"first look" starts right now. thanks for joining us today, i'm betty nguyen. the dark cloud hanging over hillary clinton's presidential bid may have finally been lifted. the fbi says it is not recommending criminal charges against clinton for her private e-mail server. attorney general loretta lynch

has said the department of justice would accept whatever recommendation the fbi makes. but director james comey also made sure to denounce the former secretary of state and her aides for what he says was extremely careless handling of very sensitive information. he also nullified some of clinton's key assertions in the process. >> although we did not find clear evidence that secretary clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information. although there is evidence of potential violations of the statutes regarding the handling of classified information, our judgment is that no reasonable prosecutor would bring such a case. as a result, although the department of justice makes final decisions on matters like this, we are expressing to justice our view that no charges are appropriate in this case. >> director comey said out of

30,000 e-mails hillary clinton released, eight e-mail chains included information that was considered top secret at the time. 36 included secret information. and 8 included confidential information. the fbi also found several thousand e-mails that hillary clinton did not release, and of those, just one e-mail included secret information, and two were confidential. he also added that only a very small number of those were marked classified at the time. the clinton campaign said it was happy the fbi probe is finished. a spokesperson for the campaign said, quote, we are pleased that the career officials handling this case have determined that no further action by the department is appropriate, as the secretary has long said, it was a mistake to use her personal e-mail and she would not do it again. we are glad that this matter is now resolved. however, top republicans in washington quickly denounced comey's decision and house speaker paul ryan now says hearings will be held. >> i'd say a couple of things megyn. number one the fbi should give us all of their findings. they should release all of their

findings of this information. she's actually competing for commander in chief here so i think there's a whole accounting that needs to happen. number two, we're going to have hearings, jason chaffetz, chairman of the government oversight committee is going to be calling up james comey to ask questions. he didn't answer any questions with the press and our judiciary committee has sent a number of questions. there are a lot of unanswered questions that need to get answered. >> donald trump tweeted quote the system is rigged. general petraeus got in trouble for far less. very, very unfair. as usual. bad judgment. he took an even harder stance on the trail yesterday calling the fbi decision a tragedy and accusing clinton of bribing attorney general loretta lynch. >> today is the best evidence we've ever seen that our system is totally rigged. we now know that she lied to the country when she said she did not send classified information on her server. she lied! but she said today that we may

consider the attorney general to go forward. that's like a bribe, isn't it? isn't that sort of a bribe? i think it's a bribe. it's a bribe! it's a disgrace. it's a disgrace. >> news of the fbi decision came just hours before president obama joined clinton in north carolina for their first joint campaign stop. and while the subject of the fbi investigation did not come up, it didn't take long for the president to fire up the democratic troops and bash donald trump in the process. >> hillary! hillary! >> the bottom line is, i know hillary can do the job. and that's why i am so proud, north carolina, to endorse hillary clinton as the next president of the united states. this is not a reality show. this is not entertainment. this is real. everybody can tweet. but nobody actually knows what

it takes to do the job until you sat behind the desk. >> meanwhile, trump was just a few hours down the road. the vp candidate and tennessee senator bob corker, both men met yesterday. over the weekend i should say at trump's fifth avenue headquarters before heading to north carolina together. trump is expected to campaign alongside another vp hopeful, former house speaker newt gingrich, today. while hillary clinton's visit to atlantic city and there she will meet with casino protesters it's an effort to highlight trump's quote failed business record. in fact, her campaign just released this video attacking trump for his quote fraudulent patterns on new jersey's famed board walk that in the end brought him millions. >> he doesn't have no heart, that man. the only thing he has is what he's worried about himself. ♪

>> with that record why should we trust you to run the nation's business? and we have breaking news. moments ago former olympic runner oscar pistorius has been sentenced to six years in prison, receiving less than the minimum 15 years prosecutors sought for the murder of his girlfriend reeva steenkamp. joining me from london is nbc's chapman bell. how did the judge settle on six years behind bars? >> well, betty, she really used her ability to take in to substantial and compelling circumstances to reduce the minimum of 15 years. she said he showed general remorsefulness for this crime. challenging the state that -- who had said that he regretted the crime but was not remorseful. she also took into account his vulnerability pointing out that this is not the olympian many of us know who was on the track for the olympics and the paralympics, but a vulnerable man with a disability, on his

stumps that night when he killed reeva steenkamp. this is the same judge that had initially found him guilty of culpable homicide. which is essentially manslaughter in south africa. and she came to a five-year sentence for that. she has imposed a six-year sentence now after having her initial verdict overturned by the appeal court. six years now for the murder of reeva steenkamp. she also said she will be in court today to hear any grounds for appeals. i've seen reports out of south africa, though, from journalists there saying oscar pistorius will not appeal this verdict. but it's waiting to see, too, will the prosecution find grounds to challenge her sentence of six years for this? will they claim that she's taking -- taken leniency over the severity of this crime? or will it hold and he will be spending six years in prison in south africa? betty? >> we'll have to see how it plays out. chapman, thank you so much for that. back here in the u.s., $454

welcome back to "first look." severe weather was nasty yesterday. minnesota, iowa, this morning in areas of illinois, this little tornado touched down there. this is some rural farmland in minnesota. then across western minneapolis, they had a complex of storms go through that produced some

pretty epic winds. 80-mile-per-hour wind gusts reported in the region. there were power outages, and it rained hard enough that the water was spitting out of the sewer system there. a little geyser in the streets. this was skylar, nebraska. that's like the mother ship coming in. you think aliens are invading or something like that. that's a supercell thunderstorm. that's like the wall cloud or the shelf cloud it looks like. and, pretty impressive stuff. well this morning, those same thunderstorms, all those pictures were up, continued overnight. it has now dove to the south, chicago, you're in the clear, peoria, kanka can i, right over the top of you. we do have a few thunderstorm warnings with possible wind gusts that could do some damage with these storms so we'll continue to monitor that. later today it will redevelop. we'll get new thunderstorms forming in south dakota from rapid city to sioux falls. this is where the greatest wind damage threat is. and then we'll send it through iowa, possibly kansas city and st. louis late today into tonight. so, we have the severe storms, and then how about the heat that's building and heading for the east? it's going to feel like 106 in little rock.

entertainment writer dana schwartz wrote an open letter to donald trump's son-in-law jared kushner pleading with him to take a stance against the anti-semitic rhetoric. schwartz spoke with lawrence o'donnell last night. >> i woke up, as with many americans on july 2nd, when he tweeted that original image, sort of awestruck that a major political party candidate could get away with such blatant anti-semitic imagery and when i tweeted about it the response i got from people all wearing make america great again hats was horrific. to say the least. i excerpted some of them on the -- in the article i wrote. but they were invoking the holocaust, some photoshopped my image in an oven with donald trump pushing the on button. horrific and blatant anti-semitism. >> kushner replaced a statement that said, quote, my father-in-law is an incredibly loving and tolerant person who has embraced my family and judaism since i began dated my wife.

i know that donald does not at all subscribe to any racist or anti-semitic thinking. bill kristol is encouraging an all-out floor revolt at the republican national convention this month. he told organizers a rebellion is needed to save the party. maine governor paul lepage has added his name to the growing list of gop officials not attending this month's republican convention. it's a big change from the same man who introduced donald trump in front of a packed maine crowd last month. that news comes as ohio governor and former 2016 presidential candidate john kasich tells "the washington post," gop delegates need to, quote, weigh the responsibilities against their consciences when voting at the convention this month. now, a non-2016 bit of news for you today. advocates in massachusetts say they believe they'll have enough signatures to get legalized marijuana on the state's november ballot. and that comes after california successfully did the same last month. and that is your morning edition of "scrambled politics."

and it just -- it undermines his critique of her at a time when he -- >> you're saying he really missed an opportunity here? >> yeah, because you know what? when your a ponent is in trouble that's a time you just let them fumble and fail. why, why turn the attention back onto you? he's still fighting over this, this six-point star of david. get, get off it, donald. >> but wait a second did he earn some points with voters in saying that the system is rigged? because, you know, some people may say, hmm, this stinks. >> it depends which voters you're talking about. clearly that stuff does play to donald's base. right? i mean the people who are inclined to be the clinton haters, the trump lovers. i mean, they eat that stuff up, and he was very strong at the rally yesterday. but, i don't think it's going to persuade people in the middle, which is really who determines these elections, those independent voters, and folks who really can move back and forth, i don't see how that kind of talk persuades them. >> but does this decision persuade the people in the middle that you talk about to like hillary clinton? >> no. no.
