the president is set to deliver remarks at an interfaith memorial service. he'll also meet with family of the victims and local law enforcement. former president george w. bush will also speak at that service. former first lady laura bush and vice president joe biden will be in attendance. the dallas police department will get a major helping hand from neighboring arlington p.d. which is working in conjunction with the secret service. dallas police chief david brown said the department is fatigued after the last few days and doesn't want something to go wrong during the visit. this as hundreds gather to hold a candle light vigil in dallas to honor the victims. nbc's sarah lazar yo is in dallas with the latest this morning. >> betty, president obama cut his europe trip short to come here to dallas and today he's faced with yet another daunting task of talking to the nation after another senseless act of violence. with the city still heartbroken and many on edge support for

dallas police keeps pouring in. >> brent thompson was my friend, and i loved him. >> reporter: hundreds paying respects to the five officers killed and nine others injured. those in uniform putting their lives on the line to protect others. this tribute just blocks away from where micah xavier johnson carried out his killing spree, in cold blood, firing rounds and taunting officers, admitting his hatred for cops. >> this person had some delusion. this person also was very committed to killing officers. >> reporter: an emotional turning point for dallas police, now focusing on laying their own to rest while investigators sift through 170 hours of body cam video, 300 witness interviews and johnson's personal arsenal to get answers. after johnson was killed by a police detonated bomb robot. >> this wasn't an ethical dilemma for me. i'd do it again. >> reporter: president obama once again will be standing behind a pulpit, his remarks on the heels of two caught on

funding, let the cop handle it. not enough drug diction funding, let's give it to the cops. here in dallas we've got a loose dog problem. let's have cops chase loose dogs. you know, schools fail. give it to the cops. 70% of perpetrators being raised by single women, let's give it to the cops to solve that as well. that's too much to ask. policing was never meant to solve all those problems. >> meanwhile chief brown had a message for black lives matter protesters. >> become a part of the solution. serve your communities. don't be a part of the problem. we're hiring. we're hiring. get off that protest line and put an application in. >> the man who shot and killed two court bailiffs in a michigan courthouse has been identified as larry darnell gordon. a sheriff's deputy and a citizen were also injured.

officials say gordon was being escorted from a holding cell to a courtroom when he grabbed an officer's gun. the 44-year-old was shot and killed by officers arriving on the scene. his ex-wife says she spoke to him sunday and was quote, shocked when she heard the news. >> all he wanted to do was get home to our baby girl and to me. he wanted to try and reconcile. i don't want the press to paint a picture of him as some angry, violent person. nobody knows the truth because they weren't there. they don't know why he was in jail because they weren't there. >> police records show gordon was in jail on two counts of criminal sexual conduct. he was also facing charges of kidnapping, assault with a deadly weapon and domestic violence. after weeks of stalling as he sought to transform the democratic party's platform

senator bernie sanders is expected to finally appear alongside hillary clinton and endorse her as the democratic party presidential nominee. both candidates are attending a morning rally today in new hampshire, where sanders won by double digits. it has been over 35 days since clinton became the party's presumptive nominee. after getting concessions from the party on issues like likeate change, the minimum wage and the death penalty, sanders looks to make good on his promise to help defeat donald trump. meanwhile a federal judge ruled in favor of an anti-trump gop delegate. he filed a suit saying he should not be bound to vote for trump at next week's convention, despite his initial pledge to do so. that decision could have massive ramifications next week when an already unruly delegation may look to wage a convention fight in a bid to deny trump the nomination. but for trump, it remained business as usual yesterday. he's positioning himself as the law and order candidate, as the veepstakes shifts into high gear. nbc's katy tur has more.

and good morning, in the upper midwest some frightening weather to show you.

this scene out of minnesota looks like something straight out of the scene of "wizard of oz." a barn in rich field is taken right up into that tornado. in nearby watkins more debris flung as another twister barreled through. police said it was the worst damage in over a decade. some of the damage quite extensive. another problem much of the state of minnesota is seeing right now is flooding. you can see that on our map here. these pink colors indicating four to locally ten inches of rain. all of that coming in a short amount of time. it's about a 200 mile stretch from eastern minnesota through wisconsin, and of course with that you have flash flood warnings. so anybody that's going to work here this morning, if you see water on the roadway, you do not want to drive through it. we see too many deaths from that each year. that cluster of storms now moving towards chicago. meanwhile the northeast still enjoying a comfortable day today. sunshine, temperatures in the 80s here for this afternoon. check this out. 84 in new york city, which is spot on to where you should be for this time of year.

88 in d.c. but the heat is building to the west. temperatures in the 90s. and that heat wave will be entering the east coast coming up here later this week. now i want to show you some pictures from manhattan. this happened last night, it happens twice per year in new york city. it's when the sunset aligns perfectly with the street grid in midtown manhattan, 14th, 23rd, 34th, 57th street. you can see a few traffic disruptions out there as people are taking pictures. it was a spectacular sight. the clouds looked like they were going to put up a little bit of a fight but at the last minute. >> it's so gorgeous. i've been out there one of those people standing in the middle of the street and people are not happy about that. especially the taxi cabs. get out of the way! thank you, in about 24 hours great britain will have a new prime minister. theresa may, britain's current home secretary, declared victory after her single challenger andrea leadsom dropped out yesterday. >> we're going to give people more control over their lives.

nomination. she said he's quote absolutely the best of the bunch. absolutely. there is no contest as far as i'm concerned of those that are out there right now. meanwhile, bloomberg news now reports that trump is eyeing newt gingrich for a top national security post should he become president. when asked about the news, gingrich said, quote, i know nothing of this. republican senator ben sass continues his strong assault against donald trump's nomination, publishing a lengthy post on medium, and making a veiled case for delegates to vote their conscience at next week's rnc convention. he's telling delegates to choose someone, quote, trustworthy as the nominee. jeb bush had some strong words for what he's calling trump's tragic campaign. here's what he told msnbc contributor nicolle wallace. >> trump, you know, to his credit, was very smart at exploiting these kind of opportunities. he's a master at understanding how the media works. more than anybody i've ever seen in politics. and kudos for him for kind of

creating the environment, and then manipulating the environment to his effect. >> the house oversight and judiciary committees asked the justice department to investigate whether hillary clinton perjured herself when testifying before the benghazi committee last october. the chairman of the committees allege clinton lied when addressing the e-mail controversy last year. meanwhile, intelligence head james clapper has denied speaker paul ryan's request to withhold classified briefings for clinton after ryan attempted to block clinton from receiving those intelligence briefings. and that is your morning dish of "scrambled politics." all right, 21 minutes past the hour, in washington, i am joined by politico reporter daniel lipman. good morning. how are you? >> i'm doing all right. let's get into trump, first of all. he is touting himself as the law and order candidate. will this be viewed as what's needed to calm the tensions right now? or just an attempt to capitalize off of the recent unrest following police involved shootings? >> no, i think he's always kind of tried to capture the moment,

and put himself forward as the best person to, you know, speak to the american people about what they want, and i think there's a lot of uncertainty in this country that he views as advantageous to himself to take advantage of. because, you know, with lots of -- you know, he feels like he can speak to the worries that a lot of americans have about what's going on in the country. >> but for a candidate who is quick to get into a twitter war of words, per se, can voters trust him to be a law and order candidate? >> well, at least he hasn't been under investigation by the fbi like hillary clinton. >> that is a point. >> so that's one thing that he has going for him. >> true. >> but he's also a guy that would tell protesters that he liked them to be taken off in stretchers at his rallies. but i don't think police usually counsel candidates to say those types of things. and so, he kind of has that going against him. and he's been, you know, linked to the mop in terms of some of

his real estate dealings in new jersey and other parts so that's kind of -- that doesn't look good for him in terms of being the law and order, you know, criminal justice candidate. >> all right we're going to shift geers now to bernie sanders. he's expected to endorse hillary clinton today. will he truly get behind her as a candidate or could this get a little awkward as we see both of them together? >> you know, maybe it's kind of a, we've been waiting for this moment to happen for months. >> we have, 35 days. >> it's like waiting for godet. where you kept waiting for the train and it never came. now the train is finally coming. so i think it's going to be a signature moment for bernie and hillary, because there are millions of those bernie bros and other supporters who hillary really needs to get behind her, to actually win against trump. and so, i think he'll be hitting the campaign trail a lot, and, you know, be great voice for hillary. >> is he going to have to be really convincing, though, in what he says, and just his actions today, and going forward
