rescued over the weekend and more than 11,000 spent time in emergency shelters. it has been converted into this makeshift shelter where people are staying and trying to learn more about whether their property made it through all of this. it is a desperate situation here. a lot of homes are not dofred by insurance. the red cross is saying it is the worst flooding disaster since super form sandy. i have to ask, how hot is it down there? >> they expecting more rain today. it is not expected to add much to the flooding but, yes,

i'm sure they are pushing krocl to a thousand. a shelter has over a thousand people in it and we anticipate the number to have rise. >> if there are thousands where are they? are they in the homes and outer regions? >> some people wloz homs hadrn homes are flooded, they just can't get out. they rescuing them around the area. mb toful people leaving their personal votes and get people's pets out. >> if that's how it's hping.

p it's boats? >> we are using boat and high water vehicles. in some areas high water vehicles and boats in others. >> do you have enough shelters for everyone? do you have the capacity, where will you take them? >> we are only reaching about a thousand right now at the shelter. we have a very big facility. we have the capacity to house people. this is where we will do so. so as things unfold our unified command will determine the best rout to take. >> is there an offense you can do right now as you prepare? >> i'm not sure what you mean. >> in terms of there's potentially more rain. should you doij something? are there actions taken care of

investigators have arrested a man on suspicion of arson in the wildfire that devastated a rural pocket of northern california. the fast-moving sblaz now 20% contained. it had already ripped through 4,000 acres in the small town of lower lake, california. wiping out much of the town's commercial district and forcing thousands to flee from their homes. nbc's joli kent is in lower lake with the latest. what can you tell us about this arrest? who is this guy? >> reporter: good morning. his nam is damin pashilk. 17 counts of arson is what he is charged with. a resident of lake county. the residents found out last night. like you said, the breaking news is a fire is 20% contained.

which is good news. the air certainly smelling better here. less of ash this morning than yesterday. but so many homes destroyed. 175 commercial properties. residents, cars, completely blown out and melted down. and this is an area of california that really has been lucky in years past. last year, during the third worst fire in california history, this town was spared. fast forward 12 months and that is not the case and the reason is arson is so important and the charges significant to the community is that the community is looking for answers. they had major wildfires and minmy minor fires on the anniversaries and bringing question to the table for officials. so right now, 20% contained. the winds not picking up this morning and this suspect damin pashilk is scheduled to appear

donald trump heading to wisconsin to court voters there, plagued the campaign all along. this time there appears to be signs of party unity. governor walker said he'll attend three of the four events today. a week ago they skipped the trump appearance in green bay over not endorsing paul ryan in the primary. wisconsin was also home to one of trump's worst losses to ted cruz in the republican primaries. walker says trump needs to stay away from petty politics and keep focus squarely on hillary clinton. >> if donald trump can keep the focus on her and give speeches like he gave yesterday where he clearly lays out a presidential approach as to how to address important issues like the security and safety of our nation, he can win. if he gets off on other issues, it's much more difficult. >> trump earned positive remarks for the speech on gove
