northern california destroys nearly 200 homes. now authorities have arrested a suspected arsonist, who may be behind many more. it is 5:00 a.m. on the east coast, 2:00 a.m. out west on this tuesday, august 16th. great to be with you, i'm frances rivera alongside lusz burgdorf. we begin with the clock certainly ticking. we're just twelve weeks out from election day 2016 and yesterday brought another donald trump campaign. for a speech on foreign policy trump likened the battle against radical islamic terror to the threat of communism during the cold war. according to "the new york times," trump policy adviser steven miller, quote, portrayed the terrorism address as a road map with more detailed speeches to follow. much as was the case with the republican nominee's speech last

police protocols so they can figure out the warning signs for radicalization that may be happening in their communities. donald trump is trying to expand his base with this, hoping that a vast majority or a majority at least of americans will want to give up some civil liberties in order to protect themselves. right now he is sliding in the polls, especially in battleground states. this may be the start of that much-anticipated, and long-awaited pivot. but frances, it also might be too late. >> all right, thank you very much. our katy tur reporting. trump is returning to wisconsin where he'll be holding a campaign rally and also a pair of fund raisers. >> speaking before trump's event yesterday hillary clinton took on her opponent's foreign policy plans while trump pushed back in his address. >> sometimes he says he won't tell anyone what he'll do because he wants to keep his plan quote, secret. and then it turns out the secret he has no plan.

the united states of america has -- now don't cheer, just listen -- has known less or been less prepared to deal with our national security than donald trump. and what absolutely amazes me, what absolutely amazes me, that he doesn't seem to want to learn it. this man is totally, thoroughly unqualified to be president of the united states of america. this guy's shame has no limits. he's even gone so far as to ask putin and russia to conduct cyber attacks against the united states of america. he's even showered praise on saddam hussein one of the vilest dick taters of the 20th century. he would have loved stalin. he would have loved stalin. >> vice president biden getting heated there.

donald trump to the right and on the heels of hillary clinton's op-ed in a salt lake city newspaper, donald trump is following suit with one of his own. well clinton in her piece discussed religious liberty, and invoked her shared work with former governor jon huntsman. and the warnings against trump from mitt romney and snowstormer senator larry pressler all mormons so trump is more like his standard stump speech slamming clinton for their approach to tax policy, radical islam, also illegal immigration and the death of police officers in dallas and baton rouge. on to religious liberty he writes quote barack obama and hillary clinton have tried to undermine our religious liberties on the altar of political correctness. they've challenged the rights of businesses and rnlous institutions to speak openly about their faith. undermining religious liberty has been a trend in the democratic party for decades. and new electoral college rankings show clinton projected over the threshold needed to win with 17 electoral votes still in

the toss-up column clinton is estimated to have 272 to trump's 190. now the republican nominee could sweep all of the remaining electoral votes and still come up short but president obama had a warning for democrats at a joint campaign fund-raiser with 60 donors on martha's vineyard yesterday. the president told the crowd paying to attend the $33,000 each quote if we are not running scared until the day after the election, we are going to be making a grave mistake. however, the president seemed comfortable with the state of the race saying, i don't have to make the case against her opponent, because every time he talks, he makes the case against his own candidacy. meanwhile, a campaign aide says trump and his running mate mike pence raised $1.5 million at a fund-raiser last night in evansville, indiana. >> now to a really tough situation in louisiana where the rain has stopped but search and rescue operations continue after historic flooding there. at least seven people are dead, though governor john bell edwards says officials won't
