and he knows he needs this state to win. he wants iowa. he is coming here today and making a direct appeal to african-american and his tannic voters. that approach has been criticized by some, we know, because he is making the pitch in areas that are overwhelmingly while. in future appearances after labor day, they're planning to go to more urban areas in communities where there is a larger minority population. we're waiting to hear more on immigration. on his signature issue, he still seems undecided. he has been meeting with various activists, and he says he is serious about this minority o outreach and appeal.

national intelligence. jake sullivan, both of whom used hillary clinton's private e-mail to communicate with her. >> i want to talk about the ads. trump has been focusing on battleground states, but hillary clinton is trying to branch out from there. what areas are the democrats targeting? >> we have seem some shifting of the battlegrounds over the past month or two. clinton's allies will not be advertising in virginia. that has been a swing state and was recently a pretty red state. they're looking to allocate their resources elsewear. the states you may want to look at is arizona and georgia. it includes well educated, affluent white voters. voters in the atlanta suburbs,

>> i think what he is trying to do as part of his minority outreach, african-american voters have a bad status quo. and they should vote for change. the trouble is that is that african-americans more than any other ethnic groups have to say their lives are better than they were several decades ago. the other thing to note is that a big part of this minority outreach according to many strategists is to soften his image among white voters who worry that say a wide margin by about a 20% margin in polls that his rhetoric appeals are racism and bigotry. this is a progress for him. they have one dating back to 1952 without exception. and donald trump is losing them in key swing states. so more than minority voter who is have a very negative view for

hispanics and african-americans. and for the whites and a big part of their outreach to win it over. >> it started with hillary clinton on the defense over the clinton foundation and the e-mail controversy. take a listen to what hillary clinton said on "morning joe" yesterday. >> are you stlern are no e-mails or foundation ties to foreign entities that will be revealed that could perhaps permanently impact your presidential prospects? >> i am sure that we have never taken a penny of salary from the foundation. my work as secretary of state was not influenced by outside forces. >> a federal court gave the state department a deadline to unleash any benghazi e-mails. this is 13 days before the first debate, it can't be good news for the clinton campaign.

>> i think no matter what comes out of the e-mails, the contest is just that, a choice between two individuals, and they will try to hammer away, but that is kind of old news. what we see happening on the republican side is new revelations. so yeah, i prefer that the e-mails don't come out, i'm sure hillary clinton would too, but i'm not afraid of it. i don't think there will be some sort of surprise. >> no october surprise coming? >> no, i don't. republicans are in a hole. he is losing badly. my advice to anyone in a hole is stop digging, but they're doubling down. it doesn't seem to be working and i think there is a listen for that.

people have their perception of hillary clinton, and they're having a renewed perception of donald trump. so the republican strategy, it is not going to cut it, and i don't see the rational of them going back to it because it is clearly failing. he is losing this race badly. >> let me shift to donald trump. stephen bannon has reportedly made racist remarks that are in court kbumts. >> i think even if hillary clinton wins this thing, her handling of the e-mails will go down as how not to happened a scandal. now they're saying they can't release her schedules until after the election. the only reason that it has not been working is because the trump campaign has not been able to stay on message on that.

near homes and everything that they came to know so deerly. one of the big fares we heard is folks saying it is great that the rescue teams are here, and the prime minister has come to visit the areas, but are they thinking of us? how is italy planning on helping the survivors? >> they have an excellent track record of rescuing people after an earthquake. not such a good record of preventing and protecting lives and buildings ahead of time. big questions renan there will be enough funds to fix the structural problems. this is a seismic area prone to earthquakes as far as time goes back in history, basically. a lot of questions are being asked about if more funding

needs to be appropriated for returning buildings back to proper standards. some of the buildings were supposed to be earthquake proof and they collapsed, but questions about if homes will be built as permanent structures that folks will be able to bear out the winter in. when we think of 2009, more than 300 people lost their lives there. that was 2009 and that place was largely a ghost town for most of this period. only now are people slowly beginning to return and rebuild that area. so a lot of folks here saying we're not ready to spend the next few years with these uncertain futures. we want more concrete answers, and plans from the officials about how to make their lives livable again. >> absolutely, a lot going on there. >> an arrest is made for the murder of two nuns in mississippi. they have charged the man with

schumak schumaker, you say we're failing sfwhim. >> a variety of things are happening, i don't think we can point to just one thing. there are a couple things that i think could be at play. one really important thing is access to health care. prenatal and post partum care for women. also the u.s. has a disproportionally high rate of c sections. much higher than what the world health organization recommends. obesity rates are on the rise. >> are we also talking about possible back alley abortions? are people reverting to that because clinics are being shut down. >> hard to say, we know in countries where there is not access to legal and safe abortions, it's not that they have fewer abortions, it's just unsafe abortions. that could mean self terminating pregnancy, it could mean going to clinicians that are not

certified and it is one of the leading causes of mortality. >> donald trump is talking about defunding planned parenthood. what kind of effect would that have? i think that would be devastating, quite frankly. we know that access to health care is huge. especially for low income women, for african-american women who are disproportionally affected by this. women who are low income have worse outcomes, are more likely to not have access to prenatal and post partum care, and are more likely to have pre-existing and untreated conditions. >> here is the thing, there is

officials in florida are bracing's they say a tropical storm is coming. bonnie, can you tell us how bad this is expecting to get? >> it is really going to be eba along the gulf coast in terms of rain. this is a very active time of year across the tropics. it is just beginning. a tropical storm across the gulf and 99-l, we have been talking about it for awhile. slow to develop. right now only a slight chance in the next 48 hours of development, right now we still have wind sheer, but notice the water temperature going from 85 to 90 degrees. potentially this could become a stronger storm in the gulf. in the meantime, lots of rain for florida. it will continue through sunday. early in the week, getting in on

some action. accumulated rainfall, possibly five inches or more for south florida. again whether or not this becomes officially a tropical storm. this one is an invest area that we're watching for development. a 30% chance for 48 hours. this one models are saying will likely, at minimum, bring wet and windy weather to the carolinas by the time we get to the middle of the week. and one being impacted right now, florida. that is where we're seeing some of the downforce pushing across the state. really tropical moisture and it is covering cuba as well. we're seeing more rain stronger through sunday. we will be watching for more updates in this next hour. >> it has been an unprecedented election season, and it is not done yet.

this upcoming tuesday, arizona and florida will hold their state party primaries. senator marco rubio is running virtually unopposed in his bid to defend his seat. senator john mccain and debbie wasserman schultz expected to wi win. joining me now is sun minkim. thanks for being with us. >> thanks for having me. >> mccain is leading his primary challenger by 26 points. but when it comes to the general, both he and rubio lead by single digits. what is the likelihood of democrats winning those seats? >> i think of those two races, democrats definitely have their eyes set more on that florida race. they are look at arizona as a competitor race, but not as much as florida and it's basically the swing state nature of the state. they're really all in for their

democratic, patrick murphy who does have a challenger, but he is also expected, like senator rubio, to resoundingly win his primary on tuesday. in arizona, senator john mccain is facing perhaps the toughest general election opponent that he's had in congressman anne kirkpatrick. she's a moderate democrat who always had tough re-election races and is really giving mccain a challenge here. now, democrats think perhaps with the mix of donald trump at the top of the ticket, the in u influential they think that race could become competitive later this fall. >> sanders endorsed kanova in may but expected campaign for him. could that change? >> not right now. we, actually, tim canova was asked about that when he was campaigning in his primary. why isn't senator sanders coming

out and campaigning for you? fund-raising for him that raised a good chunk of cash for tim canova. but congressman wassermann-shultz the former national committee chairwoman is leading him by 33 points. that primary race had kind of become a proxy battle between bernie sanders and the dnc. looks like at least on that level congressman shultz will win her primary on tuesday. >> republican sources tell nbc that the party is very concerned about north carolina. a cnn poll shows senator berr leading deborah ross by five points. but a recent monmouth poll shows him leading by two points. >> you have outside superpacks turning their attention to senator richard burr has not been campaigning all that much. quiet in this critical august time where a lot of the challengers and the incumbents nationwide have been aggressively out there campaigning for their election
