baton rouge after chilling video emerges showing a deadly police-involved shooting of a black man named alton sterling. >> something really need to be done, and something need to be done quick about this. and not just for my brother, but for everybody. >> emotional news conference today, sterling's family pleading for justice, calling for the mayor's resignation, also calling for an independent investigation. we now know the officer's identities. straight ahead, the mayor's response. meanwhile on the campaign trail, board walk takedown, hillary clinton delivering a scathing rebuke of donald trump's business practices in the shadow of what she called one of the trump empire's greatest failures. meanwhile in the nation's capital, house republicans summoned james comey to an

emergency meeting on the hill. leaders furious they recommend she not be charged for what the agency called quote, extreme, careless handling of classified information. we've got it all handled with our msnbc team of reporters on the ground here in new york. we start, we start with that breaking news in louisiana where again the governor, mat i your of baton rouge and the police chief announced that they are handing the investigation into the police union. new information about how precisely the shooting unfolded. >> the officers involved in yesterday's events were blaine salamony, and howie lake, a three year veteran of the baton rouge police department. both officers were place on the

administrative leave pending the investigation. >> the announcement coming after protests overnight after cell phone video of the police encounter went viral. i do want to warn you again that this video is graphic. police say that the dispatch was the officers were dispatched after there was a 911 call claiming that someone had been threatened with a gun. this video apparently shot on cell phone by a witness, shows two police officers tackling and wrestling alton sterling to the ground. the video itself has not been verified by nbc news at this point and it is also unclear what happened next. >> oh [ bleep ]. >> oh my god. >> they shot him? >> yes. >> oh my [ bleep ] goodness. >> oh my god. >> today alton sterling's family held an emotional press conference demanding justice.

>> those involved in his murder took away a man with children. who depended upon their daddy on the daily basis. my son is not the youngest. he is the oldest of his siblings. he is 15 years old. he had to watch this, and this was put all over the outlet. and everything that was possible to be shown. every parent, one of the greatest fears is to see your child hurt and knowing there's nothing you can do about it. this event will not go unjustice. it will not go unnoticed.

especially for the future. i, for one, will not rest or not allow him to be swept in the dirt. >> nbc's gabe gutierrez joins me now from baton rouge, gabe, what else did we learn from that news conference that we did not know before? >> reporter: hi there craig, good afternoon, i want to mention that very emotional news conference. a lot of moving parts in the story over just the last few hours. in the news conference we heard from the baton rouge police chief who identified the two officers involved in this sho shooting. they are blaine salamony and howie lake the second, a three-year veteran of the force. the police would not say immediately whether they had had any disciplinary issues in the past. that's sure to come out as part of the investigation as the media requests information.

but local officials here are pleading for calm. so far the protest that we have seen, the ones that we saw last night have not been violent in any way. they are hoping that that continues. and as you mentioned earlier in the news today, the department of justice, now the lead agency in this investigation, today the mayor spoke about handing over the case to the justice department, here's what he had to say. >> you find people now who want to jump and everybody wants to make a political statement. including the justice department, you know, we've got congressman from new orleans said well, i'm calling for a full investigation. well, we've already been working on that. it's not like we need to be hand held and spoon fed when it comes down to doing what's right. >> reporter: at the same time local officials say that they are demanding answers, the police chief says that he is demanding answers. there are some here in the local community as you heard in the news conference from the family who are very upset, calling for

the resignation, certain local officials, the police chief said today that he is not resigning, but again, he is stressing that his agency that he wants answers just like everyone else. state police here in louisiana will also be part of this investigation. again, this has now been turned over to the department of justice. >> did they say whether they're going to be updating again this afternoon, later this evening? >> reporter: so far no, we don't expect any briefings later this afternoon. something else that came out, that did confirm the body cam footage of this incident does exist. that's being gone over right now. however, the body camera apparently fell off the officers during the incident. so it's unclear exactly what that shows. investigators will also be looking at surveillance video from the convenience store itself. that also exists and they're going through that as well as potential dash cam footage. what we don't know is exactly what led up to that cell phone video that was 48 seconds that were captured as you mentioned where shots were fired. one of them seen on the video

ant camera turns away and several more shots are fired. the local coroner says that he died at sterling died from multiple gunshot wounds to the chest, and back. the question right now is what happened in the moments leading up to when that cell phone video began, craig. >> dave gutierrez in baton rouge, thank you. i want to bring in ari mel born now. one of the thing that was surprising was the speed with which the justice department took over this case. >> that's what's different. what's similar is another instance where you have basically not surveillance, but the video by a citizen here on cell phone completely changing the approach. typically though we've seen days if not weeks of pressure before we get big responses. here, based by the middle of the day, the governor inviting doj and them take over the investigation. that is crucial because there's chain of custody questions about all of the video and where they go right now. the police involved in this shooting. that is what might be under investigation.

we're also the ones taking the video of the incident from the store. so, now off chain of custody which is a legal term for basically saying okay, the feds are in there now today, fast, that's an investigative technique. they can get that video and find out what's on it. >> safe to assume there's other video out there. in addition to the surveillance video. >> we have the system video, we know that there are body cameras and there's a question about what's on those cameras and what happened. and nbc news has not confirmed what happened. there was an allegation or statement that they were not working completely the whole time and the surveillance video in the store. the person that runs the store told police and told reporters who are on the scene as well that he did not see the individual reaching for the gun at any point during the shooting. he thinks his store video outside would show that. so obviously that type of evidence will be crucial to resolving this. as always, the legal question here is was there justified use of force because of grievance bodily injury risk or risk of

death to the officers. that's something the feds will look at. >> chief legal correspondent, thank you, we'll come back to you later. joined now by national urban league president, former new orleans mayor as well. mark, good to see you and talk to you under better circumstances, but good to see you nonetheless, thank you. this is what mayor holden had to say about his police department a short time ago. take a listen. >> we are an inclusive community. when you look at what has happened in baton rouge over the past 12 years, there are not many cities that can say, if it has a number one rated police department. >> as a former mayor from louisiana, again, you're roughly an hour and a half away there in new orleans. i know you've been talking to community leaders, you know the mayor, the governor there, what are you being told? >> well, kip holden has been the may i don't ever baton rouge now

for almost 12 years. the city's first african american mayor. of course, john bell edwards, the governor, is a new governor, and the first democratic governor in some time in louisiana. and i think the governor in calling for the justice department and the mayor in sort of echoing that is absolutely the right thing to do. what i'm hearing is a great deal of anger, concern, community leaders, of course, want to be peaceful. i think having an intentionality to be peaceful, but the video tape is just so shocking, craig, what i saw was being fully restrained who was shot at point-blank range. i don't see how base whoond we see and of course there are other videos that have yet to come out, how this can even be close to not being a case of

excessive use of force, force which was not necessary under the circumstances. look, louisiana is a state where it is legal to carry a gun in the open. so the mere factor of a person having a weapon is not a per se violation. >> but isn't that the -- >> the circumstances leading up to that seem to be very questionable as to why all of the sudden this man is down on the ground, and then, his life is lost. >> just to be clear in terms of the law there, correct me if i'm wrong, you'd know better than me, it's legal if you're over the age of 18 and you don't have a record with felonies, is that right? you don't need a permit? >> right. and we have no idea whether the police officers were determined the identity of the person. but the more important thing i think, craig, is that once again we see a video a videotape by a

citizen she had a transparency and a light on a tragic incident. and certainly what i'm hopeful is that the justice department will proceed with dispatch. we certainly, our own urban league in the area is part of a community meetings that are taking place, i understand, in the next few hours. as the community seeks to not only support the family, but support, i think, a thorough investigation and ensure that the response by the community is productive and constructive. we don't want to see, don't support the idea that there ought to be any violatience, bu it's got to be clearly understooded that people are upset. >> former new orleans mayor. keep us posted, please. >> thank you. >> thank you. let's turn back to hillary clinton, latest sucker punch of a speech wrapping up just a few moments ago here. clinton at the casino. trump made famous calling his bet about what is the more

potent hand to have at the gamblers table, her e-mail, or his many business troubles? >> this city has it's share of big names on big building. you can just make out the word trump where it used to be in flashy lights. not far from here is the old trump marina hotel casino. a few years ago it was sold at a huge loss. remember what he promised, i'm going to to do for the country what i did for my business. >> meanwhile today, republicans like house speaker paul ryan not only promising new investigations into clinton's use of classified information, but also demanding the director of national intelligence take action against clinton. >> i think the dni clapper should, should deny hillary clinton access to classified

information during this campaign, given how she so recklessly handled classified information. >> trump, for his part taking to twitter again today to hit clinton on the fbi's conclusion says she lied, that she's guilty and that quote, her time will come. all of this is nbc news is just confirmed breaking news in the trump veep stake search, texas senator bob corker has taken himself out of the running for trump's number two. let's get right to northbound ease kelly o'donnell who just confirmed that information for us, kelly, what more can you tell us about -- again, seems like it was 48 hours ago that you were breaking the news, and now he's saying, no, i don't want to do it. >> reporter: tennessee senator bob corker who is in his second term is someone who comes out of a mold similar to donald trump in that he made his fortune in business and real estate. and he could have offered to something to donald trump with respect to foreign policy as the chairman of the foreign relation' committee, but sources

i'm talking to say that during his day-long series of meetings with trump personally, with the trump family and other advisors in the campaign, in new york city, at trump tower, and then traveling with donald trump on board his aircraft to the raleigh event last night, during that time, bob corker was honest with donald trump that he did not feel he was the right fit to be a running nato for donald trump. why? bob corker and his work as foreign policy developing that with the foreign relation's committee has been much more about that part of what it moans to be in public life. less about the red meat politics that is so necessary in a campaign and especially this year. that the traditional role of being a running mate which requires typically that person to throw the hardest pitches against the other side. that that isn't something that he feels comfortable doing. although he thought he could bring a lot of ideas and support to the trump ticket, it just isn't the right time, isn't the

right place, and at age 63 he believes he knows what he's good at and not so good at. he is one of the senators who has been open and complimentary of some of the ideas in trump's foreign policy, and has been more measured in his criticism of some of trump's missteps. so that made him a really quality person to look at with credibility for the ticket. he did submit the paperwork, the documents very invasive process to be considered to be the running mate, but he decided to effectively pull the plug and forming donald trump yesterday and i am told they leave on good terms, that things are positive, and at the rally event, in a way there was a tell that we probably should have noticed. bob corker said he did not intend to speak, but he was given a moment to speak, and he praised trump's family, talked about him in the personal terms, did not go down the path of politics and perhaps that was an indication right there that in his mind, his relationship with donald trump would take a

different turn. so this is breaking news today. one of the most credible members of the republican party being vetted for this position, a person with washington experience, connections to the establishment, to the chamber of commerce wing of the party, and with some foreign policy expertise is withdrawing from consideration to be donald trump's running mate. also i'm told that bob corker believes this decision will be wrapped up inside trump world by friday, july 15th. so the time is limited. that too is why corker felt he had to be up front and honest so that trump can focus on those who are prepared to step in and serve once he decides who he wants to serve with. >> kelly, presumably if senator corker subjected himself to that in your words invasive screening, so to speak, he was very much open to the idea, until -- and it almost sounds like he agrees to go out on a date with the guy, they get to the restaurant and during the course of the appetizer, trump

says something that makes corker say, i don't know about finishing this date. >> reporter: well from my experience in this cycle and in cycles past, i think there is another element to it. and people who served in public life and in this case in the republican party, if the nominee of your party asks you to submit to the vetting process, there's sort of a sense of public service to want to step forward and do that. that's part of it. i think there are also ways where perhaps bob corker believed he could be helpful, but it is a two-way street. both sides have to consider it, but in fairness to the nominee, you have to provide that information, you have to begin that process so they can do their evaluation and perhaps in some cases decide to eliminate some candidates and so forth. i don't think there is like one moment that happened yesterday that threw this off, i think it is more complicated process, but now we know a big development, bob corker is out as a potential trump running mate. >> kelly o'donnell with breaking news, kelly, thanks as always.

business career. i mean, that's the record, you didn't make the record, i didn't make the record. he made the record by not paying small contractors, people who work for him in many ways, yes, he's provided some jobs for people, there's no question about it. any business enterprise does, but the fact of the matter is the record is the record, not only through his bankruptcies, but his power of loan defaults which he used very, very interestingly to gain money even when folks were losing money at the same time in his business. >> she did not send e-mails marked at classified. yesterday we heard from fbi director james comey who did in fact send e-mails that were marked classified. do you think that she was being deliberately dishonest with the american people? >> no, i don't. and i think that the record is clear when she did say that she

did not send classified, and the fbi director said he did not think she did anything intentionally or consciously to, in some way circumvent the law. she admitted she should not have used a personal means of communication that she should have used the state department's. she did that. she did that and she admitted her mistake. we have a candidate that doesn't ever admit any mistakes. he knows everything. he is the judge and the jury on secretary clinton from the very beginning. calling her a crooked hillary. and for crying out loud, that shows me something about his character, be a man or a mouse, for crying out loud, don't be everything to everybody. >> james coe my called to the hill tomorrow, loretta lynch called next week, republicans not going to let this go. if these findings had been announced while clinton was secretary of state, do you think she'd still have her job?

>> well, the point of the matter is we went through benghazi, you know what that cost, don't you? and you saw what happened. an independent report, plus the congress itself when the majority which are republicans said there was nothing, she did nothing illegally there. she didn't do anything consciously or willingly to in some way hurt the process of trying to assist those four americans who were left in benghazi. the fact of the matter is, we went over this, she went before the committee, she testified, she was willing since last august to testify on these issues. i think she's been forthcoming. did she make mistakes? show me a person that doesn't. did she put the country in jeopardy? that has not been proven, it has not been shown, it's wild talk from a wild campaign that's going nowhere. >> trump defending himself in a prebut thele to clinton's

remarks. he said among other things, i made a lot of money in atlantic city, great timing. poll pols made big mistakes. again, i think a little further north, you know the politics of new jersey, what's your opinion as to why atlantic city has been hit so hard and why a number of the casinos declared bankruptcy. >> its been for a number of reasons. donald trump did not bring atlantic city down in and of himself, but the fact is that he played the system. there's no two ways about it. this is what he does in business. and didn't recognize the small guy and what happens to us, that had to deal with this property when it's not doing as well as it was doing one time or several years before. so here we are with a situation. a lot of people out of work. you saw them in atlantic city just a few moments ago, these folks have been let out of work, what i did that do? they did nothing wrong. subpoena that the price of doing business in america?

yeah, from a cold and callous individual, i would say so. donald has a great, great, great family. he has used what he had to hurt other people. the record is the record. i didn't make this up, and he didn't make it up as i said before. he'll have to stand by his record. and that's not the only thing we're going to judge him by. not only judge him by his business, we're going to judge him by what else he's done. he's meddled in things he has no knowledge of. that is why many republicans are very reluctant. those who have been in the forefront of the republican politics for the last 30 years. they stay away, they don't make the comment, they're not saying anything or they've going further and saying we're never going to vote for the guy. he's got to deal with that, that's his party. and i wish him well and i wish him luck and good health, but i certainly am not judge and jury as he has been. >> new jersey congressman, democratic bill pascal, thank you. >> thanks, always being with you.

dirt. >> that was the family of the louisiana police shooting victim alton sterling, earlier today, short time ago, baton rouge officials announcing they are handing the investigation into sterling's death over to the justice department and the fbi, all of this coming after that cell phone video that appears to show sterling's police encounter. the video went public, a warning know that this video is quite graphic. this is apparently shot on cell phone by a witness, it shows two police officers confronting sterling. then things escalate, the video itself has not been verified by nbc news and what happened before and after this video is still unclear. i do want to bring in the reverend al sharpton, president of the national action network, a flurry of developments on this story in the last hour, the case is again being handed over by the justice department and the fbi. first of all your reaction to that. >> well, my reaction is that

here we are again with a man that has been killed, obviously, by police, but by law enforcement, how do we seek justice and in seeking it get a fair and impartial investigation? my immediate reaction also was coupled with the fact that we're a week away from the second anniversary of eric garner who was choked to death that a video exposed that. and he was as the case in sterling was outside selling, making a living in sterling's case, selling cds, garner's case sells cigarettes. and we have got to really deal with policing in this country. and many have been saying this for a while. i think that what the family is expressing there and families that i've worked with around the country, we're not anti-police, but we don't want the bad police that see us as suspects

automatically to be able to take the law into -- really not even take the law, really break the law by using unnecessary undue force if that ends up being the case. >> i know that you had the attorney for the family on your radio show. what did he tell you? >> attorney jordan who is a competent attorney representing the family said that the family was heartened by the fact that the justice department now is taking this case over. the concern was a cover-up. their concern as in the cases of many around the country is that when local police and local prosecutors who have to work with those policemen take a case, they tend not to be impartial. so i think the justice department coming in immediately, according to attorney jordan gave some relief to the family. one of the things we were able to do in new york, governor andrew cuomo working along with our group and other groups and the mothers of victims, appointed a special prosecutor for any fatal police shooting. that needs to be national.

and the whole question of how we police the use of body cameras coming out of the obama administration is something that we're not hearing in the presidential campaign that will continue into the next administration. it is interesting though that both of these officers, attorney jordan on my radio show a few moments ago. both of them said than for some reason their body cameras didn't work. he says which doesn't make sense to him because the one that was, that had the body camera that was filmed didn't appear to be in a struggle. there seemed to be no reason for his body camera to have been in any way thrown off in the middle of a struggle when according to to the video, which nbc hasn't confirmed, according to to the video there was, he was not part of that struggle. but again, that is why you need an independent investigation. >> reverend al sharpton, host of politics nation and of course president of the national action network. good to see you. other breaking news we are

they raised $26 million in june. the campaign along with the state committees and parties ended upbringing in an additional $25 million for overall $51 million in june. compare that to the clinton campaign was able to do. the clinton campaign got $40 million in campaign contributions and got $28 million more for the national party, state party and victory fund as a total of $68.5 million. so you are right. donald trump is still lagging hillary clinton, but he's catching up a little bit here. >> in terms of you may not have the information in front of you, but in terms of how he would compare u to previous gop presidential nominees, what can you say about that? >> we're still crunching numbers. he is trailing mitt romney in his fundraising apparatus from

2012. so donald trump has been making up ground here, but a ways away from where hillary clinton is. and so he does have catching up to do. we're seeing this play out in ads across the country in battleground state ads where hillary clinton has $45 million advantage in all tv ads to $3 million for trump and his allies and superpacs. a big despaisparity in tv ads. >> we were showing some video of texas senator bob corker yesterday at that event in north carolina. the event was in in north carolina. >> i think our list of top tier vice presidential picks is starting to narrow. with bob corker dropping out, we have a group of the indiana

governor, newt gingrich, the former house speaker and chris christie, the new jersey governor. it's possible there might be another wild card but it's centered around those folks. as far as bob corker, i'm not all that surprised he was going to do this. a lot of the body language didn't look great at the event with donald trump in north carolina yesterday. and also from an ideological perspective, he supported the gang of eight. he was anti-donald trump's muslim ban. those issues were going to be difficult saying those are the issues he has the most consistency. those are had his bread and butter issues and bob corker was in a different place. that was going to be a tricky situation if corker was going to be the vice presidential running mate. >> how real is the possibility that trump picks someone we are not talking about? >> it is always possible. again, the trump campaign is a very unconventional campaign. so having an unconventional vice presidential running mate would

not be a complete shock to everyone. i u will say the 2008 sarah palin pick was a shock to not only a political reporter but the obama campaign, who is keeping opposition research on all of john mccain's picks. sarah palin wasn't even on the veepstakes list that we were collecting on our own research. there can be surprises, but traditionally you have a good feeling of who the finalists are. usually a group of three people and it turns out to be one of them. we'll see if that plays out or if donald trump surprises the conventional wisdom. >> mark murray, thank you for your insight. we asked whether you think hillary clinton should address the outcome of the fbi investigation over her e-mails? that was the question. here are your responses so far. 77% of you say no. the pulse remains live.
