uk brexit vote. let's bring in a democratic pollster and partner at the research group that conducted the poll. good morning to you, fred. new interesting numbers here. let's talk about hillary clinton's recent bump about three points since the last nbc poll. how do i explain that? >> one word or two words donald trump. he's had a rough couple of weeks in addition to mrs. clinton's slight bump in the polls we ask the other series questions suggests that what trump has been saying and voters have been processing over the last couple of weeks has been highly negative towards him. that's a big reason why the polls have shifted slightly in her favor in particular ayman, important subgroup for all of us to watch in the komting election are white women. trump went a little back with them and this is going to be a competitive election nationally

and candidates may have bumps in the poll from time to time. this is still as you pointed out with the third party candidates, it's a close election. >> let me pick up on this point. everybody is watching to see third parties if they have an impact and according to this poll they will. when you throw in the libertarian and green party candidates, the gap between clinton and trump disappears. how concerned should the major party candidates be. when you throw in third party and fourth party options, who do they take away more from? >> right now slightly more from clinton than from trump. but i think that is partly because trump has been the republican nominee longer than mrs. clinton has been. believe it or not, it's only been about since early june when mrs. clinton finally clinched the democratic nomination. i think by the time both conventions end, you will have

both major party candidates consolidating bases. between august and november we're looking at the swing vote. in terms of the third party candidat candidates, the other important number from the two-person trial heat, when we polled voters and asked who do you want to vote for? we had 9% who volunteered, i can't vote for either. there is a sizable none of the above option and remains to be seen though between now and november if any of the third party kacandidates, how many vos they'll end up taking. >> unfavorablety has been a factor against both and that puts more emphasis on third and fourth party candidates. any precedent for a four party poll like the ones you conducted that helps us to project to november if all four names are on the ballot? >> i think the hardest thing in

polling third and fourth party candidates, a lot of voting, of course, is partisanship and we've been for a long time a two party country and name recognition which comes from media like we're doing now and also paid media. and reason why, ayman, a lot of times third and fourth party candidates fare worse at the ballot box than polling is because they don't get that well known. so i think for these third and fourth party candidates, i would say there is a dissatisfaction in the country with the establishment. i don't know if there's enough oxygen for a third or fourth party candidate. >> overall, when you look at the poll, what's your biggest takeaway from new findings here? >> the biggest takeaway, despite a rough couple of weeks for donald trump and mrs. clinton has a slight edge. this is a very, very competitive general election.

and i think what is interesting about the trump candidacy in particular is over the past couple of weeks he has sort of -- white women have moved away from him. if there's mathematically if he's going to win this election, that's a group he needs to do much better with. he's running behind mitt rom any's perform's years ago. >> thanks, do appreciate it. other political headlines. now donald trump is back home from the trip to scotland and clinton is using that trip and comments about the brexit vote to attack him in a new add. take a look at this. >> every president is tested by world events but donald trump thinks about how his golf resort can profit from them. >> when the pound comes down, more people are coming to turn berry. >> the last thing we need is a volatile president. >> he said crooked hillary clinton who called brexit 100%

wrong is spending wall street money on an ad on my correct call. in a following twees, clinton is trying to wash away her bad judgment call on brexit with big dollar ads. disgra disgraceful. clinton's campaign will get help when senator elizabeth warren travels to ohio tomorrow. a new "washington post" o article says democrats see dangerous signs in states where clinton has not yet fully engaged, michigan, pennsylvania and wisconsin. the pro clinton super pac is targeting that danger with a 10.5 million tv ad buy-in in pennsylvania two days ago. is donald trump revising his muslim ban? what has changed? let's bring in hallie jackson covering the trump campaign for us and joins us here in new york. good to have you with us. walk us through why some are saying this may be a revision of that muslim ban that trump has been touting throughout his

campaign. >> listen, his spokesperson has said his position has not changed. my colleague katy tur abroad in scotland with trump over the weekend. let's play this and talk about it on the other side. >> gave a speech on your -- and you said that countries -- >> to orlando? >> yeah, you said countries -- >> countries with great terrorism. >> stopping great britain -- >> wouldn't bother me. >> that wasn't actually katy if you couldn't tell from the voice there. the interesting thing is now trump -- at least in this clip he seemed to have been drawing some kind of distinction between countries where there is a proof that terrorist activities have been taking place and other kinds of countries. the question is, what does this mean?

is this still a blanket ban on muslims coming from any nation temporarily entering the u.s.? this a ban on muslims from countries where there has been terror activity? how do you define those countries and which would that include? there's still some question marks for donald trump. his concern as you've been seeing from tweets today has been more about the issue of brexit and hillary clinton going after him for his comments immediately after brexit, scotland voted tory main, talking about what it meant for his country, drawing parallels between what was happening overseas and he believes what is happening in the united states. you've got an older disenfranchised electorate and people angry at the system and folks who are upset about immigration policies looking for change. that said, you can't draw a disting parallels through november in the united states because of how different the electorates are. >> there's been a lot of talk

about some republicans who are, if you will, defecting from the republican party, at least leaving the republican party, most notably and george will, what's the campaign's reaction to these high profile traditional republicans declaring they are going to leave the party specifically because of donald trump? >> you've seen it with george will. but you've seen it, for example, this past week when xo krost will vot for hillary clinton. and then you have others in the establishment who haven't said who they are voting for or talk about real concerns not knowing what to do in the ballot box come november. for trump, he himself talked about wanting to unite the party and also said to me and others that if the republican establishment doesn't want to get on board, they should in effect sit down and be quiet. for trump unconcerned that big name republicans are not getting

behind his campaign, but the problem there is that there could be a trickle down effect when it comes to donors and money and getting support that he needs for organization and battleground states. he's campaign is trying to hire up and staff in these states that are going to be very important and make sure they can catch up to hillary clinton's essentially money machine with donald trump in such a big hole fund raising wise compared to her. there could be trickle down implications for trump with his message, he's not looking to persuade the george wills in the world. he's looking to persuade his campaign independence that they should in fact back donald trump over hillary clinton. >> a rare sighting in new york. good to have you with us. >> now to democrats and hillary clinton back on the campaign trail this morning in new york city where she's expected to march in a gay pride parade later this afternoon. clinton will travel to

indianapolis and that's where kristen welker is standing by. this new attack ad, particularly while donald trump was still in scotland. will we see her come out and lunch similar attacks directly at trump in the weeks ahead? >> i anticipate she will. she's going to be here speaking to the conference of mayor, this is going to be her first chance to weigh in on the brexit vote. i anticipate you'll hear her echo the theme of the ad at least. the strategy ayman is to try to paint donald trump as unfit to be president. the ad, the clinton campaign has been drawing attention to the fact that donald trump said that market volatility could help his own personal business, that he told katy tur there was no need to talk to foreign policy advisers. there's nothing to discuss in prards to this. the clinton campaign trying to stress secretary clinton's experience and to compare that against donald trump's. as you see in new poll numbers

that were just released, this is still very much a competitive general election race. so secretary clinton not taking anything for granted right now. and i think you're going to see her continue to be very aggressive in this regard. now, she and her campaign also out with ads in key battleground states where they are trying to reintroduce her to voters. she has high unfavorable rating as well. they are highlighting the key parts of her path like the work she's done to get health care for children. at the same time the super pacs according to secretary clinton priorities usa spending millions of dollars in ads, 158 million in key battleground states and compare that to donald trump not up on the air waves and he's in scotland, not competing yet in key battleground states. the clinton campaign trying to capitalize on the space they have in those critical states. >> kristen welker, in

indianapolis, appreciate it. turning now to the devastating floods in west virginia, the death toll now rising at 24. morgan ratford is in one of the worst hit areas and joins us live from there. give us an update on the situation where you are. are things on the mend or still very dangerous? >> reporter: as you mentioned, if you look over my shoulder here, you can see what used to be a dairy queen. inside there are ice crime cones still inside packaging and things uprooted from the ground. among the 24 fatalities now reported across the state, six were from right here. an entire town submerged, this in one of 44 counties under a state of emergency emergency. the governor asking for federal assistance from fema. the search continuing for those still unaccounted for. meanwhile, the national guard is

cleaning up destroyed neighborhoods across the state where 32,000 homes remain without power. >> there is nowhere to go. >> there's nowhere to go. >> conditions so bad a new road had to be built to rescue hundreds of people stranded for dayses inside this strip mall after a bridge collapse. >> it's been crowded here and people have been sleeping on cars everywhere, it's been a bad experience. >> reporter: this is the new emergency evacuation route. you can see cars here leaving behind me. it took them six hours to make this. they had to cut into this hill and then rebuild this out of mud and limestone. >> some are choosing to stay at the mall saying conditions here are better than they are at home. >> we did steaks and kebobs and barbecue chicken. >> others taking refuge at the nearby shelter. >> we had somewhere to live, furniture and now we have nothing. >> reporter: families anxious to go home. >> we're here today, can't go back yet. we don't know how long it will be or if there will be anything

left. >> reporter: that is if there's still a home there. >> you don't know where your house is? >> i've been finding parts of it searching down the road. >> reporter: another problem, gas leaks causing homes to catch fire and explode, like this one in the town of white sulphur springs catapulting scott's wife into a nearby tree where she clung for hours until finally being rescued. 70% of her body burned. >> my wife called me and told me about the gas and all that. i told her -- i love her. >> reporter: those affected banding together with what little they have left. >> this has to be the focal point for the heartbeat of america. these people are just goodness person fied. >> reporter: many residents from the area spent last night in shelter. this is the deadliest flash flood the u.s. has seen in the past 18 years. fema has already arrived to begin assessing that damage and neighbors here have been working

the supreme court last week handed president obama a setback on one of his key immigration reforms. donald trump called the ruling a great victory for the constitution. trump has been criticized for his position on undocumented immigrants and building a wall on the southern border of the u.s. let's bring in reverend tony suarez of the national hispanic christian leadership conference. good to have you with us, sir. i want your reaction specifically about the supreme court decision that effectively reverses president obama's plan

to halt deportation of 1 million undocumented immigrants. what's your reaction to that decision? >> from a personal standpoint it's disappointing but president obama's action was caused by congress's inaction. eight years of this being tossed back and forth between democrats and republicans and we realize president obama's solution or executive action would have only been a band aid or temporary solution. we still need congress and always needed congress to come up with a permanent legislative solution. i think this puts the honus back on congress to say you have to get common sense immigration reform done and get it done sooner than later. >> let's talk about donald trump quickly. he created a council of evangelical leaders to solidify his position with the religious right so to speak. you joined mr. trump's advisory board even though you've been critical of his rhetoric.

of the campaign and outspoken i've been i was invited to the table. that shows signs of hope. >> where are you seeing this change of rhetoric? you said there was a little change. renews calls for the ban of muslims and not much has changed on his other rhetoric. what has made you comfortable to go sit at this table? xbl one of my mentors and my boss, sam rodriguez, said you want to build walls, fine, but build bridges. this week i heard donald trump talk about building bridges with latinos in the meeting in new york, about loving latinos and needing to give a message to the hispanic community that he does love them and want to fix the immigration system. i don't know what that means exactly, i haven't heard every point or how he's going to revise policy but members within his campaign have told me we're going to be surprised and we're going to be happy with what comes out when he revises or works on this immigration policy. i don't think anyone should be

barred from the country on basis of religion. this is the promise land. it's -- it's amazing with all of the complaints that people have of our country, everyone, millions still want to come here because in spite of all of the issues we might have, we're still a great country. >> you brought up the issue of latino voters and new nbc poll shows hillary clinton with a lead among latinos, 69% to 22%, that's a significant margin. do you see any way for donald trump to inprove his standing among latinos. what does he specifically have to do or have to address to win those latino voters to his camp? >> well, there's two things, going back to what i said three weeks ago, he needs to repent. what that simply means, i'm not asking for a big speech, but i'm sorry, i shouldn't have said some of the things i said and need to stop the rhetoric and

stop some of the what i'll call divisive or hateful speeches in the past. from three weeks to now, i applaud mr. trump for his decision to stop speaking about the judge in california. that was a good decision by mr. trump. again, i've been very critical. for those who say i'm an outspoken advocate for trump, that's simply not true but i do respect the good decisions i see along the line but there's much more he needs to do if he's going to reconcile and even recoup rate any percentage point -- >> we'll have you back and hold you to account for some of the things you're saying about the advisory council. appreciate your insight, sir. >> thank you, sir. >> the new nbc poll that shows hillary clinton ahead of donald trump, why she appears to be gaining ground, we'll delve into that next. joining me for reaction to new poll numbers, author of the book "hrc" and jane tim. good to have both of you with us. this brand-new poll with clinton with a 5-point lead over trump. clinton managed to gain two months since last month. what do you think played into this? more what she's been doing or missteps of donald trul p? >> i think it's about both, mainly the missteps of donald trump, we've seen him since the end of the primary cratering in the polling. at the same time clinton has shown stability and that's the contrast she wants. she's been stable and i think it's helping her polling. the difference of a couple of points isn't that huge but if you're donald trump you're behind in the poll and behind in the series of other polls over the last month and got to try to figure out how to right your ship.

this shows that's not happening yet. >> when we talk about this poll earlier in the program we showed it is even tighter when third and fourth party candidates are factored in. who do you think should be more worriried about this dynamic? libertarian candidates tend to poll equally. green party tends to poll less. you can see maybe gary johnson rising a little bit in the polls as we go. but donald trump has the most to worry about. if you dig into them, his natural base is eroding. we had the pastor on likened working with trump to dining with a sinner. that should be his natural base. he should not been worrying about polling together republican and evangelical voters. he should be working on swing voters and independents and trying to line up his own team. so he's the one he's going to need to worry the most, polling numbers are dropping of the minutes to go we saw a

"washington post" poll that showed the lead dropping hugely with giving hillary clinton a double digit lead. i think you'll see this continue for a little bit, especially after the brexit remarks. >> this new ads rolled out by the hillary clinton campaign, they are almost like real time ads using sound bites that are literally being said hours if not within the day that they are airing. should the trump campaign be worried about the new ads like the one we just saw where the clinton campaign used his words while he was in scotland against him? >> absolutely. what you're seeing from the clinton campaign is an agility that you haven't seen in the clinton operation before. donald trump can drive a news cycle with 140 characters on twitter. from the clinton campaign, they can cut an ad pretty darn quit. not quite as quick as a tweet but figured out how to do that very fast. what donald trump needs to be worried about, as jane just pointed out, the gap between the

nbc wall street journal poll, five points and the "washington post" nbc poll, 12 points, whatever it is in there, he's well behind and dumping between her and her super pac hundreds of millions of dollars to define donald trump for the electorate. it should be incredibly worry some for him and the republican party and worry so many for candidates in the house. >> rolling out battle ground state ads in the next month, is the trump camp worried these ads will define him before he's able to get momentum on his side? >> i'm not sure they are but they should be. people usually decide who they are going to vote for pretty early on, by the end of the summer mitt romney was decided on. with donald trump's favorables

chris pallone is in midtown manhattan and joins us now. a lot of security concerns but talk what is special about pride parade today. >> reporter: good morning. let me give you a live look what's going on on fifth avenue. this march will be stepping off two and a half hours from now. the road is still open here. but across the street we've got several groups that are starting to line up. that's where the floats and the groups of marchers will be starting together on the side streets just off fifth avenue. this is a very special day for nyc pride for two reasons. number one, today is the one year anniversary since the supreme court ruled that state laws banning same-sex marriage are unconstitutional. this is certainly a red letter date for the lgbt community. we're two weeks removed from the awful attack, the largest mass shooting in u.s. history, the terror attack on the pulse nightclub in orlando. as people are starting to gather

this morning, we're already seeing shirts that say orlando united, new york city is orlando. things are starting to get going here and the parade will march in about two and a half hours from now. we'll have full coverage for you ayman as the morning progresses. >> chris pallone, appreciate that update. to politics now and two new polls out this hour. hillary clinton with a 5-point lead over donald trump and new "washington post"/abc poll paints a more troubling picture for the trump campaign. clinton now leads by 12 points. both polls conducted after the orlando shooting but before the uk brexit vote on tuesday. paul manafort defending the decision to visit the golf course in scotland amid the brexit fallout. here's what he said moments ago on "meet the press."

>> the issues of brexit, this kind of phony ad doesn't address those things. and hillary clinton is ignoring the reality because she's part of the establishment and can't get away from the fact that she is part of the problem that's being rejected. so when she tries to distract with commercials like this, she is once again showing she's absolutely afraid of consequences of what brexit represented and the trump phenomenon represented, people voting for change against the establishment. >> george will is adding himself to the list of prominent republicans who dumped trump. the conservative columnist told a group on friday he's out right leaving the republican party. let's bring in alice stewart, former senior communications adviser and national spokes person for ted cruz. good to have you with us this morning. how much does it matter that a leading conservative voice like george will is leaving the party

over his specific disdain for donald trump, this is one where the trump campaign says he's the media elite we don't want in the republican party since he's trying to appeal to a more populist message? >> we expected to see strong conservatives voice such an opinion. but the trump campaign is not going to get side tracked on issues like that and certain people will disagree with him. he's well aware of that. what we're seeing by all accounts is the effort under way by the trump campaign to work on the important part of addition here. he had a meeting this week in new york. i attended with evangelicals, a thousand top brass where he stressed the issues important to them, support for israel, as well as supreme court justices that are conservative. the campaign by nature doesn't get side tracked by the negatives, they focus on the

positives and don't get distraktded by that. manafort was in the right place at the right time during the brexit vote. it showed he understood the importance of what was going on over there, the britons wanting to exit the eu. he spent a little too much time focusing on the golf course and 14 hole and threadcount but did express the importance of the significance what was going on -- >> he also had a chance as well to clarify or talk about his controversial muslim ban. he talked about this in scotland saying it would only apply to people from quote terror countries. i'm curious for your thought on that. what does that sound like? does that sound like a walk back, trying to qualify it? >> they'll deny that but surely it's a walk back. it needed to be clarified. it was much too strong, certainly going into the general it needed to be massaged quite a bit. we'll see more of that. some of the comments that were acceptable during the primary

i happened to be at the office at trump organization doing a story with donald trump and so they went and talked about it one last night and then don jr. went and fired him, which just goes to show how involved they are. and it was a really fascinating moment. and i saw that donald trump, the candidate, was having some difficulty with letting go the one person who had carried him through the very controversial primary. nevertheless, it pleased a lot of donors, a lot of republicans to see that he -- that trump was trying to turn the page and this is -- i think you saw this week the campaign did better on rapid response, on messaging and so they are working to turn the page, although there was some things that were raised this week when he was at turn bury about his business. >> let me ask you this really quickly. you know, presidential children are often off limits,
