state capitol. five people were transferred to the hospital there with critical stab wounds. the rally was being hosted by the traditionalist workers party. there are also reports from the fire department as well and others there on the scene that the group was met with counter protests. that's apparently when the violence began. we understand from the fire department there is a triage unit there's being set up to treat those are hurt. a mass casualty situation at the capital in sacramento. i want to bring in jim cavanaugh. thank you for your time. most of the information from the san francisco fire department and the spokesman, not police or other law enforcement. what can you gather based on the initial information we're hearing now? >> those events that involve

neo-nazis, they get permits to demonstrate. sometimes there's counter protesters and emotions run high on each side. there's been shootings at those events over the years. there's been attacks, fistfights. we have undercover agents inserted into those neo-nazi groups and the violent talks are high. they result in assaults. we don't know exactly what happened here, if it was a planned attack or spontaneous, but five or more people slashed is the reporting. >> jim, what is the information that will need to come in before we get that determination, whether it was something planned or as you were just talking about emotions running high, very passionate feelings on both sides of the spectrum here that may have led to the escalation of this violence? >> right, francis.
1:02 pm
well, first, usually there's a lot of police at this these things. usually the demonstration that the group gets a permit for is planned. law enforcement is notified and is usually heavily there in uniformed presence and plain clothes as well. if somebody breaks out a knife or sharp instrument in the crowd, an attack can happen before an officer can get nearby. usually those incidents result in arrest. who is is it? why is this happening? who is doing what? who is attacking who? we don't know which side is attacking or even if the attack involves people that are members of the groups or bystanders that got in an altercation. >> that has to be difficult from a law enforcement standpoint, jim, as well as a witness standpoint. unfortunately, we cover shootings in the past.
1:03 pm
that's not necessarily the case as far as what might be going on other than screams from people involved, right? >> right. sometimes things start out as words in these kind of events. there's that lot of back and forth name calling, insults, racial epithets. sometimes when people are walking away or police are dispersing, that kind of rhetoric can erupt in a fistfight, stabbing, a multiple stabbing, each side coming to the aid over the other. it can escalate very fast. stab and sharp edge object wounds can be critical. you can lose a lot of blood fast. slashed on extremity you can lose a lot of blood fast. >> i want to bring in julian

kent. you have some new information here. this is the story out of sacramento. anything more? >> we do have some more information. we do know these are critical trauma stab wounds according to the sacramento public information officer. five patients have now been transported to the hospital. they are calling this a mass casualty incident, but we don't have exact numbers on exactly how many people were effected. the traditional workers party was planning to have that rally in sacramento today. they were thinking about cancelling this event, francis, and they decided to go on with the show saying they were there to protest globalization and in defense of right to free expression. five people have been transported to area hospitals to be treated. there has been some damage to local property as well. windows broken. various property damage that our affiliate kcra has witnessed.
1:05 pm
there have been injuries across the board, but the clash started before the event was scheduled to begin. there's clearly tension broiling there right now. we'll continue to monitor that for you. >> all right. we'll check back in with you as we try to get more information to pass on to our viewers. i want to bring in ryan levin. you almost attended today's event? can you give us a background of what the circumstances are, what this event was supposed to be, and your involvement? >> sure. my involvement at these things when i go is as a researcher and observer. i was at the violent clan rally in anaheim back at the end of february. what this leader, matt heinbeck,
1:06 pm
is trying to do -- anti-fascists showed up at the clan rally i was at in anaheim. this is the next big thing. earlier this month i warned of possible violence at this date in sacramento. the reason i didn't go is because matt kept vacillating on whether or not he was going to hold the rally or not. he is a fellow who manhandled an african-american female protester at a trump rally and got more publicity for his group. the anti-fascists were organizing to make counter protests and to use veiled terminology like shut it down totally. so this was not a surprise had the event gone forward because the anti-fascists were putting this out on their website for many weeks. >> as far as organization for this, it stems from a couple of weeks and is fairly grounded as
1:07 pm
far as an organization there for them to make plans and spread that word? >> well, with respect to heinbock's group, they said they were going to do this for sometime. they sent out messages to their followers. the thing that happened over the last few weeks is it looked like this might have been cancelled. that's why i didn't go up there. there was a likelihood it would have been cancelled. nevertheless, it was well telegraphed from the ant anti-fascists on their websites that they were going to shut it down. they didn't sound like they were going to do it in the most peaceful way possible. having gone to one not too long ago, i can tell you these things can unravel out of control when you have big crowds, some of which are armed, before an event. that makes it much more difficult because you can't
1:08 pm
contain the folks within preexisting grids made up of sawhorses and various fencing. >> brian, given the history of this traditionalist workers party and matt heinbeck, i can imagine law enforcement knew the possibility of this turning violent could happen. can you tell us what can be expected at this one? >> what happened in anaheim was a bit of an anomaly. there wasn't a permit granted before the event because the clan never applied. they can walk and hand out literature anywhere they want. so there was a bit of a question with respect to what time the clan group was going to make their presence. it was anywhere between 10:00 and 2:00 and we didn't know. bottom line is the law enforcement response to this kind of thing is you have a massive show of uniformed law
1:09 pm
enforcement that keeps protesters and counter protesters separated. there's a beginning time and an end time and an exit plan to get the protesters out. and as you can see on the screen there, there is the anti-fascist action website. and they know about what time these things are. the best thing is to have a police response, have people cordoned off within certain grids that are away from each other, and let each side have their say and then have each side exit through different areas and get them out immediately. i've seen clan rallies, for instance, where clansmen were taken away in county corrections buses to prevent them from being hit with projectiles. most of the time i have gone to these things the violence has
1:10 pm
either been evenly distributed or been done primarily by the anti-racist folks. that's something that law enforcement knows very well. >> all right. thank you for the perspective, especially given your knowledge and experience with these groups. thanks for being with us. five people have been stabbed outside this california state capitol building. protest in sacramento. there's an officer with the sacramento police department who says none of these injuries are believed to be life threatening. again, i don't know if this counters what was initially reported with this being called a mass casualty stabbing by the sacramento fire department. this is something that nbc news is working to independently verify that. i want to bring in jim cavanaugh once again. jim, as we're getting this information, it seems like there's some conflict here. again, this is just breaking and just developing. one from the fire department
1:11 pm
calling this a mass casualty stabbing. now you have one officer with the sacramento pd saying so far none of the injuries are life threatening, but that could be outside the casualties as well. you can understand the confusion at this point with this just developing. >> right. and that's good news by the report from sacramento pd that it may be non-life-threatening injuries. this is a planned event. you have the traditionalist workers party. as brian talked about, this is the white collar clan. they don't dress in traditional robes, but they believe all the same things. they want a white national state. they want whites to be supreme to all other races, so these kind of groups, they cloak themselves in different business attire, but the hate speech is
1:12 pm
the same. they're a little bit more clever. now the anti-fascist group has known about this rally for a couple weeks, as brian outlined. that group is drumming up support on their side. so you have two groups highly charged. they meet here at this epicenter of the event and something happens, francis. we don't know. but the rally, as you have been reporting and have dug it out so quickly, was a planned rally be the white nationalists and plans to disrupt and counter demonstrate by the anti-fascists. hopefully the violence is over and the police have a handle on that. that would be the good news for sunday afternoon. >> they put this out there, both sides of these groups, online that they were planning this rally. this was a scheduled rally. they had permits for this rally outside the capitol building in sacramento and the other group,
1:13 pm
the anti-fascist group, again with a very heavily online presence talking about protesting, a counter protest. interesting also to factor in jim when it comes to this and law enforcement is involved there is a specific start time, very specific end time, and very specific designations on where these groups should be so physically they don't encounter each other so something like this won't happen. talk about that from the law enforcement perspective and how they go about in keeping that under control or at least attempt to. >> right. of course, the strongest presence of police will be at the epicenter of the rally, the park where the permit is granted. there's a lot of officers there usually. some may be on horseback, motorcycles, on foot. depends on the size of the event. officers have to be thinner on the side streets, the feeder
1:14 pm
streets. sometimes those assaults can happen as people are leaving, coming and going, and they cross paths with each other. a lot of times these people dress in particular ways that show these feelings. they have jackets with symbols and emblems. signs like down with hate or neo-nazi signs. most of the people who want to counter a demonstration of hate can be well meaning, but then sometimes there's other people who are bent on violence. and of course white hate people the same way. some are just talk and they utilize free speech with a lot of vulgar, hateful speech, but they don't resort to violence. but some do. that's where we get to a day like today. >> we're going to take a little bit of a break here as we continue to follow the breaking news. reports of multiple stabbings at
