vulnerable congressional candidates. the letter claims every dollar spent by the rnc on donald trump's campaign is a dollar of donor money wasted. rnc communications director sean spicer posted to twitter that any suggestion the committee is reallocating its resources is not true and trump refuted that letter last night. >> i'm the one that's funding. i'm the one that's raising the money and other people are getting to use the money that i raised. i'm putting up money for my own campaign. there's actually if you think, sometimes somebody will say we're not going to support trump. they're not going to support because these are not the people i want. >> a new suffolk university poll shows donald trump in a statistical tie with hillary clinton in iowa. trump leads by just one point in the poll, 41% to 40%. and nbc news/"wall street journal" mshs mar istz poll showed clinton up four points earlier in the week. still 53% of iowans believe clinton will ultimately win and while ultraconservative congressman steve kaine praised

earth shaking. you've got to get your people out to vote. and especially in those states where we're represented. i'm having a tremendous problem in utah. utah is a different place. is anybody here from utah? i mean, it's -- didn't think so. we're having a problem. >> bill clinton, by the way, was in utah yesterday. he spent last night fund-raising in park city. also last night politico reported an alleged emergency meeting to take place between trump and republican officials in orlando today. the unnamed source said the trump campaign asked for the meeting. quote, they finally realized they need the rnc for their campaign because, let's face it, there is no campaign. republican officials pushed back saying it is a routine planning session in a battleground state. trump's adviser adding i don't think this would pass the onion standards of journalism. trump stopped at the notion at this campaign needs the rnc saying it's the other way around. >> they just put out a tweet

saying it's untrue. and i mean, if it is true, that's okay, too. because all i have to do is stop funding the republican party. i'm the one raising the money for them. in fact right now i'm in orlando, i'm going to a fund-raiser for the republican party. so, if they want to do that, they could save me a lot of time and a lot of energy. >> donald trump is accused hillary clinton of sleeping through the benghazi attack. now he seems to be expanding on that idea, that she lacks the stamina to be president, first in an interview with -- >> you do -- you follow her, just follow where she goes. and you know, she'll -- she'll see -- she'll make a short speech off a tell prompter. and then she goes home and goes to sleep. i tell you, she is -- she is dangerous. her speeches are so short, though. they don't last long. you know, they're like ten minutes, let's get out of here.

destinations. police say several bombs were detonated using cell phones and at least one was hidden inside a potted plant. the explosions come during a holiday celebrating the thai queen's 84th birthday. authorities suspect the attacks were coordinated in an attempt to undermine the country's military government and are not related to recent terrorism attacks elsewhere around the world. 77 a mississippi woman has been sentenced to 12 years in prison for trying to aid isis. the 19-year-old pleaded guilty in march after being arrested last august while trying to board a flight bound for istanbul with her husband. authorities say the couple was seeking help traveling to syria and ended up contacting undercover agents. young gave her family a handwritten farewell letter of her intent saying that she was not planning to return. sentencing for her husband is scheduled for the end of the month. the obama administration will divert $81 million to the fight against zika. the move comes after congress failed to pass a funding bill before their break. in a letter sent to members of

congress, secretary of health and human services silva matthews burrell says without the added funds money to fight zika would run out by the end of the month. this all comes as florida announces nontravel related zika cases have increased to 25. officials believe active transmission in the state is contained to an area less than one square mile in miami-dade county. still ahead on "way too early," a husband speaks out after his wife is accidentally shot in a training exercise went terribly wrong. the question remains how did real bullets end up in a gun that should have been loaded with blanks. plus, the feds give a little but not much when it comes to federal restrictions on marijuana. those stories and a check on weather when "way too early" comes right back.

investigations. meanwhile the victim's grieving husband, who witnessed the shooting, is speaking out. nbc's kerry sanders has that story for us. >> we were married 55 years. >> reporter: gary notten, mourning the loss of his wife mary. on tuesday, just moments after this photograph was taken, he witnessed in horror as his partner of 55 years was shot to death by police officer lee cole. he was role playing as a criminal. >> i was maybe ten feet away. and watched her get shot. >> reporter: tractageic accident happened during a shoot, don't shoot citizen's academy class like this one where the gun would normally be loaded with blanks, marker rounds. but how could real bullets end up in the weapon? experts say a revolver like the one used in the florida tragedy, should have been equipped with sizing collars to prevent live ammunition from being loaded. >> if the collars were inserted in the revolver, only the

training am mission, marking or blank would be able to fit into that firearm. >> reporter: officer cole now on paid administrative leave has faced controversy before. he was investigated for an arrest last year when a man was mauled by his police dog for about two minutes. he wasn't sanctioned, but did receive additional training. cole, and his police union, did not comment, but mary nolton's family still forgiving. >> people make big mistakes, and they shouldn't have to live the rest of their life. >> hmm, that was kerry sanders reporting. the federal government is refusing to soften its stance on marijuana announcing that it would remain on the list of most dangerous drug. the decision comes despite laws in 25 states and washington, d.c. that have legalized pot for either medical or recreational use. senator bernie sanders, who called for an end to federal pot prohibition during his campaign said decriminalizing marijuana is key to criminal justice reform. he tweeted, keeping marijuana in

quickly now the ground is saturated. so that problem is going to get worse during the day. the other story is the heat and humidity. the humidity is in place and now that some of the thunderstorm are over with the sun is going to beat down and heat this humid air mass up. we have excessive heat warnings for new york city and philadelphia. this is the first excessive heat warning in new york city in three years. so it's kind of a big deal. this is where you start to worry about the health influences of the really poor air quality and how hot it's going to be anyone loses their air conditioning is going to be problematic especially for the elderly. heat advisories from boston, baltimore, washington, up through the capital district and albany. that's where it's bad. the heat index over the weekend will feel like 100 plus all the way down through the mid-atlantic coastline here. we're going to see the worst of it i think saturday is still going to be the peak day. it's that going to make much of a difference. 105 in d.c. today. saturday 108, sunday 107. what a weekend. easily when you factor in the temperature and the heat index the hottest weekend of the

welcome back to "way too early." time now for sports. another day of olympic competition, and another day of history defining moments in rio. the united states' simone bielgs has solidified her position among the greatest athletes on earth with a commanding victory in the women's gymnastics all-around final. biles earns the gold medal finishing with a lead of 2.1 points over the silver medalist teammate aly raisman. while the pair sat behind russia at the midway point the americans came charging back to finish one and two in the event for just the second time in history. the u.s. has now won four straight women's all-around gold medals. and if you want a sense of just how dominant simone biles was, her merger of victory was not only the biggest ever in women's

gymnastics it's larger than the margins of victory from 1980 to 2012 combined. and golf made its return to olympic competition in round one of the men's tournament in rio yesterday and great britain's justin rose made history. rose sank a hole in one to eagle the 189 yard par 3 4th hole. the first ace in modern golf history. rose would go on to finish the first round at 4 under in the fourth. in for fourth, he's four strokes behind australia's marcus fraser who leads the field after shooting an 8 under 63. the united states has extended its lead with 38 total medals. 16 gold, 12 silver and 10 bronze. china remains in second with 30 total followed by japan and russia. and beginning at noon you can watch all the action of the rio olympic games right here on msnbc. that's followed by our regularly scheduled programming starting at 5:00 p.m. eastern with "meet the press" daily and chuck todd.

happened, i mean i got to be honest with you, the media is so busy lying about donald trump, it's like they don't have time to tell the truth about hillary clinton. >> in another story we're following this morning the extremely bumpy ride for passengers on board a flight from boston to sacramento last night. jetblue 421 -- 429 excuse me was diverted to rapid city, south dakota, at around 7:30 local time after hitting heavy turbulence. the airline released a statement saying 22 passengers and two crew members were taken to a local metropolitan to be treated for minor injuries. according to the hospital they were all released early this morning. this is how one passenger described it, quote, suenly the plane dropped and anything not fastened down flew into the air, including laptops and soda was sprayed on the ceiling. the airline says a replacement aircraft is en route to rapid city to pick up the stranded passengers. but just a scary story there, betty. >> absolutely. time now to turn to business. u.s. markets are set to open in a few hours with all three major

indexes at new record highs. cnbc's louisa bojesen joins us now live from london. all right, what has pushed these markets to these new levels yesterday? >> lord knows. everybody's saying the correlations are gone. we don't know why we continue to hit these new all-time highs. but there's definitely momentum there. and the momentum by the looks of things is set to continue. looking at the futures for today we are pointing higher also on the u.s. market open today, but again, dow s&p and nasdaq all at these historic highs on the close for the first time since 1999. we had upbeat corporate results. we have oil prices that continue to rally as well. they were up something like 4% overnight after the saudi oil minister hinted at possible action in order to stabilize prices. today, looking ahead you've got the retail sales data out for the month of july. that's going to be really interesting to see how strong the u.s. consumer is and whether or not that part of the economy is holding up. we're anticipating a reading somewhere in the region of plus

time now to get a check of the weather on this friday. meteorologist bill karins is here. we've been talking about the olympics. i don't think you get a gold medal for this forecast. >> hazy, hot and humid, the three "hs." if it's not that it's raining because it's so humid. this is the rain and the fear we've had going into this week was that this situation would take place in northern louisiana, and all through areas from new orleans, all the way to new iberia. we're going to watch this area, numerous flash flood watches that are up. our computers are estimating that we could get additional 10 inches of rain. this is on top of areas that have already picked up half a foot. maybe storm totals above a foot in some areas. that's going to lead to some pretty significant rises on the rivers in this area and a lot of

this area is swampy anyways. let's talk about the heat. these numbers are pretty staggering. heat advisories and warnings in 17 different states. 75 million people under advisories from texas and louisiana and sleeve port back up through the northeast and he we had in all the big cities and high population centers that number really jumps but dangerous cities in this weekend. it's going to last through sunday, tuesday is when our heat wave will finally be ending in this region. the reason it's so hot and humid close to bermuda high sits off the coast just near bermuda and just pumps the air right up the coast. florida weather, heads northward. now the florida weather is all the way up here through southern new england. and this is where people just aren't quite yet used to it as they are in the south or in the deep south. so temperatures themselves, this isn't earth shattering. not even record breaking. it's going to be very hot, mid 90s. when you add in the high humidity levels we get the heat index, when it jumps to 105 to 110 as we go throughout the max afternoon. this is in the shade. if you're in the sun it feels

unfortunately it has happened again. a horrific accident at a u.s. amusement park. the third one in less than a week. this time, though, a 3-year-old boy plummeted from a wooden

roller coaster at a theme park about 50 miles east of pittsburgh. nbc's blake mccoy has details. >> just after noon thursday, excitement turned into panic when a child fell from a roller coaster at the idlewild and soak zone theme park. in ligonear, pennsylvania. >> this child on the ground, did you move him? >> the 3-year-old said to be alert and talking when he was airlifted to children's hospital in pittsburgh. the accident happened on the rollo coaster ride. it requires a child to be at least 48 inches tall but only 36 inches if they ride with an adult. how the boy fell out is unclear. >> our rides are inspected daily and we're not going to go into that right now. but safety is always our number one priority. >> reporter: the accident, on the 78-year-old wooden coaster, comes just days after three girls were injured on a ferris wheel in tennessee when the car they were riding in turned over. sunday a 10-year-old boy was killed in kansas while riding what's been billed as the
