doesn't have the judgment, the temperame temperament, the understanding to occupy the most powerful position in the world. >> president obama taking the war of towards the next level and donald trump following suit hitting back at obama and hillary clinton saying she is not fit for office. and for the first time a gop congressman said he will vote for hillary. let's start with president obama and donald trump speaking at exactly the same time today but this time it was the president who grabbed the headlines. only one place to start right now, our intrepid white house correspondent chris ken welker. kristen, the president's remarks last week he went after trump in the convention. >> the president was fired up, he was somewhat emotional about

this in his delivery. he said frankly donald trump is unfit to serve as president in another instance, citing his garbled response between russia and ukraine. the president said he's woefully unprepared to do this job. he also said that while he faced off against john mccain and mitt romney he disagreed with them on various issues but he never thought they were unfit to serve as president. he went after republican leaders and all of those republicans who have endorsed donald trump and said how can you essentially be denouncing what he's saying and supporting him? he framed this as an issue as a future for the republican party. we anticipate that president obama is going to be a frequent presence on the campaign trail me s he's already appeared with secretary clinton but once we get to the fall he is going to be an even greater presence. let's listen to more of what he

had to say. >> bauds a lot of people depend on the white house getting stuff right. and this is different than just having policy disagreements. i recognize that they all profoundly disagree where myself or hillary clinton on tax policy or certain elements of foreign policy but, you know, there have been republican presidents with whom i disagreed with but i didn't have a doubt that they could function as president. i think i was right and mitt romney and john mccain were wrong on certain policy issues, but i never thought that they couldn't do the job. >> kristen, are any democrats that you talk with or the white house, are they concerned that this could backfire that maybe republican voters who were on

the fence will be driven toward donald trump? >> there's not a whole lot of concern about that, kate, and here's why. look at president obama's approval rating. 51%. his highest since his second inauguration, the clinton campaign thinking he's an asset and they think he is essentially one of the most effective attack dogs along with someone like senator elizabeth warren so they don't think he has to stale back his rhetoric, they think it's appropriate given the level of the controversy we've seen unfold over the past five days but certainly kate that's something the white house and clinton campaign will be aware of. they're making the calculation that he helps and come september and october you'll see president obama on the campaign trail quite a bit and today we got a preview of what we can expect to hear from him. >> kristen welker, that you can. it didn't take long for donald

trump to respond to the president. let me bring in katy tur with trump in virginia. once he stepped off the stage he told a local affiliate that president obama has been one of the worst presidents in our history. he also said "for him to be calling me out is almost an honor because he truly doesn't know what he's doing, he's a truly weak president." he also released a statement to the press. "they have betrayed our security and workers and hillary clinton has proven herself unfit to serve in any government office. she's reckless with her e-mails and regime change and reckless with american lives. so donald trump forcefully coming out against not only president obama for what he was saying about his fitness for office but also against hillary clinton and he has been trying to reframe this argument against

hillary clinton over and over again, she's been facing a bit of backlash for his khan comments, now from one of his closest advisors and surrogates chris christie saying his criticism is inappropriate. that's a hung thing because chris christie has been unfailingly supportive of donald trump. this is the first break we've seen him make with donald trump on rhetoric since that time so he's facing a growing amount of bash lash that isn't going away and that's partially because the khan family isn't going away, unlike judge curiel, a federal judge and overseeing the trump university case, the khans are able to come out and speak about this issue over and over again. that being said, i spoke to a number of supporters in virginia about whether this shakes their support of donald trump and they said absolutely not. there's literally nothing he can say or do that will make them question whether he will vote

for them in the fall. >> katy tur, thanks so much. i'm joined by the managing editors of bloomberg politics co-host of "with all due respect" mark halperin and john hielman. we can't recall a time when a sitting president has said someone who might be a successor is unfit quote/unquote to hold the office, i feel like we've said again and again almost every time i talk to you buys how unusual this election cycle is, how do you read what happened this afternoon. >> he famously doesn't love politics as much as governance but president obama is a great fingertip feel politician and he sees the dilemma republicans are in and he's trying to drive a wedge and make it difficult for republicans whether they stay supporting donald trump or move away from him and i think he used -- knowing his comments

would get a lot of attention addressing the situation with donald trump and the khans, donald trump and his knowledge of russia policy. he used the moment to shine a light on where democrats feel they can maybe break the back of the republicans by forcing them to choose with no easy choice. >> you can see he's at an official conference with the prime minister of singapore. any concern it crosses a line to be at an official presidential event and be playing politics? >> i think there will be slight concerns of that kind but it's the case the president has moments where he has to react to the situations that are unfolding in front of him and to me everything mark said i agree with 100% but it tells you something about the profound resonance of this controversy over the khans in particular. when donald trump made the

comments he made about judge curiel, it was a same kind of moment and put republicans in a similar bind you heard democrats said it was ridiculous that paul ryan could call the comments racist and maintain his endorsement for trump. as bad as those comments were, these comments seem to go further than that in terms of what's within the acceptable bounds of our discourse and all democrats now and a lot of republicans recognize that this genuinely is new territory in terms of how potentially combustible and problem mat what i can donald trump has done in combination with a lot of things he said this week and you see i think the president not only has the fingertip feel for politics but also the fingertip feel for how con flikted republicans are and what they think about donald trump and their heart of hearts and he's trying to drive that home and make this a crisis of conscience for them as much as a crisis of politics. >> one of the other instances in the last 24 hours, last night, mark, donald trump called hillary clinton the devil and

then today some democrats said to my colleague kelly o'donnell it's a first sign that trump is unkravling. that's what democrats are saying, what are you hearing from republicans? do they think the campaign is unraveling? you keep saying the word conflicted. how are they reading this? >> well, they're concerned about the khan thing and wish it would go away. they wish donald trump would say something more explicit along the lines of what many other republicans including mike pence have said to put it to bed. because this is summer, we don't have the house house of capitol hill, most of these members can run and hide. you've seen very few members respond to this on camera. most of them i think are hoping to let the republican primaries, ten states still have primaries play out so members don't have to choose between the trump loving base and the more general election electorate.

it's deep concern about the fact that donald trump since the convention ended has lost every news cycle and lost them badly. >> and kate just to be -- just i think the other thing that's true is that the word unraveling is a democratic talking point. it went out widely and every democrat you've heard on television anywhere today has used it. that doesn't diminish the power of it and i think there is to a lot of republicans there is no trump campaign that's unraveling. what they're concerned is that donald trump himself is unraveling and there are a lot of republicans who are concerned increasingly that whether -- some people say he has mental issues, he has stability issues, that he's so incapable of controlling his own impulses and getting drawn into fights that he has no reason getting drawn into and across these lines that people are now having kind of fundamental concerns about his -- not just his character but as i say his kind of -- his mental and emotional stability

heard director comey say and i thank you for giving me the opportunity to in my view clarify. director comey said my answers were truthful and what i said is consistent with what i have told the american people that there were decisions discussed and made to classify retrotively certain of the e-mails. >> she says the e-mails were classified retroactively but here's what comey said after the investigation was complete. >> seven e-mail chains concern matters that were classified at the stop secret special access program at the time they were sent and received. those chained involved secretary clinton both sending e-mails about those matters and receiving e-mails about those same matters. there is evidence to support a conclusion that any reasonable person in secretary clinton's position more to the position of those with whom she was corresponding about those

matters should have known that an unclassified system was no place for that conversation. >> so james comey there, kristina saying this was top secret information not retroactively classified but at the time it was sent or received? >> but i i have this what was helpful was the testimony he did before congress two days later where he clarified that statement to say those e-mails he is now saying he believes were classified were not marked classified and he made that very clear in the hearing. >> he said some of them may not have been marked? >> what he clarified was that there were three e-mails marked classified but they were mismarked and he said no reasonable person would have understood those cob classified. the other e-mails he is asserting were classified that hillary believes were not were not marked as classified and he went on to say no reasonable person would know they were. >> let me make sure i understand

this. you're arguing -- secretary clinton would say she would insist she never sent or received e-mails classified at the time even though the director said that at his press conference. >> yes, and it was further clarified at a hearing that was helpful for people to understand the issue better that the e-mails that were marked classified were mismarked and he said no reasonable person would understand them to be classified? >> were mismarked at the time? i don't recall him saying that. >> the three e-mails marked classified were misclassified. the 110 e-mails he is saying were classified we have maintained were not classified and hillary went on to explain that she received e-mails from 300 people who were experts in foreign policy in classification, they did not believe the e-mails were classified nor did she. >> why not just own what the fbi found? why not just say yes, i made mistakes, there were things sent about received that were

classified it shouldn't have happened, period, end of story, why try to frame it as she did on the sunday show? >> because she wants people to understand that she takes the issue of classified material very seriously. so what's important is she has said many times and you heard her say this on sunday it was a mistake, she should haven't set up her e-mail system this way. she wouldn't do it again, she wants people to understand that but she takes the issue of classified material seriously and handled it appropriately. >> but it creates a talking point for the republicans. we heard donald trump say it today, we heard republicans of all stripes saying even now she's not just owning up to what happened. >> i think she has owned up to it, she's taken responsibility and said that was mistake and she would not do it again and i think what's important is what the fbi director said is there's no basis to go forward with this case that this issue is closed? >> criminally. this is coming as clinton deals

with trust issues. there's a recent cnn poll that found 68% of americans say she's not honest and trustworthy. how do you get that number up if people still have this perceptions but that she's not fully being truthful? >> last week we had a great convention in philadelphia. you saw speaker after speaker get up and talk about the hillary clinton they know. her values, her life long fights on behalf of children and families and she herself talked about what she cares about, what she's fought for her entire life and what she'd do as america's president. that's important for her, listen to people, share with them her experiences, her values and talk about the real difference she would make in their lives. >> kristina schake with the clinton campaign, good to see you, appreciate your time. coming up, fighting the zika virus. we head to florida where health officials say one square mile in north miami is too dangerous for pig are women.

an unprecedented travel warning in effect for parts of miami after more cases of the zika virus were confirm there had. the cdc telling pregnant women to avoid miami's winwood district amid growing concern the virus will continue to spread. a total of 14 cases have been confirmed in southern florida so far. kerry sanders is in miami for us. what do we know? >> it's unprecedented. it's not just pregnant women but women who want to conceive or even men who are planning to have children with their wives or girlfriends because zika can be passed sexually as well so you're finding that this news is out there but a lot of people are not paying close attention because this is a popular place for people to come as tourists and complicating the matter is the breeding of mosquitoes. mosquitos like to breed in standing water. well, it's miami, it's summer. we have daily rains and as i

look down here, this is the water that left here in the street from the rains literally in the last 20 minutes. we had a burst of rain here. each day it's a new fight to try to get rid of mosquitos. they're sweeping the water, using biological agents to kill the mosquito larva. the whole idea is to stop these mosquitos from going from this one square mile known as winwood. of course mosquitos bite people. you may get zika, it's in your system and you don't know it. you travel somewhere, a mosquito bites you, it picks up zika and it can pass it on. so health authorities are watching very closely to try to contain this before it becomes a wider spread problem.

e-mail to nbc that she registered no party affiliation in florida. she's leaving the republican party because of donald trump. i mention it because, ron, you went on an epic twitter rant yesterday on this subject. here's one of the tweets that caught our eye. you wrote "i'm a conservative first, gop second, yet i'd never leave gop because of trump. my 30 years of activism worth more than that. yours, too." are you saying sally bradshaw is jumping ship? >> i think people like sally bradshaw -- i certainly understand the frustration with donald trump. we've seen many opportunities that donald trump has passed up around and self-inflicted wounds since he became the nominee for president of the united states. that having been said, you don't have influence within the republican party if you quit. inspe independents can't vote in the republican primary, you can't run as a republican candidate for office and now is the time when we immediate all good

conservatives to be in the republican party because it's not just donald trump on the ballot this november, there are literally thousands of great republican candidates for all types of offices up and down the ballot and if people don't turn out and engage in this election by contributing their time, money or vote, those republican candidates will be left hanging and we'll have a situation going forward where lots of bad ideas are put into action because of who's at the top of the ticket. the party is bigger than donald trump and it's important for people to understand that. >> i know you're not a trump supporter. if you stay in the party, are you tacitly supporting donald trump? a guy who i don't think you personally want to win the presidency. >> well, i think people who are involved in the republican party, whether you're a member of the party or supporting the party are helping all the party candidates. in san diego county we have 987 elected offices give or take. half of those offices are up for election. local government has a

tremendous impact on people's quality of life. we can't let those great republican candidates on the ballot be overshadowed by people's decisions as it relates to one candidate running at the top of the ticket. the party is bigger than that and so many offices are so important for people's quality of life that we need everybody to be engaged so while i understand ms. bradshaw's frustration, i think she's making a mistake and should rejoin the republican party. >> republican congressman richard hanna is the first congressional republican to publicly say he plans to vote for hillary clinton. he's not up for reelection. i wonder how you gauge what's happening. john mccain, for example, after what happened with the khans put out a statement. a blistering statement but still supporting donald trump. is it a matter of who has the political courage? can a person who's up for reelection vote for clinton and survive? >> i don't expect to see a lot of republicans voting for hillary clinton but what there is a danger of is republicans not engaging at all.

staying home, not contributing to the party or the party's candidates in the ways they otherwise would because of the conversation dominated at the top of the ticket. i think donald trump makes a mistake by taking the republican base for granted. yesterday he said people who don't like him have to vote for him because of the supreme court. well, there are other options beyond voting for him that he needs to understand right now 64% of self-identified conservatives according to one poll supports donald trump. that's 18 points below where mitt romney was at this point four years ago. that's a serious concern because our team, if it's not united behind a candidate and everybody's not on that team and engaged it opens up the door to the democrats, not just for the white house but always way down the ticket as well. so he has a lot of work to do in order to build this unity which is still evasive within the republican party. hillary clinton has problems, too. right now republicans, we have to deal with this issue right now and that is to make sure

that republicans even if they don't like who's at the top they should help to support other great candidates we have running for office. >> what's your reaction to president obama's comments, ron, a couple hours ago saying trump is unfit to be president of this country? >> well, i think if you take those comments in the broader context, president obama is trying to interfere with this election and i don't know how much he's going to be able to do that at the end of the day because he's a polarizing figure himself. he'll have the most influence on democrats and democrats are supporting hillary clinton but he sees there is some division among republicans that donald trump continues to say weird things and republicans are asked by the media to respond to that. there are 22 republican senators up for reelection and all of them were called by one reporter asking them to respond to this khan issue and only one republican u.s. senator up for reelection this year would respond to that reporter. donald trump needs to not say

things and do things that put other republican candidates in a tough spot. president obama is a smart man he's going to do everything he can to elect hillary clinton and drive this type of narrative using the pulpit of the white house. i don't know how much of an impact that will have but he's doing everything he can to see hillary clinton is elected president and donald trump should not open the door for more episodes like this by what he's saying for being off message. he has tremendous assets at his disposal. most americans trust him more than hillary clinton on issues relating to the economy and confronting isis, he needs to focus on that, put his smart phone down and focus on the messages that will work for him and other republican candidates. >> thanks for your time and perspective. >> you bet. coming up, the u.s. launches air strikes against isis in libya, marking the beginning of a month-long mission to defeat the terror group's stronghold in the north african country.

u.s. defense officials telling nbc news there has been more air strikes against isis targets in libya today. the air campaign in libya began monday in support of libyan government forces attempting to drive isis from the city of cert. let's turn to chief pentagon correspondent jim mig th miklas >> drones were launched against seven isis targets in two days. in terms of u.s. air strikes, this was small potatoes. that i took out a tank and two other vehicles and one rocket launcher but this was an important mission to undertake, sending a signal not only to isis there in libya but to the

libyan people and those fighting isis in the other part of the country that the u.s. into this game for the long haul. now the u.s. military was ready to launch these strikes, wanted to several months ago but there was no viable reliable government there in libya to back up anything that the u.s. wanted to do so they had to wait for months for the government to get its act together and, in fact, most of the so-called government forces that have been attacking isis fighters there in the coastal city of cert are actually militia members. libya itself doesn't really have a military right now following the fall of moammar ghadafi some time ago. but this according to u.s. officials will be an ongoing operation as required and only at the request of the government because after all this cannot be

made to look like a u.s. military operation. it has to be a libyan government operation even though the u.s. military is carrying much of the load, kate. >> jim miklaszewski at the pentagon, thanks so much. >> okay. >> this just in, more fallout surrounding donald trump's response to a military family. new jersey governor chris christie who, of course, is in charge of trump's transition team, just responded at a press conference moments ago speaking about what donald trump has said about the kahn family, let's take a listen. >> i'm a father and i cannot imagine the pain of losing a child under any circumstances. and for mr. and mrs. khan, the pain of losing their son while defending our country is unfathomable and i think it gives them the right to say whatever they want. >> in that press conference, christie did not judge what donald trump did or did not do, said he would keep his counsel to donald trump private. when we come back, another trump

. allegations of inappropriate behavior against roger ailes are entering into the political debate. in an interview with "usa today" donald trump defended ailes. he was asked what if someone had treated his daughter ivanka the way ailes allegedly behaved and his response was "i would like to think she would find another career or find another company if that was the case." this morning trump's son eric trump tried to clarify his father's statement with this. >> what he's saying is ivanka is a strong, powerful woman. she wouldn't allow herself to be objected to it and by the way you should certainly take it up with human resources and she definitely would as a strong person. at the same time i don't think he would allow herself to be
