tv Hardball With Chris Matthews MSNBC June 16, 2016 11:00pm-12:01am PDT
11:00 pm
chris hayes. that's next. trump alone. let's play hardball. good evening. the man who will be the republican nominee for president of this country stands on a mountain high up there and alone. is that because they see no victory coming. >> my fear is donald trump is the head of the narcissist party than the republican party. i think he's being very selfish. >> i do not support hillary clinton and i told the public i do not support donald trump either.
11:01 pm
i think he's too bigoted and racist. >> we got a long way to go. it seems to a lot of us that the train is off the track. not a lot of happy campers in terms of how this race is proceeding so far. >> it's painful. people even get divorces. sometimes things come about that, look, i'm sorry that this happened. we'll see where it ends up. i'm not making any final decision. at this point i just can't do it. >> donald trump's response to all that, who cares. yesterday he told supporters in atlanta that republican leaders need to be quiet. >> republican, honestly, folk, our leaders have to get tougher. our leaders have to get a lot tougher. be quiet. don't talk. just be quiet to the leaders. they have to get tougher. they have the get sharper.
11:02 pm
we have to have our republicans either stick together or let me just do it by myself. i'll do very well. i'll do very well. >> let me do it by myself. perhaps the most troubling figure for trump right now is the number 70. according to the latest washington post abc poll, that his national unfavorable rating. it's a historic high for major party nominee for president. by compacomparison, hillary clin is viewed unfavorably by 55% of voters which is her highest negative number to date. robert, you've been covering this guy for a long time. i guess my question is this the final plan of the republican party to say, you don't like hillary, vote for this guy.
11:03 pm
all we got on the republican side is a very high number, somewhere close to 50 of negativity toward hillary or more. >> chris, there's a sense within the party that trump is not of the party and he is just running for trump. some of them are comfortable with that. they think he can rouse working class voters and he could draw people to the polls. there's not an embrace of bringing him into fold and people trying to get him to the trump camp. they can't stop him at the moment but they have to survive and endure. >> what's it feel like to be shut off from this guy? how's the gag order working for the washington post? does the body of reporting at all. he's shut out more and more. everybody seems to be on this growing list of reporters that trump says can't come and cover him. >> my reporting continues. so does the washington post. i've been talking to my trump sources today. this is trump. they will continue to ride that train. >> hang in there. let me go to michael steele. there's a howard biel thing
11:04 pm
catching on. when you say thing, i don't want your help and go away, shut up. >> he's always been an independent actor. he's been a lone wolf in terms of business and national media. this arrangement is that you have folks that have an opinion about what you're doing and they have a way in which they want you to do it. he's rejecting that. >> he needs five times the vote that he got. >> he's still running a primary strategy in a general election in which case -- >> how's that going to work out for him? >> it's not going to work out. it will become more difficult later. the reality for trump right now,
11:05 pm
i think, chris, is does he want to share at least a little bit of that space with the party and its leadership so they can go into this convention and come out of it on a better footing than right now. they have to bring that 70% number down. they cannot afford to have it grow more or stick. >> a lot of people are born republicans. they will end up being dead republicans because this is the way they were brought up. why wouldn't you want those automatic republican votes if you're donald trump? >> you would. maybe you need to convert some of the ones who are democrats in order to win. he's going in the other direction. as hillary clinton is consolidating her vote, bernie sanders is -- >> why is spiking to the highest negative after the best week she's had? i don't get this. she played it brilliantly. up to 55% negative.
11:06 pm
if it weren't for trump, she would be breaking a record. >> once you get a negative image -- >> but it's going up. donald trump is doing something to drive the republicans away. >> this is still within his grasp to move it in his direction. >> okay, earlier today senator john mccain accused president obama of being, quote, directly responsible for the attack in orlando. here is the senator's reasoning. >> barack obama is directly responsible for pulling everybody out of iraq. al qaeda went to syria and became isis. isis is what it is today thanks
11:07 pm
to barack obama's utter failures by pulling everybody out of iraq making that conflict just because we leave. the responsibility lies with president barack obama and his failed policies. that's directly responsible. he pulled everybody out of iraq and i predicted at the time that isis would go unchecked and be attacks on the united states of america. he's directly responsible. >> senator mccain tried to clarify. i misspoke. i didn't mean to imply that the president was personally responsible. i was referring to his national security decisions, not the president himself. it quickly became political fodder. senator mccain's unhinged comments are the latest proof that senate republicans are puppets of donald trump. meanwhile trump's campaign manager seized on mccain's
11:08 pm
comments tweeting out the quote that the president was directly responsible. let me go back to robert on this. is this primary politics, general election politics. all afternoon, he was trying to pull it back but he ended up saying the same thing. the actions of president obama led to isis and ultimately to this attk. why are getting back into that blame game again. anybody can play this game. what's the partisan ship getting unpleasant about all of a sudden? >> when senator mccain was up for re-election in 2010, we saw him ramp up his rhetoric on immigration. he see him when it comes to
11:09 pm
terrorism and national security doing the same kind of tactic and strategy. i think what you're seeing from mccain is what you're seeing from a lot of people, orlando has changed how they talk about national security and as much as they are uncomfortable with trump, they sound like trump when they talk about the terrorists abroad. >> the voters do. they want things to be less complicated. they're looking for the straightforward, from the hip response to some complex issues. >> i know how to do that too. you take all the baptist leaders of iraq and threw them out
11:10 pm
without pay and without respect. they will go find another army to fight in. >> if you look at those guys vulnerable to tea party challenges, they're afraid of the right. >> we saw it in 2010 with democrats on obama care. it's the same issue, only in reverse. >> i do respects mccain for his war record and i do root for him all the time to say the right thing. he doesn't do it all the time. robert costa, good to have you back. we missed you. the star of the reporting team of the washington post. michael steele, thank you, sir. coming up, president obama goes to orlando today.
11:11 pm
he's one more in the role of consoler. back here in washington, the democrats filibuster on gun safety worked. they successfully pressure the republicans to hold votes in the senate on stricter gun laws. that's coming up ahead. we'll see if anything will get done. hillary clinton's battleground blitz. she's launching new campaigns in the key states that will decide the election. that's always smart. get him on the sidewalk and pounce. the hardball round table previews what bernie sanders plans to tell his supporters tonight. is tonight the night sanders will endorse hillary and get out of race? i don't think so. we'll find out if bernie is in or out. let me finish with the need to act. this is hardball, the place for politics.
11:13 pm
11:15 pm
11:16 pm
>> welcome back to hardball. that was president obama. he was speaking earlier today in orlando. the president and vice president biden was there. both paid their respects to the 49 victims of sunday's nightclub attack. they also visited with families of the victims and survivors of the attack. for more on the visit i'm joined by nbc correspondent chris jansing. thank you. >> reporter: i have to tell you, the skies have opened up. it's really a torrential storm here. somehow it's like a metaphor. he said their grief is beyond description talking about the family members he met with for two hours today. afterward, he spoke for 17 mips and talked about what was lost. about an 18-year-old girl whose parents told him how happy she was and what dreams she had. it also turned into the frustration. you could hear it in his voice and when he taked about how something had to be done and said the family members pleaded with him to make sure this
11:17 pm
doesn't happy again. then it turned to the politics. this is a president who has said before that the most frustrating thing, at least one of the most frustrate things about his presidency is he's not been able to get anything done legislatively in terms of the attack. he knows the clock is ticking. he's also had the highest approval rating and we heard determination in his voice even as he laid 49 white roses along with joe biden at a memorial to the victims. chris. >> thank you. yesterday, democrats had a nearly 15-hour filibuster led by chris murphy and cory booker. >> question not go on with business as usual in this body.
11:18 pm
>> this individual could have been stopped. >> every member of this body has probably stated or tweeted or their thoughts and prayers for the victims in orlando. they want to see more than thoughts and prayers. they actually want to see us act. >> if we fail to act, the next time someone uses a gun to kill one of us, a gun that we could have kept out of the hands of a terrorist, that members of this congress will have blood on our hands. >> it doesn't take courage to stand here on the floor of the united states senate for two hours or six hours or 14 hours, it doesn't take courage to stand up to the gun lobby when 90% of your constituents want change to happen. ask yourself, what can you do to make sure that orlando, or sandy hook never ever happens again. with deep gratitude to all those who have endures this very, very
11:19 pm
late night. i yield the floor. >> democrats are asking for votes to be held on two amendments to ban those on the terrorists watch list from obtaining gun licenses and whether to expand background checks to gun shows. the cheap sponsor of a bill banning people on the terror watch list from buying guns. how do you reconcile keeping people from buying guns on the watch list with their due process rights? >> well, we provide due process rights. we provide administrative appear or court appeal or both. that can take place. i think the problem here is and i think director brennan addressed it when he said his assessment is we'll see
11:20 pm
increasing attempts at attacks. most of the people on this terrorist watch list, the overwhelming number are foreigners. either isil selecting or self-selecting themselves with no record to come into this country to buy a weapon and to engage in a terror attack. i can't say that's for sure for everybody. it sure is for some. what we want is those on the terrorists watch list have an opportunity to when they get the background check, the justice department can review it and if they have considered the evidence in totality and feel that the individual is a threat to our nation's security, they can deny the purchase of a weapon.
11:21 pm
now, realistically, this is a small step. people who are felons, are fugitives, are addicts, who are misdemeanor domestic violence convictions, there's ten categories for which you can deny a weapon and no one is saying anything about those. a terrorists is not included in those ten categories. that's the problem. it should be. that's what we're trying to do. >> suppose a suspect, someone on the watch list goes into the gun store and tries to buy a semi-automatic rifle. they're on the list. what would happen? >> i don't know what list you're talking to. >> the watch list. >> they're on the watch list and they go in to buy a gun. they have to do a background check. well, what we provide for is within the appropriations, a program to be set up where by
11:22 pm
computer, the database can be checked on that individual and what they know and if there's suspicions, the ping goes to the justice department, the justice department can evaluate it. if they see fit, they can stop the sale. right now the justice has no authority to stop the sale. >> how long can they stop it? >> well, they can just stop it. that individual will not be able to buy a weapon in this country, period. >> how about the republican option? do they have something like this that's more restrictive in terms of the administration ability to do something like this? >> yeah. as i understand, the bill is a 72-hour provision. you have to have probable cause. probable cause is the standard under which an arrest can be made. under which you can go in and
11:23 pm
search an individual. this will reduce the numbers to very small and likely not be very efficient in really sensing out these people. these are people that you don't have that standard of information because you just don't know. what you do have with point out what has to be there in the bill. the justice department can make the finding and stop the sale. >> that would seem to be idiotic because it would say you have to go out and buy the gun first and put on a probable cause list. let me ask you about senator mccain's comments that president obama is personally responsible then he said his actions are responsible by with drawing troops from iraq. >> that's not the john mccain that i know. i'm really sorry that he said that. i think what we need is more
11:24 pm
like and less hate on this subject. i don't think that's particularly helpful. i work with john. i have a great appreciation for him. i think he's wrong. >> great. i hope you run for re-election. that's my view. i hope you run again. one more term. thank you very much. >> thank you. sglrn joining me right now is cory booker. thank you for joining us. how is this debate, it's very impressive filibuster, going to lead to an actual bill, something the president can sign? >> what i've been finding recently is how americans did
11:25 pm
not realize that you can be under investigation by the fbi, that you could have been put on the no fly list because you considered to be too dangerous to enter plane but you could still buy a truckload full of weapons. here we have this real war that we're on. a war against terrorism. we're telling our enemy to exploit this loophole. our enemy has said we want you to use this loophole to attack and kill americans. most of us know. we're at war. we need to shut down that loophole effectively. we need to do it as quickly as possible so we don't see more of these horrific attacks like we saw. >> not to make the case for the gun guys but they have the argument that getting on an airplane is not a right. owning a gun is a right. how do we deal with the due process problem? >> first of all, i do see one. i really do. first of all, you and i both know first amendment, second amendment. none of these are absolute rights. i don't have the right to slander. we have understandable
11:26 pm
restrictions on those rights. americans understand if you have a person bent on terror, we should do what's necessary to prevent them from getting a gun. if mistakes are made, because we know there are. there should be a process that a person can read that complaint. that's what we have in the bill that will be voted on next week. >> the fbi, can the fbi say you can't get on an airplane. you can't buy a gun. do you have to go to a judge to get that kind of ruing in any particular case? >> i think it's reasonable law enforcement. if those conditions are met that have triggered an fbi investigation. there's a reasonable suspicion this person is involved in terrorist activity. law enforcement does these
11:27 pm
things of things every single day. there's rules and barriers that they have to obey. i have no problem with that. as long as there's due process abilities. >> so much of law making is balancing. you know that, sir. the people in new jersey have talked and is it time to recognize that the terrorist threat is dire and we have to take steps to deal with that. do they see the need to deal with restrictions in this case because of the terrorists threat. >> i think when people see these horrific mass shootings, the worst one we had in our country's history. i think people understand we're in an ongoing war where there are people every day plotting at ways to try to attack and take away our way of life.
11:28 pm
this is not crazy. let's put a pause on your ability to buy a gun. it's as simple as that and not give the terrorists back doors to avoid the background checks by letting them go to the internet or gun shows. let's create a real wall of terrorists getting weapons. in this country we're saying terrorists, here is a massive loophole you can go through. >> prior to 9/11, we gave them flying lessons. thank you for common sense, for coming on this show too. coming up, 17 years ago donald trump said oprah winfrey would make a great running mate.
11:29 pm
11:32 pm
tv-commercial
11:33 pm
when millions couldn't get health care, this first lady worked with republicans and democrats to fix it. creating the children's health insurance program. >> so that every child gets the health care that child deserves to have. >> now eight million kids are covered. that's the kind of leader she is and the kind of president she'll be. >> i'm hillary clinton, and i approve this message. >> she got two important endorsements. the second came from super celebrity, oprah winfrey. here is what oprah winfrey told good morning america today. >> i'm with her. i have to say i'm with her. i would also say that regardless of your politics, you cannot be a woman in the world and not see that this is a monumental time for women breaking the ceiling. >> this comes as a boomerang blow to donald trump who saw a different way for oprah winfrey.
11:34 pm
>> would you consider a woman and who? >> i would consider and i threw out name of a friend of mine. she's great. some people thought it was incredible idea. some people didn't, but oprah. i said oprah winfrey who is really great. i think we would be a very formidable team. >> ads to make you seem nicer. that was an ad that seemed to be aimed at this is the hillary you don't see. that's what they know. >> they've been doing great job
11:35 pm
of beating up on donald trump and saying he's way worse than i am. that's not good enough looking at her structural problems and her main structure problem is the like about issue. they see a new opportunity. they're going into a general election and try to introduce her again. >> what do you think about these ads. clearly, we would all like to have one done about us. i don't know about you. >> you have a tv show. serve million dollars to run an ad campaign. >> i'm not convinced that exists.
11:36 pm
>> i think there are two things about these ads. >> i don't think it's a coincidence when they started running. perfect juxtaposition. hillary very warm, open, responsible, thoughtful. compare that with donald trump who has been shooting his mouth off for the last six months and it always ends up with his foot right in it. when you look at these ads, what do you see a lot of, white women. republicans usually win white women. if hillary chips into that enough, which she has already. she's either tied with white women and trump in some poll, or trump is ahead. if she chips away at that, she wins the election. >> she's already making that appeal on several other fronts including to security moms on foreign policy issues. she's letting him walk his way with the things he's said. that's something that unites all women with the experience of
11:37 pm
motherhood and children. it can hurt her. that's the main problem, chris that they have. they never site like policy differences with her. it's more they find her. >> even after a really great week, it did make sense to me. >> these polls tend to be pretty noisy. i wouldn't read too much into that. the person who should be really worried about negatives is donald trump. he has a 29% favorability rating. that's astonishingly.
11:38 pm
that's george w. bush level low. >> they pale in copacomparison. >> you just explained why every commentator shifts to hillary the minute i ask about donald trump. now, let's talk about hillary. she's the scarecrow. they're scaring everybody to vote republican. up next, the primary season is over. bernie sanders hasn't dropped out. heist planning a big address to his supporters. is he in or out. you're watching hardball, the place for politics. show me movies with romance.
11:41 pm
11:42 pm
11:43 pm
speech, the sanders campaign called this a critical moment. in order for the work to be long lasting for years to come, we must continue our political revolution. it signed in solidarity. that's the phrase by jeff weaver. sanders does not plan to concede the race even though hillary clinton has effectively secured the democratic nomination. first of all, let me start with colleen about this. where is bernie sanders in this race? he has a lot of delegates. he has a movement. what's he going to do with that between now. it's obviously going to be unconventional. >> we wants a couple of things. he wants to see a path to keep his movement alive. he wants to feel like he got something from the clinton
11:44 pm
campaign. he's asking for ideas of his to be reflected in the democratic party platform. he's froebl not going to get most of those things. they're not going to suddenly turn around and say we'll be for a single payer health care system. he's in danger of overplaying his hand if he pushes this too far. >> if you're hillary clinton and you want to look at it, you want to look good by being magnanimous or do you want to look strong by saying, bernie, nice try, but i won. how do you position yourself? >> i think they are in danger of overplaying their hand. as you transition from this primary campaign where progressives or the battle within the democratic party, suddenly she's facing donald trump who will unify democrats the way no other character in american political history has. she doesn't need to worry about her left flank in a fight against donald trump. i think there's real danger here
11:45 pm
that they think they have more leverage than they actually do. >> i have a mixed opinion here. i'm not totally unsentimental. i look at bernie sanders, i look at him and go he's had this crowd cheering him now. he's 74-year-old man. he's had a crowd cheering him like a rock star for a year. to walk away from that will be very hard. he doesn't want to give up the gun and say i'm out of this fight. he does, i guess it's about balancing. he's not going to get all the social stuff he wants. if hillary gives him the social stuff and she gives him social security benefits way beyond what people are paying into it and turns it into a welfare program and it's a right. i'm not sure what that means. you force people to go to medical school or nursing school because of to do it because we made this commitment.
11:46 pm
how does that physically work? >> just back to the question of what does he want. >> i have a freedom of religion, freedom of press. what's a right to something? i'm not sure how that works because somebody else has to give it to you. >> the obama administration would argue they have given the right to health care through obama care. well, requirement. i think some of this is about his ego. a 74-year-old man, most of whose followers are under 45 years old, who are fairly -- >> who never heard of him a year ago. >> they are still the future of the democratic party. >> are they democrats? >> that's the thing. remember he still is an independent. >> some democrats have voiced their frustration with sanders right now. they're saying he's putting the party's interest after his own. bernie is not a democrat.
11:47 pm
can people get that through their head. his mission is to move the platform further left to his socialist ideas. i like bernie. >> bernie wants to be the ideas king maker. he wants to now decide the platform. he doesn't have any illusions. >> income inequality, free college. >> how about an idea? the idea, it's not an original idea. it's a big demand. >> his demand. >> every state university will get a check for everybody that applies to these universities. >> we need to have an entire other conversation about whether any of this is realistic.
11:48 pm
all the followers he stirred up -- >> they will get a check from the government larger than their own tax payment. >> that's not happening. >> historical memory is so short that socialism seems like a new idea. >> back to the future aspect to this. >> and a physical resemblance. >> i think he's smart to do all these things. >> he's testing the democrats on his side patience. they were willing to give him time and space to work through this, but you see his own supporters saying i'm ready to endorse hillary clinton. >> ask hillary clinton are you a socialist and see how fast she says no. this is hardball, the place for politics. my mom loves giving me advice. she even gives me advice...
11:49 pm
...about my toothpaste and mouthwash. but she's a dentist so...i kind of have to listen. she said "jen, go pro with crest pro-health advanced." advance to healthier gums... ...and stronger teeth from day one. using crestoothpaste and moutash makes my.. ...whole mouth feel esome. and my teeth are stronger too. crest-pro health advanced... ...is superior to colgate total... ...in these 5 areas dentists check. this check up? so good. go pro with crest pro-health advanced. mom's right...again!

yesterday we showed you secretary clinton's 9-point lead over trump in wisconsin. today we've got a look at virginia. check out "the hardball" scoreboard. according to a new ppp poll, clinton has a 3-point advantage. clinton 48, clump 45. good news for trump, he's leading virginia independents, 42 to 29.
11:53 pm
we're back with the "hardball" roundtable. >> people may not know the saudi crown prince, son of the new king, is in the united states right now lobbying the white house, trying to smooth over relations, and here as sort of a proponent of this new muscular saudi foreign policy. my column in today's "boston globe" is taking the saudis to task over what they did at the u.n. recently, where they essentially threatened to cut off funding for the u.n. or even pull out of the world body entirely if they weren't taken off a black list. >> maybe we'll pull out of saudi arabia someday. >> i've been off the campaign trail, i keep going to meetings where people ask, what is donald trump going to do as president? the conversation almost
11:54 pm
immediately switches to hillary, either because people here don't believe trump is going to win or they have no idea what on earth he'd actually do. >> hillary clinton and her advisers are working on culling their list of vp candidates. bernie sanders is not on the list. elizabeth warren's on the list, other familiar names -- tim kaine, tom perez. a couple of wild cards on the list. los angeles mayor eric garcetti is one of the contender -- >> do you believe all of that stuff? salting the mine. every ethnic group in america gets a little taste. i don't believe it's ever going to happen. thank you for giving us the long list. michael steele and indera, thank you. let me finish with the need to act in the aftermath of tragedy. you're watching "hardball," the place for politics.

11:58 pm
let me finish tonight with a paradox. gun rights supporters argue gun control or gun safety supporters exploit tragedy. they exploit the horror of mass shootings to exact the bill of rights. of course they do but why shouldn't they? one thing i've learned watching american politics is that nothing gets done unless it's necessary that it get done. one classic example was the deal president reagan made with speicher of the house at this point o'neal in 1983 to save the social security fund. what made that bipartisan effort work was money was running out in the system and republicans were getting whacked on the
11:59 pm
issue and whacked hard. given that we have to imagine what urgency would trigger a bipartisan push to restrict gun purchases. the one in hand right now might be just the one the doctor ordered. can you think of any politician in the country wants to protect the right of suspected terrorists to easy access to semiautomatic weapons, to buy them, and once again faced with a terrorist mass shooting is there really a majority in the congress truly opposed to keeping guns out of the hands of suspected terrorists? the fact is there are politicians in the the congress who believe no one should be denied his or her second amendment rights without due process of law. they don't want to see a police agency like the fbi holding the authority to rights, they want something like a search warrant to enforce such rulings. the real obstacle is the resistance by a large number of house and senate members to do anything on gun safety for fear of incurring the wrath of the nra. that is the real american fact of life that keeps guns of all kinds out there for anyone who wants to buy one. even in the aftermath of this
12:00 am
tragedy. and that's "hardball" for now. thanks for being with us. "all in with chris hayes," starts right now. tonight on "all in" -- >> this is too tough to do it alone, but i think i'm going to be forced to. >> donald trump's fight with the party he leads. >> we're just asking him if they can't do that, then shut the hell up. >> tonight new reporting the growing tensions between trump and the rnc. plus the president visits victims at orlando and takes on donald trump. >> the notion that the answer to this tragedy would be to make sure that more people in a nightclub are similarly armed to the killer -- defies common sense. >> then what we know about bernie's big announcement happening in this hour. we'll bring that to you live. on the one-year anniversary of escalator day -- >> i'll never forget standing on the famous escalator, you know escalator, right?
