a vigil but at this hour, demonstrations against police violence as you've seen around the week. this was the scene in newark, new jersey. and we're learning new details about the dallas shooter. accused by a female who requested a protected order and that he get mental help. he was honorably discharged last year. today in poland, president obama said about the shooter. >> we cannot let the actions of a few define all of us. the demented individual who carried out these attacks. he's no more representative of african-americans than the shooter in charleston was

representative of white americans. where the shooter in orlando or san bernardino was in and that's not who we are. >> i want to bring in msnbc national report er jermaine lee. >> there's the martin luther king jr. center. that community went through unrest, showdown with police for a while. that community wrestled with mass incarceration, community violence and police violence. and after the end of a bloody week in which police have killed men across this country and here in dallas, police were killed, they're wrestling with this idea of how do we move forward? they most certainly support this idea of ending state violence against black people.

but are disgusted, rightly so, about the actions of the young man who killed those five police officers. but let's take a listen to what they had to say. they talked about the moving forward but more than just prayer and hope. there needs to be some action. in this community and throughout, there's been a big fight with police violence with young men especially but given what happened here a few days ago, i wonder what the move forward might look like in terms of ending the bloodshed at the hands of police. is it complicated at all? >> that, i cannot say it's complicated. i can give you what our desires and our dreams are. and with that, it's to have peace among people. you know, the thing i always told our parishioners. you don't have to be best friends with people but just respect one another and if we can build up that respect with one another, just respect the fact that your life is just as

important as my life and that the way you treat one person ought to be the level ground of treating all people, then when we come to that understanding, we have love, we pray for peace, we pray for love, but it has to be action. after everything is said, after all the kumbayas, it has to be action behind all of that. >> there was certainly no sympathy for micah johnson but one man said the same thing that made dylan roof america is micah johnson and said we have this conversation all the time but the business is wrestling down to the core of these issues. the core of the disparity. the core of the pain and the hurt. we've seen social media, the response. it's always the thugs. it's not even acknowledging the reality that so many people are living with everyday and micah johnson certainly is an extreme,

extreme case of the internalized kind of hate we've seen bubble up in america time and again, but that community is wrestling because what do you do? you support the marching and the protesting because on behalf of the community but the other side, how does what happened here in dallas change the equation at all? >> trymaine lee, great to have you here. we want to go to msnbc's gabe gutierrez with information about the security in dallas. what's going on now? >> reporter: hi there, chris. this is breaking situation and information coming in. but late today, wie learned the dallas police department received an anonymous threat and taken heightened security measures. with the last few minutes, we've seen a heavy police presence throughout the police department and within the last few minutes learned that apparently police

have cornered someone in a parking garage near the department and asked all media to move to the front of the building and to cut off all live feed suggesting that there is an ongoing police operation but late today, we had got that news from the department that they received some sort of anonymous threat. the exact nature is not known but we're now being told outside of the police department where the memorial was growing has now been told to move to the front of the building and cut off all live feeds. it means there's some ongoing operation going on. we have a team in front of the police department and they report officers and heavy tactical gear moving very quickly but again, the police department does not want live pictures broadcast at that time. we'll wait to see how this plays out. chris? >> all right. nbc's gabe gutierrez. that is anxiety producing.

we'll keep our eyes on this situation. joe frier, what, joe, is going on there at the police department? >> this is the actual police department where this is happening. it's hard to say exactly what is happening right now but to give you an idea of the perspective, we're standing in front of this memorial that developed out front. about 20, 25 minutes ago we saw a number of police cars move to the other side of the building along with some armored vehicles. we know some had pulled out guns. we don't know what's happening. we have not heard anything that was signaled what's going on. obviously, with so much media, all the cameras moved just about half a block from here, able to look down an alley to see some sort of police activity but about ten minutes ago, police asked all the media to move farther back and within the last few minutes, pushed media to where we stand right now, so pretty much around two corners away from the building as we wait to see what happens and as g gabe mentioned, they asked not

to broadcast any live images. we don't know exactly why that was but sometimes that indicates there's a concern about the situation and they want to make sure that someone is not able to see police officers, actions, and their movements while the situation sis unfolding. we'll keep an eye on this and as we learn any new information, we'll let you know. >> okay. you also, and we're going to monitor this and i want to be clear for folks who are watching, they didn't want us showing live images of the previous location. they're okay with us streaming where we are right now, my sense is. >> reporter: yeah. exactly, to be clear, they don't want live pictures of the officers. that's specifically what they asked for and that's what's happening on the other side of the building. yes. >> okay. you've got a chance to talk to the family members of one of the police officers, officers also a veteran who was killed on friday night. how is the family processing

this? >> reporter: you know, obviously, this has been a difficult time for them but they've been up front since a few hours after news of this, wanting to share their son's story. he was a wonderful young man. ever since he was incredibly young, he knew he wanted to be a police officer. he ended up after graduating high school enrolling in the navy. served three tours of duty in iraq. his father says he serve three years in iraq, came home without a scratch on him but in the end, it was back here in his own country where he was shot and killed. we spoke with both his father and stepmother. take a listen to some of our interview. >> for someone who never met patrick before, what would you want them to know? >> good guy. sweet. understanding. >> very kind. very respectful. he was an amazing young man. an amazing, amazing father.

family man. just, my heart just breaks. it's just, you know, my husband will never be the same. >> he's my little hero. and a big hero now. >> he's our angel. >> he served three years in iraq. he came back without a scratch. and lose his life here in his homeland. one of his own. that's terrible. there's no words to really describe it. it shouldn't have happened. >> when you heard what was happening, did you wonder, was patrick there? >> oh, yeah. >> he knew he was there. i didn't know and he said, patrick's out there. i said, what do you mean he's out there? he's out there patrolling. so we stayed up late watching the news like everybody else did and he was crying and i said, don't cry. he's okay. he'll be okay. and no, no.

because patrick would have already, he would have already, you know, called and said, dad, i'm okay. >> when you didn't hear from patrick, you had an idea, right? >> oh, yeah. i just, i instantly knew. i had that gut feeling. and i might be wrong once in a while but usually my gut feelings, i'm right. so i go by gut feelings, always the right one. and it was. unfortunately. what really killed me, the baby was there. she was trying to say, daddy to wake. just heartbreaking. and i said, in spanish, daughter, tell daddy wake up. tell daddy wake up. and so after that, they took him back to the room. and just, it's too much. >> authorities say the gunmen

was targeting white police officers. when you hear that, what goes through your mind? >> patrick's not white. he's mexican. mexican american. not mexican, but mexican american. but it don't matter. if you're white, black, green, purple, we're all god's children. patrick was called to do the duty. to protect the rally. and he died. he done it. and gave the ultimate price, his life, to protect his people. i would like a memorial for these air forcofficers in the d dallas area. it would be real good in the same area where all the shooting

happened. you know, that would be -- >> i think that's a good idea. >> that would link it with him. that was my daddy, when she grows up. she would have at least something, you know, it's not fair to her. she's a good kid. wasn't fair when he took his life. not just pat but other people too. it didn't bring back to the guy's life from minnesota or the memories or the lives back. two wrongs don't make a right. i was brought up that way. you know right from wrong, rick. you know right from wrong. it's tough. it's tough. >> and right there, you hear patri patrick's family and father,

mother, maria. outside. where this memorial is. about half an hour ago, a lot of police activity happened on the other side of the building, a number of officers rushing over there along with armored vehicles. we know that police have been receiving anonymous threat earlier today zeagainst police officers across the city. we know the police department has asked to not broadcast what's happening on the other side of the building. we can tell you our affiliate here, our nbc affiliate in dallas has talked to dispatchers who say there are no reports of any shots fired. so we're still waiting to hear exactly what is happening on the other side here but as a precaution, the media has been pulled back over to the front of the building. chris? >> all right. nbc's joe frier, that was a fantastic interview. very moving, joe. thank you for that. i want to reiterate what our own

okay, there are reports that the dallas police department has cornered someone in their headquarters. no shots fired. tam tammy, what have we learned? >> reporter: we were around the back of the police department which is adjacent to a parking garage and we saw a lot of police officers running back there. so we went to see what was going on about 15 minutes ago.

there are police officers that have taken up position behind cars. there's also a police armored vehicle in between the police department and the parking garage. they focused mainly on the parking garage and that's the area they kind of moved everybody away from. y tewe spoke with him about an hour ago outside of the memorial. he's back there with his team and they're all focused on a parking garage right now. >> do we have -- i know there are reports that someone is cornered in that garage, do we have, as of this moment, independent confirmation of that? >> reporter: we do not but that's what they're focused on right now. all the officers are suited up. that is where the armored vehicle is. the police vehicle, parked outside of that garage. >> is that adjacent?

>> reporter: we believe it might be owned or leased by ibm. it's by the police department. so it's unclear if and when somebody went in the garage but police have focused and surrounded the garage and pushed us back and cordoned off the area and moving people off the street. there's a visitor parking garage right where we were and people did not want anybody back there. >> right now, you're on the other side of the building. you can see in the background of the shot. folks are there. they haven't shut off that area. >> reporter: no, they have not shut off the street. they still let us be here. some people are coming and going in this area in front of me but behind me and to the right of me is where they're really focused on, the parking garage. >> thank you for that. it sounds like we have a police

taking positions outside of a parking garage. no shots have been fired. there were some reports contradictory to that. kxas said no shots were fired. we also have heard someone is cornered in the garage. we have no independent confirmation of that. so we're going to -- this is kxas. let's listen in. >> on top of them. all around them. the citizens are dropping off satellite trucks and circling part of dallas police headquarters. quite the media from all over the world in the scene right now that's playing out in front of all these cameras. police officers behind the trees, behind the buildings. that's it, really nothing new here. the situation has been unchanged for the last ten minutes or so. >> thank you very much. we were following breaking news

outside of the dallas police department headquarters searching for a suspicious person in the parking lot there at hq. no shots have been fired so far at this point. again, this was stemming from an anonymous threat that the police got around 4:30 or so is when we started seeing the first reports come in. and now we make sure there's no threat. meredith yoeman is down there live but continually backing the media up and getting them from headquarters but not saying where they're standing they're at risk. so as far as we know, from the media perspective getting all the folks around that area appear to be safe and okay but we're certainly listening to the police officers in that area to make sure that nobody is at ris inco k in that area. >> have you guys been pushed back anymore? is any officer come out to the memorial area to let people there know what is going on?

>> reporter: no. we are pretty much in the same position. we were pushed back two or three times and now sort of all positioned along the cones with some who were, looking around here, a few here but not many. some have cleared out. so no, and we haven't really seen much activity either coming from around the corner where all of this activity is going. more on the sidewalk. so kind of just wait and see at this point. >> all right. thank you very much, meredith. again, police. >> that is our local affiliate, kxas in dallas. we were tipping into the live coverage that appears to be happening next to the dallas police department in a garage. tammy leitner is there and new information there. what's going on? >> reporter: that's right,

chris. my producer gene schuh is back there behind the building telling me they've closed off the road and not letting cars go through. it's near arnold street and lamar street. he's saying there are seven officers, some in tactical gear. they've taken position on top of an apartment building and they're focused on the parking garage. some of them do have long rifles and they are in tactical gear. again, focused on this parking garage that is behind the police department headquarters. >> we know that there were reports of some kind of anonymous threat called in earlier today. we do not know as of this moment unless i'm wrong but we don't know if that's the situation to which these officers are currently responding to. do we? >> reporter: no, that's correct. i can tell you about two hours ago, they locked the front door of the police department and we inquired then what was going on. eventually, they sent out a news release they had gotten just an

anonymous big threat and they were taking precautions as they would normally do. it was a short time after that that these police officers in tactical gear, some in tactical gear took position and focused on this parking garage which is behind this police department. >> all right. so tammy leitner there. there are several dallas police department officers taking up positions, focused on a parking garage essentially adjacent to the dallas police department headquarters over the last half hour, asked media to move from behind the building to the positions in which you see tammy leitner close to where the officers were killed close to where i am right now on friday night. we are trying to report out what we know. here's basically what we have. about half an hour ago, the police moved the media to the

position. there were a variety of officers who moved around to the back. they have taken up positions, focused on a police garage. i'm sorry, on a garage next to the police department. there are reports that they are looking for a suspect who may be, quote, cornered in that. we have not independently confirmed. our local affiliate kxas, whose coverage we showed you a moment ago saying the dallas police department say there have been no shots fired. that's important because there were reports of shots fired ricochetting around social media that i saw. our reporting indicates by kxas that that is not the case. this may be precautionary yesterday. i should note u.s. house of representatives had a scare, went into lockdown. believed a woman went through without a gun and later found, no problem. we may be seeing a situation like that or something else. we'll go back to kxas' breaking

coverage right now. >> somehow got access to the police radio frequency and broadcast this threat and don't think it was an officer? they said, no, we don't think there was an officer and no further broadcasts on the police radio. i can tell you from what i know that dallas police radio channels are not incrypted and a fairly common radio frequently for police departments nationwide and these radios are out there for people to get. so it could be that an average person out there or someone with a sick sense of humor got on the police radio and made this threat but police taking this very seriously at the moment. we don't know if they found anybody in that parking garage but in any case, we know they're in the parking garage right now looking for somebody. we don't know if they found anybody. >> what do you read into that? the fact that scott was reporting, someone went on a radio channel and police don't believe it was one of their own

officers? >> i can confirm from a few minutes ago, we heard the scanner chatter. we did hear the person get on the air and hollering, there was someone in the parking garage and gave a description and we heard the chaos that ensued afterwards on the air when officers talked over one another and made a plea to get more into the area to investigate that initial call for service and that makes perfect sense what scott is saying about the channels not being incryptencry. it's not difficult with the squad car radios out there, that they may have lost one at one time or another or an officer's home may be burglarized or a car burglarized where they lost one of the portable radios. it wouldn't be difficult for someone to get on the air and say something to incite something like this. >> will officers know whether or not a radio call is official? is there a certain terminology or language used to start an

official radio call? >> not really. they use plain language like most agencies do. like we're talking and i don't know whether it's an official person or not. >> if this was not a police officer, who made that call, what are the repercussions? if this was somebody who was not a police officer? >> certainly, they could track him down. it's a crime to do what they did. it's exactly what happened and i'm sure they'll make every effort to do so. >> you said other threats or reports of other threats. in your opinion of what you heard or know, do you think our community is at risk of more violence to come? >> it's a possibility every day but i can tell you right now, the city of dallas is in the most capable hands possible, the dallas police department is the best trained, the best motivated, the best equipped agency i can think of and they've got handle on this and i

think they'll take care of business. >> you're looking at live pictures. that is the memorial that has been set up since thursday honoring the five officers. let's go back to meredith. we see this man on the ground screaming, can you hear what he is saying? can you make it out? >> he's definitely praying. i mentioned earlier people were remaining out here, holding signs. this gentleman here taken to his knees a minute ago. he was bent over and kissing the ground and now he is praying. >> you can hear him say, i believe, thank you for your service. is everyone just kind of standing around watching him at this point? >> they are. a lot of media has surrounded this gentleman. you can hear him.

he's praying loudly. he's praying for police, calling for peace and righteousness. and praying for the relationship to be rebuilt within the community. and dallas police or to remain strong. >> let's get back to the situation. the police searching for a suspicious person in the parking lot. an officer told him that someone went on a radio channel and broadcast that there was a threat but that person is not believed to be a police officer. that started the activity that we have seen for the last 10, 20 minutes or so but reiterate that no shots have been fired. the media crews have been back from the area asked not to broadcast the positions of these officers but again, the most important thing. no shots have been fired as officers search for a suspicious

person after a call came over the radio from someone who they believe was not a police officer. that there was a threat. anything else that you can add? i mean, with a call like that -- >> that is our live coverage at this moment from the kxas in dallas. if you're just joining us or haven't been listening, here's what appears to have happened. an individual, it appears, not a police officer, we believe at least at this point was able to put out a call on over police radio on the scanner saying there was some kind of threat in the parking garage right near the dallas police department headquarters so about 40 minutes ago, i suppose, we saw a rush of movement in that direction. media moved from that position, two officers and moved around front to the memorial. the memorial is the shot you saw earlier in the day where people are placing flowers to honor the victims of friday night's shooting. officers have taken up position

and all the focus is on the parking garage. we don't know if there's someone in there or not or who, why that was called into the scanner and hopefully for more information, jacob rascon who is near where this is taking place. jacob, do i have you? >> reporter: yes, you have me. the reason we are not putting up our video live shot is dallas police have asked us not to. we are behind the parking garage and are able to see into it and able to see the s.w.a.t. team with their unit. i won't describe where they are or what exactly they're doing but we also see one, two, three, four, five police patrol cars. i have an officer running towards me. he's yelling something. he's telling us to leave the area, where we are, all the way back down and repeating what he's telling us, down to the stop sign. so we are on, i'm not sure what

street this is, but it's directly behind the dallas police headquarters. now this officer, in the background, raising his voice, making sure. you hear that shot. i just heard a shot. you listen to that? it sounded like a shot just now. and we have, did it sound like a shot to you? we're not sure exactly what we're hearing but we have an officer telling us to leave where we are. we're looking into the parking garage, see the s.w.a.t. teams and we have a blocked off road in the back and then we have the road also leading to the front of dallas police headquarter also as you would imagine blocked off. that's as much as i think i'll describe as far as where the officers are. we have one, you know, a couple hiding behind trees and so forth but it looks as though they're

looking to somebody inside and we got here after the initial reports of possible shots fired and rushed here from where you are, chris, to see what we could find and as soon as we got here, we were immediately turned around by an officer who told us to park across the street which we did and then got out and we've been standing here across the street in this parking garage ever since. and just watching things unfold inside and had our lights pictured up as told by dallas police. and that's where things stand now. >> jacob rascon near that position in the parking garage. the police department, the dallas police department had tweeted telling the media to stop streaming from the position behind the building, please stop

for the safety of our officers. jacob thought he heard a shot. again, don't know if that's the case but our reporting indicates through kxas that no shots have been fired. what we appear to know at this point and these situations can be a bit foggy but know there's officers pointing attention and know they're in tactical gear because we have reporters and media have been moved from behind the back of that building to the front and away and it appears that there was some threat that was made over the police scanner that is what precipitated all these actions to be taken. we don't know who that was on the police scanner or someone able to use another radio to get on the frequency. we have tammy leitne rerks outside of the memorial.

what have you learned? >> we learned more about that parking garage that was owned by ibm. apparently, they lease that to the dallas police department and dallas uses that to park their personal vehicles, their undercover cars and squad cars. the only way to get into the garage is with a police id and this is according to the police officer out on the scene. i can tell you what we've seen. what we have seen because we were around back. i have a producer back there. they have closed off all the streets around the parking garage. their attention is obviously focused on there. we can see police officers in the parking garage moving. we're not going to tell you anything about their movements, but they are in there and the officers are trained and focused on the garage. they've moved everybody to the front of the police department. we're about a block away from the parking garage as of now. >> all right. tammy, we're going to ask you to keep working this story for us here. i should note the context here,

of course, for the dallas police department. this is the department that has suffered one of the most shocking and awful losses of any police department in recent times. it is mourning officers. two from the hospital. five are dead. there's a memorial tonight. there's prayer vigils ongoing in the city that's mourning and you can imagine this department is particularly on alert at this moment. there was, of course, nothing to indicate the shooter acted in concert with anyone. it appears at this point it was a lone gunman but given the scale of the carnage on friday night, the absolute horror to which these officers were subjected along with peaceful protesters in the streets, you can imagine how seriously the department in this state of mind would be taking any and all indications of any kind of threat given what they have gone through in just these past 48, 24 hours.

we know there's a situation that is happening adjacent to the police department and the parking garage that they are focused on right now as a parking garage is rented by the dallas police department. presumably where the officers are able to park their cars and officers in tactical gear who have been monitoring that building. we do not know if there's anyone inside at this moment. we know there are reports that there may have been someone inside. we'll go back now to the live coverage of local affiliate, kxas. >> you may think they're very boring shots but that's done out of an abundance of caution. >> they're doing a systematic search of the parking lot. making sure there's not a problem there and if there is, i'm sure we'll hear it quickly. >> it's on the radio. call goes out.

what's the process for police officers to respond to that? >> they run directly to it. just like the other night when shots were fired, they ran into the line of fire and this is one of the situations you've got a suspicious person near police headquarters. they're worried about their colleagues and concerned about what's going on right now. they'll run into it and see if they can't stop whatever it is. >> first reports around 4:30 or so this afternoon? >> yeah. >> about a suspicious person being near dallas police department headquarters. no reports of shots fired. but just a lot of precaution right now. totally understandable. >> i don't know if we can get meredith back. i wanted to ask you, that memorial is out in front of police department headquarters but have you seen a lot of foot traffic away from that memorial? non-police officers or people not in uniforms, milling around the building at all? >> somewhat because, you know, there's still a lot of people that want to come down here and

show their respects. the weather has become bad within the past hour or so. a little bit of showers and some wind. but, you know, you see for yourself, there's a crowd here, families here taking pictures of this memorial. perhaps not even realizing the active scene that's happening just feet away. they may believe that this is all just media activity to cover the memorial and to cover the shooting in downtown dallas without realizing that all of this activity is going on around them. there's media from across the world that is here right now and so they just may not be aware. they're coming, dropping off flowers. hundreds of people walking up here today to drop off flowers and cards at this hour. >> what can you tell us about this parking garage where ples are searching for the suspicious suspect? >> so it is adjacent, or rather,

caddy conner. we're on the corner of belleview and lamar and the parking garage is sort of on the back and opposite side of the dallas police headquarters building, though, that is where the parking garage is. the activity certainly started over here down this sidewalk where we're standing at. earlier, this evening at about 4:30, a s.w.a.t. vehicle pulled up, parked outside building behind the headquarters but wasn't a real sense of urgency in actions and talking with them, it didn't seem that way either but an hour after that s.w.a.t. vehicle pulled up and parked, there was suddenly a burst of activity and we saw people yelling and then ran down this avenue. police asked us to move back behind dallas police headquarters building and so we haven't really had a good view of what is happening down that avenue or down in that parking garage ever since.

>> thank you, meredith. >> all right. just to recap what is going on, you were looking live outside of dallas police headquarters on your left and chopper 5 there on your right. a report came in of a threat to dallas police. according to police, they tell our scott gordon that someone put out a call over the radio about a threat but police told our scott gordon that the threat did not come from an officer. i want to be clear that so far, no shots have been fired. but again, police are searching for a suspicious person. >> that is live coverage from our affiliate, kxas with the ongoing situation. the parking garage adjacent to the dallas police department. tammy has been reporting from in front of the building and has more information. tammy, what have you learned? >> they're expanding the area they're blocking off and moving people farther away. my producer was behind the building. he's got a good view of the parking garage and they just moved him about 200 yards away.

so they're expanding the area. we're at the corner of belleview and lamar. now the parking garage is about a half a block east of me. i can see the parking garage from here and i can tell you exactly what we saw. when the officers started going down into that area, we saw police cars and officers heading down there about 40 minutes ago. we went down there and we could see officers in a different garage taking cover behind the cars. pretty soon, officers in tactical gear showed up. there was an armored vehicle that showed up and everybody had their eye focused on this parking garage. we know the parking garage is owned by ibm and they lease it to the dallas police department. they use it for their squad cars. you have to have a dallas id to get into that garage. we've seen movement in the garage. we know police officers are there. we're not going to disclose positions or what they're doing but we know they're focused on that garage right now. >> tammy is out in front of the police monitoring that

situation. thank you for that. joining us on the phone is mark klaxton. mark, we spoke yesterday about the sort of psychological reverberations, institutional reverberations that can happen from the atrocity we saw here friday night. obviously, this is a department that is understandably on edge right now. >> without a doubt. on edge and dealing with a tremendous amount of grief, but as i was saying yesterday, they're still prepared and determined to carry out whatever missions come before them in their capacity as police department or law enforcement in general. so the dallas police department even in the midst of tremendous grief is prepared and staffed to respond to any threat that occurs. so this is just another situation of a possibility of something, something with information that's vague and not

specific right now. but they have the necessary resources to respond and take appropriate action. that's what they're doing. they also have to be mindful of ambush scenarios, not even indicating that what it is but mindful of that when they're responding and establishing this, wider perimeters if possible to go about this to clear the area, making sure whatever information they had is checked out and they also, at the same time, have to be mindful of the possibility that individuals sometimes try to divert attention away and send emergency resources in one direction and just to have activity going on in another direction. so i'm sure that they are covering all the bases in regards to that. >> mark, i want you to stay with us. i believe richard lui has information. >> we get latest information from the dallas police department getting details on

what's happening in the area you've been following within the last 30 minutes. the last tweet we got from the dallas police department about a minute ago saying this officer is searching the police parking garage for a suspicious person and then within the same amount, the last minute, saying that there's been media reports of shots fired at police hq there. they're saying there's been no shots fired according to the dallas police department. and that s.w.a.t. has set off a device to try to enter a locked fence. whether that is related to that parking garage, searching for a suspicious person, unknown at the moment, they are also saying that reports of headquarters there are being on lockdown, that is incorrect as well. and that the reports, again, of the shots fired there at the garage, not correct. no shots, they are saying, fired at hq at the moment and again, about 18 minutes ago, about

6:30, 6:25 p.m. local time, their request that media not show any live feeds from the area that you've been reporting there, chris, on the ground at the headquarters but at the moment here, chris, officers saying that they are searching the parking garage there for a suspicious person and they're conducting a systemic search. that might be the noise that was described at the reporting to enter into the area the fence they were trying to get through. chris? >> richard lui, thank you for that. i want to go back to what we heard when jacob rascon, my colleague, was on the phone near the parking garage, he thought he possibly could have heard shots but appears the dallas police department there making sure that it's clear that there's some sort of explosion used by s.w.a.t. to open a locked gate and that there was no shots fired and that the dpd is not on lockdown.

dallas police department taken to its twitter account through official channels to keep everyone calm here, i think, in this situation. so far, we have no indications that there actually is a person in that parking garage. we have no indications of being no shots fired. they appear to be attempting to clear and search that parking garage. understandably, given the events in the last 48 hours, given the amount of media that are here to cover the fallout, given the fact that police are, you know, grieving for folks they lost and also, in situations of high tension, there's the sudden movement of police officers set off to sort of a chain of alarm. but right now, this situation appears to hold. they are trying to search and clear that parking garage adjacent. we had earlier reports, mark, if you're with me, from kxas that a

call had come in over the scanner that initially precipitated all this activity. the call from the scanner, folks thought was not a police officer. i wonder, while a police officer in new york, was that something you experienced, someone finding the scanner, and using it for that purpose? >> yes, absolutely. that has occurred with the nypd. it still occurs on occasion. you may have a lost radio. a lost communication device that someone finds and decides that -- to play pranks for a long period of time or until the battery dies or whatever. nowadays with the capability people have, there are ways to break into these channels, the emergency channels on occasion. so yes, that has happened. as a matter of fact, we've had experiences where people are called on emergency runs using

the police lingo, the actual code numbers to call in different kind of emergency runs. that's always a possibility, too. whatever it is, i know what we had to do, and i'm sure what dallas is doing right now, is dotting every "i" and crossing every "t," because they want to make sure it's legitimate or not legitimate, a prank or not a prank. everything will be investigated just to make sure. you want to rule out as much as possible and throw everything you have at it, just to ensure that there's no legitimacy to it. that's your obligation. you don't want to overlook anything, and you want to be as thorough as possible, as methodical as possible. and you want to follow up on all possible leads on anything. >> okay. mark, i want you to stay with us. i believe richard lui back in our headquarters has some more information. richard? >> chris, yeah, we're just following what's coming from the dallas police department. they're releasing another piece of information. they say they expect very

shortly to breach a locked door in the garage area, where they're conducting that systematic search. that they'll be using a shotgun. specifically putting that out there. uncommon certainly that you might be getting this moment-by-moment detail. but as has been reported with the noises, the reports earlier of a potential gunshot noise, and they're saying that did not happen. they're now about to say -- they're announcing now that they're conducting a breach of a locked door in the garage where they're conducting the systematic search. and in that process they'll be using the shotgun, warning people in that area, because there are so many different things happening that you're reporting, that this noise will be happening and not to be alarmed. that is part of their systematic search, chris. >> richard, thank you very much. remarkable situation here, where, of course, for very obvious reasons, all the world's eyes are on dallas. we're here in dallas because of the tragedy that happened here

friday night. dallas police department essentially having to pre-calm folks that are following this situation. myself included. to make sure that no erroneous reports ricochet out, letting citizens and passersby, that they will be using a shotgun, that explosion or sound, or sound of shots that folks might hear is not to indicate any sense of alarm. my sense, coming from these sort of remarkable transparency from dpd right now, is they are showing a fairly -- quite a measured approach to this ongoing situation. if you are just joining us, we're just monitoring what's happening in a parking garage adjacent to the dallas police department. about an hour ago, sort of quick burst of activity in which officers moved around to -- in tactical gear, moved a s.w.a.t. unit to focus their attention on the parking garage.

the parking garage is currently being searched. the media requested not to stream from that position. they were moved out in front of the building to the memorial where the five fallen officers that you've been seeing on the air all day. that's what our reporter is. we had a reporter, jacob rascon, who was in the back. he heard a sound. if you're tuning back, it appears that was just the sound of a device being used to open some locked doors. so right now, dallas police department is in the midst of a situation that is tense, but appears under control. we have no indications as of yet that there is anyone in that building. the closest we have to information about what precipitated this, as reporting through kxas, that someone had gotten ahold of a police scanner and said something perhaps about a suspicious person and now they're going through that garage. mark clackton, do i still have you here? >> yes, still here, chris. >> can you talk me through after something bad happens, after -- and i don't think there's any

sort of real precedent or corollary for what happened here in dallas obviously, but after something bad has happened in a police department, how you're approaching your job, how you're thinking about the job, how you're thinking about danger in the wake of something bad happening? >> it's really difficult and challenging. because natural human emotions tend to take over. and that's why the police department training, the police training is vitally important. because much of the training addresses and deals with how to handle stressful situations, how to react and how to keep a level head during the most stressful of times. the challenge that they're facing right now is, grief is a different ball game. and having to manage, and having to police, having to function, and i'm sure they're all on extended hours, extended shifts, working overtime, working longer

than normal, all while grieving the five colleagues. the police always have to be the police. they always have to be at the ready. they always have to be ready to respond to emergencies such as this. even in the midst of their own personal grief and loss. they can't afford at any point to take off. >> yeah, that's an excellent point. you're taking an aerial shot at the memorial set up. you can see the media positions, including, i believe, one of our own that have been set up outside there. folks have been coming by with flowers and stuffed animals to pay their respects. a man was there on his knees howling prayers for the fallen, just a little while ago. we also have reporters around back. we're sort of waiting to see if we can get any new information. the dallas police department has told us that they are searching that garage. and again, as mark clapton,

former nypd police member, was just saying, the amount of emotional and physical strain these officers have gone through in the last 48 hours is something else. they are on overtime. we have seen a huge police presence, of course, throughout the city. this area where we have been has been essentially not a complete lockdown, but tremendous police presence. many streets are blocked off. this was, of course, a crime scene, officers walking through picking up shell casings yesterday in the wake of the atrocity committed by the lone gunman in the wee hours, early hours of the morning, night, the day preceding. we are continuing to follow information. jif cavanaugh, i believe on the line. jim, here's what i want you to give me a perspective of. i'm having a hard time determining whether this feels like a tense situation because of the context of what has happened in dallas. and maybe this is the kind of thing that happens fairly

routinely that things are called in. they're checked out and there's nothing there. or whether this amount of activity suggests it's more than just precautionary. >> well, i think it is because of the attack. of course, the murder of the five officers, chris. but also, remember that it wasn't about a year and a half ago when dallas police headquarters was attacked itself by a man in an armored vehicle, who planted some pipe bombs and shot at headquarters. on the heels of this most recent attack, they can't take anything for granted. because a copycat, or somebody with some other motive who wants to get involved in a national event could take this on. and they have to have more than just a threat. they've got to have more than just a threat. they must have a little bit of something else. and so they're using the shotgun breaching round as you described it. that's a -- we all use those, all these special teams used those, agencies have them. it's a -- it's basically centered metal in a shotgun

shell. you ram it up against the hinge of a door and it blows the hinges off. you can blow a gate with it or whatever. it's just a shotgun round. they've got a locked door in a parking garage which is not unusual. because usually parking garages have locked doors and maintenance closets and so forth. they just want to make sure they're doing a sweep to secure that parking garage, i'm sure. >> yeah, when you say you have to have more, you would suppose they would have to have more than a threat. presumably one of the things that happens, and i remember covering in the aftermath of various news events, that there can be a barrage of essentially false calls, right? people attempting like you said of the piggybacking on the attention. that's relatively common place, right? >> it is. we're all -- the nation is all one city now. the nation is one city. and that's why we see the reaction to the police shootings from louisiana, minnesota, you know, we're all watching the

news in this one giant city. and social media connects it underneath that. basically everybody's watching the news. and everybody's on social media. and some twisted mind, some hate-filled mind, some guy captured by whatever group you want to name, that wants to get some notoriety, can come like a magnet to a place like dallas at the moment. it's kind of like the white house. the capitol building. there are magnets to people who have grievances and disturbances. that's sure what's going to happen now. the focus of the nation is usually at the white house, now it happens to be where you're sitting. but i'd say they have more than just a threat. they have a threat and they have a little something else. the threat was either so specific or there was a threat and then something else happened. another report. somebody saw something. they heard a noise. and that builds up a little. so you say, hey, we've got to check out everything. >> go check it out. all right, jim
