one of the first times i've heard people within the campaign criticize it and say they're frustrated. i'm talked to a few aides who have said they're at their wit's end with the candidate and the campaign. they realize they have a real problem with latinos, a lot of unfavorables, and they're had a problem trying to reach out to that community, and they say comments like that, does not

help that. that's the first time i've heard that admitted by anybody within the donald trump campaign. they say, this is the sort of thing that's going to make them lose in november. if they don't figure out a way to stop this from happening. they say it's happening because partially, number one, you can't tell donald trump what to do. he does what he wants to do. he shoots from the hip. but number two, he's not getting as much strategy or as much prepping as they would like him to get. take an example of last week, and this is part of a good pr that any normal campaign would have. last week, they were going to get the endorsements of hundreds of people, women ceos, latino farmers and decorated veterans. but that never happened because of in-fighting with the campaign. the message about the endorsements never got to the candidate because his campaign manager essentially blocked it. that's the same that's happening with the judge curiel comments

and they're worried about the campaign going forward. it's remarkable to have the speaker of the house take 30 days to endorse the republican nominee. and then a day after that endorsement, he has to go out and basically apologize and distance himself from the comments of that -- of the nominee, saying that the judge's mexican heritage would be a conflict of interest. that's a remarkable turn of events in just a 24-hour period of time. >> katy, thank you for checking in live at the trump rally for us. turning now to luke russert, who is covering the reaction on capitol hill. already you're seeing all sorts of tongue-tied turning into pretzels from mitch mcconnell and paul ryan. >> reporter: well, chris, this was a difficult endorsement for paul ryan to have to make. he waited 29 days to do it, and there's reasons as to why he didn't want to do it. he was uncomfortable with donald

trump's ban on muslims. uncomfortable with donald trump saying that undocumented immigrants were rapists, uncomfortable with donald trump being show to disavow an association with david duke and the kkk. uncomfortable with trump's position on earned benefit reform. all that being said, ryan and his team made the conclusion that, okay, we at least could be the playbook for donald trump, because he has no domestic policy of his own. he's never been through a committee process, through a mark-up. we'll supply that if he were to be president in the first 100 days. he has to use our playbook. that is what ryan is trying to bring back to the house gop conference, and that's his concession, if you will. that was the victory, if you will. all that is all washed to the way side. they had a big rollout today, called a better way, talking about their war on poverty next week, national security, something about taxes, health care, et cetera, et cetera, et cetera. that's all been washed away because of donald trump's

comments regarding the heritage of this judge. it puts paul ryan in an extremely difficult position, not something that he agrees with or wants to talk about. and i honestly am fascinated because this is going to be this very delicate dance that ryan and mcconnell have to do for the next five months. they have to protect the senate majority and the house majority and what mcconnell said is that he worries that donald trump will do something to the latino electorate that barry gold water did in 1964 with african americans, which is essentially lose a generation for the party. so how they maneuver this, when katy tur's reporting there that his own campaign staff can't get through to him, it's certainly going to be a really wild ride. one last thing, i'll just say this to you as a cubs fan. if you watch the video of ryan talking about his support of trump, it honestly looks like what you would react to talking about the pabartman game. that's how i felt. no enthusiasm.

it happened here, let's move on, go cubs. it's tough, very tough. >> luke russert, that is very apt. thank you. let's bring in susan del percio, ozzy pabara, lynette lopez and gabriel sherman. thanks for coming in today. look, we've had numerous moments in the campaign where you think, oh, my god. i think this is the most "oh, my god" moment so far. >> is it, though? this is like your first violent hangover after you turn 21. you've been drinking before, you know what a hangover feels like, but this one feels a little bit different. >> this happened hours after paul ryan endorses him. and it's different, every time there are one of these in the primary, it didn't do anything to his poll numbers. in the early going, he had voters who were with him to the

end. i think you're going to see movement in his primary numbers -- sorry -- in his election polling numbers in reaction to this. >> well, we don't know yet. we have to see what happens. but what's more important than just the comments that he made, he has a campaign in cos right now. he has -- these kind of remarks being made that no one in the campaign is controlling. you have leaks coming out of the campaign. after hillary clinton's speech, you had no surrogates there to start defending donald trump, to bring out his points and speak on his behalf, and this also really offends the donor class. so money is not going to be coming in. when you have all of these things coming together, donald trump is going to have a very hard weekend. he needs to look at his campaign and figure out his structure. the least of his problems, as crazy as it sounds, are these loose remarks. >> but let's not gloss over the first order issue here which is what he said. before we get to the ramifications -- no, because he said this thing --

>> but they have republicans going absolutely bananas. you can't defend these kind of comments. >> you can't defend it, but it's not new. he says stuff like this all the time. >> he launched his campaign by saying mexico is sending rapists -- i don't see much of a difference between the rhetoric at the start and now. >> this is the time to attack hillary clinton, instead of a judge and he's doing it in response to trump university, something that has been dogging him for a while. >> here's what i would argue is the difference about this, aside from the timing of it. it brings together every single strand of trump critique. first of all, the people that say he's a con-man. it's the guy presiding over the fraud lawsuit. people that say he's a racist, he's essentially tagging someone purely because of their heritage and ethnicity, which being incapable of sitting in judgment of him, which on its face is racist. he has no respect for institutional norms, he's

attacking the independent judiciary. so every lane of trump criticism is brought together in these comments, which is part of what elevates it as well. >> on the one hand, he says, latinos are going to love me, my wall is not racist, now he's saying, the judge hates me because i want to build a wall. which is it? >> i've had people on wall street, which is what i cover, say, no, no, we're mind-boggled, latinos love trump. who told you that? donald trump? did you know he's a liar? i thought his choice of an economic team was handed to him by party elders and the donor class. i thought he was going to start taking this more seriously after he had all these reagan guys in here on his economic team. but now it's clear, no. >> but to your earlier point about having all of this happen this week, i can argue, we're seeing in the poll numbers. by now, donald trump should be much further, he should be doing much better than he is in theory

f he was just a generic republican. because hillary clinton is still fighting on the democratic primary, they haven't seen the consolidation. donald trump should be doing a lot better and he's not. you look at hillary clinton yesterday, she gave a speech that looked to broaden her support. but donald trump's response was only to a consolidated, small primary voter. he's not looking to expand his voter base. and that, again, is another reason why it's a campaign in chaos. >> and also if you're a republican, you must be pretty scared. this is what he does on the attack. if he's about to go five months ahead with hillary clinton and surrogates attacking him, if his response is to attack a judge, you're going to have a lot of -- >> you can feel the palpable plummeting of the stomach in all of these folks. >> and russert called it a delicate dance. this looks like a dog that just got out of a pool. it's not delicate by any means.

>> there's nothing standing up to this guy. if you swing at him, his only defense is to attack the messenger, rather than say the university is great, i want my day in court. he'll say the judge can't judge this. >> part of this is there's zero discipline in the enterprise. >> i just want to touch on something that katy tur had mentioned, because i've covered the struggle been paul manafort -- >> that was a crazy regulation. they had endorsements from key, sort of validators and they desperate me need and it didn't happen. >> everyone said after the michelle fields incident and lewandowski was pushed aside. now weir seeing lewandowski is very much in the inner circle. donald trump likes him because his model is let trump be trump. manafort was brought in to instill discipline. he said, this is just an act, he's going to change. trump is basically saying, i'm not going to change, and i think that is trouble for manafort.

>> and what the republicans who were also very concerned about for months, we heard donald trump is a very bright man. he's a fast study, he'll learn these things. his ability to digest information is great. we've seen little interest in him actually trying to learn what's going on on foreign policy, domestic policy, any given issue. that again is something that really scares republicans in down ballot races. >> the other thing i would say, if there's one quality that is so important for someone in that position to have, it's discipline. you can have politics i don't agree with or politics i agree with. you can be extremely bright or not the brightest bulb. but the one thing you can't do, and this was hillary clinton's point in the speech, is just have no discipline. >> yeah. >> discipline is a very important, human quality and especially for leaders. if there's one thing the guy has shown no capability for is

sanders are campaigning hard today in california, ahead of that state's big primary on tuesday. right now the race is close in california. our latest nbc news/wall street yournl, marrist poll shows clinton ahead of sanders by two points. we have kasie hunt and chris jansing. kasie, what's the scene look like there? >> hi, chris. we were just treated to some traditional vietnamese drumming which stopped just before we were able to have this chat. that tells you a little bit about why hillary clinton is coming here to westminster, california, later today. this is also known as little saigon. and it's a place where there's a very large vietnamese population. she's been up advertising in multiple languages on the radio, as she tries to run against bernie sanders, who his much stronger among white voters, and

younger latinos, for example. but it tells you how hard she's working here in the final stretch, that this is unexpectedly closer than they thought it was going to be. it's very important to them to try and finish this primary race in a position of strength, not weakness. now all of that said, you just played a little bit of those new attack lines that she's using against donald trump. that foreign policy speech she gave yesterday, i was there, and it's really giving a lot of democrats heart that this race is going to play more in their favor, that hillary clinton is better prepared for this, than maybe some people were worried about. and one point that aides have made to me privately is that hillary clinton hasn't run in a general election before. a lot of our perceptions of her skills as a candidate are really focused around how he bmp performs in primaries and that's dancing on the head of a pin. it's harder for her to contrast ideas with bernie sanders, or in 2008, with barack obama, than it is to do with donald trump.

she was clearly comfortable and confident in that role. i think you're seeing that continue on the campaign trail today. of course a lot of our focus on those comments that donald trump made that you were just discussing about the indiana-born judge who he's accused of being biased because of his hispanic heritage. hillary clinton has yet to address that directly on the stump, but our own andrea mitchell did ask her about it earlier today. take a look. >> what do you think about the way trump went after the judge? >> i think it's terrible. it's outrageous. >> reporter: so a pretty quick comment there from hillary clinton. but i think it's something you could potential expect to hear more from as we move forward in this campaign. of course the test has always been whether or not donald trump was going to pivot on the general election. so far it does not seem to be the case, and that's playing into hillary clinton's hands right now.

>> thank you very much. let's bring in chris jansing with the sanders campaign, they're sprinting to the finish. and i think probably buoyed by some promising polling numbers, particularly in the last week. >> yeah, the last two polls that show him within the margin of error. it's anybody's race, up for grabs according to pollsters. bernie sanders is trying to push hard to get big crowds, he wants 250,000 people that he's seen in california once tuesday comes around. this is the smallest crowd. people are feeling the bern, the real feel temperature has to be 100 or above. this is the smallest crowd that i've seen. they just announced people should come out and get water. he's also taking hits from people like diane feinstein, harry reid. feinstein questioning why he's staying in the race, that he's hurting the democratic party. bernie sanders' response has been, i'm energizing the democratic party. like kasie hunt says, so many

young people going for bernie sanders as they're going for hillary clinton. and he also argues, he's helping democrats overall. this was jeff weaver, his campaign manager, a little earlier on msnbc. >> his presence here and the fact that there's an active and vibrant primary, is helping down ballot democrats in a tremendous way in california, both at the legislative level and at the congressional level and the senate level. in california, in the down ballot races, the top two candidates, the two-two vote getters advance to the general election, regardless of what party they're from. you could end up with two democrats in the general election. now in california, it looks like the u.s. senate race, the top two are democrats. a number of house races as well. >> reporter: there's no question and we haven't heard anything different from sanders' camp. in the meantime, the polls you mentioned, good news and bad news. the good news is that he really is giving hillary clinton a run for her money and if he doesn't

win california, it's hard to see the argument he makes going into that convention. bad news is, hillary clinton looked at those numbers too, canceled the events in new jersey, came here and is hitting hard as we just heard from kasie. so it's really anybody's game here, but they are both really doing so many events. three or four in a day for bernie sanders. he'll be here in about an hour from now. we'll see how hard he goes at her. he's really been hitting more on donald trump. so that's something we'll be watching for in the next hour or so, chris. >> thank you, chrisness j jansi kasie hunt. it's fascinating to watch this play out this way. at one level, bernie sanders would have to win by 50 points in every one of these states on the final day, the quasi final day, d.c. primary on the 14th, to be the nominee by pledge delegates. and yet people know the math, they're still coming out. i think his performance in

california is pretty interesting. >> i think it's fascinating. i think he can stay in the race as long as he wants to. i'm focused on donald trump. hillary clinton's focused on donald trump. the internet is focused on donald trump. so, run, bernie, sure. >> and chris's point about him targeting his attacks more at trump is pretty significant. if he was running down the stretch, hammering away at clinton, that would be different. but my sense of reading the transcripts and watching the feeds of his events, there's been little of that. >> it looks like he's making the change from being an advocate to a potential surrogate for hillary clinton, and that's a big change for him. he started out with this movement, i'm going to advocate these ideas. going after donald trump allows him to transition after the convention into becoming a viable surrogate, which is important for team hillary. >> what's important for him is getting the platform to change and getting the democratic party to adopt his policies.

>> he won a huge victory when the president of the united states came out to expand social security, which is a position held by elizabeth warren, held by bernie sanders, had been a left-flank fringe botiposition. >> he said, welcome president obama, for coming on board. >> he's right about that. he's doing much better among non-white voters in california than he's done almost throughout the whole campaign. it does make me wonder, if this campaign had had better outreach, better infrastructure, back in that swing after new hampshire, when they went down to the south and they got creamed. it's not crazy to think a differently run campaign would have had him as the nominee, which is a crazy thing to imagine. >> there will be a lot of post mortems. he relies on his tie inner circle, his wife and others. he could have expanded the circle, but he didn't. and that was the choice he made. >> and it hurt him, i think,

ultimately. >> as good as it is to see him from hillary clinton's point of view targeting donald trump, the hillary clinton people also face a problem that they don't know exactly what he's going to do. and that speech he's going to have to give will give him a great deal of angst. >> the big question to me is the 14th. the 7th is going to happen and they're going to fight because they don't want her to be named the nominee. they're trying to convince tv networks like this not to call her the nominee after the polls close in new jersey. all these reasons. fine, that all finishes and the 14th is the very last day, the primary in d.c. no more votes cast after that. what happens on the 15th is the big question. and i don't know if anyone knows the answer to that question. >> and if he doesn't want to give up, what is he going to do from the 15th to the convention? that's a lot of time to eat at. >> tuesday is the last big night of the primary season. we'll have special live coverage

mexican-american, from indiana, saying that he is -- that he's being unfair and because he wants -- trump wants to build a wall and he has mexican heritage and he's very proud of that. what is your response to this? >> trump has said many outrageous things and released many crazy proposals throughout his campaign, but i think he's taking it to a whole other level. he is using code word, code language, he's saying that because of her heritage, because of her background, because of where our parents or grandparents came from, we are somehow less american. we're not american in his eyes, and i think that's the danger of his candidacy and the rhetoric that he's using. so when you take someone like judge curiel and his family, and parents who have worked very hard, like my parents, and two of them are lawyers, one of them serves in vietnam, and donald trump comes out and says, actually, you are less fit to be a judge because you are mexican-american. >> that's racist, isn't it?

>> yes. >> let me ask you this. we saw the images last night in san jose, protesters outside, really upsetting images. people who come to protest trump, sucker-punched people in the face, threw eggs at trump supporters. there was straight-up assaults. what's your reaction to that? >> my reaction is that violence isn't the answer, and this is the danger of his rhetoric, it's inflammatory language that he's using, but i don't think that we responded in that way. i think we come together, we show who we are and what the values in which we stand, but i think that you also have a community that's coming together and is struggling to find a way to push back. but what we've said from day one, in this campaign, it doesn't matter who you support, but violence isn't the option to respond back. >> when you say a community struggling to -- the latino community, and it's not one community, we're talking about millions of different people, documented, undocumented, fifth generation americans, so huge

tent. but we've seen mobilization around immigration reform, the dreamers, a movement you were part of before you moved into this campaign. do you see a kind of political organization forming around the trump candidacy? >> i mean, from day one, he came out and said mexican immigrants are rapists and criminals and i saw the latino organizations in this country activate in a way that i have not seen before. i saw people talking to networks, saying, you can't have him on your network. you have to pull him back. the community was saying, you have to pull out of that show. you can have him be on your show. so the community is standing up and speaking for themselves. what i'm saying is violence doesn't play a role here whatsoever. but we're seeing a candidate that has gone from talking about immigration and saying that he's going to deport all immigrants to now making it bigger and talking about all latinos in our country. he's not just talking about mexican-americans. i'm not a mexican-american. i'm a prufian-american. when he talks about this judge

it's a massive installation. this all happened when this tactical vehicle overturned yesterday before noon. it was overcome by these raging waters. now, we did speak with one of the sheriff's deputies involved in this search effort, and he spoke about some of the challenges that they're facing. take a listen. >> just the terrain, the steep hills, the brush, a lot of this is rural areas. so it makes it difficult for everybody. >> reporter: so the question right now, what may have led to what military officials are calling a horrifying accident, and a heart-breaking accident. this military community is shaken. and right now, again, the search continues for the four missing soldiers, chris. >> nbc's gabe gutierrez, thank you for that. we'll head three hours away to richmond, texas, where kerry sanders is in the heart of some of the worst flooding.

how are the conditions there right now? >> reporter: well, for the moment, and it just happened, we've got a break in the rain. i can see a little bit of blue sky not too far from here. but let me show you down the street here and to give you an idea how deep the water is. when they say it's 55 feet, well over flood stage, you can see flood stage is at 45. you can see the mailboxes there. so the mailboxes are somewhere between your waist and your chest. the mayor says about 176 homes have been in one form or another damaged, in some cases, to the point that the residents will not be able to occupy those homes again. now, when i say that it just cleared, let me show you some video that we just took of the rain that came through. people are stick of this, it's been going on for more than a week. look how heavy the rain is, especially if it's up-river, that when the rain is falling like that, it's continuing to build. so the idea that the water is

beginning to recede may be slightly premature. the public works folks they think people might be able to return to their homes maybe on tuesday. but in some cases, like over here at this mobile home, the mayor says that she knows from past experience that that will be a complete loss. the people will not be able to occupy that home, because the water gets sucked up into the home and the walls and destroys it. and you also have the problem with mold. we spoke to the mayor about the way the city is handling all of this and this is what she had to say. >> it'll take a while for us to be able to survey all the different homes that are damaged and to know just how many people have been affected. i think we have, right now, our latest count is 178 homes. and we've had a lot more people who have some damage. >> reporter: and so there you

go. one of the other problems that happens, chris, after an event like this starts is mosquitoes. you've had standing water here in many cases that's going on five, six days and we've seen a tremendous number of mosquitoes. so on top of all the misery and the fact that it's likely to continue raining for at least the next two days, although we have this break right now, folks are going to have a lot of problems. i want to point out one thing as i take you down the street. some people were walking down the street. the mayor says, please don't do that. if you're going to do something, maybe you can use a boat like jim over here has. he has a boat and has been ferrying people. one of the concerns is that there are snakes in here, cotton mouths, coral snakes, they're venomous and they can add a new dimension to the problems that folks are already dealing with here. bottom line, it's a major disaster. >> kerry sanders in richmond, texas, thank you for that.

the fed going to raise rates? >> kind of an obsession. >> they put out statements in the beginning of this year, indicating that they were getting ready to raise rates. something like this makes it harder for them to do. >> what you have to remember is the last time it was raised, which was december, and then you have christmas and the world goes to sleep. then you have january, which was -- it was panic. it was, you know, triggers every day, waking up, looking at the china market, going to work, pulling their hair out, crying in bars. it was insanity. we thought the world was going to end and then the chinese had to do some stuff and janet told everybody to calm down. so we were like, okay, okay, the world is fine, we can raise rates a teeny blip and everything will be okay. but you've seen in the last couple weeks as we've gotten closer to june 15th, d-day, you know, markets starting to unravel a little bit. stocks selling off a bit. >> you think that's fear about the rate raise? >> that's fear about the rate raise. >> if you look at the jobs
