this announcement caught everybody by surprise. what's the trump campaign telling you about how it even came to be? >> reporter: this was something that has been put together over the last several days. donald trump wanted to do this. i am told by a source with knowledge of this decision making process that this impetus here was really steve bannon, the trump campaign's new ceo. he believe this is sitdown could be a game changer. it is potentially politically risky for donald trump, which we'll talk about in a couple of minutes, given that he has that major immigration speech tonight. if anything goes badly with the mexican president, it could potentially over shadow what is a key speech for him. two quick notes. number one, we have reaction from donald trump's running mate mike pence wo sho says his prouf

his running mate for dropping everything to travel to mexico. we also have words from the former mexican president. he says the mexican people reject donald trump. they don't want him in their country. mexico city is not a place where donald trump is popular. he's set to land there right around the noon hour. >> that's what the former president is saying. but trump's campaign manager kellyann conway was on the today show talking about the meeting. >> he wants to establish a conversation with a neighboring country and leader and also to discuss the common problems and challenges that our countries face. >> a leader. here's what's confusing about the meeting. think about all of the things donald trump has said about mexico and mexican immigrants. pena nieto has compared donald trump to hitler.

how do they kick this meeting off? sorry, dude? >> reporter: it's a private meeting. i don't want to call it bad blood, but the issues between the two and between donald trump and frankly a lot of mexicans have been bubbling really for years, not just from donald trump's speech back last june when he said mexicans are rapists and criminals and maybe some of them are also good people. but he's been tweeting about this. the clinton campaign was quick to jump on this sending out a list of all of donald trump's tweets about mexico over the last couple of years. nieto has walked back those comments comparing trump to hitler. he's struck kind of a softer tone about donald trump saying in several instances he would be willing to work with whomever is elected as president of the united states. maybe we will see sort of a more diplomatic carefully worded meeting between the two.

>> good, bad or otherwise, if steve bannon is right and today's meeting is a game changer, what happens in the immigration speech tonight? >> reporter: still goes on, obviously. this is a major speech for donald trump. over the last several weeks his campaign say he will provide details about his policy and about one oh f the central questions which is what to do about the estimated 11 million undocumented immigrants living here. those are the outstanding questions. what we do know is this. according to a top aide trump will talk about the e-verify system, he'll talk about his plan to end sanctuary cities and presumably put some meat on the bone there. you've got two major narratives developing for donald trump today. the question is how does the one

impact the other. >> trump is meeting as we've been discussing with the mexican president. it's coming after a year of contentious and controversial statements donald trump has hurled at undocumented immigrants. >> when mexico sends its people, they're not sending their best. they're bringing drugs, they're bringing crime, they're rapists. and some, i assume are good people. there's great danger with the illegals. we have a tremendous danger on the border with the illegals coming in. one of your ex-presidents of mexico gave a news conference. he said we will not pay for the wall. ten feet taller. and every time they protest it's going to go up a little bit higher. >> let's go live to katy tur in washington state where trump held a rally late last night. you have been covering the trump campaign since the beginning. we shared just a few sound bites. but given all that donald trump

has said in the past year about undocumented immigrants, about mexicans, what position does that put him in today? >> well, it's certainly a hard position to reconcile. his language has been anything but diplomatic when it comes to mexico and its leader and its people. he has made the wall just got ten feet higher a call in response at his rallies whenever fox or calderon or pena nieto come out and say they're not going to pay for the wall and donald trump asks his crowd what happens and they respond, the wall just got ten feet higher. donald trump tweeting his disgust, his anger with mexico for years now for a court lawsuit that he has in the system there that has not gone his way as early back as late 2014 and 2015. so trump's feelings toward

mexico have not been a secret for some time. how is he going to be able to reconcile that in private with the mexican president, we're going to have to wait and see. it's a private meeting and we're only going to find out what each side wants us to find out. the mexican president has only about a 23% approval rating now. what he stands to benefit from hosting trump is not entirely clear. what trump stands to benefit with his supporters is a sign of leadership, being able to reach across the border to talk with people that he has not gotten along with in the past. this is a sign of leadership that donald trump has tried to put himself in throughout the campaign trail saying he'll be able to do things that other politicians will not. >> it's a sign of leadership if you are someone with more moderate views. but if you think about donald trump's hard core base, does

this not risk a big change and he could lose that base? that base has loved him from the beginning. >> fundamentally his hard core base likes donald trump more than they like any of the policies or any of the moves that he makes. they like him as a person. they like him as a leader, as an idea of a leader. they believe in the decisions he makes. they trust him. is this going to cut away at their support? i frankly don't think so. i think this is a move from donald trump to try and exhibit some leadership, he thinks. will it work to gain moderate voters and voters that don't necessarily like donald trump and don't agree with his views, that remains to be seen. but this is not something, in my experience in talking to donald trump supporters, that will hurt him in any way. i want to bring in now msnbc contributor charlie sykes and

raoul reyes. is this meeting appropriate? what's history here? is it something presidential candidates normally do, meet with world leaders? >> it's not something they do this close to an election. whether it goes well, whether it does not go well, i think most americans are not really cool with the idea of a foreign leader somehow maybe potentially influencing the course of an american election. remember pena nieto is deeply unpopular. it's like the lowest approval rating of a mexican president in about 25 years. he's linked to a lot of corruption cases right now. there are allegations against his wife from taking a condominium in miami from government contractors. he has many problems. it's hard to see who benefits. if i were a strategist advising the trump campaign and he were

set to deliver a major speech on a signature issue, i would not want him tired from running down to mexico for this meeting. we know when he gets tired, he goes off script, he gets snappy, he acts out. >> you are a never trumper. but i want to talk about this for a minute. donald trump is an entertainer. he is a charming, charming man in person. what happens if he wins over pena nieto? >> that's unlikely. but it's a fascinating risk/reward calculation. obviously the reward is you look presidential. you're standing next to the president of a major country. but the risks are also considerable. this is a president who's compare him to hitler and mussolini. the lack of preparation here

seems to exponentially increase the possibility of miscommunication. this apparently is the brain child of steve bannon, who will never be compared with henry kissinger. donald trump is not richard nixon and this is not a going to china opening the door kind of moment. >> donald trump's supporters would say they don't want steven bannon to be compared to henry kissinger. people who love donald trump are going to say this makes him look like a statesman. people who don't like him are going to say this is pandering to get votes. could this translate into votes from the latino community? >> i would say no. what i think looking to the speech regardless of how this meeting goes, one of the things

that is going to be problematic is donald trump has spoken about the need for people who are undocumented in the country to go back, somehow legalize and allow the good ones, as he calls them -- >> because logistically that's going to be so easy. >> exactly. if you're an undocumented person and you leave the country for y any reason, you are automatically barred from entering the united states for either three years, ten years or permanently. it's a complicated long drawn out situation. donald trump doesn't really seem to get that. when he talks about allowing the good guys back and kicking the bad guys out that's another very troubling area. if you have an undocumented person who is a united states veteran and has a domestic abuse charge in this country going back 25 years, is he a bad guy? that was a real case. if you have an undocumented person who was in a car accident and injured someone while driving people to his church, is

he a bad guy? that was a real case. the whole notion of what is going to be bad guys, we have no guidelines or clarity. e-verify was in the gang of eight bill. this notion of going back and allowing the quote, unquote, good guys back to the united states. >> we were talking polling earlier. pena nieto only polling at 23%. 77% of mexicans prefer hillary clinton to be the next president. what does he get out of this meeting? >> he really is throwing donald trump a lifeline. clearly in terms of the benefit, donald trump had a lot more to gain from this than he does. that's puzzling. you kind of wonder whether he

understands he's about to become a prop in this particular show. i don't know what the upside for him is unless he comes out and says in forceful terms, mr. trump, i am not going to pay for that wall. if he confronts donald trump, maybe that will resonate with voters in mexico. i would assume that the trump people would have thought about this in the last 48 hours, but maybe not. >> what do you think is in it for the mexican president? >> i think it's a distraction from his own situation. just last week his law school confirmed that he plagiarized his three esis. he has many problems. he came in as a reformer but mexico -- the population has really become fed up with corruption, with the violence and now with the scandals that havengulfed him, his wife and other family members. maybe it's a distraction by

in just a few hours from now donald trump will meet with mexican president pena nieto. donald trump has been very vocal about his feelings on the president and his country, especially on social media. cal perry has been shifting through all of trump's tweets for us. what have you found? >> a lot of tweets and campaign ads from january of 2016 where you hear a thnarrator say he'll stop -- that's not mexico. that's a spanish enclave in north africa. let's start with february of 2015. this has been going on before he announced he's running for

president. he talked about a lawsuit that had to do with the miss universe pageant and another businessman in mexico. he says don't do business with mexico. he talks about how he loves the mexican people but mexico's not our friend. he says we must have strong borders. without that we do not have a country. also mexico is killing us with trade. a long history of this, stephanie. one of the issues that's going to be going on is how can he impress hispanics that live in this country? that's been a serious issue. we have a tweet from march of 2015 where he talks about how sin k cinco de mayo. hillary clinton has put all of his tweets online in chronological order.

hillary clinton has already blasted donald trump for going to mexico but she's also been invited. do you think she's going to go? >> reporter: well, her campaign says she will visit at what they are calling an appropriate time. they point out that she last met with president pena nieto in 2014 and they say she is in contact with mexican government officials on a regular basis. they're using this moment to slam donald trump to remind voters of all the controversial comments he's made about mexicans. they say quote from the first days of his campaign donald trump has painted mexicans as rapists and criminals and has planned to deport 16 million people including children and u.s. citizens. now, they're also releasing a whole host of donald trump's tweets about mexico. let me read you one of the tweets they are sending out. one reads, the mexican legal

endorsement today from james clad, the former secretary of defense under george w. bush. she's going to highlight some of the other endorsements she has gotten from republicans and national security leaders. this is a tough crowd. she's hoping to gain ground in this key battleground state. >> i know what she's not going to be talking about today, benghazi. what does she say about these potential new e-mails that are related to the attacks? >> reporter: the state department saying there are about 30 e-mails that relate to benghazi that are a part of thousands of e-mails that were previously undisclosed but were found during the fbi investigation into secretary clinton's e-mails. they are right now going through those 30 e-mails.

some of them may be duplicated. they're trying to determine what e-mails will be made public. the thing to know about these e-mails, the state department saying they likely won't be able to get them out until the end of september. that means this issue is not going anywhere and will undoubtedly stay with her likely through election day. we're now getting some breaking news about a state department warning over donald trump's visit to mexico. joining me now on the phone is our own andrea mitchell. what can you tell us? >> this kind of visit is very difficult to organize. the state department is not used to moving that quickly for a high profile visitor. donald trump is not popular in mexico. it was an advisory to donald trump's people to say don't do this so quickly. it was telling him this is not advisable. he's controversial here.

you know what the situation is politically in mexico. but according to sources in mexico, that was obviously something that the trump people did not want to hear. it was determined from all of the reporting by our colleagues who cover the trump campaign that this was something that the new team steve bannon in particular felt would be a really important strategic move, tactical move for donald trump. they're going against advice from the state department that the embassy would have a hard time staging this. joining me now roland martin. we've got to talk about donald trump, this visit he's headed to mexico. the state department has already put out a warning. but from hillary clinton's perspective, she's been quietly fund-raising for a couple of days and it's given way for donald trump to own the news cycle. that's what donald likes to do. this is what his campaign

a cordial conversation, his supporters say, you're the tough guy, why didn't you confront the mexican president? >> you're talking about logic, though, and conventional wisdom. that's not what trump has based this campaign on. what if he wins over pena nieto? >> the mexican president's approval rating is below 30%. that ain't happening, okay? so the mexican president also depends upon mexicans sending billions of dollars back to the united states. not going to happen. but again if you're the clinton campaign, what you do is you chill. you're raising money. your focus is to focus on your ground came, take that money, open offices, get the vote out. you're not caught up in the media hype and the news cycle. let donald trump do all he needs to do. again, he manages to have one

the question is, how much will the current plan of building a wall and putting together massive deportation forces actually cost? our chief legal correspondent has been looking into this for us. donald trump has been saying he's going to knock down debt. but this wall looks expensive. >> that's exactly right. from a policy and legal point of view he is rolling out things that would involve more federal government. a wall that would be contiguous across the entire border has been estimated at upwards of $25 billion. now, to be fair to donald trump, he says he will bill another country for it. the question, what happens if they don't pay that bill? that may be a big point of discussion at today's meetings with mexican leaders. if they don't pay it, somebody has to. that would be the american taxpayer. i mean, absent an agreement, what we see when you have a treaty that gets pass and

ratified by the senate, there are plenty of ways that countries come to mutual agreement for costs but it's not usually done unilaterally. >> you want to talk about his newest claim. he put out a quote, we're going to build a great wall on the border and we're going to institute nation-wide e-verify. >> congress passed a program for e-verify which is just jurargon for the idea that there is an online portal where employers can find out if people are eligible to work in the u.s. people that are for cracking down on illegal working like the idea. but it's complicated when you think of all the paperwork and questions. some states, about 20, make it mandatory for some classes of employers. based on donald trump is saying, he has referred to the idea of national e-verify. does that mean required? that could for some businesses add a lot of costs.
