e-mail scandal? and hostile crowd, in just a few hours fbi director james comey will meet republicans on the hill who have plenty of questions for him. and breaking this morning, another deadly police-involved shooting this time in minnesota. a driver shot and killed and his girlfriend streamed the aftermath online as anger mounts across this country. it's 5:30 here on the east coast, 2:30 out west. this is "way too early "". ♪ ♪ hey there, everyone. good morning. it's thursday july 7th, i'm alex witt. we'll get to the fast-moving police shooting case in baton rouge. but first to the latest incident of deadly force, this one from minnesota last night. a man was shot and killed by an officer during a traffic stop in

the st. paul suburb of falcon heights. happened around 9:00 p.m. local time. he has been identified by family members as 32-year-old philando castile. an employee of the st. paul school district. a child and the man's girlfriend were in the car at the time and the aftermath of the shooting was apparently captured in graphic detail as his girlfriend live streamed on facebook from inside that car. we have blurred parts of that video, but again everyone, it is graphic. >> he's licensed. he's licensed to carry. he was trying to get out his i.d. and his wallet out his pocket and he let the officer know that he was -- he had a firearm and he was reaching for his wallet and the officer just shot him in his arm. we're waiting for -- >> keep your hands on the wheel. >> i will, sir. no worries. i will. he just shot his arm off. we got pulled over. >> i told him not to reach for it. i told him to get his hand open.

>> you told him to get his i.d., sir. his driver's license. oh my god, please don't tell me he's dead. [ bleep ]. please, don't tell me my boyfriend went like that. >> keep your hands where they are. >> yes, i will, sir. i'll keep my hands where they are. please, officer -- you shot four bullets into him, sir. he was just getting his license and registration, sir. >> wow. we don't know exactly what happened before that video was taken, but afterwards, it appears the woman was ordered out of the car and told to walk backwards toward police with their guns trained on her. at one point, the child who was unarmed is heard screaming in the background. the mother is then handcuffed and put in the back of the police car with her daughter with the live stream still going. then around 9:10 local time a woman driving home to her apartment captured video which appears to show police performing cpr. the man was taken to the hospital. he did not survive. police say a handgun was recovered from the scene.

the officer has been placed on administrative leave while the state investigates. protests have begun, this video came outside the governor's mansion in st. paul chanting no justice, no sleep. demonstrations are still going on as right now we'll bring you a live picture from outside the governor's mansion at this hour. we'll continue to follow this story. let's go now to the other police shooting that has captured this nation's attention. the justice department is launching a civil rights investigation into the shooting death of a man by police in baton rouge, louisiana. last night several hundred people gathered outside the convenience store where 37-year-old alton sterling was killed. sterling's aunt who attended the event spoke with nbc news lashing out at the officers involved in his death. >> they sat there and watched my child die. they sat there and watched him die. they sat there and watched him take his last breath. i'm mad and i'm angry. >> others around the country

have taken to the streets. in philadelphia, officers arrested a dozen protesters after they blocked drivers from getting on and off a major highway. but what happened that night when alton sterling was shot and killed, nbc's gabe gutierrez has more. we warn you some of the images we're about to see are graphic and some may find them disturbing. >> [ bleep ]. gun. >> reporter: in this newly-relesioned cell phone video a closer look at the final moments of atten steriling's life. >> reporter: baton rouge police say a 911 caller said someone matching sterling's description had threatened him with a gun outside a convenience store. >> he pulled the gun on the complainer and told him he couldn't be around there. >> reporter: police officers say they confronted sterling when they arrived. they tackled and wrestled steriling to the ground. seconds later, gunshots. this other cell phone video is

shot by the store's owner, at one point an officer yells he's got a gun. >> was he acting aggressive in any way towards these officers? >> he just wanted to know what was going on, why are they coming to arrest him? >> reporter: this man said he had sold cds outside for years and recently started carrying a gun for protection. these up close stills show an officer pull an unidentified object from sterling's pocket. police have not confirmed what that is and it's not clear what happened before the cameras started recording. sterling's death quickly spread through social media and prompted peaceful protests. >> the individuals involved in his murder took away a man with children. >> reporter: quinyetta mcmillon is the mother of sterling's 15-year-old son who couldn't hold back tears during an emotional press conference. >> i for one would not arrerest

would not allow y'all to sweep him in the dirt. >> reporter: less than 36 hours after the incident, the governor announced the department of justice's civil rights division would lead the investigation. >> gabe gutierrez reporting there. congress is scheduled to hear from the fbi director this morning, this after the justice department opted not to bring any charges against hillary clinton. james comey will testify about his recommendation not to prosecute her for mishandling classified information with her private e-mail server. the house oversight and government reform committee will hear from the inspector's general of the state department and intelligence community whose referral to the justice department kicked off the investigation last summer. attorney general loretta lynch is expected to answer questions from the house judiciary committee next week and yesterday lynch said she met with comey and members of the investigative team who said were unanimous in recommending that the clinton case be closed. but house speaker paul ryan is demanding swift action for the

james clapper to bar clinton from the intelligence briefings party nominees are used to getting. >> look, i was on the ticket in 2012. after the convention, you get the full, deep classified information as part of transition, as part of being a nominee. i think the dni, clapper, should deny hillary clinton access to classified information during this campaign given how he is so recklessly handled classified information, with no indictment occurring but a discussion or a call for administrative action, i think it's the least we can do given how she was so reckless in handling classified material and sending clasdsfied information on insecure servers. look, i think that'sing? administration should do on the own but we'll look into that's something we can do as well. donald trump is set to meet with republican lawmakers on the hill today. last night in ohio a critical

swing state trump swung wildly at a number of topics. he started by reading from notes, going after hillary clinton and her e-mail server scandal. but he spent much of the next hour talking about, well, much else including that since-deleted tweet featuring a six-pointed star and iraqi dictator saddam hussein. >> i said bad guy saddam hussein, bad guy. then i said again, saddam hussein is a bad guy. but he did one thing well, he killed terrorists, right? that's okay. just a quick statement. i wake up, i turn on the television -- donald trump loves saddam hussein. he loves saddam hussein. and i don't love saddam hussein. i hate saddam hussein but he was damn good at killing terrorists and now terrorists, people who want to be terrorists, they go into iraq and i said last night,

welcome back to "way too early". president obama took office pledging to wind down the nation's now 15-year presence in afghanistan, but yet he acknowledged that conflict will be left to the next commander in chief. revised plans will keep 8,400 u.s. troops in afghanistan when he steps down early next year, a significant increase from the 5,500 forces he hoped to leave behind in 2017. it is a shift, he says, is justified by the precarious situation on the ground. >> the security situation in afghanistan remains precarious. even as they improve afghan security forces are still not as strong as they need to be. i strongly believe that it is in our national security interest, especially after all the blood and treasure we've invested in afghanistan over the years, that we give our afghan partners the very best opportunity to succeed. >> the president is expected to discuss the strategy in afghanistan with nato leaders at

a summit in warsaw later on this week. the ap quoted a tell ban spokesperson as what obama could not do with 149,000 troops he will not be able to do with 8,400. the u.s. is setting north korea with a new round of sanctions and directly confronting kim jong-un. they accused kim and ten other north korean officials of human rights abuses including forced labor and torture and killings. the move is the latest by the u.s. to isolate kim's government on top of previous sanctions over north korea's nuclear activities. switching gears, time now for sports and nba free agency after 134 seasons and three championship titles in miami, dwyane wade is heading home. he agreed to a two-year deal worth about, get this, $47 million to play for his hometown chicago bulls. wade thanked fans and the heat organization but added he feels he made the right choice in leaving for chicago, saying,

thunderstorms this morning, nashville, kansas city, severe thunderstorm warnings. at this hour, we have so much heat and humidity this time of the summer season that these thunderstorms can have enough energy even at night that they continue to roll through the central plains. even by st. louis, mid-morning or so those storms will roll your way. you have to watch out for flash flooding in nashville. 43 million people are at risk, same areas, iowa into central illinois and chicago could get hit later on today. excessive heat warning from philadelphia and delaware. new york city will get some thunderstorms later this afternoon. that will cool things off a little bit, make it a little more -- maybe not enjoy it, but at least you'll get through it. 34 million under heat advisory, louisiana, arkansas, texas and oklahoma city today, 100 degrees heat index. most people e of the rockies either be too hot, have to deal with the thunderstorms pick your poison. >> okay. thank you much, bill.
