s. good to to be with you on a saturday. it's 2:00 p.m. in the east. 11:00 a.m. in las vegas where donald trump is expected to speak any minute at the treasure island casino. the presumptive republican nominee is on a fundraising swing amid new reports of a new effort to unseat trump at next month's gop convention. in orlando new questions today about nightclub shooter omar mateen's gun permit. a psychologist denies examining mateen. police charged a man with sexual assault after discovering 12 girls ranging in age from six months to 18 years old inside his home. we start in las vegas where donald trump will take the stage any minute as part of a weekend
11:02 am
fundraising tour. he's been asking republicans to rally around his campaign. trump's fundraising tour comes at a time of deep divisions within the republican party. dozens of gop delegates are looking to change party rules. house speaker paul ryan continues to walk the fine line of supporting his party's presumptive nominee. in an interview to air tomorrow on "meet the press" ryan is telling his members to vote their conscience. >> the last thing i would do is tell anybody to do something that is contrary to their conscien conscience. of course, i wouldn't do that. chuck, i get it. it's a strange situation. it's a unique nominee, but i feel as a speaker of the house i should not be leading some kaz m in the middle of the party. >> for more the discourse between trump and the gop i'm joined by political reporter
11:03 am
leon caldwell and christopher meddler. to both of you, appreciate you being with me. leanne, you have mixed messages from donald trump. last night talking party unity in houston. >> that's absolutely right. party unity is not what is happening. after trump responded to the orlando massacre, doubling down on his ban against muslims from entering the country. on capitol hill, you had people not wanting to talk about it. you had very few come to his side and they said, look, let's not talk about donald trump right now. you have a lot of tensions happening within the party. not only members who are running for re-election and down ballot races in the house and the senate but the republican national committee getting behind trump. they're uneasy with what he's doing. he's not listening to their suggestions of acting more
11:04 am
presidential, and sticking to the issues and not being divisive. it's a difficult time for the republican party now. >> this is what he's saying in his own words. he's talking about it before talking about that party unity. let's take a listen. >> the party is -- the party is actually liking me. you know, i'm an outsider. i'm an outsider. and historically they don't love the outsiders, but i think they're starting to like me. maybe there will be a few. you don't hear about the tremendous numbers of people -- and i'm talking about the politicians that are totally supportive. if one person raises a little question, it's like did you hear? let me tell you, folks, we have tremendous support. >> you contrast those words with just days before threatening his gop critics to be quiet. here is him again. >> just be quiet to the leaders because they have to get tougher, sharper, smarter. we have to have our republicans either stick together or let me
11:05 am
do it by myself. i'll do very well. >> stick together or do it by myself. can he win without the party's help? >> it's going to be difficult, especially since he is relying on the party to do the majority of his work. he's relying on the party to do his data operation, which is critical in a presidential campaign these days. he's relying on the party to do a lot of fundraising for him. and a lot of ground game get out the vote effort. and so, you know, this is a candidate who has unfavorables where only 29% of people like donald trump. and that's inclusive in the republican party. he's just as divided -- divisive. it's going to be very difficult for trump to do it on his own. but he did it during the primary on his own, so, you know, i think that a lot of people are done predicting what could happen with donald trump, but, you know, in a general election, the map is not in his favor. >> you consider, also,
11:06 am
christopher, that the associated press is reporting when it comes to his ground game operationally he only has 30 field staffers in swing states which is a shockingly low number. >> yeah. so there are a couple of problems here. look, the party is very supportive of the nominee, but there are a number of things in which, you know, members of the party strategists simply degr degree -- disagree on the way he's approaching the general election. that's the reality. at the risk of stating the obvious, that is, in fact, the reality. he does need the party in order to be successful. >> it's also going to be really crucial, christopher, i want to factor this in, stop trump forces are launching a new effort. speaking to what paul ryan was calling for, it's including voting your conscience. that conscience clause that would allow delegates bound to trump to vote against had im.
11:07 am
what are you hearing from people inside the party about that? >>well, what i'm hearing is that would even make the party in an uproar. i don't think that's the way to do it. i don't think that's the way to do it at all. keep in mind, he is the presumptive nominee. we have to respect the fact that in the primaries what occurred is these are the folks who said this should be the nominee. we cannot disenfranchise that entire voting population and simply choose a candidate. that's not the way the system works. you know, the concern is the fact that he needs to stay on message. there is so much relative to being able to look at the clinton record on national security, there's so much to look at relative to the economy. >> right. >> this appears to be, if she wins, an additional term of obama.
11:08 am
those are the conversations we need to engage in. instead, as a strategists what i'm seeing is a series of conversations, frankly, are not related to anything unless he makes the pivot and keeps that pivot. keep in mind, the number one rule as a strategies, i will tell you the number one rule is to find your opponent before they define you. she appears to be defining him. and it's not good. >> i had to bring up these numbers when it comes to unfavorables with trump's kind of spiking again. the latest washington post poll puts him at 70%. bloom burg he has an unfavorable rating of 66%. based on the polls the majority of americans don't like him. >> it's going to be difficult. the only thing going for him is that hillary clinton also has high unfavorables.
11:09 am
but these are the two most unpopular candidates that this country has had running for presidency in modern politics. but hillary clinton's unfavorables aren't even as high as his. he's going to have to make some dramatic changes. that's what the party leaders want him to do. they recognize this and see it as problematic. and, you know, one day he gives a very scripted speech on a tell prompter where party leaders come out and applaud him. the next day he's on twitter and back on, you know, banning a group of people from coming into the country. and so it's very erratic and those are words that have been used to describe him, and if he continues to be that way, then it's going to be difficult for the country to support him. >> we're talking about the timeline, too, one month away from the first day of the convention in cleveland. thank you for being with us.

11:39 am
and, by the way, i spent less money than any other candidate and i ended up in first place and they ended up -- so now i hear after beating them fair and square. i beat them fair and square. a couple of commentators that are negative people, actually, most of them are. a couple of commentators that are negative people who said whether you like it or you don't. he beat them fair and square. and then they said he didn't beat them by a little bit. he beat them by a lot. we beat them by a lot. how would you like to have a party where somebody goes out and beats them by a lot and wins not only the vote. largest in the history of the party. not only wins 37 states and nobody was remotely close. some of these guys had none. how would you like to have that?

11:43 am
right now that's not his main opponent. yes, there are potential challenges to his nomination at the convention, right now these are justemerging. we don't know the size of these. we know he's facing hillary clinton in november on election day. he's barely even mentioning her. he's so fixated on the past. and not what he needs to do to win. >> yeah, even bringing up, at one point, even the ratings, highest rated debates he's had. when you're talking about this, you're listening to donald trump and you consider the attacks we heard from elizabeth warren earlier today really going at it. just kind of a lit lit any of attacks against donald trump. hillary clinton not on the campaign trail, obviously, because her grandson. is it shocking? is a matter of time we'll hear the poke han tus?

>> i'm a political consultant and it was remarkble to hear the speech. i did hear is the fear. donald trump is in essence reciting his résume about how great he did because i think he sees that republicans are emigrating away from his candidacy enhas masse. he's trying to remind the people that he beat the expectations. you got to stick with me. i think he's trying to remind them almost in that way point by point. it was like a residenceation of the highlights of the republican primary as opposed to a general election message. to me, i think it's a real sign he smells or senses that defections are coming whether republican delegates or republican party leaders and he's trying to hold on to his base. that's why it's still a republican primary message and not a general election message. >> we'll see how much longer it take for the pivot when it comes to the message and the operation

we turn back to orlando where the fbi is investigating omar mateen's wife. she told them she was worried her husband might carry out an attack and she pleaded with him not to do anything violent. the gunman sent a text message to his wife asking "do you see what is happening?" salman is cooperating with investigators. she's not been charged in this case. with me now is former federal prosecutor doug berns. as we look into this, we know she's cooperating and passed on devices, laptop, iphone, ipad. what do authorities need to
11:49 am
determine if they are going to charge her with a crime. >> first off, you know, they interviewed her a couple of times. so, you know, i've seen some reports, you know, she may have told them things that wasn't truthful. they need to figure that out. lying to a federal agent than is in different states. more important avenue, obviously, is what everybody has been discussing, which is, you know, was she somehow an accessory to the crime. there were some reports and again, the investigators will look at the fact what you read in the media may not be what is developing. if she drove him to a location, for example, knowing he was scoping it out and that's the key. if she didn't know, obviously, that's different. she could be charged under federal law as an accessory to the crime which is the same liability as the person who did the crime. >> what is the difference of accessory of the crime and conspirator. >> i'm glad you asked me. an accessory is someone that
11:50 am
helps a crime. hypothetical can you drive me to the bank. i'm an accessory. i want to rob a bank. i want to do it with you. will you agree with me. i said, i agree, we'll do it together and we take some step toward it. that's a conspiracy. to answer your question based on the facts of this case, it's less likely it's a conspiracy theory. i think there may possibly be some liability for being an accesso accessory. i must note, i was discussing it with a lawyer i'm close with. you have dur less. if she were being forced, intimidated. there were reports chef afraid of him. that's the crime of duress. shoot him or i'll kill you. i'm under duress. >> is it literally her word in figuring this out? >> that's a good question. they're going to, you know, look, because you mentioned it
11:51 am
at the outset. look closely at phones, computers, messages. because the point is, people's only word sometimes are less reliable than objective stuff. then, of course, the question is where is she? there's reports she's not in the area. >> and she's in seclusion and obtaining a lawyer are the reports. thank you very much. i appreciate it. thank you. i want to bring in fromm e irvine, california brian levin. thank you for being with us. y claims from his former wife he was abusive and also claims from a gun shop owners that he was there asking for body armor, ammunition, but they didn't have any identifying information. are these signs that were missed? >> possibly. here is the problem. the fbi is reigned in by laws
11:52 am
and regulations. let's say a case comes up inconclusive or they close it. that's it. that's why we have to change starting monday this insane loophole of people who have been on the terror lists. whether the no fly lists. at least making some adapgs so we can protect people's civil liberties, but get potential ticking time bombs. there's an excellent article out for tomorrow's "new york times" which talks about his history of aggressi aggression. there's another article in "the "daily beast"" which talks about his family's chaotic situation. i wrote some years ago, oftentimes these types of symbolic killers and terrorists are a chaotic mix of personal failures and aggrievement coupled with an ideology that can help amplify and direct it. he said in the past that he was for groups like hezbollah, which was a shia group and al qaeda a

sunni group and they cant stand each other. it appears putting this together, it's someone who well had a problem with instability, and very well maybe clinically. there's talk about steroid use during the attack. he was allegedly in communication with a medical professional about medication. so this, perhaps, is the intersection of both mental instability along with the hatreds that boiled and seethed that then went into an ideology. this is someone we commonly see people who feel they're disrespected and then they adhere to an ideology where they can be a big shot. we might have seen that here. >> brian, how do you get that line when those intersect when it comes to mental illness and radicallization? >> great point. one of the things we see with these kinds of folks, there are three types. aid logically motivated,
11:54 am
religious, political, or both. psych lonlically dangerous. a cognitive impairment or sociopath. personal benefit or revenge. it can be a mix. what i think we have is a mixture. he can adhere to this stereotypes which labels certain people and legitimate targets for scapegoat and aggression. indeed, if he's conflict the about his sexuality. >> even more complicating. brian levin, thank you very much. as the investigation into the orlando killer continues, questions remain about the fbi's ability to neutralize suspected terrorists before they carry out
11:55 am
attacks. james comey stood by the work of his agent. >> we'll work all day and all night to understand the path to the terrible night. we're going to look hard at our own work to see whether there is something we should have done differently. so far the honest answer is, i don't think so. michael hirsch joins me now. how has it changed in your view and why has the fbi been slow to adapt to it? >> the fbi traditionally would look for operational links. evidence of travel abroad. we saw this both in a case of omar ma teen and one of the boston marathon bombingers, tamerlan tsarnaev that effectively the fbi after it satisfied itself there were no organizational links to other individuals or groups, effectively drop those investigations. of course, both those men went
11:56 am
on to commit these horrible atrocities. so that's one way in which the fbi has been slow to realize that in this anyone of lone wolf terrorism you don't have to have evidence of operational links to isis at all. you don't have to have a travel abroad. this is a another important data point they are just trying to get their arms around now. we know that the fbi has changed its tactics somewhat but only in the last few years >>well, do you take into consideration the publics' confidence in the government, you know, efforts to pull back when it comes to these kind of terror attacks. nbc survey monkey poll confidence in the government's ability to do that has dropped. so, so, what is being changed on an tangible sense for federal agencies try to do and eliminate these blind spots? >> well, interestingly, since the time the fbi interviewed both tamerlan tsarnaev of the boston marathon bomber and omar

mateen in 2013/2014. in that short period of time they have gbegun to change and build up networks inside communities. they developed share responsibility committees which bring in local e moms and educators, psychologists to identify troubled individuals before they act and try to get them help. at the time they interviewed these two individuals, they didn't have a lot of this in place. there was no method by which they the family of mateen, perhaps, or his acquaint yents that saw violence there is no one for them to call. >> thank you very much for being with me. and that does it for me ones in msnbc. ammar mohyeldin picks up our coverage from here. every time i drive. ...want my number? and cash back for driving safe. and the power to automatically find your car...
