candidacy. reading from a telepromptier trump hammered hillary clinton and the tax system and he used the address to repair a fractured relationship with house speaker paul ryan and republicans. at times trump playing fast and loose with the facts. more on that in a moment, but after a rapid drop in the polls trump is returning to the issue that he must win, must win big if he has any shot in november. trump leading clinton on the economy by four points in our newest poll, but she is closing that gap. trump's address today was a trump call for a massive overhaul of the u.s. tax code full of tax cuts and tax breaks. >> i am proposing an across the board income tax reduction. we will eliminate the carried interest deduction. my plan will also help reduce the cost of child care by

allowing parents to fully deduct the average cost of child care spending from their taxes. no family will have to pay the death tax. >> and we should note that death tax is how critics refer to the estate tax. some added drama today as a group of protesters halted trump's remarks more than a dozen times. through it all trump appeared to keep his cool. katie this was a very different donald trump, another reset, is this the pivot that republicans have been hoping for? >> reporter: i don't think you can say it's the pivot republicans have been hoping for because they've been hoping for it quite some time now. they've seen these sorts of pivots in terms of having a good day with a policy speech where donald trump sticks to his notes or the prompter as he did today only to say something a few days later or that day even that sets

off alarm bells within the gop but it is a hopeful sign. donald trump was trying to reassure republicans he could get back on track talking to the detroit economic group here in detroit and trying to reframe the issue of his candidacy in a jobs way saying hillary clinton is the one responsible for leaving a city like detraoit in the state it's in now and he's going to renegotiate trade deals and reform regulations and reform the tax plan to create more jobs. he's in line more with paul ryan right now when it comes to that going up to 33% for his top tax tier rate as opposed to 25%. i spoke to an economists that said that would go a long way in reduce the deficit that he would create in the tax plan but what he needed to hear today is how trump would reform entitlements

and get back on track with social security and medicaid and if he wants to repeal obamacare what would he replace it with. it was a hopeful sign for many but not that one that totally heals all wounds. after this speech a letter came out with 50 republican national security experts saying that donald trump was unfit to be the american president. >> katie, we'll have more on that part of it in a moment. i'm joined first by a former cbo director economic advisor and mccain campaign economists and nbc news reporter. doug, first to you, the pluses and minuses you see a completely different economic plan today. >> i wouldn't say it was completely different. i was looking for version 2.0

famous term when she accidentally told the truth and said she wanted to raise taxes on the middle class. >> i'm telling you right now we're going to write fairer rules for the middle class and we are going to raise taxes on the middle class. >> she was saying aren't. it's consistent with everything she said before. mark, that is again what they -- what the trump people keep repeatedly claiming, they made the ad and they're not going to back down and neither is he clearly. >> they undercut a lot of the speech. when you read the prepared remarks so much was detailed and there were footnotes and then you had that right in the middle where it's clear we did our digging and spoke to language experts that hillary clinton was saying aren't instead of are and then you end up sticking that in the much it detracted from

everything. politics is a game where people have fibs and you make unfair hits but when you have something like that that's been discredited news organization it does discredit everything else you have to say. >> steve, let's talk about his claim that hillary clinton is the candidate of the past. your take on this speech, was it forward looking or was it also in the past? >> well, i first want to say i think donald trump has some points to be made here about the issue of the effects of trade and displaced workers in this economy and perhaps the failure of both parties through the bush and obama presidencies to deal with them. at the same time when i read this speech it seemed very inak nisic to me, talking about an economy that restores auto and steel jobs, it made me wonder whether or not he wanted leave it to beaver to be back on prime time.

i think that's an economy of the past. i did a word search and read the speech i didn't see the word technology or internet or value added which is something economists talk about which is moving up the chain of producing better and higher goods which is what america's done. there is displacement and pain but there's a give and take in trade and that conversation is not being had. the other thing you find is that america is more efficient for the competition we have and it would be great to have a sober conversation on trade rather than one that tugz on the heart strings. >> he ignores what the obama administration did for the auto industry. it was controversial at the time but they have done a bailout if you will of the auto industry that argue bli worked. >> auto jobs increase in the wake of nafta for about six years.

it's around 2004 where we start to lose the auto jobs and it crashes down around the remission and michigan and the united states have had auto job growth under the obama administration. you've had jobs leave michigan not for mexico but for other parts of the united states. there's union and cost issues and automation issues and it's interesting to think about are we going to get rid of the robots and higher people. i've never seen that happen in the history of man kind. >> doug, let me play what trump has previously said about raising taxes on the rich. >> do you believe in raising taxes on the wealthy. >> i do. i do. including myself. i do. >> do you want taxes on the wealthy to go up or down. >> they will go up a little bit. for the wealthy i think it's going to go up and you know what, it really should go up. >> but now he's cutting taxes on the wealthy. >> if you look at this as a policy speech it's a hot mess

and you give up because he's saying we're going to tax those carried interests but the rate is lower than the rate at which they're being taxed so he's cutting the tax. you could go on. i think the right way to look at the speech is imitation is the greatest form of flattery and this is just like a clinton speech. he's got blue collared workers who are anti-trade and immigration and establishment republicans, got to make them happy, let's talk about taxes and regulation and exploiting energy. everybody wants him to talk about how horrible hillary clinton would be. he's spent a lot of time doing that. the speech makes sense politically but not policy wise. >> one thing we should not ignore is what warren buffet said last monday in omaha, i'll show you my tax returns if you show me yours. i'll meet you any time, any place. mark, we've never had a president of the united states not mitt romney or any president

not release any detail on his taxes. >> the downside is it allows your opponents to define where this is the reason why you're not showing tax cuts, do you have ties to the mob or ties to russian interests. people get to make their own narratives. har harry reid was making things up about mitt romney. what struck me was the aupdienc of the speech today, it was almost a chamber of commerce group, they applauded a lot of the tax policy and lower rates there and some of the digs on hillary clinton received applause but they sat on their hands on the part where they was talking about trade and being against tpp and trade agreements and you can see that part is not being received that much among republican economic elites. >> thank you all so much. later in the hour we will hear from a top clinton campaign

i'm andrea mitchell in for chuck todd. that was hillary clinton today responding to donald trump's economic speech. clinton will be speaking tonight in florida. kristen this is her pushback and she has to explain her own program which has changed significantly since she started compromising with bernie sanders during the convention. >> that's right. first the pushback she's hitting donald trump on this area of the economy. this is one of the few areas where he continues to show some strength. she is arguing his economic proposal would provide tax breaks for wealthy americans would costs taxpayers money and would cost jobs. she points to a study which shows that donald trump's tax policy could cost as many as 3 million jobs. listen to more of what she had to say. >> here's the deal, he can't

escape the math. math can be kind of inconvenient if it doesn't add up the way you want it to, and economists left, right, in the middle say the same thing, that donald trump's policies would throw us into a recession. the last thing we need. >> reporter: as you point out as secretary clinton has revised some of her policies including calling for broader changes to univsities making some public universities free for some americans. how she's going to pay for that, the clinton campaign says she's going to scale back tax breaks for wealthy americans and large corporations but there is some concern that could add to the debt. that's the challenge for secretary clinton. she is getting a bit of a bounce in the polls though, a number of them including in some critical battle ground states showing her opening up double digit leads. >> a noisy rally as they get

middle class. >> i'm kind of surprised you're asking the question. you have hillary clinton putting out a plan which really most independent people have looked at and have found that whether mostly independent budget scorers have looked at her plan and found she essentially pays for all her new investments, she does have a major infrastructure

and the make it in america manufacturing plan, she does have a robust college plan to take debt off people and off borrowers and refinance debt and to make tuition free for middle class families but she's put forward very specific plans, a sir tax on millionaires, people making over $4 million, she's reducing the deductions to 28% for the most well off americans. she has put forward as you said there an exit tax, so companies leaving who never paid their fair share would pay more. i think when you look at her plan you see a plan that is responsible and paid for even though it is robust in its investment in jobs and wage growth here in the united states. now compare that to donald trump. both the tax foundation and the tax policy center often disagree, both said his tax plan would add 10 trillion to the debt. >> he cut back somewhat today.

>> i'm glad you raised that because i think that that is smoke and mirrors. the important thing he said was that he was going to allow anyone with business income to pay 15%. so if you want to look at how donald trump says one thing and does another, he said i'm going to get rid of carried interest and go after those hedge fund managers. they pay 23.8%. so he's really gone after them under his plan because they have business or partnership income. they paid 15%. when he says he's cracking down, he's going from 23.8% to 15%. over half the richest americans get business partnership income so this lowering the rate to 15% is not about -- is not designed to help that small business owner. it is a huge, huge tax break for the most well off and the one number that should get everyone is that we know that most of the

wage gains have gone to the top 1%. yet, his tax cut plan, at least from the first version, the top 1% got more than almost the bottom 90% combined. that's doubling down on trickle down and income and equality. we'll see how his new and old plan compare but if it was an olympic race for who had the tax plan that would cause the most income and equality, i would say it would be a tight contest for the gold between trump one and trump two tax plans. >> how comfortable are you with hillary clinton abandoning tpp and rejecting the trade deals that her husband and a bipartisan group in congress you helped fight for back in the '90s. >> she has a test and the test is whether it's going to be good for jobs here in the united states and she's looked at tpp and does not feel it meets that test. i further add that we as progressives have a very clear
