so we're working on all that information. but again, via twitter, jba is currently on lockdown due to a report of an active shooter. all personnel are districted to shelter in place. more information as it comes. they tweeted. the incident is ongoing at the malcolm grow medical facility. all personnel continue to shelter in place. so we're watching this unfold. it's a fast moving development. this is all going on, as we try to develop the overnight raids in turkey. we hear that ramadan will be coming to an end on tuesday. and there had been some forewarning about the possibility of an upward tic in spike of violence before the end of the holy period. we do not want to get in ahead of ourselves as to what this will mean as we get the first reports of joint base andrews being on lockdown. >> that just happened roughly 45 minutes ago that this first started to pop up.

again, a planned drill was going to be taking place there. they do this as often as possible to make sure that they are prepared when an incident like this potentially hams. jim cavanaugh, an msnbc analyst has a varied degree of background intelligence on what it's like to be in one of these situation, how they operate. jim, how odd is it that they would be in an active drill and then say, we are on lockdown because of an active shooter. >> yeah, that's an active shooter for sure. sometimes we have situations and drills that occur like that. this could be that scenario that you outlined. you know, it was john f. kennedy's famous quote in a cuban missile crisis, there is always some son of a gun that doesn't get the word. >> that happens in drills. if some son of a gun didn't get the word. saw an officer with a gun or even an officer accidentally

discharged a shot from a practice round or some kind of you know non-lethal weapon they were carrying in the drill, someone could hear the shot. someone could see someone moving and make the calm. so that's all plausible. what the base police are doing. what the military is doing here. is what we all would do in law enforcement. you get the call, it's real. somebody says it's above. it's real. tears no, maybe it's a mistake. you treat it like it's real. that's what all the forces are moving towards. stephanie outlined. they're going to secure it no matter what. and that drill will be maybe over for today, but it's also possible it's a real scenario that someone took advantage of the day. we are in the last days of ramadan here. that's a big base in d.c. so we don't know yet. but it certainly could be just a report that's not factual or it could be a real active shooter. >> well, and the situation being we are getting a lot of

information via twitter, jim, it would be pretty odd for joint base andrews to tweet out information about a lockdown if that wasn't actually factual telling personnel to shelter in place. >> right. no, you are exactly right about that, what's happened is, once they got the call there was an active shooter -- >> jim, real fast, hold on one second, wrcr, our nbc affiliate for d.c. is on the ground. let's listen this. >> reporter: very calm here, just walking across the parking lot, but certainly a part of this response as they try to piece together exactly what is happening here. now, just a little while ago, i did see a woman in what appeared to be a child walk out of the medical center as well and they walked out of the medical center. so we are just trying to get a handle ourselves for what is occurring here. can you see a little closer now, these three individuals here walking through the parking lot area. so we are waiting to get more

information. we will bring it to you as soon as we get it. back to you all. >> you are listening to our local affiliate there in washington, d.c., wrc, you see three officers on the grounds, talking about the medical facility which is under lockdown and seeing a woman and child walk out of there. this is the malcolm grove surgery and clinic a part of joint base aen zrus, 20 miles outside washington, d.c. within the last hour. they tweeted from the military account jba is currently on lockdown, all personnel are directed to shelter in place. they went on to say the incident ongoing at this medical facility, first responders on scene now, all personnel continue to shelter in place. let's go back to wrc and listen in. >> reporter: andrews air force base, they release a high alert. the prince george county

policemen spokesmen are telling me, that i have no idea what's happening here, they have not been called to come in and assist in anyway, with what may be unfolding inside of the base t. base is supposed to be on lockdown. there are people sheltered in place. we're watching vehicles come out as you see here behind me, folks at the light here. there is a police car exiting now. but as you can see, vehicles are leaving andrews air force base. >> that has been the case since i have been here. andrews air force base spokesmen are telling us that, again, they had planned a training excercise for today, an active gunman training exercise and that that was the case, when they got a report of a gunman, an actual real life gunman who was inside that building 1061 the medical building on base aen truce and that's when they began the procedures of taking this seriously, asking people who are

on base to walk down and stay in place. now, it's important to also note, because there was a practice exercise planned here at joint base andrews, a number of municipalities or the police department around this area were told you make calls or need to be on alert, know we are doing this training just in case. so because of that, there was a lot of confusion, when this was initially reported this was an actual real life active shooter on joint base andrew, again, if you were to look here at the front gate, it looked like business as usual, no problems here so we can't tell what is happening at the base, but we are standing by. >> we are listening to tracee wilkins in washington, d.c.,

outside of the gate at andrews obviously. ten we got confirmation via twitter and telling them on staff personnel to sheller in place. nbc news correspondent peter williams is with me in washington, d.c. as we watched tracy reporting it seems business as usual, her sources telling you whether or not this is real or is there some type of confusion? >> that they don't know. just very confused. so just to review the fact here, which i think our folks at wrc laid out pretty well. there was a scheduled exercise this morning at joint base andrews, everybody used to call andrews air force base. it was to begin at 9:00 at a medical center. who while the exercise was under way, there was a call of an active shooter at the medical center. at first, authorities thought, okay, this is all a part of a drill. then they weren't sure.

so they're treating it, because i think they feel they have to as it might be a strange coincidence and might be real. now they're going to have to go in, clear the building, do what they normally do in an active shooter situation and make certain there isn't anybody in there holding anyone, no one with a gun. i think it's important to emphasize here we got no confirm reports of shots fired. and the normal protocol if there are shots fired and there are people injured, certainly andrews is a community unto itself. it can take care of itself. it's got its own obvious medical center. it's own hospitals. it's own police force, it's own fire department. but there has been no call to local law enforcement agencies to help. so that's one possible suggestion here. the second is that it remains in lockdown. the law enforcement officers officials we've talked to unconnected to andrews, but federal law enforcement

officials who would respond all say they believe this is an exercise, but nobody sure. they have to treat it like it's the real deal. meantime, andrews remains on lockdown, vice president biden was scheduled to go to ohio. he's on hold right now at his residence here in washington. that's where joint base andrews is. this is the air force base that government official, presidents come and go from all the time. whenever you see the president arrive, relieved, doing so from andrews. it's a sprawling complex just outside washington, d.c. and we still don't know what's happening here. >> we approach this with an abundance of caution. we want to talk about what we know about the facts here, about the trip, as opposed to what has been reported about on active shooter at that medical facility t. one thing i think would calls people to think this might be real is the fact that they used twitter to ask people to shelter

in place. so does that seem -- >> i don't think so, actually. i think that is another indication they don't know what it is. >> exactly. >> i think that's the right phrase, so just to emphasize, certainly andrews knew there was an exercise going on. during the exercise, they get a call of an active shooter. they're not sure whether the call is a part of the exercise or not. obviously, a quick check couldn't get an answer to that, so they have to treat it like the real deal so, therefore, all the steps go into place that you would do when there is an active shooter t. lockdown, social media message. the first responders coming to try to clear the place, so, you know, it could be -- we have to emphasize here, we don't know what it is, it could be there was strangely coincidental somebody with a gun inside the medical center. it could be this call was a part of the drill. but because there is uncertainty

as you say abundance of caution is the watch word. so that's why they are treating it like the real deal. >> folks are just joining us. we're working off what joint base andrews has informed folks about person in el to shelter in place. because of an active shooting situation there. they had a planned drill this morning. but the reporters from wrc on the scene. as we see military personnel, there are cars going in and out and local authorities had been forewarned about the potential of a drill taking place this morning. let's go in and listen to wrc oak. >> reporter: much few people in the immediate area looking around, trying to figure out exactly what has happened this appears to be a very large complex. so certainly in a situation like this, you got a lot of ground to cover and that's exactly what they're doing at this point, using a lot of different resources. there is a helicopter in the air. taking a look from the sky. you see the personnel on the

ground. they have the k-9s going into the adjacent parking facility here. again, not a sense of urgency. no one seems frantic. still trying to piece together what happened. because there is so much confusion because of this active shooter drill that was occurring, then right around the same time, the report of an actual active shooter and they are just trying to follow protocols and do what they need to do to keep everybody in the building safe in case this is a situation where danger is involved. people inside have been told to just hunker down, to shelter in place. and that's what we are hearing that they are doing. a report from one person who is in his office and did not seem alarmed, necessarily. he says he has received ample training on this, he at this point is following that training. if you pan over to the right, it appears a patient it appears to me who is actually being wheeled

out. no sense of urgency here, but someone wheeled out of this medical facility here. they will come out from behind this piller here in a moment. you will be able to see them. this is a medical facility a. very large medical complex. a little while ago from our other vantage point i saw a woman and a child exit there. again, they did not seem particularly alarmed. can you see this person in the wheelchair now going around the corner and up the street so certainly while the building is on lockdown, andrews air force base is on lockdown, we are not seeing a frantic situation and so again that's sort of adding to the confusion here in terms of what this is. obviously, officials here at andrews don't want to take any chances.

they got this report and as they put on their facebook page, due to the serious nature of this report the base is acting accordingly to make sure that everyone is safe. so, we will continue to watch things here and bring you updates as they become available. >> we have wrc megan mcgrath on the side of joint base andrews and the malcolm facility. it was during her report we witnessed a family wheeling out a patient, two women and a man escorted as there were military officers on site. again, we first got reports via twitter about the jba being on lockdown because of an active shooter asking personnel to shelter in place, but this coincide with the fact that there was going to be a trip at that medical facility and getting a call of an active shooter. working out of an abundance of c

they went into lockdown mode. there is staff that feels they have been trained. they know what to do. there is no sense of urgency on the scene. however, we see the safety protocols that have been triggered. the things that have been inactive with the military ops and those special dogs on site as they are looking to make sure they canvass all the nooks and crannies. you see right there, more people escorted out. as they canvass the entire area to make sure they check off all things necessary to say that the area is clear and that report could have been confused because of the drill that was taking place this morning. we do know there were local agencies out there in prince george's county that were notified about the drill that will be taking place today. but again, they do this kinds of regularly to make sure that staff and those people that might be put in a situation like this are trained for it. so, again, working out of an

abundance of caution, joint base a andrews is on lockdown. this is the home of air force one and air force two. he was scheduled to move on to ohio. he was told to stand further notice. this is a sprawling complex as we heard from self of our reporters. our pete williams explaining theules of this base and it does get a lot of traffic, not just from elected officials but folks coming for treatment. this is roughly 20 miles outside of washington, d.c. but again, we're not seeing a frantic situation and we're also seeing a regular flow of traffic in and out, whether it's on foot or by vehicle as we've had reporters at both portions of gates there around this medical facility as we see even children on the scene. a young man walking out there with what looks like an older family member as they're walking away from the medical facility some we will continue to watch

this. there have been no calls for reenforcement. we understand that pete williams is back with us. pete, i understand you just got off the telephone with some of your sources. what can you tell us? >> reporter: that this is over. there was no active shooter. they know believe that what happened is a common thing, it's just, you know, sort of the times we live if. during the active shooter drill, during a security drill this morning at joint base andrews, there were two personnel walking across the base carrying rifles, carrying long guns. someone in the medical center on the third floor looking out the windows, saw that, phoned in and there was a shooter on the base. there was no barricade situation, there were no shots fired. there is no active shooter.

so i would expect here shortly the all clear will be given. but that's the best information that we have now. >> that this was, these things happen. we live in an era, where you watch where it is, if you see something, say something. someone who did not know there was a drill going on. saw people carrying guns upon theed in as an active shooter. given the information seem quite specific. the base had to treat it as though it was real. it took a while to sort out. now they believe they've sort it out. >> let me say you believe this is over and that this was the confusion of someone who wanted to see something, say something, because of the drill that was taking place and it was of concern to them of what they saw? >> yeah the only slight i would make to the way you put it is this person was probably unaware there was a drill going on, but the people the cause and effect is that the people carrying the

long guns were doing so openly. they don't normally do that. but they were doing that as a part of a security drill, someone apparently unaware there was a security drill, saw these personnel with weapons, phoned it in as an active shooter. of course the base had to treat it for real, each though they realized there was a drill going on, they didn't know the person who saw the folks didn't know there was a drill. so they did what they were supposed to do. they took it seriously. shut it down. i expect here in a while this will all be over. >> i'd like to emphasize, because of that report and what they triggered, they went into the proper protocol to make sure that facility will remain safe. i think you remarked on this before, they have to go through the full protocol of checking off the boxes to make sure it's

clear, correct? >> exactly. it would be strangely ironic if this confused report massed the fact that there was something going on. so they have to be double sure. that's why this is taking a while to resolve. >> if you have been watching us, we have been watching over an hour now what has been taking place at joint base andrews, a scheduled drill at their facility. someone on site, our pete williams witnessed members of the drill operation, carrying long guns and phoned in a report about the potential of an active shooter on the base the drill triggers into a real time wa walkdown then reports to shelter in place. they were encouraging people that they believed that there was an active shooter. then we have reporters getting

on the ground, telling what they were witnessing from the scene in front of the gates, they did not sense a serious frantic situation or chaotic situation but there was a bigger presence on the scene to make sure they were taking this with the proper seriousness and to execute the safety protocol involved. our luke russert is on the scene. we were watching a shot of one of the throughways into the medical center. we have been seeing family members, folks that may have gotten treatment there escorted out. how close were you able get? >> reporter: i'd say we are probably a half mile t. way andrews air force base is situated, there are a bunch of different entrances, we're closer to the main entrance. i have to tell you my drive over from the capital, there were dozens of mortgages personnel vehicles speeding by me. i had to pull over to the side

of the road at one point to let them by. they were pulling over to this gate. tlfb obvious tension due to these reports of a possible active shooter. there was a few times, trafbl traffic snarls, emergency vehicles moving over, a fire department or police department that moved forward to that base. obviously the base is very well secured in and of itself being a military installation. at least outside, the tension is real. this is something that possibly was happening. so if in fact the all clear comes soon, this was a big misunderstanding. which these things happen, then that will be all great. exactly what pete said, have you to be very careful. you have to clear every single room. because i remember we spoke a few months ago, there was a shooting at the capital, that happened on the same exact day there was one of these drills. sometimes it's an ironic twist

of fate. i think that's where we are now, just to make sure everything is all on the clear. but there was tension around the bails, without a doubt. >> thank you, sir, we know someone was saying on the 3rd floor of the malcolm medical facility, which was under a trip, witnessed two people walking with long guns across the campus and phoned in what they saw. that triggered this active shooter situation on joint base andrews where they went into lockdown mode. they updated people via social media. we saw people via tweets, talking about personnel sheltering in place and how they were operating out of this abundance of caution because of the seriousness of that report. jim cavanaugh is still with me. jim, let's talk about. that because we are a society on edge right now. we seem to talk about this constantly. i know we got back from orlando.

we move on to what's happening out of turkey. we are still getting updates of the overnight rides of that. we will talk about that later in this hour. we witness what's taking place here, see something, say something, we are all trained to do it. we want to make sure we are keeping each other safe. >> well, that's exactly right, thomas, in the reporting you've had all morning has been spot on. it could just be the drill. see the way the commanders work this. you go, you put it into, it could be real. you send out the notices, phone calls, twitter, however. then you go right back to the caller. so you get who's on scene there. have you s.w.a.t. teams doing the drills as well. you go right to the caller, interview the call ir. what did you see? where did you see it? who is the report about? you can sort through it pretty quick. i saw somebody walking across the green. you can check back with your personnel. a couplosiss say, that was us. can you sort through that it was a part of the drill some that's

how they would come to the conclusion it was not an active heater is. go right back to the caller. you leave your name, your phone number. you report it on text. you know, they can get back to you. that's how they short through it quick. they still will enforce the building. it's like a fire department that will report smoke, they're checking everywhere. they don't want to come back and the fire restarted. so law enforcement will still search the building even when they get that report. the food news is the drill was in the medical center t. report was confined to the medical center. so it's not the whole base. so they had a drill inside a drill. it looks look it will be good news and everybody is safe. as you pointed out, we're safe in ramadan world wide. there is a large it there for all of us. >> we are a society on edge, see something, say something. we're trained to want to be a part of that to help protect one another. that's exactly what seems to

>> let's take you back to a story we have been following for roughly the last hour. we have been witnessing a drill from joint base andrews that was reported by jba. speaking to senior law enforces, someone on the third floor of the malcolm medical facility located on this campus called in seeing someone, two people, with long guns him now the medical facility was going through with a scheduled drill. they had prepared for this. it was going to be taking place this morning. because of the seriousness of the phone call that came in, they had to switch gears and go into lockdown mode. they used facebook and twitter to update people about what was taking place will. so we got these initial reports via twitter about the fact that there was an active facility the

personnel was encouraged to stay in a shelter in place and they're working on this, that then sent this trigger effect of what happened inside joint base andrews with people sheltering in place and then the security sweep of the protocol that is necessary when something like this is triggered. kind of fully going into effect. we saw military people on site with bomb sniffingdogs and other things to clear the facility. talking about the fact that they were ever to witness business as usual with traffic flowing in and out of the hospital facility. traffic, vehicle traffic flowing in and out from the gate. so we saw live on camera a brief number of folks that have left the medical facility. posssibly people walking out with family. others with small children. but there wasn't a chaotic sense of urgency among those folks.

but according to our pete williams, this is a situation where someone saw something. they said something and it triggered this from going in from the planned drill to a lockdown mode and then there are protocols that need to go ahead with securing the base after that. so according to our pete williams, this is something that is over because of the fact that they have been able narrow down how this report came about, what was involved from the beginning. this was a scheduled drill and this is over. all right. 'we will move onto the other big story we have been following, it's less than 48 hours since one of the deadly terrorist attacks in the history of turkey. these three men could be responsible. this is a new look reportedly showing the suspects, it was captured on the cc tv cameras at the time. they verify that image. we do know where they are from. turkish officials telling us

they are nationals from russia, uzbekistan and kyrgyzstan. the death toll stands at 43. 19 are foreigners and many more now remain in the hospital recovering from the injury. overnate, the u.s. military ramped up the bombing campaign in fallujah, iraq. some reportedly killed 250 militants. richard engel has been on the scene all morning. >> reporter: thomas this investigation is moving fairly quickly. a police source told us it was attacked by a three member russian-speaking isis cell, apparently tied right back to the isis capital in the city of rajka, that this three-member russian speaking cell was composed of a russian national from chechnya or dag tan also a

kyrgyzstan and uzbekistan man. they had been renting an apartment, paid cash and had been behaving suspiciously, they built an extra security metal door reenforcing their apartment. they were rarely opening windows or pulling back the curtains, also the upstairs neighbor complained about a chemical smell. which is something that could indicate that they were experimenting with bombs or had been building bombs at that location. it is significant to know that it's connected to rajka. a police source also told us that the russian speaking member of that cell had come from rajka a month ago to turkey. the hundred is the now on for other suspects, thomas, we have been talking about, we knew that

isis had stage appearance. the question now is what about the rest of them? are there still other attackers at large? in there looking to clamp down on the web the potential involved with those three men, richard engle, thanks. here with me now is nbc news analyst edward coleman, a single partner at flash.. evan, we know now from intelligence officials where these bombers are from. so kyrgyzstan, uzbekistan and russia. does that surprise you and what this means geographic ally to istanbul and any involvement to their connections to larger isis cell? >> no, it does tell us a lot. number one, we know clearly this was not the work of occurredish separatist group. why some people might be surprised, the idea that it was carried out by dag stan or chechnya, that is right in the wheelhouse of isis. it's a demographic that isis

carried aggressively and effectively. a number of different individual from uzbekistan and from central asia as well as from south russia have played key roles within isis, given the fact these individuals are suspected of travel from rajka, the isis capital to turkey. it's looking more and more like this was certainly isis. nonetheless, it's important to be said, there has been no claim of responsible. there has been no statement no, magazine issuing any kind of a statement of credit. so with that regard, we have to ask ourselves if this was isis, what were they trying to do here? why have they not claimed credit and we don't know this yet. >> evan, when we think about isis, we think a lot about iraq and syria and the middle east. we don't typically think of the three countries the nationalitys that these men are reported to be from. how does that had vans or not advance the narrative of the --

advance or not advance the reach of isis? >> the fact that they were recruited by isis, isis recruits people across the world. it's amazing, you see people from china joining isis and syria. while it may seem surprising, isis has been much more successful at this than say al qaeda. nonetheless with the collapses of their forces inside iraq, you wonder whether or not this appeal by isis amongst these different groups will continue. nonetheless, this clearly was a planned operation. one wonders whether or not these nationalities were perceived getting closer to the target versus someone from syria. >> so perception from reality when we think about isis and the potential lichgs of isis or our

complete direction from isis the u.s. and our allies would like everyone to know that the isis land grab is shrinking. however, the way they are capturing our attention seems to be growing when we see a terror strike like this. how do we balance those two out and not think that we are actually losing? >> yeah, look, i think this is something you and i were suggesting. you see acts like this, it's difficult to ignore them, it's important to put them into context. to come up with a an operation like this, you don't come up with it overnight. it's not something that requires an army. it requires a small number of dedicated individuals with a bomb makeer. that's something that we're always going to have t. reality, though, is that isis the land mass is shrippinging. isis is not only losing territory in iraq and syria. isis is losing its base in north africa. it's losing its base in libya.

so based on that, look, we are making progress. this is as fast as we'd like? no, but a part of the problem here is that we can't bomb our way to success. simply wiping out isis is not enough. we have to fill that void, rather, with another force, another power. because if we don't, isis is just going to come back. i think that's a part of the issue here. i think that's something the obama administration has been pushing heavily for, not to eliminate isis but replace it with a stable order. something that can hold power and fight for itself. that's not so easy. i think that's what's take soin long here. >> the all clear has been given at andrews air force base joint base andrews. this is after we have been following an active shooter after receiving a call of people who carry long guns across the campus. they had a drill scheduled this

airports that are safest. what stands out to you. compare us. where do we stand? >> good morning, thomas. western airports i believe are a very food standard. i think the top of the line, of course, is ben goran in israel. when you compare them to us, i still believe we are a gold standard across the board. i would say, though, what we have seen now twice in brussels and istanbul does indicate a vulnerability in the system no matter what airport it is. that is the vulnerability of the front side of the airport. >> and when we talk about the as a resultnerablys of the front side of the airport in this situation, we know that these attackers went in through the arrivals section. that's more where you would anticipate finding your loved once, people that are arriveing. in american institutional airports with eknow that there have been certain and protective barriers put up around those spots to make sure that considers can't get too close,

but how do we rethink security without moving the target away further from the airport. it's really the people that are in harm's way. so how do we secure the people and fought just the facility? >> right. that's a great question. because are you moving it to a different location. i think you have to take four stems t. first step, quite frankly, is you have to harden the front side of the airport. what i'm talking about is, you have to physically reenforce the steel, the concrete in the front side of the airport and you have to take the things there at the check-in area or the arrival area that can cause a lot of fragmentation. you have to reenforce those. for example, windows. that's step one. step two is a stronger, invisible presence in the front side of the airport. it doesn't have to be 24/7, but it can be at period when flights are more intense, when there is more people in those airports that physical deterrence. i think the other piece is new

technology. there is some technology out there that would be effective in the front side of the airport, be it the ability to look out. be it facial recognition with c tv or even some other type systems. but finally, most importantly, is i don't think we will get any of this done unless we get the legislation that will force the airports to do it. because, quite frankly, everything i talked about costs a lot of money, unless it's a requirement, i don't think we might see it. so i think the fourth piece is the legislative piece or the regulatory piece. >> we know the changes after 9/11 and that devastation inside american boundaries to change things and the tsa, their involvement in our lives ever since what it means to travel in america to make sure this doesn't happen here. we should be thinking about how to make sure that happens. john valen ski, thank you, appreciate it. ahead, we are watching what is taking place in istanbul and

reasonable precautions like the turks, themselves, did, it was a couple months since the belgium attacks the turks secured their airport. they made sure these attackers were attacking from outside rather than from inside and that's a reasonable precaution people can take. if not for that, they would have been able penetrate to the security lines without obstruction or difficulty at all. instead, they have to start shooting outside and shoot their way in. >> that probably saved hundreds of lines, just for the fact there was an extra security perimeter at the front door. >> when we talk about the death toll, from those who have died and we compare that to what happened in your home state of florida. in orlando, that itself the largest u.s. mass shooting in history and thinking about those folks that went to a fight club. which know there is the intersection here of a hate crime and a terrorist crime potential, how are we supposed

to manage what this all means in the political conversation in this country. if there is a substantial isis inspired connection in orlando. donald trump says hillary clinton does not have the will for this, it was started under her watch as secretary of state. how do you respond? >> there is an alarming memo from isis out there that says to isis followers. don't bother to buy guns before you go to the united states. you can get all the guns you need when are you there. let's remember that only a few months ago, anybody can walk into a wal-mart until wal-mart instituted it's own assault ban, something this country needed, assault weapons drop by two-thirds. we can make sure they don't come here looking for weapons and find them and kill large numbers of people.
