2-year-old snatched by an alligator at the theme park. and we begin with politics, one month from the start of the republican convention in cleveland and a new report in the "washington post" suggests dozens of gop delegates are exploring new ways to stop donald trump. this latest push centers on changing party rules and allowing delegates to vote for whoever they want regardless of the caucus or primary winner. their efforts to bring about a contested convention come at a time of growing tensions between trump and the party but the presumptive nominee sees it differently. here is what he told supporters last night. >> the party is actually liking me. you know, i'm an outsider. i'm an outsider, and historically they don't love the outsiders. but i think they are starting to like me. maybe there will be a few. you know you don't hear about the tremendous numbers of

people, and i'm even talking about the politicians that are totally supportive. if one person raises a question it's like oh, did you hear. let me tell you we have tremendous support. tremendous. >> trump will hold two rallies today, one in laevgs the other in phoenix. hillary clinton and bernie sanders have no events today. elizabeth warren is again fueling talk whether she will be picked as clinton's vice president. the senator who last week endorsed clinton stopped by the presumptive nominee's headquarters in new york and spoke with staffers. joining me the "washington examiner's" gabby and jonathan allen for roll call. good morning to you both. so gabby, let's start with you. this renewed dump trump evident, are they tilting at wind mills or is there a path to get there? >> what is interesting about this effort is these individuals could actually influence the convention rules committee and other delegate. they are able to convince them

that installing a conscience clautz that would unbind the delegates from supporting a certain candidate based on the outcome of the state's nominating contest that would ensure that republicans would have a better ticket than the one they have right now. if they can unbind all of these delegates and they can convince the rules committee to do that, that's great. the problem with this is that we are now a month away from the republican national convention. this is going to take a great deal of organizing. over the next few weeks to not only get the support of delegates but to lobby members of the rules committee and in addition to that, the republican national committee this week as well as their newly appointed rules committee chairwoman have already condemned these evidents. >> meanwhile, there is this new interview on "meet the press" tomorrow paul ryan said this. >> the last thing i would do is tell anybody to do something that is contrary to their conscience. of course i wouldn't do that. look, believe me chuck, this is a very strange situation.

this is a unique nominee. but i feel as responsibility institutionally as the speaker of the house i should not lead some chasm. that will knock us out of the white house. >> strange situation, unique nominee. what do you think s. this in a way him disavowing trump? >> well, i don't know if disavowing is the right word. he certainly is treading carefully because paul ryan as committed as he is to his convictions is also concerned about his political future. he has dozens and dozens of republicans in the house who continue to oppose donald trump, that he needs to not alienate and he also has trump supporters who waged a war against him when he declined to support the candidate. so he really wants to appease both of those groups right now. without really putting himself in the middle. i think chuck todd actually said yesterday that these comments could be interpreted as paul ryan saying that soon everyp

republican is going to be for himself. i think that's a pretty accurate read. >> as we said, one month from today that's when the gop convention gets under way. what can happen between now and then realistically? >> i think there's very little chance of donald trump not being the republican nominee for president. he's got the delegates to control the rules committee, he's got the delegates control the process there. so long as the vast majority of his delegates remain on his side. i think if he started tanking in the polls, got into the you know, into the 20s or the teens or something like that you would be talking about a different situation. but the gap right now doesn't justify some sort of enormous act to get rid of him. >> i want to ask you about elizabeth warren's visit in brooklyn on friday. she certainly rallied the troops, clinton was not there. you co-wrote the clinton bio. can she and warren co-exist on the same ticket? >> there is some definite friction over time between

warren and both clintons. bill clinton in 2012 went out on the campaign trail for every senate candidate that asked except for warren. warren has criticized hillary clinton as not having the kurnl of her convictions on banking legislation earlier in her career. that said, i think that if hillary clinton believes in what she says, her campaign slogan now stronger together, should be the type of person that can get over those things and look to unify the democratic party, one caveat there. liz warren has no foreign policy experience. if you are hillary clinton you are looking at a vice presidential candidate you want to pick somebody you are telegraphing to the public could take over that job in the time of a heartbeat and with no foreign policy experience that might be a challenge. >> interesting. gabby, the gop take on

clinton/warren. >> purting them on a ticket together would make it harder for donald trump to not only court supporters of bernie sanders but the woman vote. i think that a lot of women would see a two-woman ticket and be automatically attracted to that. but as republican strategist i have spoken with have said elizabeth warren would almost more than likely move the white working class vote and the business corporate world firmly into the republican camp. i think that's a big concern for democrats. she would energize the democratic party and move a lot of those bernie sanders supporters into a place where they would feel comfortable supporting hillary clinton at the top of the ticket. but also alienate a lot of white working class voters, more moderate independents who aren't looking for somebody as progressive as she is. >> jonathan, looking at your article in terms of the fallout from orlando, either candidate make a misstep there? >> absolutely. i think donald trump when he came right out of the box basically predicting, saying

that he predicted trying to take credit for predicting a terrorist attack which by the way, i think going after president obama and again suggesting that the president is muslim when he is christian and may have been responsible for the attack in orlando i think that was also a huge misstep. a quick point about warren. warren would have to want to be on the ticket. she might have a lot more pour from the senate than she would from the vice president's office. something for her to consider. >> this is all tba. as we turn to the terror in orlando, new documents provided to nbc news show shooting suspect omar mateen talked to a fellow rue krut in a florida department of corrections training program about bringing a gun to class. the department of corrections never certified mateen, he was dismissed six months into the program. sarah sin orlando outside of the pulse nightclub where she has been most of this week. with a good morning to you, what

does this new development mean for the investigation? >> reporter: good morning, alex. it is more insight into the motives of the man behind this deadly attack. these dock you wants which as you mentioned were provided to nbc news revealed that mateen, omar mateen asked a colleague if he was to bring a gun to class would that colleague tell on him? that comment and the fact that mateen reportedly fell asleep twice in class led to his recommendation he be dismissed. his wife continues to be treated as a witness, sources say she has handed over an ipad, lap top computers and cell phones. a family member tells nbc news she was beaten and battered. she did not tell investigators she was abused. the funerals continue for the 49 killed, some returning to puerto rico, their remains returned for burials. others here in orlando.

the greenwood cemetery has donated a special area for peopling laid to rest here. meanwhile, 23 of the injured, 23 of the more than 50 injured remain in the hospital. six we are told alex, remain in critical condition. >> you know, sarah, there is a point to discuss that being the gun shop owner who contacted the fbi when omar mateen went into that gun shop looking for heavy armor, he was looking for heavy ammuniti ammunition. they alerted the fbi. what has been the fallout from that? >> reporter: it's one more thing that investigators are looking right now. one more possible clue that could have alerted them to what he was planning here. these things are all going to be so carefully examined including the fact that mateen's wife as there when he purchased ammunition for a gun not actually used in the attack. not only did she know this ammunition was purchased she had

do and clearly so does trump. trump by the way, insisting that the republican party is starting to like him. meanwhile, nbc news confirmed former president george w. bush is re-emerging on the plitt kalt scene, not to campaign for the top of the ticket, but to help out the party's most vulnerable senators like rob portman of ohio, those whose campaigns may have become more challenging with donald trump as the presumptive nominee. >> with the bush family they haven't changed their position on not attending the convention, have they? >> reporter: not so far. here we are what, less than a month away. >> you got it. thank you. now to pennsylvania, a disturbing story developing there. authorities found 12 girls and have them in protective custody believed to have been living in danger with a 51-year-old man, this man, lee caplin charged with sexually abusing at least one of the girls. morgan ratford is outside of the

home in pennsylvania. a good morning to you. do we know how long this was going on? what's the latest in this investigation? >> reporter: alex, this investigation is expected to take several days. based on what police say happened inside this home that left three adults arrested and 12 children in protective custody. acting on a tip, police came upon a disturbing scene, 12 girls ranking in age from 6 months to 18 years old, living secretly inside the home of a 51-year-old man. lee caplin has been arrested and charged with sexual assault, suspected of fathering two children with one of the girls. >> this child was gave birth to two persons through an inappropriate relationship. >> reporter: police are investigating allegation that the parents sold her to caplin when she was 14. authorities are still trying to identify the other children. >> as far as i know we haven't pen able to locate birth

certificates for these kids. >> reporter: neighbors just 20 miles north of philadelphia grew suspicious of the boarded windows and the girls' behavior. >> i've ridden by this house and seen young girls, various ages of children dressed mostly in amish clothing, oen afraid. >> weeds, i see children in the driveway, i'm like there's something not right here. never at the school bus. >> reporter: a neighbor felt she had to call authorities. >> they looked sad and fearful every time you see them. >> reporter: the 18-year-old's parents also in custody. believed to have been members of the amish community and face charges. police have reached out to sources with knowledge of the amish community for help in the case. authorities don't know how long the girls were living in the house. and are holding all three adults on $1 million bail. caplin has been charged with three counts of assault as well as unlawful contact with and

>> to me it's a tangible reminder. memories are fleeting, you forget with time. in looking at these especially the next day kind of brought it home to me. >> now to the investigation, malcolm nantz, with a good morning to you, okay. omar mateen certainly not the first so called lone wolf investigated prior to carrying out violence. the elder of the boston bombing brothers, the ft. hood shooter. how does law enforcement decide whether these people are a risk. where is the tipping point? >> well, you know, this all comes down to good law enforcement and intelligence work. the police call it gum shoeing where they have to go out and physically investigate each one of these individuals. there were over 900 open fbi cases in the united states at any given time right now investigating u.s. citizens who may be involved in terrorism.

to tell you the truth i think the fbi might be overwhelmed with this. it takes intense police work and cooperation from the public, as we've seen there is a lot of tips that may have been missed. but for the most part, the agency themselves have to come to a point where they get more than one tip like we saw with this shooter, they investigated him, and came up with the opinion that they couldn't -- there was nothing there. until he actually did it. >> investigating him twice, in fact. earlier this week james comey weighed in on the agency's role in orlando. here's what he had to say. >> we will continue to look forward in this investigation and backward, we will leave no stone unturned, and we will work all day and all night to understand the path to that terrible night. we're also going to look hard at our own work to see whether there is something we should have done differently, so far the honest answer is i don't think so. i don't see anything in reviewing our work that our

agents should have done differently. >> so if that's the case then what? does the fbi need overhaul how it handles these cases? should some other agency take over? should they do it in partnership? how's there going to be improvement? >> you know, he's right to a certain extent. his agents did nothing wrong. as far as they can tell within their day-to-day process. that's true. there is a massive joint terrorism task force organization throughout the united states. every major metropolitan region has them that works with dhs, fbi, all local law enforcement. the process here that's broken is not how they investigate terrorist acts and try to stop them. the process that's broken is the communication between people who know what may be happening, like for example the wife of the shooter, some of the neighbors, and the fbi tip line is actually a cumbersome thing to go through. you know, sending out tweets and things like that.

this has to be a process where the fbi can receive flash traffic as we call it in the intelligence community and flag it so that the entire process lights up and shows we may have an immediate threat. >> do you think malcolm, that should have been in place when this particular incident happened? some suggestion that gun stores where mateen tried to buy the body armor and ammunition, one said that it reported him to the fbi saying it was suspicious. and this gentleman, the owner of a gun shop says that he never got a follow-up call. was this a missed opportunity to catch him before he did anything? >> that is clearally a missed opportunity. if we find out, and it's already confirmed by the fbi they did receive a call, and this is one of those subjects where the fbi needs to improve its communications process with the public. so it's not something you dial 911 and somebody does an investigation. until there's actually a crime committed.

but all of the little tips that lead you to an imminent threat need to go into their system, be immediate hi processed and set up a flag system to where these flags start to pile up and their agency can take it as an immediate action mission as opposed to well, let's investigate this, it's friday afternoon, can't get an agent on it until monday. this is where the process is broken. their communication with the u.s. public. >> thanks for your candor. appreciate that. last ditch west one month until the gop convention, the plans to try to stop donald trump once and for all.

morning to you, so what is the campaign saying about this if anything? >> well, the campaign remarkably buttoned down, you will be surprised to learn, about where they are in this veep stakes season we are about to enter. it's going to be pretty much the only thing we're talking about for a while now. and of course, elizabeth warren stoking speculation over the course of the last week or two, really, starting with that speech that she made attacking donald trump. she clearly has shown an ability to get under his spin and prompted democrats to make another look at her as a running mate for hillary clinton. that only got more intense when she stopped by headquarters in brooklyn yesterday. take a look what she had to say. >> this is fabulous. i wanted to be here to say thank you but i also wanted to be here to say i'm with you all the way, we got to get this done. >> so there you go.

she seems to have the ability to excite all of the clinton staffers, of course she also can i think democrats believe help bring in those progressive independents who may be backed bernie sanders. she of course has also made a career focusing on many of those issues of economic inequality, the question of course whether or not hillary clinton herself believes that elizabeth warren is somebody she can personally work with. that has been a key criteria for clinton for clinton's campaign as this process has begun to unfold. they don't necessarily have a deep personal relationship but have of course started to work on building one. >> absolutely. it's clear, she is on the team so to speak. we don't quite know the role yet. thank you very much. zblf now new twist on the gop side. joe watkins, republican strategist and former aide to george h.w. bush and reich tyler, an msnbc political analyst. rick, i want your reaction to "the washington post" report by

the push to stop trump by changing party rules, in fact shawn spicer released a statement. all of the discussion about the rnc rules committee acting to undermine the presumptive nominee is silly, there is no organized effort, strategy or leader of this so called movement. it's nothing more than a media creation and series of tweets. you agree? you hear anything about these? >> i am. i agree with shawn on the one hand it's not silly, it will be could be and might be very, very serious, if the trump continues to perform the way he's been performing and people see the writing on the wall that november would be an imminent disaster. on the other hand he is right, the efforts that i've seen are not serious, and it's very difficult to beat something with nothing, and so for they have not presented what their something would be. people are not going to

overthrow donald trump for some unknown. they got to fix that first. >> putting that forward, i mean joe, earn if it were possible to change the rules, and allow delegates to vote for whoever they want they don't have to put forward a credible candidate. who, paul ryan, somebody else? doesn't that have to happen? >> well, you know, i could see a clear path to the 1237 for donald trump but looking at all of the polling data right now there is no clear path to a victory in november, not today and not this week. even if the rules were changed to unbind the delegates what would they do. ted cruz did a much better job than any candidate i think of building a strong relationship with delegates, and so if -- we know how they would react if ted cruz were the nominee. he built loyalty among the delegates bound to him. donald trump hasn't done that. and so the question becomes is what would they do if they were unbound. each if they are unbound it's

not clear that they would rush to another candidate. really depends who the candidate was. so it's still pretty much unknown. >> and rick, as you know late this week, speaker ryan laughed off trump calling on gop leaders to be quiet. in an interview tomorrow he is encouraging fellow republicans to vote their conscience. what is the calculation at this point on behalf of ryan? >> with fact that he's even positing the idea of voting your conscience tells you the trouble that this nominee is in. the leadership, the speaker of the house is actively saying giving permission to vote your conscience. he wants to keep his speakership. he has to keep a majority of republicans in the congress who will vote for him. and he's got to give his members cover and what he's doing is giving them permission to distance themselves from donald trump and sort of save yourself so that you can vote, you can

come back and vote and we can keep the majority in the house. i think it's pretty simple. >> joe, you have this week maryland governor hogan saying he's not going to vote for trump, not going to the convention. you add that to richard armitage, former george w. bush press secretary, he's going to switch sides vote for hillary clinton over trump. doesn't this growing refusal to back trump make it harder to find someone who would run as his v.p., to give the party a chance at winning the election? >> well, all of the potential v.p. candidates looking at the polling data as well and nobody wants to sign on to a race that could end in disaster. so, governor hogan is a very smart guy, he won -- republican governor of a blue state, he's got to listen to what people like rick tyler saying and others which is you got to -- and paul ryan which is you know, take care of yourself, make sure you're okay, so you are going to see more and more of this especially if the numbers don't

look good, republicans who are governors or u.s. senators or members of the house, in districts or states especially that aren't favorable to republicans may begin to distance themselves from the front-runner. >> rick, as we delve further into some of these numbers the latest poll shows trump's unfavorable rating at 70%. it has gotten worse with key groups, african-americans, 94% unfavorable view. women with whom he has a 77% unfavorable rating. if trump can't turn this around on his own, what can the rnc do to prevent him from handing the election to hillary clinton? considering her ad blitz now running at $21 million. >> look, the rnc represents the republican party. there are two that don't like donald trump. conservatives and the establishment. so there's really nothing the rnc can do. the head of the ticket drives it. it's really amazing, if this were i believe anybody else, we

health problems and sort of social problems. so, there's two elements to this. >> but dan, we know that there were some red flags certainly with omar mateen. why is that the these type of terrorists, disturbed people, lone wolves, how ever you identify them, why are they so difficult to detect in advance? >> well you know, it's similar to the boston marathon bombings in that there were these very vague signs, you know, alarm bells but nothing specific. and we have a country of laws and you can't simply lock away everyone where you have vague suspicions. they could not pin anything on him. we still don't know everything and so we may find out that they did somehow drop the ball. with the boston marathon bombers, there were some suspicions raised and the fbi looked into it but could not get anything concrete. and the case was dropped.

the same thing here where mateen said something to his co-workers, about having some connection to al qaeda and they tried to follow it up, they talked to him, talked to other people. nothing came of it. then there was the second alarm bell where his name popped up connected to a suicide bomber who was going to the same mosque he was who traveled to syria and staged a suicide attack for al nusra. again though, they concluded that mateen had very little connection to this person. so, it's partly the democratic rule of law that we have in this country that part of the challenge. your previous guest did talk about perhaps some gaps that could be closed. >> the fbi system. yes. >> that's right. >> isis as you know has appealed to supporters to conduct attacks abroad.

they say believers could be of more use in their homelands than if they join forces in the middle east. so this incident how does this work to isis' advantage? >> it is interesting, because at the same time isis is under severe pressure on the ground, in their so called caliphate in syria and iraq where they lost territory, under intense pressure now, they are now struggling to hold onto fallujah, losing control in iraq, under pressure in northern syria while that's happening they have now put out this message online to all of their supporters, sympathizers saying go out and attack the so called unbelievers wherever they are, wherever you are. and what's interesting is this was a model that neo-nazis and why supremists tried to follow and create years ago and it failed. they thought if they could put out this appeal for people to stage sort of awful hate crimes
