let's get a check on your weather now with bill karins. you've been looking at the tropics and unfortunately you're not looking at a vacation place you're looking at a storm. >> we're talking about hawaii, we're talking about florida, we're talking about outer banks of north carolina. a lot of vacation destinations. tropical storm warnings in effect for cape hatteras back to atlantic beach and moorhead city area. we're starting to watch some of the spiral bands from tropical depression 8. you can see some of the thunderstorms spinning around the center of it affecting cape hatteras. it's going to be extreme eastern sections of north carolina feel the effects of that. the latest update forecast from the hurricane center. we get these every six hours. we just had the 5:00 a.m.

update. we'll get the next one at 11:00 a.m. they think it's about as close as it's going to get to the outer banks. kind of northward and then tomorrow it's going to race out to sea. very minimal impacts cape hatteras, squally weather, wind gusts, decent size waves. rip currents will be the biggest threat in the water. tropical depression number 9. this has not strengthened, but still is over the open, warm waters of the gulf and it is going to take the path that's going to go to the north and then head towards florida in the days ahead. so here's the forecast past. and you notice i do have it strengthening a little bit, too. they bring it up to 65 miles per hour as it's making landfall. that would be a pretty decent size tropical storm. because of the geography in this region that will push a lot of water here into what they call the big bend of florida. from tampa northward, that's where the concern will be from the storm surge thursday. and then it will just be squally weather with rain and wind right through southern georgia, possibly even clipping south carolina, too. so savannah and charleston need to watch that. and then finally we're watching two hurricanes in the pacific,

and this one, madeline, will eventually head for the big island of hawaii. there's a lot going on out there in the tropics. >> you are ausy man todau. well, russian based hackers are being accused of attempting to break into voter base databases in two states raising concerns about moscow's influence in the november election. u.s. intelligence officials tell nbc news that the hackers targeted the systems in arizona and illinois, where data from as many as 200,000 voter records may have been accessed. illinois officials announced last month they had shut down the registration system after the hack. the incidents led the fbi to send out an alert earlier this month to election officials nationwide asking them to look out for similar breaches. one official tells nbc news that the attacks have been attributed to russian intelligence agencies, adding it's the closest the u.s. has come to tying a breach to the kremlin. u.s. intelligence officials announced in june russian hackers broke into the computer network of the democratic national committee.

south carolina are watching this because it's been tracking and trending a little further to the north. it's still pretty disorganized. the bright red is the top of the thunderstorm clouds that we colorize to show where the thunderstorms are forming. you can see a little blowup, flare-up over the last couple hours. that's going to be the trend as we go throughout the next day or two. it's going to intensify a little bit. hurricane center, official forecast track just out takes it north and then bends it back right towards kind of just south of tallahassee, just north of cedar key and right heading almost for downtown jacksonville. if it was a huge hurricane with a big eye we'd be worried about that. but it's going to be just a broad wind field and also some areas of very heavy rain. the gusty winds will cause some minor damage, possibly some tree limbs, awnings, but 65-mile-per-hour will be about the peak of it. we're still in the cone in charleston, savannah and even wilmington area although it is a little further away from north carolina so that's good. finally, we have two hurricanes in the pacific. and this one, madeline, is going

welcome back, everybody. a new associated press report out this morning finds that isis has buried thousands of people in 72 mass graves and that may just be the tip of the iceberg. the report documents and maps the locations of the mass

graves, which are scattered across iraq and syria and estimates the number of buried victims could be more than 15,000. this comes as defense secretary ash carter is warning turkish forces not to advance further south into syria, and to avoid strikes on u.s.-backed opposition forces. >> we have called upon turkey to not -- not to stick -- stay cused on the fight against isil. and not to engage syrian defense forces. >> joining us from london with more, nbc news foreign correspondent chapman bell. what's the latest on this, chapman? >> well, ash carter's comments have been similarly echoed by others in washington, including the state department's john kirby, and it points out one of the biggest problems in the fight against isis, and that is the enemy of your enemy is not necessarily your friend, though it could be. it's a real spider's web of allegiances and alliances there. there's so many nations, factions, even ideologies involved in this fight, and the message from washington to the
