place. the family of a black man shot to death by police in baton rouge are demanding answers. alton sterling's teenage son broke down in tears in front of cameras as his mother described what the shooting has done to their family. >> the individuals involved in his murder took away a man with children who depended upon their daddy on a daily basis. my son is not the youngest. he is the oldest of his siblings. he is 15 years old. [ sobbing ] he has to watch this as this was put all over the outlets and everything that was possible to be shown. >> sterling's family and supporters are calling for the department of justice and state

police to investigate why 37-year-old alton sterling was shot outside a convenience store just after midnight tuesday. police say they were responsibling the a disturbance call. the incident was apparently caught by a cell phone camera. it has gone viral. we want to warn you that the video which has not been verified by nbc is graphic. it appears to show two police officers tackling and wrestling sterling to the ground but does not show what happened leading up to the incident. the camera then swerves away and seconds later someone appears to shout a warning "he's got a gun." >> gun, gun. [ bleep ] [ gunshots ] >> oh! >> oh, my god. >> they shot him? >> [ bleep ]. >> oh, my god! >> the recording does not show what happened after the

shooting. the family's attorneys say police immediately took the store's surveillance camera and claims they were told that the officers' body cameras fell off during the incident. >> i don't think the department knew that there was another video out there. we certainly believe that there may be other videos that show this situation as well. we're praying that the truth ultimately comes out from this. we think with an independent investigation we can get down to that, and that's what the family wants. >> nbc's gabe gutierrez is in baton rouge with the latest. >> reporter: tamron, good morning. just a short time ago, a news conference wrapped up that included the president of the local branch of the naacp as well as an attorney representing the family of 37-year-old alton sterling. sterling's son broke down in tears as he described his

father. the cell phone is pointed at the scene, the camera turns away and several more shots are heard. it's unclear exactly what led up to this incident. witnesses said sterling had been selling cds outside the store. the manager at the store says that police then recovered a gun from sterling's pocket at the scene had been wrapped up. police revealed very little information so far. we're expecting a news conference from city officials in a short time. many folks in this community are emotional. protesters, more than 100 of them, showed up to the area late last night. we're awaiting a news conference from officials in just a short time and the governor is set to speak in just a short time as well. tamron, back to you. >> gabe, thank you. we'll carry those news conferences. also expecting this hour to speak with alton sterling's relative, one of the relatives who spoke during the news conference, his aunt who said she basically raised him and is raising questions about this

surveillance video that may have been allegedly taken by police as well as the cell phone video of the incident. they want to know or want to identify the individual who shot that video. we also have breaking news this morning from the white house where moments ago president obama announced a new increase plan to keep more troops in afghanistan than he initially estimated just a year ago. >> based on the recommendation of general nicholson as well as secretary carter and chairman dunford, and following extensive consultations with my national security team as well as congress and the afghan government and our international partners, i'm announcing an additional adjustment to our posture. instead of going down to 5,500 troops by the end of this year, the united states will maintain approximately 8,400 troops in afghanistan into next year through the end of my administration. >> joining me now, nbc's ron allen at the white house.

ron, what more did the president say in explaining this decision? we know republicans, including senator john mccain pushed for some time for a larger troop presence in afghanistan. >> reporter: exactly. there's about 10,000 troops there now or so. the president wanted to reduce that number by half. other numbers wanted the number to stay the same or perhaps even en crease because of concerns about the security situation there and the inability of the afghan national army, security forces, to maintain order. the taliban has been resurgent there. there's a branch of isis that has formed there. militant groups are basically vying to make afghanistan their home and another breeding ground for terrorists. the big concern that many have is that, if the united states pulls out of afghanistan as it did in iraq, there will be a vacuum there. that's why this decision by the president was critical. there had been a review going on in afghanistan for the past several months by a new commander there to assess the situation.

for even a broader context of this, remember, this war has been going on for 15 years, a response to 9/11 back in 2001. no one thought american troops would still be there. there's every indication americans will remain in afghanistan for some time to come. >> let's bring in chief foreign correspondent richard engel in us tan bul, turkey. let's talk about the situation on the ground, the dynamics that led the president to this decision. how would you describe afghanistan at this point? >> reporter: well, afghanistan never really was able to form a functioning government with a security force that could sustain themselves, pay for themselves. it remains a client government where the u.s. and nato, all the enablers have to provide all the money to keep the enormous security services that afghanistan currently has functioning, loyal, in the

fight. unfortunately i think it has been a failure. it has become the longest war in u.s. history, but it was almost the shortest war in u.s. history. the war was, as ron mentioned, launched after 9/11. and within a few months, with almost no troops on the ground, a lot of special forces and air strikes, the taliban was driven from power and al qaeda was scattered. that happened within a few months of 9/11. here we are 15 years later, and the president i'm sure was hoping to end his presidency with that war in his rear view mirr mirror. instead, in one of his final acts as president, talking about this war and in iraq, he's been sending more troops back into iraq and now just announced instead of drawing down to roughly half where they are now, they will go up to -- they will only go down to 8,400 and stay

there through the end of is presidency. >> richard, what is the state of the afghan national army at this point? >> it is very large. it is very expensive. it is too large and too expensive for a country that effectively produces nothing, that has always been a poor landlocked central asian nation to sustain. the biggest economy in afghanistan, the biggest industry is the war. it is the war contracting. it is the transfer of the country, it is the maintenance of the bases. that's much bigger than even the drug trade in that country. afghanistan has become a nation addicted to war. and if the u.s. troop levels declined significantly and the money that is associated with them declined significantly, you might see a collapse of the afghanistan government and the

afghanistan security forces which would only benefit the taliban and al qaeda and isis, and who knows what the next generation of terrorists might call themselves. >> let me bring in msnbc military analyst and medal of honor recipient colonel jack jacobs. i was so struck hearing you make comparisons to vietnam. you were in vietnam, my father also in the army. to hear someone like yourself paint this picture was very intriguing. what are your thoughts on this announcement and 15 years later where we are? >> from 1964 and before, our objective there was to train the vietnamese army. lots of special forces there and lots of advisers, an increasing number of both until '64, '65, yes decided it wasn't going anywhere, we weren't training them fast enough. and we had to send conventional

troops chase after the vietcong and eliminate them from the country. you know where that went. ten years later we were still there. training mission didn't do anything. training is extremely difficult, takes a long, long time. while it's very difficult to make real close comparisons, the security situation now in afghanistan looks pretty much like it did in 1964 and before in vietnam where the effort was to send lots of trainers there so we could train indigenous forces to train themselves. it didn't work well back then, and it's not worki very well now. i think one of the major decisions that the president had to make was whether or not he was going to follow his heart and take everybody out -- he promised to get everybody out, or he was going to leave somebody there for the next president to build on later on and would not eliminate the possibility of the next president sending more troops to follow on afterwards. >> colonel, quickly, for civilians, help us understand,

when you talk about the numbers of 8,400 versus 5,500, is that significant? >> in numerical terms, it's huge to quote somebody running for office. it's about a 60% increase. especially the fact that the president a year and a half ago said we were going to more or less be all but out by the end of his term. it's a very significant increase, and there are lots of people, military people would say, well, that's not enough either. richard engel said it some time ago. this was really a compromise, this number was a compromise. >> colonel jack jacobs, thank you for your insight as always. developing now, house republicans are calling fbi director james comey to capitol hill tomorrow morning, a day after he recommended no charges against hillary clinton over her e-mail server. this comes down. and as clinton is in atlantic city not focused on that issue, but instead on donald trump's business record in atlantic

. we're back now with politics. can hillary clinton put her e-mail controversy behind her and turn the focus on donald trump? that after fbi director james comey criticized clinton's e-mail practices as secretary of state but recommended no criminal chargesment we just learned this morning that director comey has been called to testify before congress tomorrow. much more on that in a minute. meantime, neither clinton or

president obama mentioned the fbi director's remarks when they made their first 2016 campaign appearance together in charlotte, north carolina. the president offering praise for his former secretary of state. >> there has never been any man or woman more qualified for this office than hillary clinton, ever! [ cheers and applause ] >> however, donald trump and house speaker paul ryan among the republicans blasting the fbi director's recommendation of no charges. >> today is the best evidence ever that we've seen that our system is absolutely, totally rigged. it's rigged. >> as secretary clinton tries to turn the page this morning, her campaign release add new ad slamming donald trump's business

record in atlantic city. that's where case hee hunt joins us live with more on the strategy of taking trump on where one of the casinos he used to own, the panner in still prominent there. >> reporter: that's right, tamron. this event overshadowed in many ways by what happened with director comey yesterday and what could have or was expected to be a pretty sharp optical moment for the clinton campaign, definitely fuzzier in light of all that. this, of course, part of the overall strategy in trying to paint donald trump as unfit for office. they're using his businesses here to try and underscore that point. of course, the economy one of the areas where donald trump actually does better, our polls show, than hillary clinton. her task is to try to undermine that. that's why we're here in atlantic city. i actually last night stayed at the trump taj mahal, no longer

owned by donald trump, now owned by billionaire carl icahn. it was set to close before icahn took it out of bankruptcy. i spoke to workers yesterday who are picketing. the food service workers are picketing because they don't have health and pension benefits open. a judge said carl icahn could keep it open without benefits to the union workers. -- >> i have to interrupt you. i have to take our audience to louisiana where the governor is speaking out about this shooting that's happened earlier involving an african-american civilian. let's listen in. >> superintendent of state police and numerous other law enforcement officials to make sure that i was aware of the developments as this situation unfolded. on behalf of my wife, donna and i, express condolences to mr.

sterling's family. i did speak to sandra sterling a little earlier this morning to express condolences in person. i also want you to know this morning i met with colonel edmundson as well as district attorney hillary moore to discuss this situation. i've spoken with officials at the white house as well as walt green who is the middle district of louisiana attorney as well as jeff solett, a special agent in charge of new orleans to make sure we move forward in a deliberate and methodical way. in terms of developments, i want to announce the lead agency conducting the investigation will be the united states department of justice civil rights division, assisted by the louisiana u.s. attorney's office and the fbi. i've also tasked colonel mike edmundson and the state police to add sift them as necessary

and as they call upon the state police to help them through out this investigation. i have full confidence this matter will be investigated thoroughly, impartially and professionally, and i will demand that that's the way it's conducted, and i know the people of louisiana will join me in doing so. i will say based on the information that i have obtained from law enforcement, but certainly the footage that i observed of the video that was made available, i have very serious concerns. the video is disturbing to say the least. at this time i'm asking for leaders in the faith-based community, elected officials and other community leaders here in baton rouge to work withme, to work with all of us to ensure we remain calm and peaceful as the details continue to unfold. i know that may be tough for some, but it's essential that we do that. i know there are protests going on.

i'm urging everyone to remain peaceful. one thing for sure, another violent act or destruction of property is not the answer. we already have one family torn apart. in louisiana we're known for our ability to come together in difficult circumstances. certainly this is one of those times. while the investigations get under way, i'm asking everyone to walk through this difficult time together and safely, and with that in mind, this afternoon i will be meeting with numerous community leaders in the church and in the community in baton rouge in order to make sure that we remain peaceful and ca calm. we will certainly get through this tragedy. with that, i would open it up for questions. >> [ inaudible ]. >> after my meeting this morning with mr. moore, the district

attorney, he told me he had been in conversations with the department of justice. i then called walt green, middle district u.s. attorney and also spoke with fbi special agent in charge jeff solett out of new orleans to confirm that, in fact, they would be coming in to be the principle agency investigating this matter, and, in fact, that is the case. >> aside from the cell phone video, have you seen the surveillance camera video? >> no. as i understand it, there's one video on the public domain, and that's what i've seen. >> governor, have you had confirmation of the race of the police involved -- [ inaudibl ] [ inaudible ]. >> i do not. i think the video speaks for itself on the race of the two officers. as for their names, i do not have that information.

>> [ inaudible ]. >> well, i don't want to get further out there than the situation calls for. you say more violent. i'm not aware of any violence happening as relates to the demonstrations and protests. certainly we don't want to go there. that's not an answer to anything. there should be no doubt in anybody's mind that this incident is going to be investigated impartially, professionally and thoroughly by the united states department of justice civil rights division, and hopefully when the community understands that, the tensions will ease and we will continue to press for calm and for patience. that's what i'm asking for right now. >> governor, can you talk about the meeting with sandra sterling? >> i didn't meet with sandra sterling. i spoke with her on the phone. obviously she's very distraught. she appreciated the phone call.

she said that the family, directly and through their attorney, edmond jorp dan, were requesting this things remain calm, things remain peaceful and violence and destruction of property is not an answer to anything we're facing today. i appreciated the opportunity to talk with her and the role she's going to play going forward in this matter. >> was that his mother? >> no, his aunt. his mother is deceased. his aunt is the one who raised mr. sterling. >> [ inaudible ]. >> well, they will do what they're called on to do by the lead agency investigating the matter. it's premature, i can't answer that question now. but to the extent the u.s. department of justice civil rights division needs assistance, they know that they can collison mike edmundson and the state troopers in order to provide that assistance.

i've told colonel edmundson to be prepared to assist in any way that they are called upon to do so. yes, sir. >> [ inaudible ]. >> i spoke to mayor holden this morning. i know he is going to speak to the press shortly, so i don't want to preempt him. but i made sure that we were communicating. it is also his intention that this matter be investigated by an outside agency and by the u.s. department of justice. we're all on one accord in that respect. any other questions? >> [ inaudible ]. there have been calls for him to resign and calls for the officers to be let go. >> i am not. i'm aware from social media that there are calls for him to

sterling, alton sterling's aunt. she was at the news conference today and spoke as well. ms. sterling, thank you so much for your time. i think we have a technical problem. we'll work on that so we can get anton sterling's aunt to you. let's go to gabe gutierrez joining us by phone. we heard from the governor, fbi, department of justice. what do we know at this point about the claim by the attorney that the police body camera fell off during the incident? >> reporter: hey, tamron. police have not released a whole lot of details thus far. we're expecting the news conference from city officials to discuss that in just a bit. we do not know exactly what happened to those body cameras or exactly the chain of events that led up to just before that cell phone video was taken. i did speak with alton sterling's aunt a minutes ago,

she was very emotional and she explained how the sterling family feels he was murdered. again, there are a lot of questions, the department of justice the lead agency here, local officials apparently trying to make this a very method cal investigation. they realized they're calling for peace yesterday, more than 100 protesters that gathered here on the streets of baton rouge. a lot of them are frustrated by what they say the police are using deadly force when not warranted. a lot of unanswered questions with regards to what led up to the incident. theanager of that convenience store, he has told local media that there was a weapon retrieved from alton sterling after the altercation, retrieved from a pocket. again, we have not spoken to that manager. that is what the local media is reporting in the local newspaper here in baton rouge. we also spoke with his family. they say that alton sterling

actually sold cds at that convenience store for years. he did so with the knowledge of that convenience store, that is something he did to make a living. he was a father of five. again, they can't understand why he, in their words, they feel he was murdered. again, the investigation under way. >> gabe, you reported this information on local news from the convenience store owner. do we know anymore of what witnesses say they saw happen there? >> reporter: we just got on the ground. so we haven't been able to speak with any witnesses here. however, local media from that cell phone video, it's only 48 seconds long. again, we don't know the chain of events leading up to that. but witnesses say that sterling was outside that convenience store and that he was selling cds. he mentioned two police officers got to the scene, they were dispatched there because someone claimed -- there was an anonymous 911 call claiming someone had a gun.

local media have reported it may have been sterling asking someone to get off the property. again, that has not been confirmed. but when police arrived they confronted sterling and that confrontation escalated. all police have confirmed is that sterling was killed. the two officers, per department policy, they've been placed on administrative leave as this investigation continues. as you said, the attorney for the sterling family says that the body cameras were not operable or fell off during the incident, didn't capture it. another question right now is perhaps, is there surveillance video from the convenience store? if so, it's something that police and investigators will be looking at. they're talking to witnesses right now. it's a very -- emotions are running very high here. >> it's interesting that you

have the governor of the state coming out and answering questions, but police, the sheriff's department, they've not come out with more information. granted to your point, game, this investigation is being conducted, now possibly led by the department of justice. the governor noted he has not spoken with the local police investigating this. it's interesting moving parts here as far as this is being handled. >> reporter: certainly. this happened early tuesday morning, right after midnight. now a day later, now the department of justice, the agency in this case, that's something the sterling family had asked for. a lot of moving parts with the governor coming out and giving that news conference now. local officials will be speaking in a short time as well. the sterling family, they think some city officials need to resign here. i did speak with one family

member that claimed that sterling had been in her words harassed by police before. again, that's all being sorted out right now. investigators are looking into any previous run-ins he may have had with police. there's a lot of questions right now again, and what he may have said to police and what they said to him in the minutes and seconds preceding when the cell phone video began. that cell phone video has gone viral. #altonsterling has been trending on twitter. it's provoked quite a response here from many people who see this as police using deadly force when they should not have. again, the investigation will now look into whether that was, in fact, the case. >> one more quick question regarding that video. the family seems to indicate that they did not see it until it went viral as well. the attorney noted that police who claim this body camera,

according to mr. sterling's attorney, that it had malfunctioned, did not know there was another video taken. in this case it appears by a witness. >> reporter: yes. late last night, the local media quoted the police spokesperson who said he had not seen the video as of yet, could not confirm that was the actual video of the shooting. these are all questions that will come out certainly, and with this news conference with local officials and city officials in just a few minutes. we expect to ask those questions and see what type of answers they can give. again, tamron, the fact that this has now escalated to the lead agency being the department of justice certainly appears to show that the governor and local officials are taking this quite seriously. the governor in his news conference calling for peace, calling for calm, seeing that more than 100 people showed up in baton rouge to protest this

use of her e-mail servers. luke russert is with us. this committee questioning comey about what career investigators, career fbi agents did. this could potentially be viewed as an additional situation with comey as the focus and not clinton? >> reporter: remember comey is a republican ap pointed to a ten-year term by president obama. the reason the fbi director has a ten-year term is so there is no appearance of -- you, yesterday had this press conference when you reduced this litany that hillary clinton did which were improper but finished up by saying you do not recommend the prosecutors at the doj move forward. they believe there's a problem there. they think when comey uses words like extreme carelessness, how does this not equate to gross negligence. paul ryan, the house speaker,

tamron told me, he believes hillary clinton is getting preferential treatment, and this is something that comey is going to have to answer tomorrow before the house oversight committee, but blood is certainly in the water here when it comes to hillary clinton. republicans are amped up, on message, probably the same time they've been on the same message as nominee donald trump. they believe they can move forward against hillary clinton. listen to what speaker ryan told me he would like to see happen regarding the intelligence briefings nominees usually get once they become the nominee. take a listen. >> i was on the ticket in 2012. after the convention, you get the full deep classified information as part of transition, as part of being a nomin nominee. i think the dni clapper should deny hillary clinton access to information during this campaign given how she so recklessly

handled classified information. >> reporter: tamron, republicans talking about moving forward on legislation to prohibit director of national intelligence briefing hillary clinton. that would go nowhere in the senator with president obama. it gives an idea about how forceful they are regarding this. who honestly would have thought you would have had seen your republicans more concerned with hillary clinton getting classified briefings as former sk tear of state and event nominee than donald trump who many said was incapable of being president. it shows how far things have swung after this e-mail investigation. >> who would think we'd see what plays out potentially tomorrow with the fbi director, as you pointed out, for ten years, a republican. that could be the story that over shadows donald trump. speaking of donald trump, republicans are criticizing him for failing to capitalize on the fbi director's remarks yesterday about hillary clinton. politico has this report out

37-year-old alton sterling was shot by police after midnight on tuesday after he got into a confrontation with officers responding to a confrontation. here we have a situation, at least the early reporting from the family's attorney, the officers were wearing body cameras, but the body camera may have dislodged, something happened where that video may not be available. that is the whole point of these body cameras, to give better insight into these incidents. >> absolutely. and it is somewhat troubling, but you have to realize that there are different types of body cameras and you really have the department's obligation, is to pick body cameras and equipment that complements, doesn't interfere with the police officer's ability to

operate and bring back valuable, important evidentiary video but could be attached -- is not easily detached especially because that's part of the normal police officer's career. there will be instances where you engage in struggles. and i think the larger issue is far beyond even what video is available with the body cameras. and it's a question of whether or not individual citizens now have confidence or trust in local law enforcement, and in particular, police departments across the nation. >> of course and that is a part why there was a huge push for body cameras. we saw what happened with eric garner, it was video taken by bystanders that resulted in that investigation while it did not turn out the way the familimented in the end, it gave this view or point of view of what happened. so this police department obviously has body cameras. to your point, and i'm visualizing here, if you're an officer, i would imagine that, you know, this camera is secured in the best way, but you make the point that different types

here, but do you often hear of them dislodging or having trouble capturing what's happened? >> yeah, that wouldn't be uncommon at all, several pieces of equipment that a police officer will carry on a regular basis that during the course of an altercation can be, you know, become dislodged or taken or fall out, you know, you have batons, mace, different forms of communication, the radio equipment, communication equipment, et cetera, but it really depends on the intensity of the struggle itself. and so it wouldn't be unusual. the question i think, the large question is whether or not police officers are engaged in a course of conduct that police departments are encouraging or police officers to engage in a course of conduct that minimizes the possibilities for these types of physical interactions because too often we find that these interactions end up in unnecessary loss of life. and i think the case, this case here is quite troubling.

about the results of director comey's investigation, does that change any strategy for senator sanders? >> it hasn't, and some people thought well bernie sanders is just remaining in this contest to see if somehow the fbi did indict hillary clinton, but that didn't come to pass. when bernie sanders was asked about it today, he simply said, well, the fbi has now looked into it, apparently the justice department will as well, and i'm not commenting any further. it is worth noting that with the fbi making the recommendation it did for no charges, the justice department had already ended up saying they would probably follow those guidelines. so in a lot of ways, as you and i have discussed, this matter is a criminal matter is gone. the political fallout though is still continuing. >> and continue we'll see newt gingrich taking stage with donald trump. obviously veteran of the visiveness in washington, d.c. for many years, might he be able to get donald trump back on message as some have expressed disappointment of how he handled

the first 24 hours of the announcement? >> it's going to be fascinating. last night was bob corker doing the audition, tonight it is newt gingrich, and with all the scandal, fatigue and the clinton sandals, it is worth noting that newt gingrich ended up leaving his job, his house speaker before bill clinton did given the impeachment and one of the criticisms was that republicans just went too far in their reactions, that the clinton's were able to beat their opponents. it'll be interesting to see if that same dynamic plays out in the months ahead in this presidential contest if particularly newt gingrich becomes the running mate. >> and that's a great point, mark, what's old is new again. going back to some of the ugliest years associated with our government. yeah, absolutely, tamron, we're looking back at this entire e-mail story and saga over the last now its been a year long story is that it ended up, you know, reflecting on the clinton's judgment, it reflected
