he said it may be legally binding. this comes as a majority of republican voters now say they would prefer a different nominee. and moments ago, officials gave an all clear at joint base andrews t. latest on what sparked a lockdown a few hours ago it is the same base vice president joe biden was set to fly out of this morning. good morning, everyone, i'm tamron hall coming to you live in new york. a photo has now emerged on turkish media that allegedly shows the three suicide bombers who attacked the istanbul airplane tuesday killing 44 people a. turkish official identifies them as russian speaking. all three dressed in black or dark jackets and appear to be carrying bags or wearing backpacks. meantime, authorities in turkey say at least 13 suspects are in custody of coordinated raid by security forces in istanbul and another turkish city, it's not
8:01 am
clear that they had only in or a direct living to the airport attack. but they are suspected of having links to isis. no one is claiming responsibility for the attack at this point. officials still say all science point to isis. amid all of this, cia director john brennan is now warning that the next target of isis could be here in the united states. >> it would be surprising to me that isil is not trying to hit us both in the region as well in our homeland. if anybody here believes that, you know the u.s. homeland is her mettically sealed. i would guard against that. >> the three suspects identified, kelly kobiaya joins us live from istanbul airport there. what do we know about these men? again, we can put up the image that's now been released?
8:02 am
>> reporter: tamron, a very, very busy night for security services here in turkey with those raid across istanbul. some 13 different locations in istanbul alone. more in that coastal city. now, as you mentioned, we are not hearing whether or not any of the nearly two dozen people swept up in these raids have any direct link to this attack at the airport, but they are all isis-related raid, isis-related arrests. we are now hearing a little bit more about these three suspects. first of all the three now reportedly identified to be coming from the caucuses region of russia, kyrgyzstan and uzbekistan. we also understand from turkish media that one of the raids overnight took place in a neighborhood where these three reportedly had rented, they supposedly paid for it in cash,
8:03 am
rented it three months ago. a neighbor was suspicious. there was extra security put into the apartment t. windows are always closed. and this neighbor reported a strong chemical odor coming from the apartment. back to the suspect for a moment, again, we don't have names yet. just the possible origins of these three people. one other interesting detail, tamron the man, the attacker came from the caucuses region of russia, reportedly came to this city. came to istanbul. came to turkey from rajka about a month ago. rajka, the defacto headquarters, the capital if you will for islamic states in syria. as all of this is happening the activity in the airport goes on as usual. passengers are arriving. passengers are leaving for a while this afternoon for about a half an hour. all work stopped in part of the airport. hundreds of employees coming
8:04 am
together for a moment of silence to pay tribute to some of the workers who are killed here. tamron. >> kelly kobiaya live in istanbul. thank you so much. in the aftermath of the attacks is playing out, still, of course, on the campaign trail as donald trump continues to try and link hillary clinton to the rise of isis. during his rally last night trump repeatedly made the false claim that hillary clinton also tenure as secretary of state was directly responsible for isis. >> i watched her on television about isis. well, it's like this, we're going to do this, we're going to do that. i have been watching her for so many years. she has been in that position for so long and one way or the other, she hasn't done anything about what's going on. all right. isis was form during her tenure. isis is now worse tan ever. you see what happened yesterday. you see what's going on generally. isis is looking strong.
8:05 am
>> in an appearance on fox news, fox went a step further claiming the obama administration was letting in quote tens of thousands of people from syria. >> she's not going to get tougher. it started under her. it was a little group of people. it could have been wiped out quickly and effectively then. now it's a very large group of people and its only getting bigger. if she gets in, it will be massive and we won't even have a country anymore. we're going to be afraid to walk outside. >> all right. we're going to hold mr. trump -- >> bill, remember one other thing, they u they're letting in tens of thousands of people from syria, a lot of those people are isis. >> again that claim has been disproven. nbc's halle jackson joins us from manchester, where trump is holding an event this afternoon. it's interesting the strategy from the presumptive nominee. many people thought he'd focus on trade more so. he is pivoting back to the claims on the campaign trail
8:06 am
about secretary clinton and the obama administration as well. >> reporter: a part of that, that's his messaging to go after hillary clinton to go after democrats, particularly after president obama responded to some questions about donald trump on trade and on immigration at that press conference up in canada. trump talkled about these claims syrian refugees on the campaign trail again and again. even though as you noted, it's simply untrue, representative peter king who heads the homeland security in congresssh says there are about 4800 syrian refugees, there may be concerns about vetting. but as of now, to hills knowledge, none have been proven to be terrorists. it's a claim that trump continues to make. what we expect today is perhaps, perhaps a pivot back to free trade, that speech he gave earlier going after naft, after tpp. he's going after this closed factory. town halls, though, remember,
8:07 am
likely, it will focus on trade. he may be asked about these policies, his position on the for example temporary muslim ban which trump appears to be changing the emphasis. he can be asked about other immigration positions or the disunity within the party. it feels like a throwback to february. new hampshire was trump's first primary win. before that, he started doing more town halls. it was a setting in which he appeared comfortable. >> let's talk about you said you are at a clothes factory, what type of factory? >> reporter: oh, i'm sorry closed as in not opened, shuttered, out of business. yes. a backdrop for donald trump, imagine he is saying this is what happens on democratic policy on trade and on jobs. >> thank you very much. greatly appreciate it. msnbc ari melbourne has been reporting on a claim made by trump's campaign that he would
8:08 am
forgive some $40 million of a loan money that he gave to his campaign. you have been investigating this claim and fact checking whether or not the campaign and donald trump have lived up to yet another promise here? >> that's right. this story is still alive, because donald trump has said a lot of things that are still today we can report not supported by the evidence. >> left fact track what he initially pledged. >> he said he would fund his campaign. he used loans to do that. he said he would not pay himself back with new donations. he would forgive those loans. last thursday, he announced, i am forgiving the loans, thursday, they would file that with the ftc. we are here a week later. myself and my legal unit investigated this. a week later, the ftc says he hasn't done that. they have no record of him forgiving the loans. a staff member telling us there is no new filing. they have a candidate tracking page which posts the filings, as you well know.
8:09 am
we look at them, download them. it doesn't show the new paperwork either. on top of that, i spec to hope hicks, she said it would be thursday. they're a week late at a minimum. now she says it won't come up to the next filing, tweb itself days from now, that is legal, that is fine, that is an option for them. she says mr. trump has been very clear about this and has forgiven the loan. the documentation will be available in the next iraqi already scheduled report. while it is legal it is different than they said before. the story keeps changing on his money. >> why is it significant he would need to feel with the ftc? why would this be a problem for him if he doesn't? >> it's a great question. legally, you have to file once a month. you have to treat all your finances as either what you spent or what you loaned. as longs as these are loans and where i'm reporting with alex jaffe they are functionally still loans, he can take any new
8:10 am
money that donors give him and pay himself back. he said he won't do that. we reported he says that. >> he has the option. >> he is maintaining that option. regardless of the ftc part. we talked to the ftc. i said if they want to provide us the legal paperwork, which is very simple, a signed statement saying these orn aren't loans, if that i do that, we will come on air and report it. a week later of months of self financing campaigns and when the trump funding is in question. they want to figure out what they want to do. the option remains opened. the story keeps changing. we want to fact check it as it moves. >> the process is not this long hiring of attorneys, it's not this convoluted. go ahead. >> we have, sometimes we do the fancy graphics. it's similar to if you had something these are the loans and you crossed it out and you signed it and you give it -- that's ab it. this isn't a tough one. >> let's talk more about hillary
8:11 am
clinton and shelves not the only person in donald trump's crosshairs last night. he also lashed out, thank you, ari, at hills former rivals who have yet to endorse him. a list that includes ted cruz, john kasich. scott walker. though trump did not name them specifically. >> i have guys out there 57d they're really sore lossers, if you think about it. just remember this, they signed a pledge saying they will abide, saying they will back the candidate of the party. now they sit back and the pledge is out there and the press doesn't even go of them on that. they've broke their word in my opinion, they should never be allowed to run for public office again because what they did is disgraceful. >> trump's latest remarks come as a new fox news poll say a majority of republicans say they would prefer someone else as their nominee. i'm joined by former aids of
8:12 am
george h.w. bush and conservative radio host. let's talk about this poll out. the number of republicans, now a majority who prefer someone else, 51%. we are not very far from the convention here. how do you see this playing out? >> me? >> yes, joe. >> this is tough, of course, you know, the challenge, of course, for people who don't want donald trump is to actually coalesce behind somebody that they want. there isn't really right now a candidate whose name comes to the forefront as the candidate who would be representing the anti-trump people. so this is a tough place for the party to be in. what really hurts are all down ballot candidates. the candidates running for congress and senate and governors up for election or re-election. they really get hurt by this confusion this late in the process as we head into the convention. that being the case, i think that donald trump has the best shot of being nominated as the party's nominee.
8:13 am
>> joe, we're looking at the number now, 74% of republicans say they would back trump over clinton. that number is may is 82%. he is lashing out to the republican parties in your party. we talked about the leadership or parts of the leadership, not embracing him fully. now you see it reflected with the voters. it's no longer a divide between the leadership and the republican voters out there. >> well, that's true. these are not the numbers you want, you don't want this dissension in your party, but that being said, it's still early in the process. >> that is to say the party has to pick and condition firm who the nominee is. if donald trump is confirmed, i expect he will be confirmed in july. then it will be his challenge to get as many republicans behind him and as many to win in the fall. right now, all this talk that he
8:14 am
is doing is to try to define his opponent hillary clinton. the challenge is you got to pay attention to the battlegrounds states, which he doesn't appear to be doing right now. ohio, florida, pennsylvania, virginia, north carolina. these states all matter and you've got to raise money and spend money on tv ads to define your opponent if you want tof a viable chance of winning and bring people to your side. >> you are a vocal radio host. are you no fan of donald trump. in all fairness, some of the polls show the battle grounds states to be a tight race, florida, for example, shows that to be the case. what you saw and heard in ari melbourne's new report, part of donald trump's campaign was that he was self-funded then the big announcement last week that he was going to forgive some $42 million of loan money, now that paperwork hals not been found. it sounds very similar to the paper trail problems as it related to the veterans and money that was supposed to be donated to veterans' organizations and not until the washington post got on it was
8:15 am
that promise event what himly fulfilled? >> you know, what you are talking about tamron, i'm not sure how many msnbc viewers are aware of, in the republican primary, this was a major selling point for donald trump. he sold himself on the idea i'm self funded. i can't be bought off. don't look at the fact that i'm life long friends with the clinton, don't look at the liberal policies i backed until five minutes ago. look at the fact i'm mad as you. i'm a self funding howard bole lo and behold this campaign has had no dollars spent on their behalf in advertising. we will see 23 million spent on behalf of hillary clinton. joe mentioned they have no organization or presence in any of the major battleground states whatsoever and now we're finding out, maybe i'm not self funded. maybe i'm giving missile loans to repay myself. the last disclosure report should have been an all the disqualify early. tamron, i woke up this morning
8:16 am
the first four things i did when i checked my e-mails is deleting e-mails from a billionaire telling eme he needs my money. if you are top funded why do you need me to send you 50 bucks or the working class americans. i have a hard time believing a lot of those poor white folks that back donald trump will send a billion facial $50 to $100 bucks to realize his self actualization. i don't think that's going to happen. >> the campaign positioned it as he wants to raise main also for the party. let me play what he said, steve, joe, yesterday, giving another speech on u.s. trade policy, also taking on the chamber of commerce, which puts him in an ad ver sarl position with an organization that traditionally st. peter's square republican candidate. let's play what he said. >> i'm all for free trade. but here's what, because, you know, the u.s. chamber of commerce is totally controlled by the special interest groups, folks, so you understand it.
8:17 am
there are special interests that want to have the deals they want to have. they want to have tpp, transpacific partnership. one of the woshts worst deals since nafta. it will train the rest of the businesses out of maine, believe me. >> the u.s. chamber of commerce a strong allie. "new york times" said they spent $35 million in 2014 mid-term elections to support gop candidates from attacking former rivals like scott walker, john kasich to now the u.s. chamber of commerce. could he set the stage for saying, look, i'm behind the polls because none of you people are supporting me in the republican party, so i'm done with it all? is he still holding that as a card? >> with him, if you look at the long arc of donald trump's life, tamron, there is one consistent thing beyond the inconsistency. he's never to blame. it's somebody else's falls, the ex-wife's fault, this deal where i declared bankruptcy, it's
8:18 am
atlantic city's fault the republican rival's fault. you mentioned the chamber of commerce. i have been involved in a lot of primaries where we tried to get conservatives elected. we had to fight the chamber of commerce. many of trump's krichls of th criticisms are actually true. his tariff scheme the idea to get the little guy his cut is we're going to tax them more when they go to wal-mart or target. eye understand that anymore than i understand people think the best idea to help upward moblt are the same state welfare programs that have failed year after year after year. what trump is trying to do is use democrat warfare rhetoric to his advantage. he's just not nearly as good at it. >> now you have a laundry list of gop allies or popular governors in your party now on donald trump's hit list. >> yeah. well, that's something he ought not be spending his time going
8:19 am
after republicans in trying to hit them. i think the thing he needs to do is work on building his organization and making sure he has the key people in the key ballot ground state that he is raising the money he needs to be able compete in those states. spending time attacking republican governors and senators and members of congress who aren't yet on board is really wasted energy. he into evidence to focus his efforts on what it takes to win in the fall. what it takes to win in the fall is getting his party behind him, but showing that these a viable candidate for the presidency and to party leadership, that means raising the requisite money you need to compete against a strong candidate like hillary clinton who has already raised $40 million a head in the fundraising game and is already on tv defining who donald trump is. so that's what he's got to do. he has to fight that. >> thank you both for your time. greatly appreciate it, gentleman. coming up, the all clear has been declared at joint base
8:20 am

within the air force base. somebody apparently did not get the memo. so you two individuals with firearms, called in the report there were a shooter on the grounds. law enforcement scrambled to make sure it was, in fact, just the participants in the drill or whether or not there was an active shooter. there were conflicting reports of shots fired. that was never confirmed, conflicting reports the shooter was barricaded. envelopes, there was palpable tension outside the base. i drove over here from the capital. on two occasion, i had to pull over on the side of the road, law enforcement were speeding. vice president joe biden who was slated to go to ohio to campaign for ted strictland in the senate race there, his flight was actually delayed. he flies out of here as the president. he ended up taking a chopper. we saw him land a short while

for hillary, it's always been about kids. it's in the quiet moments when you see why she does this. and when millions couldn't get health care, this first lady worked with republicans and democrats to fix it. creating the children's health insurance program, so that every child gets the health care that child deserves to have. now eight million kids are covered. that's the kind of leader she is. and the kind of president she'll be. i'm hillary clinton and i approve this message.

quinnipiac polls shows clinton ahead by one point in pennsylvania. trump shows pennsylvania to begin his new swing state tour this week, focusing on jobs and trade and slamming clinton for her support of the tpp deal. >> hillary clinton unleashed a trade war against the american worker when she supported one terrible deal after another. no matter where she went, the american worker was hurt. and you will be hurt worse than ever before if she becomes president of the united states. >> joining me now senator bob casey of pennsylvania, he's endorsed hillary clinton more than a year ago. senator casey, thank you so much for your time. >> tamron, thank you. >> let's talk about the quinnipiac poll one point ditchs the hill.com says your home state is the battlegrounds giving democrats the most heartburn. what's happening in pennsylvania? >> well, tamron, i think it's close because it always is close
8:35 am
in our state. when you get to a presidential election, it's usually separated by a couple of points. but i'll tell you this, i know pennsylvania pretty well. no one you will talk to has run more general elections than i have. so i know it pretty well. i've won every one. i understand what it takes to win. i also understand what hillary clinton not only has worked on her whole career, taking steps to raise incomes from early education all the way to job training and creating jobs of the future. in this campaign, she's put forth very specific plans, including on trade, in order for her to support a trade adream, it's got to meet three basic requirements. it has to raise incomes, raise wages and protect our national security and create jobs. if those tests aren't met, she won't sign trade deals. so her strategy on manufacturing jobs is right there in front of her. we want everyone to review. i'm still waiting to see what donald trump will say about trade other than rhetoric when he comes to pennsylvania.
8:36 am
but he doesn't support raising the minimum wage. so hillary not only has the experience but also the plans. >> but pennsylvania's other fate son my colleague chris mathews made the point that, yes, trump may not have ruled out specifics regarding his policy, but he is speaking to the emotion and the fears, whether dealing with security and a potential attack by some terror organization or the idea that your job has been taken by someone and you may not be ailing live that american dream. rick santorum wrote it this way, he said in a multi-candidate race, he, meaning donald trump won all 67 potential counties, he was able unite urban philadelphia, metropolitan voters. the suburban tee in a hot contested prime air. you know winning. you know pennsylvania. you also know the reality of what people are talking about
8:37 am
around the table, especially white working class voters in your state. >> i'd make two points. first of all, he won a primary election where it wasn't much of a contest. those republican candidates weren't putting up much in terms of advertising. so donald trump rining the primary in pennsylvania is easy even winning the counties he did, secondly, i'd add to that, now he's in a general election with a general electorate which is going to be much more challenging for him. i think hillary will win the state with a lot of work and a lot of focus. secondly, i'd say this about manufacturing, one of the things we got to do to make sure we get the right end of the stick for our workers and our economy is to make sure we crack down on the cheating by china. hillary's talked about that, has a plan to deal with that directly. we haven't had a word from donald trump other than rhetoric. rhetoric about china, rhetoric about this or that. when you run for president. you have to be serious. you have to have serious plans and is serious record.
8:38 am
i think donald trump is o for two on those. hillary has the right strategy. she will win and we believe we work towards a scenario where it's going to be a close tough elix. we're going to work very hard with and for hillary to win it. >> all right. senator bob casey, thank you so much for your time. we greatly appreciate it. >> thanks, tamron. up next, we will talk about both campaigns, what's happening on the ground, including the latest with hillary clinton and donald trump. plus democratic voters in utah made history voting for the first trance gendered woman for a major party to run. she is challenging mike lee, considered the most conservative law maker in the nation. up next, this history-making candidate will join me live. it's how i try to live, how i stay active. and to keep up this pace, i need the right nutrition. so i drink boost®. boost® complete nutritional drink has 26 essential vitamins and minerals, including calcium and vitamin d to support strong bones,

it sounds like something made for a tv movie, i'll be honest with you. you could not be further apart on the ends of the spectrum here. you don't want to dominate the candidacy, right? >> that's a fact about me. i happen to be trans, otherwise, i'm a very passionate person. i care a lot about working dallas people coming from a working class backgrounds, i feel i could be a good representative to working class people in washington. and in that poll you decided, i'm having 37% of the polls. it's good concerning the last three senate nominees, got 30 to 32% in the actual election results. so having 37% is much bitter than senate candidates do in utah. i think we can close that gap over the coming months. >> misty, i'm curious, at home, you are thinking of the future and what you want to bring to this country.
8:45 am
yet you are a transgender woman. you are a cashier that may make it more challenging that you don't have a political background. you say, you know what, i'm in, i can do it? >> well, a lot of people actually say they like that working class backgrounds. right now, congress is disproportionately made up of people that are like lawyers and bankers and business owners and millionaires. a lot have never been poor or middle class. they have almost no understanding of what it's like to zrap by paycheck to paycheck and a lot of people all over the country who would like more representatives, governments, who understand those issues and can advocate for those issues. >> we have not found anything from for lee regarding you being a transgender woman. are you worried at all that if this campaign takes an ugly turn, this will be some of the most conservative will perhaps use to try and disqualify you or
8:46 am
alienate you from voters? >> no, i don't think that will be a huge problem. you saw kind of has this kind of nice population. they don't really like that. i don't think it will be an issue. if you go in that direction, war prepared for it. >> misty, thank you so much for your time. of course, we will follow this interesting race. yet another one to discuss throughout the year. thank you so much. greatly appreciate it. >> thank you for having many e. >> good luck with your campaign. now for our first read on politics. this morning the political team breaks down donald trump's brutal june fundraising. spending to travel and other issues involving his campaign that's created a pretty tough situation. what will july look like for him? joining me now, msnbc senior editor mark murray. people can go online. i think we have covered them all substantively and significantly, the tough june, what happens in july for donald trump then? >> you know, tamron, there were
8:47 am
positive things that donald trump can take advantage of the opportunities. so on the one hand he has his upcoming vice presidential pick we can expect any time in the next couple of weeks. starting judgment 8th, you have the republican convention in cleveland. that's an opportunity for donald trump to be able to say, you know what, i can hand tell white house. i can handle the oval office. then, tamron, today is the deadline for the june fundraising numbers. we'll get a sense of if donald trump has actually improved his deficit there. so i do think those are some of the three stores i will be watching to see if donald trump can have a better j ul. >> if those are to set a better july, his vp pick, more people said no or yes not interested in the job the convention again it seems some have said no rather than yesterday. we know ari is reporting today, there may be this issue with the promise of the loan the money that he's leant to the campaign
8:48 am
and not wanting it back. >> reporter: tamron, that's why i call them opportunities. they could end up being a home run, a double, or could end up being a strikeout on either the convention or the mr. presidenttial pick and the money six. so there are opportunities for donald trump to be able turn the page. we'll see if he can take advantage of them. >> mark murray, thank you so much, coming up, the polling shows a majority of american voters think this hatred increases hatred and prejudice, up next, i will talk with d.l. hughly about president obama and if his candidacy is why donald trump and the tea party saw some success. there's a more enjoyable way to get your fiber.

hillary clinton 47% to 34%. black voters give only 1% to trump compared to clinton's 91%. earlier this week i talked to d.l. hughley about the state of the election. he's got a new book called "black man, white house." a satirical take on president obama's time in the white house and told in a series of fictional interviews with obama's most important team members, including first lady michelle obama. we talked about the president's legacy and the trump factor. when you look at president obama's approval rating, 56%. there are some who believe that this first black president who's now at the height of popularity is what spawned donald trump combined with the tea party. what do you say to that. >> absolutely. if freedom spawned the klan, if there were people's objection to black people having freedoms and rights that they were supposed -- naturally supposed to be there it spawned all kinds of groups like that. but to blame somebody for

wanting to be what you promised they could be, everything reverts to what it was. deserts going go back to des sertsd and america seems to have an affinity for hate and i don't think they need to have much provocation to act on. there are two kind of conversations everybody would have, one where they pretended to be political and genteel and then you get on the internet or, you know, facebook like chris rock had this great joke, he said there's a new app that can tell you if your friends are racist, it's called facebook. and that was kind of the kind of jump off point. because i would always see these people -- he's an aspirational figure. when you tell somebody they can grow up and be president one day and they do it, you can't be mad. i think ultimately they were angry he made america keep its promise and that seemed to be the emphasis. >> when you say "they" who are you referring to? >> i think the nation in

general. i've said this before. this country has been fairly aspirational. we write these great documents about how men are created equal. >> look at the statue of liberty, this could be you. >> right, like the sfach chtatu liberty now says" except mexicans." we all put harriet on the front of a $20 bill but put andrew jackson on the back. so even when we have people on our money, we still have a supervisor. donald trump and his supporters who who we are and president obama is who we want to be. >> as we enter this general election, he will play a role in it. >> if george bush's legacy was so bad it got a black man elected, then his legacy might be so good it gets a woman elected. he's an aspirational figure. despite his legislative accomplishment which is i laud which i think are the bravest i've seen, the fact a whole

generation of children wake up and believe they can be something. for eight years they never saw anything but a black president so seeing a woman president or somebody gay or somebody in a different situation other than we're expecting them to be in is commonplace. i think he's starting to do things people thought he could have been doing initially but he's a good man in a very bad time in a very -- it was interesting. i was watching benghazi and they were railing on -- by the time they finished that speech, about five americans will be dead from the guns they don't want to talk about. so apparently we can only care about american lives if they're taken in foreign lands by brown people. more americans die at the hands of other americans than have died in all wars we ever fought so isis is not more dangerous than us-is. you vote 60 times to stop obamacare and those were symbolic votes. not one time for gun safety. >> congratulations on the new book "black man, white house." thank you, d.l..
