>> i know do you. you want a mac and cheetos. happy national teleprompter day. today in gotham city, donald trump stepped up to pair of prompters and delivered his roast. he mostly stuck to his script as he worked his best lines. >> she believes she's entitled to the office. her campaign slogan is i'm with her. you know what my response is to that, i'm with you, the american people. she's a world class liar. no secretary of state has been more wrong, more often and in more places than hillary clinton.

hillary clinton may be the most corrupt person, ever, to speak the presidency of the united states. well, we may not know what's in those deleted e-mails. our enemies probably know every single one of them. they probably now have a blackmail file over someone who wants to be the president of the united states. this fact, alone, disqualifies her from the presidency. >> after trump speech today, the clinton campaign responded with a statement that said, quote, the only thing donald trump offered was more hypocrite cal lies and conspiracy theory. this is from a candidate that cannot answer our dispute yesterday's criticism of his business record. this afternoon clinton responded at the very end of a policy heavy speech. >> donald hates it when anyone

points out how hallow his sales pitch really is. i guess my speech yesterday must have gotten under his skin because right away, he lashed out on twitter with outlandish lies and conspiracy theories. he's going after me personally because he has no answers on the substance. >> mark, the trump campaign still plans to roll out a new website, lyingcrookedhillary.com in the coming days. how do you think their efforts are to frame hillary clinton for the general election are going? >> i thought the theme trump shows about change in washington, about the country not being able to rely on hillary clinton to change thing. i thought those were well chosen . the speech was decently written.

i think the big problems were a couple. one is the clinton team came back responding hard and trump's being held to the normal standards of a campaign. there were things in his speech that stretched things that obscured the message. they have to get their facts perfectly straight. >> there's also a kitchen sink quality which is i still don't know what that speech is about in any meaningful way. it's a speech he doesn't like hillary clinton very much. he's got 47 different criticisms across 47 different categories. it starts to sound like unfocused name calling rather than drilling down into some part of her record and showing how it illustrates a broader problem with her character. that's what he wants to do, here are five examples of things that show she can't be trusted. the unfocused quality means no one will walk away with a headline other than trump attacks hillary. >> there was nothing new in the

speech. these are the greatest hits. it will be honed down. the damage is there were some new facts but also new lines. everything donald trump said could have been picked out of previous speeches. i think in looking at the content, this is the frame if he's going to win is going to win it for him. you can't change washington with more of the same. >> there are people in democratic circle who is get upset when we say this on the show. donald trump is more unpopular than hillary clinton. she has problems with her popularity and trustworthiness. she has those problems. >> donald trump's more conventional campaign speech that he gave today was on day 2 of what he, himself, said is now a quote, different kind of campaign. how's it going? sit back, relax, let us catch

you up. >> donald trump, presidential, trying again, here's what happened. conventional candidate, conventional campaign. endorsement for the big name, check, kind of. speech preview. check, kind of. >> former contestant on season 3 of the apprentice. >> they totally own her and that will never, ever change. >> kind of. >> including if she became president, god help us. >> but he did use the teleprompter. >> i'm with you. >> trump 2.0. >> all right. likes it. >> that stuff is all going to encourage members of the establishment and others who want to bring the party together. marco rubio announced he's running for re-election this fall. he distanced himself from trump. he got a big of a tongue lashing

and said he will go out of his way to express disagreements with trump as they come up and highlighted some of the past. so, john, simultaneously, trump rebranding his campaign, refocusing it but also trying to build the party. what's the score card for today? >> they don't understand how important brent is but the brent endorsement is the canary in the coal mine. he's not going to be the last. donald trump the question whether he clears the bar is huge as to whether he will be president. i think he lost the day on that

basis alone. >> i was doing more stuff the right way, more conventional, more stuff that's for the establishment will send a signal. we're competing with the clinton folks. he's done some fund raising that's going better to a big couple of events in new york. i do think it's serious for him. rubio, i was told last week by someone when he announced he would do a combination of announce and denounce. he did that today. simultaneously, saying i'm running but i'm distancing myself from trump. i think both of these things are canary in the coal mine. you'll see more senate candidates create distances and more big name republicans endorse clinton. people around trump thought they might get rubio's endorsement.

now, the last couple of months trump's behavior made it easier for rubioo stay away. >> if they continue to improve as campaign, they can overcome some of these bump, but they have to keep improving. >> hillary clinton's campaign still has a list of vp picks but several news organizations says she's vetting three running mates. elizabeth warren who clinton is expected to hold a rally with on monday. tim cane and julian castro. donald trump doesn't plan to announce his side kick until next month. who would be a smart pick for each of those folks? >> michael bennett. the state has a democratic governor. if he left the seat then you could point someone.

he is a smart guy. he meets to two biggest tests that hillary clinton and bill clinton are looking for. someone they like and can work with and policy oriented and someone people would say is qualified to be president. also young and exciting. he'd be from the west and a younger guy. i think she will pick someone in that mold. on the republican side, i'm less confident this is a good pick. there's all the negative side. a lot of people would denounce it. he's been impressing people lately. he's a trump surrogate. he's the best attacker in american politics. i think he would add stability to the trump campaign. those are my two current thoughts about the best they can do under these circumstances. >> let me go with mine now. i'll give you two different names. those are decent because they are pros and cons that we can debate at more length. i'm going to start on the republican side.

i still think this commander in chief thing matters to trump. i don't know who that could be. there was a time we talked about bob gates. it's completely out of window given the way trump treated gates. bob corker, who was someone people talked about for a little while, corker has been negative on trump but he's not been fully denounced by trump. if he could pull corker, the chairman of the senate foreign relations committee on side, that would be a win for trump. the degree to which she has become a powerful surrogate. i'll say that two of our colleagues cited today, the bloomberg politics national poll. a only half of sanders voters say they will vote for clinton. there's only one solution and that's elizabeth warren. >> she's not picking elizabeth

warren, i'm certain. paul ryan said they should do away with affordable care act and put something else in its place. replace it with a system that offers tax credits to help people buy insurance, expand health savings account and allow people to buy insurance across state line. it would provide $25 billion for states to set up and run high risk pools and make a number of changes to medicare on doing state expansions and increasing the eligibility age over time to 67. ryan's plan would keep intact some of the more popular elements of the current law, allowing people to stay on their parent's health plan until they are 26. john, is this a good set of policy proposals mostly familiar to people who looked at republican health care reform

and is it good politics? >> it's good politics in one sense. republicans have said repeal, repeal, repeal. they say repeal and replace but they have not had plan. now they have plan. they have something to replace obama care if they repeal it. on the policy it's very familiar and still would not, i think, on the merits push the country more towards universal coverage. that's still the undone business is we're still not to 100% coverage like every other major westernized country. >> he acknowledges it covers a lot of people. on the political side it is smart preserving those popular parts of the new law. also going to things that's well explained. it's well explained to get people to understand how this could make their lives better.

>> yeah. there's also the question if you have a super pac or not. you need a pot of money. that's decent to compete with the other side. if he's notgoing to have a super pac, and he's not bundling, you can't bundle fast enough. i don't know how he gets a big enough pot of money unless he writes a $400 million check. >> thus far, we have no indication he's going to do that. if you look at the way he's running that operation, he's asking the campaign to pay him back. he can change it. >> during another part of that conversation, today at the court club, mark said this about trump's tactics as an unconventional candidate and fund-raiser. >> you have to look at this and say, here's the way everybody else has done it and there's a ton of history and it works very well. so, if you want to be successful, here is what you've got to do. the answer to that, when you're not able to do it is to say hey,

we're different. maybe you're right. maybe you're going to be able to do all the different things you say you'll do and you don't need the money to do it because it's irrelevant. if you're right, then you're going to start writing the new chapter. i would argue that that is so far off how you're going toen e up winning this nomination, that i think it's great. >> so, obviously, that's a pretty good representation of what democrats are saying now. >> they're happy. >> this is not -- trump can say he's unconventional all he wants but you need a certain amount of money to be competitive. >> it's clearly the case that donald trump was able to vanquish his relatively weak but large and fractured field of republicans by feasting on earned media, free media coverage. you look at, i understand why mark looks at the disparity of spending on advertising in the battleground states and feels comforted by the fact that

joining us from washington, kacie hunt to talk about everything that happened today. start with the duelling clinton and trump operations. both of them preparing and delivering big speeches but also bracketing the other side. >> reporter: i felt like for the first time, today, guys, we had both sides acting almost like traditional presidential campaigns going back and forth with each other. it was almost the first time i felt like that's been the case in this general election campaign we have going on. on the clinton side you had them prepared. plenty of background information coming in ahead of trump's speech. plenty coming in during and after. they were clear with the 15 lies they identified in his speech. news organizations were also fact checking trump. on the flip side, you had the trump people reacting to hillary clinton in a more aggressive way

than usual. you also saw clinton respond directly to trump's speech in a way that suggest they are going to be willing to play with him in this kind of space a little bit more aggressively than we initially thought. >> we also saw an interview today, a c-span interview with bernie sanders, someone who has faded from public view for a little while but came out today, really interesting view and some news was committed. talk about that interview. >> reporter: bernie sanders committed news. i was so surprised. i love that he picked c-span for his first interview after essentially losing to hillary clinton. >> it's the people's network. >> reporter: it was very bernie sanders decision. he acknowledged, finally, that he doesn't expect he's going to be the democratic nominee. he also laid out some of the things he says that he wants and expects. he said both sides are negotiating. he expects a speaking slot at

the convention and he wants to chair the help committee in the next senate. taken together, though, i felt like this is really a significant and concrete step in the direction of him eventually supporting hillary clinton. now he's scheduled that speech for new york for tomorrow. i wouldn't be surprised to see him go further than he has in that set of remarks. >> earlier today you were on capitol hill when hillary clinton showed up to meet with the house democrats. that seemed to be a supreme love fest. >> reporter: that is not an inaccurate way to describe it. it was kind of a celebration. she got a gift for her new grandson from nancy pelosi. they were making fun of congressman for how badly he wanted to be hillary clinton's v.p. the mood was very fun. that ties in to where bernie sanders is now because it's clear that democrats are both united but very excited about

what they've managed to accomplish and very excited about getting behind hillary clinton. the only thing anyone seemed unhappy about is the idea she wasn't going to come to all 50 of their states and campaign for them. a lot of these house members have interest in seeing her show up. >> we talked earlier about the endorsement for hillary clinton today. do you have a sense that the clinton campaign orchestrated that? >> reporter: my sense is the clinton campaign has been keeping up careful conversations with people that fit into this category of description. i think they feel like there's

hillary clinton and donald trump took aim at each other in

those duelling speeches trump was here in gotham city. we'll talk more about those speeches. we'll start with trump, beginning with his speech, a not so subtle appeal to supporters of bernie sanders. >> we'll never be able to fix a rigged system by counting on the same people who have rigged it in the first place. the insiders wrote the rules of the game to keep themselves this power and in the money. that's why we're asking bernie sanders voters to join our movement, so, together we can fix the system for all americans so important. >> so, again, i think this worked for them. i'm skeptical he will get many classical bernie sanders

supporters. people want change and just don't like hillary clinton, that's where he needs in those rust belt states to thrive. >> i've been utterly, totally skeptical about if any bernie sanders supporters will end up in trump column. 22% in that poll said they would or were open to voting for trump. 18% for libertarian gary johnson. trump is not be doing -- he's been doing the sanders thing for a while. some of it was to stir up mischief as the democratic nomination fight when on. it's clear there's some sanders voters who might be available to him. this is not crazy what he's doing. there's a lot of independents who do not like hillary clinton and trump will go after them.

trump will win it narrowly. these national polls as interesting in some ways, he's not going to get california bernie sanders supporters, new york city, no. in wisconsin, in new hampshire, there's some indication he can. he can play offense with them rhetorically with this message opini. talking and change and special interest. a little bit harder. still trying. >> trump also spent fair amount of his speech talking about clinton's tenure as secretary of state. >> in 2009, before hillary clinton was sworn in, it was a different world. libya was cooperating. iraq was seeing a reduction in violence, believe it or not. syria was under control. iran was being choked by sanctions. egypt was governed by a friendly regime that honors the peace

treaty with israel. israel has been totally mistreated by the united states. isis wasn't on the map. fast forward to 2014, secretary clinton managed to almost single handedly managed to destabilize the entire middle east. >> there's no doubt, we've known all along that donald trump would go after hillary clinton on foreign policy. that is a pretty sweeping thing he just said there. he mentioned factual misstatements or exaggerations. does that qualify or is that standard political rhetoric? >> i don't think it's substandard. it does weaken his case when he's that broad and sweeping. he's too busy reading off the

prompter. i do think he believes it all. if he continues to give it as a stump speech and gets better at it and more emotional, i think he will be stronger. >> i have to say one of the things so good about her foreign policy speech was she felt like even with the first time she gave it, out of gate at that big speech, felt like she really owned it. she knew what she was doing. it still feels like he's reading a script, not speaking his heart. >> we have seen clinton go after trump on his foreign policy and consistencies and some of his statements.

we haven't seen her go out there and make a really robust case and say here is why i'm great on foreign policy. she does it occasionally. it's not been as much a part of her brief given the most recent job. that will be fascinating discussion. i think that will be fully joined only when we get to the actual debates. when those occur and foreign policy is a topic, we know she'll be ready to defend herself and go on offense against trump. >> the bottom line is, i say there without any partisan orientation, she knows more about the world than he does. she knows more about this stuff. not to say her record is perfect but she's going to have the factual and historical and policy advantage in that argument. >> he leaves himself vulnerable in the debate, jumping ahead a having the answer. i suspect she will try to bait

it's wrong to take taxpayer dollars with one hand and give out pink slips with the other hand. >> that's hillary clinton talking to those sanders voters. do you think that's enough. those who will not be thrown to her just by sanders endorsement. is that kind of talk enough to make them trust her on the industry for them of money and policy. >> this will be a test as to whether donald trump has the political skills to define his opponent. i think people are too hard on her in terms of her attitude

toward wall street. people who are sick of special influence dominating our politics, can trump do it? that was a pretty compelling performance. he's going to have to be skillful and confront her with facts that will make that message seemless relevant. i think it will be hard for him to do. >> can't really be the candidate for full disclosure when you haven't released your tax return, mr. trump. >> we had some children visiting our set the other night, they were under ten. they were all talking about hillary clinton's unreleased transcripts. that's an issue he could go about. >> they should be talking about the donald trump unreleased tax return.

>> certainly more tradition on that. >> release your tax returns. >> secretary clinton spent some time in her north carolina speech defending her family's foundation which trump in his speech accused of being corrupt. >> attacking a philanthropic foundation that saves and improves lives around the world. it's no surprise he doesn't understand these things. the clinton foundation helps poor people around the world get access to life saving aids medicine. donald trump uses poor people around the world to produce his line of suits and ties. >> at the forum we did today, supporters of clinton and trump, they had a little tussle over the foundation. there's no doubt there's some defensiveness on the part of the

clintons and no doubt trump thinks this is a huge deal. where do you think that fight ends up? >> it always seems to me the intersection of clinton foundation, her time as secretary of state, the money that came in from a lot of different sources, it always seems to be a fertile area for investigation. the new york times has a pretty damming story. i continue to think it's an area that just journalistically would benefit from greater scrutiny and investigation. at this moment there's been nothing that's the obvious kind of silver bullet that trump can fire and prove the charge of corruption. depending on, no doubt we're going to see more stories about it between now and november and it's not impossible this could be a very significant thing. >> the people overstate the extent to which they don't do anything and it's all a political piggy bank for the

clintons. it seems clear whether there's law breaking or not there's case do be made for a lot of americans, the clintons comingling with the foundation. this is another case of trump's discipline. to make the connection. it's well short of any kind of discipline. is he more likely to remember how to talk about that in a specific way or talk about how much he likes wayne newton. it's a coin flip. >> it's the kind of thing you think by this point in the campaign -- >> trump agrees with you. >> this goes to an issue if you were armed with proper op-o, we did not see that today. we saw kitchen sinkism.

today on capitol hill house democrats staged a sit-in to protest republicans unwillingness to hold votes on gun control measures in the wake of the orlando massacre. joining us to explain how this happened and why, luke russert. take us through the day. this was not on my radar when i got up this morning. was this a surprise to everybody up there? >> absolutely. i can tell you how it sort of came together. over the weekend, representative kathryn clark of massachusetts reached out to john lewis, the civil rights icon,

representative of georgia. we have to do something regarding the inability to get a gun control vote moving forward in the house. two of them went down last week. they wanted to see what they would pull off in the house. they met with larger group last night that came up with this idea of staging a sit-in on the house floor. it was blessed by the leadership. there's no filibuster mechanism in the house of representatives. the party that's in the majority controls the happenings of the floor. what ended up occurring is when the house went into recess after this morning bang the gavel and saying the pledge of allegiance, john lewis said we need to do something that's bold. we need to do something that brings attention to the cause and literally, about 40, 50 members sat in the well of the house in the chamber. they have been there since about 11:30 a.m. this morning. i have no idea when they will

leave. >> have they disrupted business the majority wanted the get done or is this all symbolic? >> they have. there were votes scheduled at 3:30 p.m., the usual house votes. those have not been able to go forward. the house gop will meet at 6:00 p.m. coming up to figure up what to do. the democrats say they will not leave until they are able to get votes on the chris murphy bill calling for increased background checks as well as the diane finestein, if you're on the terror watch list, you cannot get a gun. it's very interesting because c-span is not broadcasting. this is not a sanctioned avail. this is not the house floor being open. the only video is members periscoping and pictures from the house floor. there's no stenographer.

i've never seen anything like it. i spoke to ed markey, senator from massachusetts, he's never seen anything like it. they have struck a cord with a lot of people around the country and within their own membership. >> what do you think this is? will this go on for another 24 hours, 36 hours, 48 hours, two hours? >> i don't think they expected it to get there much attention especially on a day when donald trump is giving that speech when hillary clinton was up here meeting with the house democratic caucus. they are prepared to stay through the night. maxine waters is saying hell will freeze over before she leaves the house floor if they don't get a vote regarding gun control amendments. it's easier for the house gop to take the gun votes because they

have the largest republican majority since the 1920s than the senate gop. you already did it. it's not a big deal if ryan were to put forward this legislation in some component of an already existing bill. it seemed they don't want to give. ryan says, look, we can't let the minority party hijack the house floor. that would be setting terrible precedent. it's an interesting stand off. i think that now the democrats feel invigorated, they will spend until the early hours unless ryan comes out of 6:00 p.m. meeting and say we'll move on something for you. >> pretty interesting story. joining nus t ining us in the s. it's interesting when new things happen. i think luke is right. ryan can't give in.

i don't think they can arrest john lewis either. >> it's real test for paul ryan. this is leadership test against the other party instead of against his own party. there's a couple of interesting elements. since the beginning of the obama administration, the shooting in tucson, sandy hook, newtown, everything that's come since and it takes an election year to get these guys to figure out there is something that we can do. why now and why never before? it take attention away from donald trump bashing her. it gives her, it's like a total freebie for unity for democrats to come around something they believe in. >> it happens to come on day when she's popping through to make a visit to hill democrats as well before she goes back on the road. >> what do you think about that

and how this plays into the heavily, kacie hunt said it's like two traditional campaigns running in traditional ways and this completely unexpected thing pops up and throws everything off kilter. talk about what this does to the overall narrative of the day. >> it's interesting. we knew clinton would be meeting with the democrats but also giving her speech in raleigh. we knew president obama would be signing this bipartisan bill on epa regulation. nancy pelosi rushing between the hill meetings to give her presentation. not sure how much coordination there is. if this wasn't coordinated with the clinton campaign other than last minute, it shows you how much potential they really could to get together and kind of
