in recent days, across this country, i've asked the african-american community to honor me with their vote. i fully recognize the outreach to the african-american community is in an area where the republican party must do better. and it will do better. >> upping his outreach to minority voters, donald trump takes a what do you have to lose approach while courting african-americans. at the same time his campaign is sending mixed messages about his immigration plan.

the cleanup continues across louisiana after severe flooding. donald trump drawing contrasts with president obama after touring the devastation. and new details this morning about a suicide bombing at a wedding in turkey. what we're learning this morning about the young attacker. it is monday, august 22nd. good to be with you. we begin this morning with donald trump, struggling in the polls with minority voters, he crisscrossed the eastern part of the country. over the course of several speeches, he made a direct appeal to african-american voters. and though he's polling in single digits in key swing states he tried to grab once more the mantel of the party of lincoln. >> i'd like to address an issue of great and very deep personal importance to me.

no group in america has been more harmed by hillary clinton's policies than african-americans. if hillary clinton's goal was to inflict pain on the african-american community, she could not have done a better job. we reject the bigotry of hillary clinton, who sees people of color only as votes, not as human beings worthy of a better future. hillary clinton would rather provide a job to a refugee from overseas than to give that job to unemployed african-american youth in cities like detroit, who have become refugees in their own country. what do you have to lose? you're living in poverty, your schools are no good, you have no jobs. 58% of your youth is unemployed.

what the hell do you have to lose? >> the clinton campaign responded in a statement saying, in part, donald trump asked what the african-american community has to lose by voting for him. the answer is everything from a man who questions the citizenship of the first african-american president, courts white supremacists and has been sued for housing discrimination against communities of color. donald trump is also working to court hispanic voters with reports he may be shifting his prior mass deportation for undocumented immigrants. trump meant with his newly created hispanic advisory council on saturday at trump tower in new york city. three of the members of that group spoke with nbc latino after the meeting, describing trump as open minded, and saying he asked for their ideas, on how to address the estimated 11 million people in the country without legal status. they added they expect him to offer more details on his plan in colorado later this week. buzzfeed and univision reported that trump was planning to

reverse course on his immigration policy suggesting that he was open to legalization for undocumented immigrants. his campaign disputed that report. and a clinton campaign went after trump releasing a statement that reads in part, we believe the rnc official in the room, the campaign statement after the meeting, and the candidate himself, that donald trump's immigration plan remains the same as it's always been. tear apart families and deport 16 million people from the united states. that statement cites trump conversation with "morning joe" last november. >> how do you deport 12 million -- how do you deport 12 million illegal immigrants? >> you do it. because they're here illegally. you do it. >> are you going to have a massive deportation force? >> you're going to have a deportation force and you're going to do it humanely. and you're going to bring the country -- and frankly the people, because you have some excellent, wonderful people, some fantastic people that have been here for a long period of time. >> people will face ramifications -- >> people will leave. they're here illegally. >> how are you going to pay for this? >> it's very inexpensively --

tragedies, including the officer-involved shooting death of alton sterling, three police officers killed in an ambush and last week's devastating floods. after facing waves of criticism for being on vacation during the flooding, response president obama will now travel to the hard-hit area tomorrow. donald trump toured the flood damage on friday, handing out food and supplies, according to his campaign trump also donated $100,000 to a louisiana church. later on friday he criticized president obama's absence during a rally in michigan. >> it was actually incredible. the spirit of the people is incredible. the devastation likewise, they've never seen anything like it. but the spirit of the people is incredible, and honestly, obama ought to get off the golf course and get down there. >> and hillary clinton, meanwhile, has sent an e-mail to supporters asking that they donate to flood relief efforts.

in southern california all the evacuation orders for the blue cut fire have been lifted. and as of last night crews had around 85% contained. no deaths have been reported but according to officials at least 105 homes were destroyed. at this point the cause is still under investigation. and in northern california, evacuees are returning home after being forced out by the clayton fire. at least 189 homes there were lost in the flames and the fire scorched about 4,000 acres. >> devastation. there's only one place there and one place there left. everybody else is burned, gone. everybody else is gone. >> at this point investigators believe the clayton fire was sparked by a suspected serial arsonist by the name of damin pashlik. top u.s. health officials

are warning that zika could spread beyond florida into more of the continental united states. citing the recent historic flooding in louisiana national institutes of health director anthony fauci says it would be a -- wouldn't be a surprise if zika cases popped up in other gulf coast states. this comes as florida governor rick scott confirmed on friday that five people have been infected locally with the disease in miami beach, including three tourists. officials say this suggests the infected mosquitoes are now in the area which includes much of south beach, the cdc has issued a new travel warning advising pregnant women to avoid the popular tourist destination. zi zika has infected 36 people locally in florida mostly just outside of miami in the wynwood area although the cdc says that number is quote, undoubtedly higher. let's get a check on your weather now with nbc meteorologist bill karins. bill, what do you got in store for us here? >> nothing like they saw in phoenix. yesterday was a really significant dust storm that rolled through. they call his the haboobs, this

lasted a long time. there was no rain associated. just a wind storm that picked up the dust, right over the city, for about 45 minutes, shut down the airport temporarily. then it cleared on out and everyone took their hoses out to try to spray the dust off their paddios and cars. this morning, there's a couple things we're watching. this is not a big severe weather week, not a big flooding week thankfully. we're all done through that through the deep south. we are getting to the peak of our tropical season. we're quickly arriving there. we are watching a few areas out here. this is what's left of what was tropical storm fiona. now it's only a tropical depression. there's two other strong waves out here in the atlantic. this is the cape verde season. we track these as they move across the atlantic. these tend to be the bigger storms we get. both of those are supposed to stay out in the open atlantic. this one is down to a tropical depression and dopt look like it's going to cause problems in bermuda either the hurricane center with a new update takes it to the west side and loops it

london. hadley, some of those oil prices they've been surging over the past two weeks, so what changed this morning and are we going to see any difference at the pump? >> well, it's interesting if you look at what happened this morning the oil prices plunging at the start of trade today, and basically what we've seen of course is week-long rally coming to an end and that rally was what really pushed prices at the pump up about half a percent to $2.17 a gallon that's up 54 cents from this time last year one of the course big questions is why that took place today with the plunge in prices and one of the questions is whether or not all of that rally last week really will bring u.s. producers back to the foreground. now another story that we're watching of course is what's happening with pfizer the potential for a $14 billion all-cash deal taking place as early as today looking to buy this firm, a biotech company that has one of the most popular prostate fighting cancer drugs on the market it rakes in about $2 billion in sales per year so a big question whether or not pfizer will get that big deal done today. and all eyes on the federal

a top u.s. official -- health official is warning that zika could spread beyond florida into more of the continental united states. citing the recent historic flooding in louisiana, national institutes of health director dr. anthony fauci says it wouldn't be a surprise if zika cases popped up in other gulf

coast states. this comes as florida governor rick scott confirmed on friday that five people have been infected locally with the disease in miami beach, including three tourists. officials say this suggests infected mosquitoes are now in the area which includes much of south beach. the cdc has issued a new travel warning advising pregnant women to avoid the popular tourist destination. zika has infected 36 people locally in florida, mostly just outside of miami, in the wynwood area. although the cdc says that number is undoubtedly higher. in southern california, all of the blue cut fire evacuation orders have been lifted. and as of last night, crews had the wild fire 85% contained. no deaths have been reported but according to officials at least 105 homes were destroyed. at this point the cause is still under investigation. and in northern california, evacuees are returning home after being forced out by the clayton fire. at least 189 homes were lost in the flames as the fire scorched about 4,000 acres. at this point investigators believe the clayton fire was sparked by a suspected serial

arsonist damin pashlik. frances, it's been a very difficult summer in baton rouge, louisiana, to say the least, the city has seen a string of tragedies, including the officer-involved shooting death of alton sterling, three police officers killed in an ambush, and last week's devastating floods after facing waves of criticism for being on vacation during the flooding response, president obama will now travel to the hard-hit area tomorrow. donald trump toured the flood damage on friday, handing out food and supplies, according to his campaign trump also donated $100,000 to a louisiana church. later on friday, he criticized president obama's absence during a rally in michigan. >> it was actually incredible. the spirit of the people is incredible. the devastation likewise, they've never seen anything like it. but the spirit of the people is incredible, and honestly, obama ought to get off the golf course and get down there.

>> and hillary clinton, meanwhile, has sent an e-mail to supporters asking that they donate to flood relief efforts. let's bring in nbc meteorologist bill karins now with a check on your weather. bill, i really hope the people of louisiana get some better -- better weather here. >> they have. and they are going to get some storms in the forecast. actually bring you over to the forecast map. the front that went through the south has sagged enough that it is going to cause some additional storms today. so today this is a stationary front. little bit of rain, the flood threat is not completely over with. they did get a little bit of rain yesterday but they're not going to get like drenched. this takes us through the data. this is 5:00 p.m. on this map where you see the yellow and reds, these are the showers and thunderstorms popping up from houston, a few here in louisiana. but it's not going to be like horrendous. we will see additional showers and storms along the front over the next two days. so it's not out of the question to get some isolated flooding. but we're not going to see anything wideed very. you can see as we go throughout 5:00 p.m. tuesday, there are isolated showers and storms in southern louisiana. the rainfall totals over the next three days don't look, any isolated cell that can produce more widespread, not much.

this is a half inch and a quarter inch of rain over the flood region over the next three days. if we actually get any flash flooding this week we have to watch tuesday night into wednesday, some heavy rain could develop from the des moines area just north of kansas city, north of st. louis. this could possibly be around two inches of rain. that would be tuesday night into wednesday. so the forecast for today, we're getting rain that's going to be exiting the boston area. even have some pretty strong storms around 2:00 to 3:00 a.m. this morning. that is leaving. even though you have a rainy morning out on cape cod, there's the scattered storms in the south. and we had one of the best august weekends you'll ever see in the ohio valley, and the great lakes. that air is finally making it to the east, so enjoy this today. a little break from your summer humidity and heat. i know it's 88 in atlanta but it's going to feel like mid 80s. great in the shade today. same for charlotte, raleigh to richmond to d.c. to baltimore right up into new york city. that forecast of the lower humidities will remain with us for a couple days. the temperatures will creep up on to tuesday into the mid 80s. and then we'll watch 86. tuesday morning, could be in the 40s in some spots in areas of

games set for tokyo. frances. >> all right, louis, thanks. now we turn to that tough story out of turkey where more than 50 people are dead and nearly 70 others injured after a child suicide bomber detonated an explosive at a wedding in southeastern turkey near the syrian border on saturday. turkey's president erdogan says the bomber was between the ages of 12 and 14 years old. and that isis extremists are most likely to blame. reuters report it happened near the end of after a traditional wedding party actual ri henna party where wedding guests have their hands and feet painted. the attack comes amid ongoing tensions following last month's failed military coup. joining us now from london with more is nbc news correspondent kelly cobiella. good morning. those images so tough to see coming out of there. >> they really are, frances. and just the details of this attack, as well. more violence in turkey over the weekend. turkey's president, of course, blaming isis for sending this young suicide bomber to a kurdish wedding party saturday

night. the blast ripping through an outdoor celebration in gaziantep in the southeast near the syrian border. the party was just ending, the guests still dancing in the street when the bomb went off. this morning the government says 22 of the victims were children under the age of 14. most of them ethnic kurds. at funerals on sunday people shouted shame on you erdogan, voicing their anger at turkey's president. the nato ally has been under attack from isis militants and kurdish separatists for over a year now. there was, of course, the gun and bomb attack in istanbul's ataturk airport in june, the still reeling from that failed coup attempt last month. 340 died during that violence. and more attacks targeting police and soldiers last week. president erdogan vowing to fight on to continue fighting isis, saying security operations are already under way. frances? >> can't get over that 22 were
