you both so very much. that does it for us. for this edition of "andrea mitchell reports." as the president begins his tour of louisiana. stay with us for more coverage of president obama's visit to baton rouge. stephanie rule is up next right here on msnbc. stephanie. >> thanks andrea. i'm stephanie rule, that is president obama moments ago, air force one touch down in louisiana, he is now leaving the airport to tour that flooded area. he's expected to spend the day there and in comes four days after donald trump visited the area, made a donation, saw victims of the flood, donald trump who was very critical of the president for not being there as well. take a look. >> the spirit of the people is incredible, and honestly, obama ought to get off the golf course and get down there. >> and while president obama has made his way to baton rouge today, donald trump maintains this same line tweeting just

moments ago, president obama should have gone to louisiana days ago instead of golfing, too little too late. well, we are covering the president's current trek right now as well as the battle to succeeding with our correspondents across the country. i want to stay in baton rouge, tammie lightener is on the ground, where specifically is president obama headed? >> reporter: stephanie, first of all, let me address the fact that donald trump's tweet too little too late, i do not think the residents feel it's too little too late. they want help. we know that a president obama is coming to a neighborhood not very far from here. it's a neighborhood similar to this one. where the houses were completely underwater. now we know he's also going to talk to federal officials. he'll be talking to state and local politicians as well as emergency workers while he's out here. earlier today, we had a chance to speak with the governor and we asked him what he really wanted to talk to president obama about, and let's listen in on a little bit of that

conversation. what do you want the president to know when he shows up this afternoon? >> well first of all, we appreciate the response that we've had thus far from fema. and other federal partners, but we are now closing out the response phase getting into the recovery phase. and we are going to need a lot more help. this community cannot recover with only the assistance it comes from fema. >> reporter: as he mentioned there, they are going to need a lot more assistance. i can tell you that's evident. we have been in a number of houses and they're a total loss, most of their belongings as well as the houses are going to have to be gutted. stephanie. >> tammie, rough 106,000 people applying for assistance from fema, many have been complimentary saying compared to hurricane katrina, the response, the resources have been very strong. but put into perspective just how bad these floods are for the region. >> reporter: well, you know, i spoke with a fema inspector adjust little while ago, and he

told me that these houses are so damaged that he can only get to about ten of them a day. ten of them a day. think about that in terms of the thousands of houses that were flooded. this is a very long process. and those people don't have any money to go into hotels until he comes through and inspects them. >> and are they at a point now where they can handle a presidential trip. you have 19 pa rishs covered, what is it, 60,000 homes damaged, can they handle a presidential visit? is that what they need to be doing right now? >> reporter: absolutely. i think that -- i think that some exposure on how damaged it is and for the president to see these neighborhoods firsthand and talk to these home owners, you really get a sense of how destroyed their lives are and their homes. and how it's going to take such a long time to rebuild. stephanie. >> they need ri building, care, resources, tammie lightener joining us from baton rouge.

we're going to take a turn further on the political front. donald trump calling for a special prosecutor to investigate hillary clinton and her family's clinton foundation. >> the amounts involved, the favors done, and the significant number of times it was done require an expedited investigation by a special prosecutor immediately, immediately, immediately. >> immediately, they come as the online poll and survey monkey shows clinton with an eight-point advantage. kelly, eight points, that's basically in line with where we were last week. give us an insight into the how the trump campaign is using the latest revelations about the e-mails and the foundation. >> well it will leaves for the moment, steph, that he candidate himself is being more focussed in training his attacks on hillary clinton's potential vuler in nlts with voters. that has to do with the renewed

interest in e-mails based on the judicial watch, the conservative group, and they're pressing this issue and the foundation. was there any kind of interconnection between the clinton foundation which does charitable work around the world and receives donations from foreign countries and so forth. was there access that was made available through that? so far the state department says there's no evidence of any link of foundation donors getting special access to any kind of government policies or to hillary clinton herself, although, there are indications that phone calls and e-mails could put one in touch quickly. for the trump campaign, this is the kind of dpround that they have been trying to sort of plow there and at times the candidate has not stayed on course. over the last couple of days, he has been more focussed in this area to try to draw attention to perceive shortcomings politically of hillary clinton and less about some of his more ad hoc comments going after

obama and going after clinton are things that the kind of retooled campaign wants donald trump to be doing. >> is retulling what they're doing in terms of donald trump has postponing at least three rallies and a fundraiser. is it because they're sort of retulle tooling game plan last week, we're not going to pivot, we are simply beefing up hiring more people. >> well, you can answer that a few different ways. when you have new leadership coming in. that was in and of itself an acknowledgment that things were not on the right track. they see the polling, it is one of the things near and dear to donald trump's heart and when it's not going in his way. that's a call within his organization to make some judgment adjustments. part of what we're hearing is a planned message related to immigration policies, one of his signature issues is not fully formed yet, and so a postponement of that specific policy address is on the table, but it is also true that some of the locations where he had planned to go out west are states where they are not

showing strength. and they can perhaps marshal resources and go to other places. the most precious resource of a campaign is the candidate's time and so whether it's fundraisers or rallies, his ability to get his message out, even in a place like texas which is certainly not up for grabs, but his the microphone to continue to talk about these issues and that gets the message out on social media, in our conversations, and to the public who bit by bit will be kind of out of the summer lull and getting more focussed as we get closer to labor day. >> getting back to school, back to the campaign, thanks kelly. we have to turn our attention now to hillary clinton who's trying to laugh off the latest revelations about her e-mails. take a look at how she defended herself on jimmy kimmel last night. >> jimmy, my e-mails are so boring. >> my aren't. >> they're so boring. seen we've already relesioned, i don't know, 30,000 plus, so what's a few more? >> at the end, you're not concerned there's going to be something that donald trump is

able to be use against you that the republicans -- that comes in at the last second? >> but he makes up stuff to use against me. so if he would stick with reality, i wouldn't have a worry in the world. >> a light hearted hillary clinton. kasey hunt is in los angeles tracking the clinton campaign. hey kasey, is this the strategy, just laugh it off? >> hey steph, good to see you. look, hillary clinton has been answering questions about her e-mails for close to a year-plus now of this campaign. and so, i think, you know, this is the best way for her at this stage to try and deal with this directly, but behind the scenes, there's a lot of concern and back and forth about what's been going on, and it looks like it's not going to stop before the election based on what's been coming out of this lawsuit, judicial watch a right wing group that sued the state department. we should make sure to point out, this is the distinct from that fbi investigation, right, and there's sop potentially new e-mails that came out of that as

well. but these judicial watch e-mails, show or illuminate ab little bit the back and forth between people who worked for the clinton foundation, namely doug band, a close personal aid to president clinton and huma, a top aid to hillary clinton. and some of the people gone back and forth potentially in these e-mail exchanges that we've now seen include the crowned prince of bahrain, they include a slun fast tycoon, bano, the youtube front man who asked if there might be any way he could possibly broadcast from the international space station, the answer to that was they have no idea how to help him on that request, but in the other instances, there were times where there were foundation donors who were able to get time with hillary clinton when she was state. now the clinton campaign says there's no there there. there's no evidence of quid pro quo and none show that anybody received anything beyond a few minutes of time in these events. and in some cases, official channels were used to actually

make sure that the meeting happened. so this is something though that the clinton campaign hasn't been able to shake and you've seen hillary clinton herself in that particular instance. she did laugh it off, but the she's gotten herself into some trouble from time to time, fox news interview for example a misstep a week or so ago. this is an area that continues to nag at her. >> question for you, kasey, will you be at justin timberlake's house tonight for the hillary clinton fundraiser? >> i haven't been invited. i'd be happy taupe go. i would love to. i would love to say hello. >> if you do attend, please let him know, i said hey. we have to turn our attention now to a serious story. in afghanistan, a u.s. service member was killed today by an ied in helmand province. another was injured conducted alongside afghan forces. we are at the pentagon with more details, hans what can you tell us here? >> well stephanie, good afternoon. they were on a foot patrol. the patrol of the mission was to clear the area of impatrol vised

explosive devices that one u.s. service member who was injured is in stable condition now. although the person has not been returned to duty. and we also know that the six afghans were also injured. and at this point, the submission largely supposed to be about training and assisting, advising afghan forces both police and the national military. to what extent this mission was part that, that's what we're going to try to figure out to what extent they were throughout training. to what extent out thereto out front patrolling. there's a fine line there. the president tweaked his afghanistan strategy throughout the summer earlier in the july, he couldn't actually be leaving 5500 troops there. there'd be 8400 troops. it's very clear though stephanie, the next president, whether it's donald trump or hillary clinton is going to have likely a strategy review on afghanistan. steph. >> thanks, hans. hans nichols joining us from the pentagon. coming up, a softer, gentler donald trump. the gop nominee taming his harsh talk on immigration so what is behind the about face on one of

the existing laws are very strong. the existing lawsuits, the first thing we're going to do, if and when i win, is we're going to get rid of all of the bad ones. as far as everybody else, we're going to go through the process. what people don't know is that obama got tremendous numbers of people out of the country. bush, the same thing. lots of people were brought out of the country with the existing

laws. i'm going to do the same thing. >> donald trump on fox news last night appearing to step on his own attack message once again. even as he calls for a special prosecutor to investigate the clinton foundation, donald trump keeps suggesting he may make radical changes to his immigration policy. this time trump said as president, he might allow some undocumented workers to stay in the country. john hollywoodman is a coanchor here on msnbc, he's also a, friend of mine. good afternoon, john. help me understand this. >> good afternoon, steph! >> last night donald trump basically complimented president obama in terms it of immigration policy saying we're going to stay the course, but then, we're going to get the bad people. what's going on here? until now, he couldn't have been more clear, he wanted all 12 million undocumented workers outs. >> well, that's a good question, stephanie, you're looking at a campaign that is staring down

the barrel of even 80-some days out from election day a pretty bad electoral situation. donald trump trailing and not just nationally, but in basically every battleground state. and is hurting with a lot of key constituencies. the things he's been saying the last few days related both to immigration and the stuff he continues to say about african americans seems to me, mostly calculated not to trying to fix his problems with those groups, which is to say hispanic americans and african americans, but trying to kind of project an image to white suburban republican-leaning women who are uncomfortable with the idea of somebody they think is a terrible person, a racist, and make them feel comfortable with the notion that he's trying to run a more inclusive campaign. >> but can he do that? can he soften given sort of the carnage behind him? i want to share with you a bit of a clinton ad that just came out, take a look. >> they're bringing drugs,

they're bringing crime, they're rapists. i use the word anchor baby. this is a country where we speak english, not spanish. i will immediately terminate president obama's illegal executive order on immigration. >> could one make the argument, it would be an insult to subr ban women at home that they forget aggressive things he's been saying for so long? >> i don't know if it's an insult, but it's going to hard for donald trump to somehow run away from the incendiary language he's used for the past year or since he started his campaign, and there's no doubt that the well-funded clinton campaign is not going to let him run away from the words, statements, and positions in any easy way. so look, i mean, we have no idea. one of the things that's been predictable about donald trump is that any semblance of discipline in this campaign has tended to fade away almost as quickly as it appears. it's in most cases, we'll see how long this lasts. and we'll see how well it will

plays, but right now, he's bleeding support with a constituency that he cannot afford to lose anymore of. even now he's lost enough support with suburban women in a lot of key battleground states that he couldn't win. he'd almost certainly lose. so he can't afford to lose anymore of those votes. whether he can get a lot of them back is an open question, but he's trying to do what he can to staunch the bleeding. >> in states like missouri which are red across the board, you saw mitt romney take missouri 53-44, trump's only up by one. what does it mean he needs to do in a state like that? >> well, i think you know, if missouri has lost, donald trump won't be president. he doesn't have to worry about missouri. what he has to worry about is getting his national numbers up and being competitive in what are battleground states. national numbers arise, missouri will be fine, but there's no doubt that the fact that missouri's competitive, the fact that utah's competitive, the fact that arizona's competitive, the fact that georgia is competitive, and some pull even

south carolina seems like it might be competitive. that won't hold and many may end up going red. those are all states that have not gone blue in for many, many cycles. they're all at this moment competitive. at least according to current polls and that tell kwlus a bad position he's in. in those states are tiegtd, it means he's fwhooind states that would normally be competitive. >> who gets hurt if people don't vote? hillary clinton's campaign will not let you forget all of the things donald trump has said. and donald trump's campaign is going to continue on the hillary clinton e-mail line. they're going to keep pushing with this special prosecutor ". they are going to push, reminding you, continue like the other guy, well, what happens if people simply say i agree. so i'm not going to vote. >> well, the what the ratios are. right. top me one of the most interesting questions in politics is not, it's not about undecided voter. those are interesting people who are trying to figure out, am i voting for clinton or trump? that's a category.

another category is the set of normally democratic leaning voters or normally republican-leaning voters who are turned off by their own candidate and the decision they're making is, am i going to vote or stay home? can i accept him? swallow donald trump? can i swallow dplinz you're a democrat or stay home? and the question then comes back to these questions about ground games. right, you start talking about not just, not about persuading voters, but motivating them to the polls. that's one place where no one disputes that the clinton campaign has a better operation and much more extensive organization and a lot more money on the ground across the states that matter. >> traditionally low voter turnout, that's an advantage for republicans, you get those senior citizens out there voting no matter what, but does that not beg the question, does donald trump tie to those conservative ideals? >> well, you know, i think that one of the things that there is not that much concern about in the clinton campaign is that voter turnout in her core constituencies, particularly,

particularly non-white voters, if you think about african american voters, asian-american voters, hispanic american voters, they seem motivated and large part of what the clinton campaign is saying to them, you may not be in love with hillary clinton, or you maybe. if you're not in love with her, think about the threat, i think they believe they could drive a lot of voter motivation on that front alone, you know, the question you're raising though is a question about does donald trump get the number or the percentage of republicans that he needs? right. well we've had over the past few cycles going back as far as we can remember is democratic nominees and republican nominees who get somewhere in the low 90s of their own party. right now one of trump's biggest problems, one of the biggest problems is ts fact that so many republicans are not forhim. and that includes not just moderate suburban-type republicans who are in that direction, but rock-ribbed conservatives who don't see trump as a real conservative. >> john, thanks so much. with all do respect, tonight, i was wondering, are you going to

way. it's not spreading as fast as we thought it was. which is a good thing, but the concern there is it going to start spreading faster? >> in terms of spreading faster, are you concerned it could end up in a place like louisiana following the devastating floods, you've got a massive a. still water. and in the miami area, in the last two weeks, people are addressing still water, i mean, even tiny puddles. think about what it looks like in louisiana. >> exactly. these mosquitos can breathe in water, doesn't take much at all. and here in louisiana, we have acres and acres of the water. they can breathe in that as well. if you look at the maps a few months ago showing where it could spread, it's along the gulf coast there and up the east coast. that's the yir where the flooding is happening. on the plus side though. our houses are more controlled and more closed up. and we don't have issues the they do in brazil or colombia where the houses are more open and mosquitos can get inside. we tend to spend more time inside so mosquitos don't get in there. when we're outside, you have to really concern yourself with protecting against those bites. extremely important.

>> dr. torres, thanks so much for joining me. stay on florida, a new report, a devastated report about that alligator attack that took place at disney world. it killed lane graves earl why they are summer. theed toddler was playing near la goon at the grand floridian resort when an alligator attacked and killed him. kerry sanders has details from the report. >> two-year-old lane graves was unaware he was in mortal damage. building a sand castle on the shore of disney's seven seas lagoon, he bent over to scoop the wet sand, that's when his father, mack, heard a splash in the water, and turned to find an alligator had his son's head in it's powerful jaws. graves told police, it grabbed him and pulled him back into the water, 16-year-old peter witnessed the terror. >> and i saw the father jump in after the gator. and he rolled around in the water. >> reporter: another bystander described mack running out of the water with blood all over the right side of his face and

right hand. unable to free his child, he was yelling, please come help my son, a gator got him. a sheriff's deputy says he saw lane's mother, melissa, pacing up and down the beach, clutching her other child and screaming. after 16 hours of searching, the two-year-old's body was found. not far from the shore. florida wildlife officials examined and killed six alligator, they say the evidence gathered shows it's very likely one was the gator that killed enlane, but it is not certain. since the tragedy, disney has build a stone wall around the lagoon and added warning signs around water front areas. and this morning, the vort raising questions about whether prior warnings were ignored. at least two people said they reported alligator sightings to disney employees, but the report does not reveal how the employees reacted to those reports. nbc news reached out to disney far comment, but got no response. september 3rd is lane grave's

low blow. it really suggests that they have nothing else to go for at this point that they think will resinate. i'm not sure it will resinate, if any of these accusations were true if she were in poor health, that means that her number two would be more likely to take over the presidency, right? and tim kaine sch more popular than she is. so why they think this would turn voters, i don't know? >> you don't think this has to do with gender bias? it's simply a hail mary pass on donald trump's part to go for anything, what do you think? >> i think it's strange, like you're saying that it seems like they have nothing else to go on with what they have stuff to go on. this foundation thing seems like a much more potent line of attack. the health stuff just seems funny. she needs pillows to sit up, she can't support her own upper body. i think it has -- listen, i think it would have more varying if donald trump wasn't older than hillary clinton and seems to be in worse shape than she is. as someone on the campaign trail with her, like she has a lot of

stamina. she's usually not tired at a rally at 11:00 p.m. at night. they are both old candidates and they both haven't released a lot of information about their health as the new york times reported today, but in term was it being a gender attack, maybe, but i think it's just, it seems so incredulous to most people watching this, i just think it seems like from the minds of breitbart, from the minds of steve bannon. this has become the main line of attack. they are better things to attack. >> well, they are attacks in terms of the clinton foundation, trump just tweeted a little while ago, hillary clinton strong lit stated that there was absolutely nothing no connection between her private work and state department. lie. now, couldn't one make the argument, donald trump would know, donald trump is a guy who over the years gave money to many candidates in 2008, he gave money to hillary clinton, he said, she's very smart, she's very bright, and then just last

month said sure, i'm a business guy in the state of new york, it was good for my business. so he understands. >> yes, he understands, and i think he is pimping this in a way that tick mats lifelong politician look back. not just hillary clinton, but he's saying i knew how to pull the string wx therefore, this is very damning of them themselves. the reporting coming out on the e-mails, there's no actual smoking gun that i have seen yet, but they don't look good. they're a little bit unseamly. she had said there would be a fire wall between the clinton foundation and her work at state, there clearly -- it was clearly leaky fire wall if there is one. and the insinuations of pay-for-play are not necessarily helped by the disclosures. even if we don't have evidence of a specific favor that was traded. >> would we not need a smoking gun? everything is a relationship business. and if you think about some of the e-mails that one would point out the crowned prince of bahrain. bahrain is an ally to the united states. the crowned prince could get a

meeting with anyone. a message from bano asking if she could use a space station, i'm pretty sure bano can call anyone, so were these clear favors that only the skait could give and she did? >> well, the bahrain one for instance, he did get a meeting with her, but he also went through the official channels, so it looks like that back door foundation channel wasn't necessary, but there was communication. and like you're saying, there'd be a fire wall and they were communicating. i think the clinton problem is they clearly didn't braik break laws. there is no kwid quo pro, but it looks bad. and it can have repercussions negative repercussions on her and on how people view here without having a smoking gun. without having her actually break any law. and that's what's happening here. then you have to ask the question of the foundation is shrinking to a tiny size of what it has been now under these new

you're watching msnbc and we are looking at live pictures of zachary, louisiana, where president obama is touring one of the neighborhoods ravaged by those devastating floods that took place last week. he is due to make comments in the next half hour. we will bring those comments to you live. devastating time, there you have a parking lot, and you can see right in front of these trucks,

more and more of these homes over 60,000 homes damaged, and basically all of the contents from these homes outside, over 100,000 people have asked for fema assistance and the president is there to review the grounds. now turning to politics with just 77 day us until the election, both campaigns are making an especially hard play for florida voters. in his up for grabs series, jacob sobarov has tracked from tampa to daytona beach to meet with voters. what are you hearing down there? >> reporter: stephanie, i guess a more interesting question, actually, is what are we seeing? and we are seeing campaign ads all over the place. this area has seen more campaign ads per capita than anywhere else in the entire country, so much money is being spent here. and our question is, whether or not that that's affected the voters. what we want to know and why i walked into the shallow waters of daytona beach just to see if the money where hillary clinton right now is outspending donald trump by a ton, has affected those folks.

here's what we found. made it to the end of the i-4 corridor where more money is being spent than anywhere else in the country on presidential campaign ads. that's why we came here to daytona beach to see if it's made a difference to these voters. let's be honest, you can drive on the beach too. how you doing? do you know who you're going to vote for in the election yet? who? come on. how about you? who do you support? >> donald trump. i believe that he's like -- he's not stopping immigrants from coming here, but he's like giving them a chance to get their green card and get like the good people to live in america. >> reporter: the good people. >> like, you know, people that are not as like troublemakers, i guess. >> reporter: not as troublemakers. >> yeah. >> we're a muslim family. sop it's really not a good place to vote for donald trump as well. >> reporter: as a muslim family, what do you think of donald trump? you're laughing.

recovery and in the meantime i was speaking with a neighbor and she told me she's going night to night in the motels because she can't afford anything else. she's waiting for noun come through so she can afford to pay her hotel bill. >> beyond money, this area doesn't even have many hotels. are other businesses up and running? i mean, school is about to start. >> right. some of the schools have been put off until the beginning of september. as far as businesses go, the businesses where we are, we went to a gas station and the cashier told me, i said "i need ice to bring back to the location" and she said "oh, this ice is like diamonds right now. it's so valuable because nobody in the area has ice. >> how safe is the community? so many people displaced. so many people asking for mema support. how safe to they feel? >> well i think they're relying on their family, neighbors and friends to get through this.
