>> that is the breaking news we're following this morning. prime minister david cameron will resign after leaving his campaign to stay in the european union. this morning reaction from across the globe. landing in the uk, amid the uncertainty this morning, donald trump set to deliver remarks from scotland. we'll carry that live. good morning, it's friday, june 24th. i'm alex witt. we start with the breaking news overnight as the uk has voted in favor of leaving the europe onunion. 52% voted to leave with 1.2 million votes separating the two. a composite had shown britons narrowly favoring remaining, but now one of the richest economies will be taking off. nigel faraj, the tip of the sword for the leave movement, called for new leadership. >> make sure we have a prime minister and a government that carry out the wishes of 17 million people. and now whether that's mr. cameron or not, i'm not so sure. my feeling is the prime minister

could have risen above the fray. he chose not to. i think he probably has to go. i think we have to have a brexit prime minister. i know a lot of remain voters did it reluctantly. they did it because they believe the fear stories about economics. all of that is wrong. and i would to say of them, listen, guys and gals we're living in the 21st century global economy. we have just broken free from a backward, failing political union the world is now our oyster. >> and this morning the head of the eu, donald tusk, trying to calm europe saying in a statement, quote what doesn't kill you makes you stronger. joining us from london, nbc news foreign correspondent keir simmons. standing outside of parliament. lots of people are shocked by david cameron's decision to resign. >> reporter: yeah, lots of people are shocked, lots of politicians trying to reassure people that let's just go through, alex, a list of the

events we have seen through this morning here. any one of which would be a big story on any other given day. britain has voted to leave the european union. the prime minister of britain has said he will resign. there were questions over the leadership of the opposition party, northern ireland and scottish leaders are renewing their calls for independence there. and others are saying they should have a vote there. and the british currency is tumbling more than the 1970's. the stock markets are falling. there is a lot to worry about. and that's why the british prime minister this morning tried to reassure the markets. >> the british people have voted to leave the european union and their will must be respected. i would reassure those markets and investors that britain's economy is fundamentally strong. i fought this campaign in the only way i know how. which is to say directly and passionately what i think and

feel. head, heart and soul. i held nothing back. i was absolutely clear about my belief that britain is stronger, safer and better off inside the european union. and a negotiation with the european union will need to begin under a new prime minister. and i think it's right that this new prime minister takes the decision about when to trigger article 50 and start the formal and legal process of leaving the eu. >> reporter: what's happened here, alex, kind of a mirror of what's happening around the world. millions have voted against big politic, against being told what to do by unelected bureaucrats. it is a kind of a populist ground swell. boris johnson, i have been talking to his dad, i said what is johnson going to do next?

well, he's going to play cricket with me tomorrow. what you see is a kind of a celebration of old fashioned britishness if you like. the question is -- what are the results going to be? i don't think anyone can say at this stage that the result of all of this will not be the kind of economic turmoil that the markets clearly fear. >> and also, who steps into the void that will be left in the wake of david cameron's departure? there's some that have suggested boris johnson. michael goeb, nigel faraj. >> it won't be faraj, but it might be johnson. but what's going to happen is the conservative party which is the ruling party here in the uk will elect a new leader. that person will automatically become the prime minister. then another question and there are so many -- when these negotiations happen finally, and that may be a way away, but the parliament behind me has to

agree to bills for things that many of the lawmakers in there didn't want to see happen. many of them didn't want to see britain leave the european union. that means potentially there could be a general election. all of that means you know kind of political chaos if you like here in the uk. but just remember this is a uk that has to negotiate with europe. this is a uk that has to figure out how it's going to trade with the rest of europe. some of the biggest economies in world and that's why if you have a 401(k), back there you need to worry about what the domino effect will be on the world economy and potentially on american families and american jobs. alex? >> absolutely something to worry about. thank you, keir simmons in london. well, the pound sat a 31-year low against the dollar. some in are free-fall, and they have suspended trading already. let's go to sree live in london. banks they're trying to assure investors but markets are way off already. >> absolutely.

global central bankers are really in damage limitation mode right now. proof of which the european central bankers just issued a statement in the last ten minutes saying it is closely monitoring financial markets. following the uk referendum and ready to provide additional liquidity if needed. the worst case scenario are being activated if you will. there's a lot of very, very jittery investors out there. let me just take you through the market action hire because -- action here because the selling, we have seen a loss of almost 10% at one point for sterling against the -- against the dollar dropping to the lowest point since 1985. since the plaza accord. the lowest level for sterling in many decades. and a lot of people i have been talking to are saying that there still is more weakness to come to sterling. we could see levels in the region of 120, 125 against the u.s. dollar.

equities getting trashed as well. ftse, 100, suffering the worst day since 2008. since the financial crisis in other words. 120 u.s. billion dollars in market cap has been wiped out in a single day. there are ramifications here for growth, but in the here and now, just reiterate what keir was saying. there is a heck of a lot of uncertainty. that means economic weakness and credit suisse warning we could see britain fall into the recession in the second half of this year. central banks really have their work cut out right now. that's where we stand, alex. back to you. >> wow. 120 billion market cap wiped onut out in a single day. voters in scotland voted overwhelmingly to remain part of the european union. and donald trump is in scotland this morning to formally open his newly refurbished turnberry golf resort. he arrived by helicopter just a short while ago.

trump faced criticism for stepping away from the campaign trail for a business related overseas trip. and this morning, he has tweeted just arrived in scotland, place is going wild over the vote. they took their country back. just like we will take america back. no games. he addressed the press as well. >> very historic. and we're very happy. >> -- people's anger? >> yeah, people are angry all over the world they're angry. >> why? what do you take from that? why are they angry? >> i think we're doing well in the united states and the same thing is happening in the united states. >> -- how do we heal that? >> i'm really happy to be here. really happy. >> joining us from turnberry, scotland, nbc news correspond end katy tur. good morning. what do we expect from trump's stop in scotland today? >> reporter: he's going to be having a press conference where we are standing right now on the green. you can see there's a number of

the british press here, the scottish press and the american press who has been following donald trump now for the last year or so. he's facing as you said, alex, a lot of criticism for being here, for coming off the campaign trail and going on what amounts to be a property visit. a brand boost for him here in turnberry. this is the tenth property we have been to, ninth property we have been with donald trump during his campaign season that includes mar-a-lago, trump tower, the under construction hotel in d.c., turnberry here. tomorrow we'll be at another one of his golf courses, the tenth aberdeen, making many wonder if this is more about promoting his brand than it is about campaigning for office. regardless, he has come here and he's come into political chaos. coming on a day where the uk learns that they have voted to leave the eu. it is an idea that donald trump has been encouraging now for some months saying that he believes that the uk would be

better off. he's certainly going to see their vote as a vindication in his belief. the big issue here, immigration, immigrants coming from the eu as they face a recession. and coming into the uk and potentially taking jobs. also, the threat of security with refugees. those are the two big issues that donald trump has been hitting on the campaign trail. mirror issues of the uk voted on today. certainly we'll see this as a good indication for how his campaign for the white house might go in the future. >> yeah. he is talking about how angry the voters are in the uk. that's how he's interpreting the vote and this is foreshadowing of what could happen and the wind at his back as far as his campaign. how much do you expect that to be part of his remarks? >> reporter: i think it's a big focus of the remarks. a number of reporters will asked him repeatedly about why he believes it's a good idea for the uk to leave the eu, how he believes that will play out and the consequences in the markets right now. we're seeing the markets down significantly with the idea that

the uk will no longer be a part of the european union. why does he believe that's a good idea and why does he think it will ultimately stabilize out? ultimately will be more beneficial in the future. he's also facing questions about his campaign period and he's gone through a rough patch lately, he's down in the polls. he faces a fund-raising crisis. and he is being outgunned by hillary clinton in battleground states. he's turned that around a bit lately. he fired his campaign manager, corey lewandowski. this is the first press conference he's going to be having after that happened. he's raised a few million dollars, over $10 million with the rnc for a joint fund. he's going to be facing questions about whether he's going to end up self-financing this more than anything else. a number of topics on the docket for today, but i'm sure that the brexit will be the top of that list. alex? >> we appreciate you standing by, katy tur, for all of that in turnberry, scotland.

>> a report of two fatalities from the flash flooding, one was a woman in her car trying to cross is the stream and the other one they're not sure of the circumstances. this video was posted, a video of a house that is going to be floating down the stream there. it's not even rushing waters either. you can see it coming into the view right there. this is ken awaw county. the bridge got washed out, the way to get to the strip mall, so 500 people had to spend the night there. they couldn't get in to rescue the people. this is portions of west virginia. look at that. all the low-level -- all the houses. okay. so this morn, that storm system has weakened. we are watching some of the strong storms. near chattanooga and columbia, northern alabama again. if we get damaging weather today it would be likely be found in the carolinas. this is where we'll pop up more

put in place extensive contingency plans and these began with ensuring that the core of the system is well capitalized, liquid and strong. >> meanwhile, others are looking to calm fears. the ceo of britain's barclays said in part, no matter what has been laid before us, we have been here to help. adding that does not change today. meanwhile, the ceo of german based deutsche bank said at this stage we cannot fully foresee the consequences but no doubt they will be negative on all sides. here in the u.s., jpmorgan chase ceo jamie dimon said the market volatility will be over the next few months and we'll help our clients through it. lloyd blankfein said, goldman sachs has a long history of adapting to change. well, bernie sanders spoke to stephen colbert last night and he confirmed helans to drop out of to race any time soon, but when colbert asked him the hypothetical question about
