president obama could make first public comments on the terror attack. the president arrived minutes ago in ottawa, canada. you saw that play out for a summit with canadian and mexican leaders. the white house says the president already called turkey's president this morning expressing his condolences. we are waiting to hear from president obama at that summit in ottawa. in turkey an investigation continues with isis, the chief suspect and with fears more attacks may be imminent. meanwhile authorities say 41 people were killed and at least 239 others injured when three suicide attackers coordinated the attack in the airport. officials say more than 100 of those injured have been released from hospitals. and there is chilling security footage. it appears to show one of the bomb blasts at an entrance to the arrivals area.

nbc news has not independently confirmed the video. there is panic as people run for cover, run in an attempt to escape what they hear and see. another security camera appears to show a police officer shoot another attacker inside the arrivals terminal. look closely at this video. the policeman quickly backed away moments before that explosion that you see. it appears to be the bomb detonated there. an american tourist from boston was there and described the chaotic scene. >> we all ran the other way and then bombs went off. we came out and i think there was another bomb i'm not really sure. >>. >> this morning the istanbul airport partially reopened and increased security.

we are covering all angles of this developing story. let's begin with richard engel. i have seen your reports all morning long regarding the way the people there are trying to, i don't want to say get back to normal, but get things up and running again at the airport while the investigation is ongoing. >> reporter: >> the attack did not shut down the airport. it did not shut down the city. the airport a few hours after the attack was reopened and there was this very strange juxtaposition of cleanup crews, investigators looking through debris. there is still active investigation ongoing. while this is happening there are passengers making their way through the terminal dragging suitcases, changing their flights, pushing baby carriages, sometimes they are wheeling their luggage around spots where there is glass that had been

broken and glass that had been shot up by exchanges of gun fire. so this city is showing a lot of resilience. i think it speaks to the fact of how important the airport is to istanbul. it is center of the economy. it has made istanbul a regional hub. for political reasons it doesn't want to shut it down but there are key economic reasons why istanbul does not want to have economy stopped. >> if you can set the stage for our audience regarding the political aspect and the climate leading up to this attack. there had been reports that at least 35 isis fighters had been deployed inside the region. >> reporter: it goes back several years, actually. for several years isis has been transit s through turkey and has made it its main route for going in and out of syria. many isis fighters stop here.

they will have their families here. they will get medical treatment here, livg underground or blending into the community and then cross the border into syria. sometimes crossing back and moving back and forth. if you remember after paris attacks when people escaped from the paris attack the woman left paris, came through istanbul and went into isis territory in syria. over the last six months the turkish government has been cracking down, tightening border controls, increasing its cooperation, allowing more air strikes to take place from the nato base in this country. that has upset isis. isis has been responding. i think that is some of what we are seeing right now. specific intelligence that we received about two weeks ago was that isis had deployed more than 35 militants to carry out attacks during the month of

ramadan moving these militants from syria into turkey and ramadan is not over yet. the concern is what we have seen now is the first blow, the first attack linked to that advanced deployment but will there be more attacks? three attackers are dead. if more than 35 were sent to this country that leaves more than 30 who are still potentially on the loose and the idea was to carry out attacks during ramadan. there is only one week left. >> can you speak about the security there? third largest airport, busiest in europe. there are multiple layers of security, awareness of the possibility of an attack. what was security like yesterday? >> security here is quite tight. the problem is the fundamental weakness. every country or continent has its own unique weakness for isis

attacks. in europe it is the fact that 7,000 europeans have gone and filters through the isis system and many have gone back and european countries don't share intelligence. if you get into a car from brussels you can disappear. in turkey the weakness is that this country is infiltrated. there are many isis operatives living here who know the terrain and know how to operate in this country and they can attack at will no matter how hard the target is. the united states has its own strategic weakness proven recently easy access to fire arms and people who can be inspired by isis without ever having to go to the battlefield can use military grade weapons to devastating effect. so unfortunately turkey's unique position makes it vulnerable.

>> live for us at the istanbul airport. joining me now middle east correspondent for world post. you not far away from where richard is standing. talk to us about the climate richard pointed out over the past six months, turkey who had been criticized by the united states and other countries saying that the officials were not doing enough to stop the back and forth movement of isis fighters. that had changed in the past six months making turkey a target for isis fighters. let's go now to tom cotello. this brings focus to our own airport security which is highly discussed.

just outside of washington, d.c. there have been reports stepped up in the past few hours. what are you seeing there? >> nothing here. that is pretty much the case across the country. some select -- higher profile if you will. more visibility. that is just a show of force. one security analyst said a lot of that is theater. he or she can strike either overseas or here in the u.s. but the discussion as it relates to how the security is structured is whether it is sufficient to have the main check point be your first line of defense or do you need to move that security parameter out away from the tsa check point?

should it be at the curb, in the parking lot? at what point is far enough away? are you still creating a situation where you have people grouping together and massing together and as a result you still got a target? the conversation earlier today here in washington was you could move tsa check point or perimeter check point down to the key bridge which is several miles away here in washington you are just fog to move the target down to the key bridge because every airport is a target. we know terrorists would love to strike the targets. in the united states what they work on very hard is infiltrating for any group that might be interested in attacking but getting intel on when somebody might be accumulating weapons of mass destruction. if somebody is accumulating ingredients to a bomb the fbi has asked hardware stores if you

see something suspicious then please notify the fbi because they are trying to track that as best as possible. it is also important that these communities that originate in the middle east and have rescheduled here are very quaterative in trying to inform them. we have not had a successful attack on a u.s. airport in many years. so the question becomes how do you create a better and more aggressive security profile with your best foot forward? >> for more on who may be responsible for the attack let me bring in middle east analyst. appears authorities are quite confident this is the work of isis. and isis has not claimed responsibility for this attack. are there any other organizations you believe should

be on this list of possible people responsible or do all arrows point to isis? >> most point to isis. that possibility is really slimming. it appears that just from the m.o., using explosives, using automatic rifles right before that and, of course, attacking during ramadan like isis has preached early on all point fingers to possibly isis orchestrated attack. >> you mentioned ramadan. this is towards the end. equated to the activity around the holidays with much more travel and traffic in the airport. do you believe it was coordinated for that maximum amount of damage? >> it likely took laplace aroun that time to inflict the highest

number of casualties. of course, isis not only preaches attacks during month of ramadan, the last ten days are most crucial and for them these are the most blessed of days thus they believe they should be getting attacks towards the end of the month. >> turkey's president said this is a crime against humanity. we know the u.s. had been critical of some of the response or lack thereof from turkey regarding this pipeline into syria and out through turkey in the past six months things changed significantly. do you believe that is why if isis is responsible this attack happened? >> this is one of the main reasons that turkey has amplified security measures while previously throughout three years they really left the borders pretty porous allowing a lot of foreign fighters across into syria. we know that during the paris

and brussels attacks some have trained with isis on the ground and returned back to europe to launch these attacks. >> i think people wonder in that we are looking at several hours since the attack and no claim of responsibility but almost immediately after the information from orlando, for example, that the terrorists had claimed that he had ties or done this in allegiance with isis and other organizations, isis sent out a statement. why do you believe in some instances immediate claim of responsibility from isis and then in others like this attack we are waiting? >> what is interesting is that isis sometimes claims responsibility for attacks that it did not direct or orchestrate and the orlando shooting while not directly related to them, they were trying to capitalize on the frenzy. >> they weren't seen as successful. >> and so for something like turkey a lot of the details have not come out and a lot of

investigations still ongoing. while the authorities have not professed that this was related to isis or not, isis probably is waiting to see what kind of information is released by the turkish government before they claim responsibility for the attack or capitalize on the frenzy and issue statements in celebration of it. >> last point here whether brussels or turkey and the u.s. being vigilant in attempting to keep an attack from happening on our soil outside of lone wolves as was the case in orlando, the global effort to eliminate isis, will it step up with the call from turkey saying this has to be a global effort? >> the problem here is that isis is no longer operating in syria and iraq. while it has lost territory it is facing serious challenges in these two countries as well as libya. it is expanding heavily outside of iraq and syria. very heavily into afghanistan

and pakistan as well as many different trans national terror networks in europe among other places. while isis might be losing and facing challenges how do you want to combat the expansion around the world because it is a global problem today and not just regional. >> thank you very much for your analysis. joining us again from istanbul's airport is sophia jones. let's talk about the climate there and the fact that you had this report that isis had planned to deploy 35 or so fighters into turkey saying that they should strike during the holy month of ramadan. what was the climate leading up to what we saw play out yesterday? >> reporter: it's been a very tense climate for weeks, for months really and people have been afraid to take the subway. people have been afraid to go to major tourist landmarks.

some people have said it is only a matter of time before this happened. now that it has happened in this huge way hitting an international airport turks tell me they do not know what to expect. i talked to people who work in tourism who say they don't expect tourists to come and hotels are shutting down across istanbul. people are concerned how this will impact the economy. >> it is interesting when you say hotels are shutting down. richard engel reported there has been an attempt in the past few hours to repair the damage and allow flights to resume to certain destinations including the u.s. >> reporter: yes. they are trying to repair the airport right now. flights are going in and out. it's one of the biggest airports in the world and traffic is very important even if they shut down the airport for a few hours huge financial hit for turkey and trying to get it up and running so that tourists and leave and

coverage of terror attacks in istanbul. we are expecting to hear from president obama any minute now which will be his first public comments after the attacks. he spoke with turkish president by phone. the president is attending a summit with mexican president and canadian prime minister justin trudeau. the statement read like brussels airport which was attacked earlier this year is a symbol of international connections and ties that bind us together. it goes on to say we remain steadfast in our support for turkey, our nato ally and partner along with all of our friends and allies around the world as we continue to confront the threat of terrorism. we are joined from ottawa. we are anticipating the president will give remarks on camera regarding the attacks. nevertheless he is there for the summit.

it's interesting in the statement it says this international connection of this airport like with brussels clearly in the fight to defeat isis. >> reporter: it is an opportunity for president obama to address these attacks, address what has happened. we don't have official confirmation on his schedule. we want to stress there is a pattern to how the white house reacts. they want to get in front of the story. this is an opportunity for the president to reassure the nation to talk about the u.s. coordinating the response. he had the phone call as you mentioned. president obama with his turkish counter part and that is really going to be what we may potentially hear from the president. as you mentioned there is the summit here. he is meeting with leaders from canada and mexico. to what extent the official agenda here which is trade and aspirational goals on energy, what extent that gets pushed

asi aside. hot rhetoric coming from donald trump talking about re-introducing water boarding. those are the conversations taking place here at this summit. we will get back to you as we have more and hopefully hear from president obama. >> do we know more about the president's call to turkish president? >> well, the president reached out. gives you a sense the white house wants to be proactive. he offered condolences and support. turkey does have 2.6 million refugees from the conflict in syria inside their borders. throughout the spring great deal of conversation of what turkey can do to stop the flow coming into greece coming up through europe. what turkey clearly recognizes and what they have been saying

is that they have a problem with domestic terrorism coming from inside syria inside iraq that could be the focus of more conversations today. >> the latest in a wave of--four attacks targeting istanbul including a car bomb that killed 11 people. perspective on why turkey has become the world's biggest terror hot spot? >> turkey right now is going through a massive challenge. it's dealing with a whole host of problems internally, politically as well as on the border. no doubt the biggest threat to turkey is the ongoing war in syria and iraq. we have the map to give the viewers a sense of where the border runs between turkey, iraq

and syria. over the past couple of years as we have been hearing we know turkey had a position to allow fighters, arms to -- they are struggling with the border that runs along the syrian and iraqi frontier. part is because turkey wants to allow refugees to leave battlefields but has a problem with foreign fighters who want to use the gateway in the attacks that they are trying to carry out. turkey has internal problem here in the eastern part of the country. it has a stubborn insurgency led by kurdish workers party which is considered a terrorist organization by the united states and the european union. they have been launching a series of deadly attacks that claimed hundreds of lives.

over the past 11 months there have been 14 attacks. we put that on the map. 270 people have been killed. vast majority of attacks have been carried out by the pkk or at least kurdish separatests trying to break off. we also know that isis and its affiliated groups have been carrying out deadly attacks. >> knowing this is a pipeline for isis fighters in and out of turkey going into syria, attacking in this way obviously isis would know this increases the efforts to demolish them and keep them from having the pipeline. >> it's true. over the past year and a half when the policy went into force with the turkish government trying to seal up the border no doubt that turkey and isis are at war with one another pretty much the same way isis has been since it came to prominence.

survivors and witnesses are painting a horrific picture of what they say happened last night. they describe gun men shooting bombs going off and people running and hiding. my colleague spoke to one man on vacation with his wife who just landed minutes before the attack. he says it was a scene of chaos and confusion for many hours. >> reporter: we were headed to passport security control when all of a sudden people turned around and started running towards us. people were screaming. people yelling that there was a gun. people started hiding out behind objects and waiting for news of what was going on.

that was the general mood of the situation for about three hours kind of waiting around in the airport waiting for information after exiting the building we saw the extent of the damage, a lot of smashed glass, collapsed ceiling, blood on the floor, a lot of clothing spread across the floor. a lot of medical personnel, chaos outside the building. things seemed to have calmed down now. last night the scene was chaotic as people came to gather to wait for friends and family in the airport and take away the wounded. ended up walking down the highway a few miles and catching a ride into town from a random stranger. it was the random acts of kindness. >> coming up how the attacks are playing a role in today's

she has not made comments on camera. how does this play out for her? >> we have seen this story play out several times as the 2016 campaign has gone on. we have seen it in san bernardino. we saw it earlier this month in orlan orlando. and really the reactions we have seen from hillary clinton and donald trump have been pretty the same. for hillary clinton it is we need to be cautious and have cool heads and work with our allies. very similar to what you hear from president obama. of course, donald trump is taking a very different tact in all of this. from hillary clinton her response has been very consistent with what we have seen after other terrorist attacks. >> in his tweet you mentioned donald trump he says yet another terrorist attack, this time in turkey. will the world ever realize what is going on? here is what he said at a rally last night in ohio. let's play that, please.

particularly after tragedies. i think one of the biggest shortcomings is he doesn't spell out what fire and return would be. he did mention waterboarding. that means sending tens of thousands of u.s. troops into syria? does it mean deploying americans own suicide bombers into isis controlled regions? he needs to spell out what that fire that he would return would entail. >> if he does spell it out there are limitations he would be if elected the president not the ruler and he has to work with congress. >> as americans we focus on united states lens. united states is the world leader. dealing with isis and syria isn't just a u.s. component but a world component. turkey is on the border with syria. not only does united states have a stake in everything going on in the campaign against isis so do neighbors in the middle east.

on his twitter account after very much criticized after the massacre in orlando. when you hear donald trump say fight fire with fire and use even worse than waterboarding what is your reaction? >> my reaction is that he is making a very visceral appeal to voters beyond the republican base if you combine it with what he said on fair trade, free trade yesterday, what he said about theb brexit vote it is in contrast to president obama and hillary clinton who are playing very much an establishment game. this just reinforces that donald trump is banking on being a disrupter to really all institutions and he is running against a very establishment candidate trying to get a third term for the current administration. >> what we are watching you bring up what happened in the uk

was a visceral reaction, as well. i'm sure you read the "new york times" pointing out those who push for the exit don't have a plan from mark murray's report donald trump says he can shake up the system but he has provided no template. what is worse than waterboarding? what does he mean by fighting fire with fire? that is one thing to say in a casual conversation. it is another if you are the president of the united states. what does that mean? >> i think that is a good cerebral analysis of the situation. that may not be the instinctive appeal that he is coming up with for so many voters. the answer to your question on when he would get to specifics is probably convention speech. if not convention speech it would come up in the fall debates when he will be asked more pointed questions about it. >> does it play at all to

hillary clinton's point about donald trump's temperament and not being ready to lead this country when you hear a statement such as we heard yesterday and such a contrast to when he is on a script versus what he is willing to say just a few hours later as a visceral reaction to things. >> donald trump won his primary by making the sort of appeals he is now making. he believes that that is the way to reach his voters. hillary clinton supporters, i think, want a much deeper analysis, want more restraint involved. every time hillary clinton comes up with one of these reason statements about restrain it plays into donald trump's hands about wanting to shake things up and be a disrupter. so without dealing with a qualitative nature of the responses of the two i think you have to look at the impact it

actually is having on voters. it is surprising that hillary clinton is not ahead by more if your construct of his answers is correct. all the battle ground polls that have come out, she is in the process of dropping somewhere $40 million in eight battle ground states on him with help of superpack. if by the time the republican convention starts she doesn't have a much larger lead than she has now then you are going to have to conclude that the appeal, the visceral reaction is working. >> when you look at the average polls she is up by five and where donald trump is weakest is to the very point that you have made regarding his ability to lead in temperament where he scores significantly lower where we have seen his drop after orlando, for example, his response visceral, yes. did it hurt him in the polls? at least according to the

welcome back. we are expecting to hear president obama's first public comments on the terror attack in turkey. we will keep you up to date on those developments. desperate search for missing crew members after a fiery head on train collision. three crew members remain missing this morning after two freight trains collide head on in northern texas about 30 miles north of amarillo. smoke and flames could be seen from miles away and forced evacuation of a nearby neighborhood. officials say a fourth crew member jumped from the train to save his life moments before the impact. an investigation as to why the two trains were on the same track is ongoing. the dramatic moments when a man was shot by secret service on the white house grounds last month. one of these scenes very graphic. officials say 31-year-old walked

>> i mean, it was a really chaotic scene. you saw a lot of people who were passengers or victims in the airport terminal rushing to get out. there was ambulances streaming in and out. there was very jumpy security guards, security officials with assault rifles, guarding the facility, you know, it was, it was a really, really chaotic scene for a little while. and then things started to calm down as it became clear there wasn't going to be a fourth suicide bomber. things began to calm down and there was a buses and taxis ferrying the stranded passengers to safety. >> how would you describe the security prior to the incident? prior to the attacks? >> i think ataturk is one of the most secure airports that i've ever been to. you know, you can't even get into the terminal without going through metal detector and having your bags screened by

andrea mitchell's live interview with u.s. ambassador to the u.n., samantha power. and right now on andrea mitchell reports. terror in turkey. 41 people killed, hundreds more injured. today, the third busiest airport in europe has reopened. showing resilience in the face of tragedy. >> reporter: this attack did note shut down istanbul. it did not shut down the airport. the airport is still functioning. it is a political decision here, it is a decision to show resilience. this country does not want to cower to terrorists. it is also an economic decision. travel warning, but now a renewed focus on how to keep american airports safe. especially heading into the big holiday weekend. >> isis knew they could get to that area and still target westerners. so i think in the u.s. what we will likely see even over this holiday weekend is a greater move to push that security perimeter out.
