>> elizabeth warren joins hillary clinton on the campaign trail for a takedown trump event in battleground ohio. clinton hoping to shore up her credibility with progressives. but there may have been more to it than that. plus another drip of clinton e-mails released. the latest batch showing she had no clue about how to handle her records. plus, abortions rights supporters win their biggest supreme court decision in 25 years. the ruling centered on texas. but the impact could be felt across the nation. we'll have the latest. it's 5:30 on the east coast, 2:30 out west, this is "way too early." good morning, everyone. it is tuesday, june 28th. i'm alex witt. we begin with the most significant ruling on abortion in a generation. in a 5-3 decision with justice

anthony kennedy joining the liberals, the supreme court yesterday struck down a controversial law in texas that had forced over half of the state's abortion clinics to shut down. passed in 2013, the law stated abortion clinics must meet the same building standards as walk-in surgical centers. it also required doctors performing abortions to have admitting privileges at nearby hospitals, but the supreme court ruling yesterday said that neither of these provisions offers medical benefits sufficient to justify the burdens upon access that each imposes. when the law was passed the number of abortion clinics in texas dropped from 42 down to 19. yet despite the victory, many of those clinics will never reopen. yesterday msnbc's thomas roberts spoke to former texas senator wendy davis. you may remember she's the one who staged that eleven-hour filibuster to prevent the bill from passing. >> it's going to take several months, i think, to see us rebound to a place where women

throughout the state have the access that they once had prior to this law going into effect. but i know there are many people, and organizations, that are committed to making sure that that health care is returned. and that women have their reproductive freedoms restored in texas. >> the ruling now puts similar laws in 12 other states in jeopardy. lawsuits over abortion restrictions have already been filed in wisconsin, louisiana, mississippi, alabama, oklahoma, as well. and abortion law that takes effect in florida on friday could also be in trouble. the other big decision from the supreme court, the rare unanimous decision to throw out former virginia governor bob mcdonnell's conviction on bribery charges. the former republican governor was convicted of 11 counts of public corruption in 2014. prosecutors claimed he accepted gifts and loans worth more than $175,000 in exchange for promoting a dietary supplement. but mcdonnell insisted he never took any official action to benefit the company, and the

gifts themselves were allowed under virginia law at the time. the justices all agreed that the federal government failed to prove that mcdonnell performed an official act in exchange for the loans and gifts. chief justice john roberts wrote the opinion saying in part, there is no doubt that this case is distasteful, it may be worse than that, but our concern is not with the tawdry tales of ferraris, rolexes and ball gowns, it is instead with the broader legal implications of the government's boundless interpretation of the federal bribery statute. so the case was sent back to the lower courts to decide if prosecutors have enough evidence to try mcdonnell again. his wife maureen was also convicted. the two were tried separately and her appeal is pending. mrs. mcdonnell's lawyer released a statement saying the supreme court ruling also applies to her, and that her conviction should immediately be tossed out. let's go now to presidential politics and a high profile trial in the pivotal swing state of ohio. presumptive democratic presidential nominee hillary clinton teamed up with senator elizabeth warren of massachusetts to take on donald

trump. with a populist message to tweet the billionaire's business record and policies and vouch for clinton with the party's liberal base trump sent out a tweet before their joint appearance, quote, crooked hillary is wheeling out one of the least productive senators in the u.s. senator, goofy elizabeth warren who lied on heritage. but at yesterday's cincinnati event it was warren who was calling trump goofy. >> donald trump says he'll make america great again. it's right there. no. it stamped on the front of his goofy hat. you want to see goofy? look at him in that hat. when donald trump says great, i ask great for who, exactly? for millions of kids, struggling to pay for an education? for millions of seniors barely surviving on social security? for families that don't fly to scotland to play golf?

when donald trump says he'll make america great he means make it even greater for rich guys just like donald trump. great for the guys who don't care how much they've already squeezed from everyone else. great for the guys who always want more. because that's who donald trump is. the guy who wants it all for himself. and watch out, because he will crush you into the dirt to get whatever he wants. that's who he is. >> i am so delighted to be here with my friend and a great leader, senator elizabeth warren! and no one works harder to make sure wall street never, never wrecks main street again.

i got in to this race because i wanted to even the odds for people who have the odds stacked against them. and this is not a time for half measures. to build an economy that works for everyone, not just those at the top, we've got to go big, and we've got to go bold. let's set the goals of making sure that wall street and the wealthy pay their fair share of taxes. >> well, donald trump fought back furiously yesterday against elizabeth warren's attacks on him before a boitherous ohio crowd, quote, i hope that she's selected as the vice presidential running mate. i will speak very openly about her if she is. she's one of the least productive senators in the united states senate. we call her pocahontas for a reason. she said she's 5% native american. she was unable to prove it. she used the fact to advance her career, she made up her heritage which i think is racist. i think she's a racist actually because what she did was very racist. ex-senator scott brown held a conference call organized by the

republican national committee to refute warren's claims of native american ancestry while a law professor in the 1990s. >> as we all know she's not native american. she's not 1/32nd. she has no native american background exempt for what her family told her. the easy answer on that is you all know is that harvard and penn can release the records she can authorize the release of those records. she can take a dna test. she can release the records herself, and there's never been any effort. >> we will be bringing you the latest head-to-head poll numbers with clinton and trump at the top of the hour. meanwhile the new nbc/"wall street journal" poll shows where the candidates are the strongest. trump leads in attributes like changing washington, where he has a 30-point advantage over clinton. a 16-point lead in being honest and straightforward. and is ten points ahead in dealing with the economy. this as clinton is ahead by 24 points on handling foreign policy, 54-30. 14 points on uniting the country, and 12 points over

being a good commander in chief. voters also trust her in handling a crisis over trump. the candidates are statistically tied on who will be effective at getting things done. trump at 42%. clinton at 39%. democrats on the house benghazi panel frustrated by the pace of the investigation have issued a preemptive report on the 2012 terror attack and not surprisingly the 344-page report absolves then-secretary of state hillary clinton of any blame. democratic members charged that security measures in benghazi were woefully inadequate. as a result of decisions made by officials, but secretary clinton never personally denied any requests for additional security in benghazi. democrats also charged that after a two-year investigation the select committee squandered millions of taxpayer dollars in a partisan effort to attack a presidential candidate. now, according to nbc news, the republican-led benghazi panel will release its final report about the handling of the 2012 terror attack later today. and coming up on "morning joe," house benghazi committee

chairman trey gowdy joins the conversation and will weigh in on the report. nearly three dozen previously unreleased e-mails from hillary clinton's personal e-mail server have been made public. the conservative organization judicial watch released the 165 pages worth of documents yesterday. in one e-mail thread clinton inquires about where her professional and personal files are ending up at the state department, and urges they design a system. a state department inspector general report last month found that clinton's use of a private e-mail server was against policy. the report did not accuse her of violating any criminal law. while delivering marks in chicago yesterday hillary clinton said she knows some voters have doubts about her. in a moment of self-reflection, she acknowledged that polls show many people don't trust her. >> i personally know i have work to do on this front. a lot of people tell pollsters they don't trust me. now i don't like hearing that. and i've thought a lot about what's behind it.

and you know, you hear 25 years worth of wild accusations, anyone would start to wonder. and it certainly is true. i've made mistakes. i don't know anyone who hasn't. so i understand people having questions. now maybe we can persuade people to change their minds by marshaling facts, and making arguments to rebut negative attacks. but that doesn't work for everyone. you can't just talk someone into trusting you. you've got to earn it. so, yes, i could say that the reason i sometimes sound careful with my words is not that i'm hiding something, it's just that i'm careful with my words. >> prime minister david cameron is set to face his former european union counterparts for the first time since the united kingdom's decision to leave the bloc. cameron will be in brussels today for the eu summit where he's expected to discuss the historic vote. that conversation may not last long, though. german, french and italian

leaders said yesterday there will be no talks, formal or informal on a british exit. tomorrow the 27 remaining leaders will meet without cameron to discuss the implication of the uk's departure. german chancellor angela merkel said she will use all her strength to prevent the eu from drifting further apart. meanwhile cameron shot down the hopes of a potential brexit revote yesterday while speaking to parliament for the first time since the results. >> mr. speaker the british people have voted to leave the european union. it was not the result i wanted nor the outcome i believe is best for the country i love. but there can be no doubt about the result. of course i don't take back what i said about the risks. it is going to be difficult. we've already seen that there are going to be adjustments within our economy. complex constitutional issues, and challenging new negotiations to undertake with europe. but i am clear, and the cabinet agreed this morning that the decision must be accepted and the process of implementing the decision in the best possible

way must now begin. >> cameron went on to stress that the british economy is robust and can handle the shockwaves from the brexit vote. that wasn't enough to reassure two top ratings agencies, though. standard & poor's and fitch have downgraded the uk's credit score citing economic risk and uncertainty from that referendum. so for more on the downgrades and how the global markets are reacting, let's bring in sri from london. how are the markets taking that decision? >> good morning, alex. yes, well it's interesting, isn't it? because the markets right now seem to be stroking off the afterburn the ratings downgrades by two of those agencies, so something of a turnaround tuesday right now but it does like a false dawn. there is a lot of uncertainty out in these markets that we have not cleared up yet but in the here and now the major indices are rebounding. if you look at the ftse and the european markets, they are up by more than 2%. italy is outperforming after the government said that it would support its vulnerable banking sector in the wake of the brexit

morning because of a 3 1/2 hour rain delay. that rain has now exited and is even clear on long island. if you're still down around atlantic city to cape may, rain lingering here and even a couple downpours trying to move from maryland along the delaware border there. this cold front will spark additional storms later on today. in all about 7 million people at risk of severe storms. it's going to be scattered. not everyone is going to experience it. the storms will being strongest this afternoon through the reading, scranton, wilkes-barre areas, harrisburg. the area of greatest concern, the storms will make their way towards philadelphia and new york city, too. so there's still a chance of some hef injury raines for them. here's the timing of it. the storms begin to bubble up over central new york, central pennsylvania then they intensify the most as they approach the albany, schenectady, troy area and down through eastern pa. by the time we get to 9:00 to 10:00 p.m. those storms will begin to head towards philadelphia, new york city and once again down around d.c. kind of time that out for your late afternoon and this evening. a small hail and damaging winds

are possibility with the strongest of the storms. i don't think we're going to see any widespread severe weather. the rest of the forecast we're going to see scattered storms in the southeast. typical summertime weather. dry in the morning, late afternoon storms pop up. this is a beautiful day. a break from the heat and humidity. only 70 today in chicago. detroit is going to be much cooler too and it's going to heat up towards the weekend. enjoy that. you want to talk about heat. salt lake city today is going to be 103. yesterday you were 101 in salt lake city. so pretty incredible heat wave continues through the west. phoenix 110 and boise 100. we do it again tomorrow, too. salt lake city does cool off but many areas of the west still well above average. and as far as new england goes some of that beautiful air that was in the great lakes today will be with us wednesday in the mid-atlantic. phoenix, alex, is on pace to tie their hottest june ever and many areas are similar out west. it's, just a really rough beginning to summer. usually you think july and august. but this has been an
