news in this one giant city. and social media connects it underneath that. basically everybody's watching the news. and everybody's on social media. and some twisted mind, some hate-filled mind, some guy captured by whatever group you want to name, that wants to get some notoriety, can come like a magnet to a place like dallas at the moment. it's kind of like the white house. the capitol building. there are magnets to people who have grievances and disturbances. that's sure what's going to happen now. the focus of the nation is usually at the white house, now it happens to be where you're sitting. but i'd say they have more than just a threat. they have a threat and they have a little something else. the threat was either so specific or there was a threat and then something else happened. another report. somebody saw something. they heard a noise. and that builds up a little. so you say, hey, we've got to check out everything. >> go check it out. all right, jim cavanaugh, i want you to stay with us.

that will wrap it up for me. i'll pass it over to chris jan sing for continuing rolling coverage. >> chris, thank you very much. i'm chris jan sing. this is our continuing coverage of the tragedy in dallas. this developing situation at police headquarters here, this is what we know. police have reportedly cornered a suspicious person in a parking lot near the building and are apparently going to breach a locked door in a garage there at dpd. this is the place that we have been seeing all day long. it is the place where in the front of it, this memorial has come together, that they have police cruisers parked out there. people have been coming there all day long. the shot you're seeing next to me is the one that we have from the helicopter. media had to be moved back away from the scene. they don't want to get in the way of what the police are doing right now. they're also warning that there

may be the sound of gunfire as they attempt to use a shotgun to get into that door. let's go for more at the scene. tammy lite ner has been following this. tammy, what are you seeing, what are you hearing, and give us the background. >> chris, we really had a bird's-eye view when this started to go down just a little after 6:00 p.m. we saw an armored police vehicle go down lamar, which is to my left, then we started seeing police cars going down, and police officers going down afterwards. so we went down there. and police had taken position in a garage. a small uncovered garage that visitors use when they come to the police department. what we saw were police positioned behind the cars, focused on a parking garage that's located about 100 yards to the east of me. now, we've learned that this parking garage is owned by ibm. you apparently have to have a police i.d. to get in, and where

the police officers marked their unmarked vehicles, their undercover vehicles, their personal vehicles and their squad cars. we know for the last, probably about the last hour, police have been focused on this. now, the armored vehicle is right outside of this parking garage. police in tactical gear have been focused on this parking garage. we've learned now they're going and clearing the garage. as you mentioned, there may be a boom that people hear in a little bit. and that is just police trying to make way -- make their way into locked areas of the garage. >> all right. i know you're going to keep us up to date, tammy. i want to go on the phone to peter schulte, a former dallas district attorney, with sources in the dallas police department. he has some information coming from those sources. what can you share with us? >> well, chris, what i can tell you at this particular moment is because of the, obviously the incident that happened thursday, police are obviously on a heightened alert. but right now what they are

doing is, there was a report out of houston, a group of people from the houston area that wanted to come up to dallas to harm and kill dallas police officers. and about a couple of hours ago now, one of those individuals was allegedly cited in the dallas area. right before all this happened at dallas police headquarters, a man dressed in all black, dressed in a hoodie and mask actually ran past dallas police at their headquarters in downtown dallas, got into the garage, and they lost sight of him. at that particular point, the police moved in, and they moved in to -- obviously what they need to be doing at this particular point is making sure that all threats are investigated as quickly as possible. the reports were starting to leak out that shots were being fired. the s.w.a.t. members were telling everybody, the media and the civilians who were outside to get down and to get back. and the chaos started. but again, we don't know at this particular point if this is a

valid threat or somebody who was taking an opportunity to do or whatever to get through to dpd to try to engage them to do something. so what i'm being told right now is that the reason the perimeter, which is the area around the headquarters that keeps growing, is they do have canine or dog units on scene now tracking the scent of this particular individual while another set of canine units are actually clearing the garage for any possible explosives. they don't know -- i want to be very clear about that -- they have no confirmation that any devices have been left in the headquarters or in the parking garage. but they have got to be sure. and that's what they're doing at this point. >> yeah. and they have said that technically they're not on lockdown. but as we said, they're moving people away from the area. in the meantime, i'm assuming that you know this area well. do you know that garage? do you know what it's like inside? would it be easy for someone to disappear? >> it is a very large garage.

but at this point, to get into the building, the dallas police headquarters, that's very secure. the doors close behind them, they have to have badge access. they can lock that building down very quickly. so the issue now is, where is this person. who is he. or she. because i don't know if it's a he or a she. and what was their motive. what was their goal. and so the biggest concern is obviously with what took place thursday night, we want to make sure there's no ieds or explosive devices that are left inside the garage that can cause harm later. it's just going to take some time. again, i don't know if there's an actual credible threat at this particular point. but obviously with the heroes that were lost thursday night, everybody's on edge here in dallas. and we want to make sure that nothing else happens. that there is no more loss of life. they've got to do their due diligence. >> peter, they're not just on visly on edge as we've been

talking to folks over the last 48 hours, they're exhausted. many of them said they're not sleemg, they're not eating. obviously they're grieving. they have a job to do. but there's a human factor that plays into this. from the sources inside the police department that you've been talking to, what is the level of nervousness, of concern over what's going on right now? >> very high. i will tell you, you know, one of the officers that got injured that's going to survive was a good friend of mine. another officer that died from dallas pd was also a friend of mine. so, you know, the domino effect of what has happened in dallas kind of goes, you know, exponentially away from the five families that are dealing with the loss of loved ones. they have to be on edge. and as we get into the next two weeks, where we have the funerals for the officers that are going to be, you know, obviously very large, which they should be, for these heroes, the stress, and anxiety, it's going to increase. because that is also going to be

a potential target for somebody who wants to do harm to the police. we're not looking forward to that. i mean, this has affected me greatly. i haven't slept much in three days. this is nothing that anybody wants to deal with. but i'll tell you that the city of dallas, we have had a good relationship with our police department. i think that's why we've been able to avoid some of the other issues that bigger cities have had to deal with. so for this to happen in dallas, it's kind of a double whammy, i hate to use that term, but that's kind of what it is. not only happening here, but we don't have to deal with this on a regular basis. >> well, peter, first of all, let me say sympathy to the loss of your friend and also we all grieve for those who are lost and those who were injured. it's kind of you to let us share the information that you have. and please keep us posted as you learn more from your sources inside the police department. thank you so much. >> absolutely. thanks for having me, chris. >> i want to go back to jim cavanaugh. jim, you said it, you said there

has to be more than just a generic threat. now, we should say we understand that the information that was just reported, that there was some sort of threat coming out of houston, that people were coming here to do harm. again it's been reported, or at least that was learned by a houston tv station, we do not have independent confirmation of that. nbc news does not. but it does speak to what you were talking about, that their reaction to this probably was motivated by something larger than just a general threat, perhaps a sighting here of someone coming here to do harm. >> right. threats tend to come in a lot to the police. a lot to government. police are not going to react this way to just a threat. even a couple of days after this awful killing, tragedy, these heroes. it's not going to be like that. they don't react like that. they know -- they can read the threat. they know what's going on. they're picking up more

information. maybe. or this threat was so specific, or they had some other intelligence that went with it. now, i guarantee you, chris, the detective bureau of dallas pd is all over this. they're checking with, you know, this -- wherever this threat came from. they're using their partners, fbi, atf, dallas, texas rangers, the state troopers, they're going through the fusion centers, swiping it everywhere. there's a lot going on you don't see investigateively, who made the threat, who's associated with the people who made the threat, where did it come in, where are they now. there's a whole lot going on. but when they're moving fast around the parking garage and headquarters, that means s.w.a.t. has some reason to want to secure that parking garage. not just generally, but specifically. and that's why they're using the breaching rounds. you know, they're going to contain it. they're going to sweep it. if there's anybody there, they're going to deal with it. >> jim, stay with us. i want to bring in mark

clackton, retired nypd detective. you and i spoke earlier today, and talked about how people are processing the grief, the devastation that's happened there. and now they're dealing with this, the potential threat. your thoughts as you hear how this is developing? >> it's a continuation in the minds of so many of the police officers who are responding. and have to pay attention and focus on this. it's a continuation of, you know, like when will it ever end. but i have to remind everyone, that even in the midst of all of this stuff -- >> mark? >> -- they will deal with their grief and pain, they have to be as thorough as possible. they'll have all the necessary resources that they need in order to, you know, investigate any threats, any allegations, anything of that nature. the same commitment is maintained for safety of the city and the citizens. they will grieve and have an

opportunity to bury their colleagues and get back to policing. >> marq, can you stay on the phone? i want to go to nbc's jacob rascon who joins us now around the corner from the garage. i understand you have new information there, jacob? >> well, chris, for the first time we've able to go live. because where we were directly behind the parking garage, dallas pd were asking us not to have any live feed. so right now we're just going to show the officers directly behind me. but where we were when we arrived a half hour or so ago around the corner, as we arrived, we saw officers with their guns drawn. they told us to turn around and park across the street, which we did. we got out and walked toward the parking garage where we saw inside the garage six or seven officers in their tactical gear walking with -- >> i'm sorry, i'm going to have to interrupt you, jacob. i apologize. stay tuned. because richard lui also has new information.

richard, what are you seeing? >> as you're getting information from jacob, we're hearing from the police department, according to their twitter feed directly, they said officers completed a manual search of that parking garage adjacent to the headquarters, attached to the headquarters. and they're saying no suspect has been found. as you were reporting, they were looking for a suspicious person. they're also reporting here, chris, that as a precautionary measure, that they're now deploying a secondary search. that secondary search will involve a canine unit. a potential one or more dogs there. and this, again, after they're saying the first sweep, a manual search, systematic search as they have called it, has yielded no suspect as of yet. chris? >> thanks very much. jim cavanaugh, let me go back to you. obviously that would be good news if the threat either never existed or at least they don't see anything imminent or immediate. but will they stick to that parking garage, and what will the secondary search look like?

>> well, yes, they'll use police canines, various canines, tactical canines assigned to tactical teams. and there's patrol canines. they'll be using dogs like that to sweep, trying to find a human. they'll be doing, you know, extra sweeps rather than just a visual sweep. bushes, any hiding places, really doing a real thorough job. you know, but it's -- if they had a lot of specific information, chris, it doesn't really make you relax if they don't find anybody right there. if there was someone on foot. because they could have gotten out of the parking garage. if it's tied in with any other specific information, then it's still an issue that they've got to deal with, because the person could be in the area. now, you know, you're sitting there, i was the assistant agent in charge of that division just a few blocks from where you're sitting, and you know how dense that downtown is.

and a pedestrian, you know, if they move out of your sight for half a block, you know, they could be gone. and so they're going to have to do their sweeps. they're going to have to recheck their information. recheck their intelligence. go back with those detectives, making everything work, put out any lookouts. they're going to have to double up their patrols, their foot patrols, motorcycles in the downtown area, because, you know, if the intelligence is specific enough, it's a cause for, you know, alert, and a little bit of aggressive searching in the near future here. >> yeah. however emotionally and physically tired they are, there is much work to do. no doubt about that. i want to go back to jacob rascon. he's around the corner from that garage. have you seen any sign that there's a relaxing of what's happening there? what can you tell us there, jacob? >> so when we arrived, chris, we're not pointing our camera down there, again, just in case,

because initially they said that they didn't want any of their activities near the garage shown. but when we arrived, you had officers with their guns drawn. it relaxed a little bit minutes later. as we walked to the garage, we were able to see the six or seven officers in tactical gear. now we have units coming our way. we'll show that. we'll step out of the way as they do this. they told us to make sure and be out of the street in case they had any of their vehicles that were needing to come by. but as you heard the news inside the officers in tactical gear that we saw, have completed their manual search. they're now bringing canine units inside so that they can do a kcanine -- they can do a secondary search. this is, as you can tell, a canine vehicle. you can see the canine there on the side of the car. we've seen so far, by the way, since we're looking that way, we are about five minutes away from the shooting scene. you're looking at downtown dallas, of course. and we're about two blocks away

from the police department. the people we've run into around here have been, one, a family from dallas who showed up with flowers to place them at the memorial as the police were turning the cars around. and curious residents who have come up. as far as information about what's actually going on inside, we're getting the same information as everybody else from the twitter feed. they've completed that search. we were watching as it was happening. we were not allowed to do any live feeds just in case. we watched as the officers and their tactical gear, following the tactical vehicle, were conducting the manual search. that is over. now we have a canine secondary search. and we're still asked to stay where we are. and to not have any live stream of the activity around the garage. the officers' conduct has not really changed in the last 20 minutes. it was most tense right when we showed up when i said officers had their guns drawn. five, ten minutes later, it was clear any activity was inside of the garage.

and still we have officers standing outside of their cars. they look a little more relaxed than they were when we got here and they do not have their guns drawn. chris? >> jacob, thank you. still with us is marq claxton, a retired nypd detective. anything you want to add to what you imagine is going on inside that garage? and around police headquarters right now, marq? >> no need to even validate the information that has come forward. i'm sure they're in the second phase right now. also reminding each other, be mindful sometimes individuals will decoy you to one area to take attention away from another area. if you're working on limited resources, you want to make sure that you kind of double down. just like jim was indicating, you have additional resources there with the federal authorities alongside local police departments. so it's just continued vigilance. and during the most difficult times for them.

>> it's worth reminding people that it was only 48 hours ago that the parking garage was the scene of the horror that happened here, the shooting of those innocent officers, and the taking of their lives. and as the department moves forward, as someone who has dealt for so many years both in the field as a plor and now working with the alliance, i would think it would be very important for them to -- for the leadership of the department to have a constant assessment going on, to make sure that people who are out in the field, and who are dealing with this are prepared to do it. i mean, everybody's feeling the effect of it. but as we've seen from past incidents like this, some more than others. >> well, absolutely. and most major departments, i'm sure dallas included, has some version of the crisis management team. they have available psychological services, grief

counseling is available. the challenge in law enforcement and policing is the individuals availing themselves of those services if they need it. a lot of police work and a lot of the emotional toll is internalized and manifested in many different ways. as i said, part of the democratic is because you really can't take off -- the police can't shut down, the police department can't shut down, you can't stop being introduced into most dangerous situations. and it's difficult when you feel, and you realize, and you've had an opportunity to witness the vulnerability that you have as a police officer on the street. it's a difficult time, a challenge for everyone. hopefully along with the community support, the department itself will be diligent and providing whatever services are necessary to help them heal. >> marq, thank you.

i want to set the scene for people who may just be joining us. there was a report that someone had gone into the garage. we know that there have been threats against the department. s.w.a.t. teams were brought in. there was a locked door. there was some conversation about whether they would have to blow open that door. they have cleared that garage which is attached to police headquarters now and are going in for a secondary search. let's get more from nbc's tammy leitner. what are you seeing there? >> the last five or six minutes they've been using a police helicopter, flying overhead about a block radius. we know that they searched on foot and they cleared the garage. they didn't find any suspects. they then did a secondary search. they sent canine units in. we knew they used their bearcat s.w.a.t. vehicle to go around the perimeter of the garage. this all started just over an

hour ago. really, what triggered our attention was that their s.w.a.t. car went by and police cars started going by. everybody seemed to be focused on this parking garage which is owned by ibm and leased to the dallas police department. they use it to park their police cruisers, undercover vehicles and personal cars. you have to have a police i.d. to get into this garage. it is secure. but officers took up position in the back of the police departments focused on this garage. they've been suited up in tactical gear. they've been using their bearcat s.w.a.t. people as i mentioned. it appears they've cleared it twice and now they're using canine still and police helicopter overhead. >> and i was there where you're standing earlier today. there is a lot of emotion there. a lot of people were crying. what was the reaction of the people who had come there to pay their respects and to grieve, to all this chaotic activity? >> you know, chris, i don't

think a lot of the people knew what was going on. this is over to the east of us, about a hundred yards. i can see the parking garage from here. not that big. the areas they've closed off, the perimeter they've set up is really to the east of us, and behind us. so people, to give you a live look here, you can still see people out here paying their respects. and people have been trickling in, coming and going the entire time we've been out here. there has not been a heavy police presence where the media is camped out outside of police headquarters. there are a few police officers at the front door of police headquarters. but other than that, they're mostly down the block about, as i mentioned, a hundred yards or so outside of the parking structure. >> thank you so much, tammy. i know you'll keep us up to date. once again, we're going to continue to monitor this situation. there was concern that someone who could pose a threat had breached the parking garage there at dallas police headquarters. they completed one search.

we have been following this breaking news. i'm chris jansing from dallas. it is intense. there has been a search of a police garage attached to the police headquarters. that's the place where so many people have been going to pay their respects, where there is this memorial that sprung up. it was believed someone who posted a threat may have breached that garage. they did a search. they cleared the garage just a short time ago. and now canine units are inside. the s.w.a.t. team's finished. the canine units are in there doing a secondary search. there's a helicopter overhead that's looking through the neighborhood to see if possibly somebody got out of that garage. but right now they have cleared that area. we're going to continue to

monitor that situation at dallas police headquarters, as well as a vigil that's going on in dallas' klyde warren park to honor the five fallen officers. among the victims, a 14-year veteran of the dallas police force, married to a police detective, and dad to a 10-year-old daughter and 8-year-old son who now will have to grow up without him. castro, a member of the dallas police department called arns his good friend. they trained together. officer castro, thanks for being with us. first of all, i'm so sorry for your loss and what's happened to the city and your department. now this tonight, you must have thought, you've got to be kidding me. >> first thing that crosses my mind is not again. not again. immediately, you know, everything you went through, you know, on that night, is all over, coming all over again. the emotions. and the phone calls start coming

in. but all we can do is keep praying that everything turns out out all right. >> i thought to myself, another parking garage, come on. >> and thankfully so far it's looking like it's going to be okay. you know, we've just got to keep praying that everything's going to turn out all right. >> i assume that all of you know, and it's been obviously widely reported, that there are unfortunately horrible people out there who have been threatening the police. how do you feel? how are you dealing with emotions on top of emotions? >> the human emotion comes. you go through the anger, the sadness, the -- you go back to being upset and angry. and at the end of the day, though, we all put that vest on and we put the badge on. just like on that night, we go out there and we serve and protect those individuals that are using the right to say, hey, we have differences, and they may not like the officers. but our dallas police officers

are the finest in the nation and it showed on that night that they're willing to give their lives to protect them. >> i've been reading about your friend. one of the really good ones. tell us about him. >> lorne and i, we go back. i was fortunate enough to watch him grow per se inside the department. you know, when he was a rookie. he came on and right off the bat, we knew that he was going to be a good officer. and i remember him going through the process of, you know, getting to know the system and how things work. and we were in a drug squad. we had a drug team in southeast patrol at that time. he always told us, hey, i want to be part of it. i want to be part of it. he worked hard. he worked hard to be in the group. and little by little, he got off training. i got him when he was on little t, little training, where you get to ride with a regular officer. you're no longer being graded and you're just there as a

partner now. you're truly a beat officer. and little by little, you know, you see them grow. i want to make sure you know how to do this, handle these situations. >> sounds like you were proud of him. >> very proud of him. he had what it took. >> and a big guy. 6'5", 300 pounds, former semi pro football player. but i read a story in the "washington post" about how i think it was one of those drug deals, he chased down and caught one of the suspects. he was fast, too. >> he was. he was. i mean, very athletic. you would be amazed. even the suspects themselves would be amazed, like, man, i can't believe he caught me. people would come to the scene and say, man, i've never seen anybody move so fast for his size. but he was one of the special ones. he was one of the special ones. >> two kids. 10 and 8 years old. who now will go through the rest of their lives without their dad. i heard he was a great family

man, too. >> he was. there's two sides to every officer. there's the officer, and then the father, the husband, the brother, the family man. and something i can say about lorne is he never did anything to disrespect his wife or his children, or shed any kind of bad light, you know. you don't see that much these days. he loved his kids. he loved his wife. an unconditional love for them. i was proud, and i was happy for him. that's all i can say is he was one of the good family men. >> how did you hear about what had happened? apparently he had gone into surgery. he actually was transported to the hospital. but after surgery, there was a complication. he went back in, and apparently by the time his wife got there, he had passed. >> right. when i got to the hospital, i

was there within minutes. and right away i'm trying to figure out, obviously there was chaos. the hospital was preparing for more people to arrive. i'm looking for dpd officers. you know, d.a.r.t. officers were there already. the officers that i did find weren't sure what was going on. i'm not sure who it is, i'm not sure who it is. so i come around the corner, and i see one of the commanding officers, and he had that look. he knew lorne and i were really close. and he had that look. and i was like, who is it? and he just kind of grand me by the shoulder and said, it was lorne. you go through that state of like, no, it can't be him. i ran back to the front desk and i said, i need the name of the dpd officer right now. who is it? he kind of just grabbed me and said, hey, it's him. i said, have you seen him?

have you laid eyes on him? to confirm it's him? he said, jaime, it's him. immediately you start praying. in disbelief. i wanted to be by his side. i said, i need to be there. i don't want my bud to be there alone. and obviously those are things that you just can't control. it was tough. it was really tough. >> what will you miss? >> him having my back. he was one of those guys, just to keep it short, the minute i knew he had what it -- he was past his training. so we're sitting in the bushes, believe it or not, conducting surveillance on these drug dealers. and this is going to be his first raid where we're going to be leading the charge, him and i. and i tell him, hey, you stick with me. you don't run anywhere. you stand behind me. and i'm leading the charge. and, you know, just stay by my

side. and it's dark out there. and he kind of just taps me on the shoulder and goes, i've got your back, brother. i'll take a bullet for you. i knew at that moment he had what it took to be a good office ever. he understood the camaraderie. i knew he was part of the family at that point. understood what it took to be a good dallas police officer. >> we've heard all these stories about how the officers were are talking to the protesters. and doing great community policing. and then running toward danger. would it surprise you that he was that guy? >> no doubt. in doubt. once i started seeing the videos, there was no doubt. i was like, there's no doubt lorne -- that's lorne, and lorne's leading the charge. there was no doubt. he had those officers' backs.

he had the citizens' -- he-one of those guys that i don't care what beliefs he had, he was going to do everything he could to make sure you went home before he did. >> have you had a chance to talk to his wife? >> i have. and she's hanging in there. she's been strong for her kids. wonderful woman. i can't say -- i saw her go through the department as well. >> she is a detective. >> that's correct. wonderful, wonderful woman. wonderful mother. she's holding up. she's being strong. >> how do you go forward? how do you go to work? how do you face the day? >> it's tough. it's tough. i've lost other friends in the department. i'm going on 19 years in the department. you put that uniform on, and you can't help but to think of those officers. you know, you remember their legacies. all you can do is honor them by

we've been following breaking news, a tense situation at dallas police headquarters, where someone appeared to have breached the garage. there was a search by s.w.a.t. teams. they did clear the garage, and now with canine units, have a secondary search going on, including a helicopter overhead. we have two reporters on the scene. they will keep us posted as that situation develops. in the meantime, tonight president obama is in madrid, spain. it's the second stop on his european tour. before returning to the u.s. a day early tomorrow, he'll travel here to dallas early next week.

earlier at a press conference before leaving warsaw, poland, thement was asked about the tragic events this past week. was asked to assess his legacy on race relations as president. he spoke at length about how he's tried to frame this issue as president. here's an extended portion of his remarks. >> the legacy of slavery and jim crow and discrimination didn't suddenly vanish with the passage of the civil rights act or the voting rights act or the election of barack obama. things have gotten better, substantially better, but that we've still got a lot more work to do. and that as was the case with the police task force that we set up, that i've tried to encourage people to come up with practical concrete solutions, that can reduce if not eliminate

the problems of racial bias. and if my voice has been true and positive, then my hope would be that it may not fix everything right away. but it surfaces problems, it frames them, it allows us to wrestle with these issues, and try to come up with practical solutions, and that that perspective may lead to continued improvement. so that not just malia and sasha, but their children can experience a country that is more just. and more united and more equal. and that's not going to happen right away. and that's okay.

planted in fertile soil that have sadly been drenched with the blood of black men and police officers? >> well, i think that what we're seeing is dealing with the questions and criminal justice that had not been addressed, that are now being addressed. we, with the president's commission and the recommendations, they came out which frankly we're hoping congress and others take action. you have the criminal reform bill and other things that would legislate. you know, i grew up in the '60s and turned to my adult years in the '70s. and it was a volatile period. but it was out of that era we were able to get the civil rights act and voting rights act. and those were even more volatile than now. now is a very tense situation. and i think the president is

right. out of this tension, we must strive to have concrete change. what people are saying is they want real change. not just talk, not just a lot of drama, but real change. and i think that it is upon us as well as those in office to make sure that that's where we push for and not just go to the next episode. >> well, as you've pointed out, you know, there's this task force on 21st century policing, and the president said today that he's going to call that task force back to the white house. but as we've seen in the past, as you well know, criminal justice reform, that has not gone through congress, other issues dealing with the proliferation of guns, dealing with mental health issues, time and again congress has tried to address them. nothing has happened. we saw this sit-in that happened in the house of representatives. i thought it was interesting, al, that earlier today i

interviewed two members of congress, african-american member of congress and a white member of congress, and i asked them if they thought this time after what's happened over these last days, things might be different. the white member of congress said yes, that congress might get something done. the african-american member of congress said realistically, i don't know if this will change anything. what do you think? >> i think the difference is, and i've been involved in many of these fights, the difference is we're now in an election year. and members of congress are up for reelection and for election. it's not just the presidential level. but the congress, people that will vote on criminal justice reform, police reform, and on gun reform. and i think that sometimes there is a difference, particularly if they see the public aroused around these issues, that they have to choose because they have

to deal with the politics of just a couple of months away. and i think that the president using his bully pulpit to keep drumming these issues before the public that we need a solution, and the public demanding a solution in a political climate. we're a week away from the republican convention starting. and then the democratic convention. in a political climate, some of those that have been inflexible might have to adjust because their own constituents are demanding we can't see this continue. >> there are critics who say, you know, talk is great, but we've been talking for a long time and we still don't see change. how do you see the conversation? and there's no doubt that this has touched a nerve in the country, the videos, the unbelievable realness of what we saw in the video, what we saw

here on the streets of dallas, has a visceral effect on people. is the conversation different today than a month ago or a year ago or five years ago, al? >> i think the conversation has changed because people are now sitting and seeing this. this is not whether they believe in civil rights leaders, this is not whether they believe in politicians. they're looking at it. and they're saying, this is absolutely grotesque. this is not what this country should be about. and i think that has changed the conversation. but even then, they're saying, we want more than a conversation. we want solutions. and they cannot justify, members of congress that are running for office, they can't justify that they're not coming up with solutions, that they won't vote on legislation or recommendations, and even have any of their own. they have played the obstruction card so far.

i think now, as they face election, and face these videos and the horrific acts that have happened the last week, they're going to be forced to move forward, even if they come with some alternative proposals. they're not going to get away with just a conversation. and had they not just tried to get away with that before, we would have already made that change. so i think the ground is fertile. the question is whether we will plant real seeds to grow in that ground or not. and i think the voters have a lot to say about it. and i think the president using his bully pulpit can keep this front and center. that is where change happens. and i think that we are on the brink of seeing if we as a nation can do that. >> we will hear from the president here in dallas early next week. reverend al sharpton, thank you so much. >> thank you. >> remember to tune in tomorrow morning at 8:00 for "politics nation" where the reverend will

we're back live in dallas. we have another update on the parking garage search near the dallas police department. let's go to msnbc's richard lui. >> we're getting the information from the dallas police department. they are reporting now that the search has concluded. they are reporting within the last five minutes that they have concludesed the first and second floor searches. that second scanning and search by the canine unit. after an initial search. after the first two levels were cleared, they then let us know that the third level has now been cleared. and in fact, what was said by the chief of police there, chief david brown saying, great job by

were here blocking it have turned off their lights and left. we asked one officer for confirmation. he said, yes, all clear. we just want to show you where we were, and what we were seeing. over here, this structure here is the parking garage. and there is some sort of fencing there. but you can see through it. and we were standing over here looking inside. this on the very first floor is where we're seeing the six to seven officers in tactical gear, moving with the tactical vehicle in formation, searching for this suspicious person that they thought might be in there. clearly, as you know, and as we've seen from dallas pd and their twitter account, they have cleared first, second and third floor, which is actually a roof area, and have found no suspicious person, or packages at all. they have now left, the police cars have also left. but right when we arrived here, an hour ago or so, it was very
