this story and the fierce reaction that is pouring in this morning from republicans across the country. want to start with hallie jackson. trump is about to speak. i want to start with you, hallie. there has been messages about him opening up. listen to what he said last night. >> we are going to end catch and release, extreme vetting. i want extreme. it's going to be so tough. zero tolerance for criminal aliens, zero, zero. >> i don't want to take back that last week we have had working diligently to figure out his new plan. i wish i was on vacation instead. what are the highlights? >> reporter: listen. i know what you mean. is he going to soften occupy?

we got signals that wasn't going to happen. very much confirmed last night. let me go through a couple of the highlights. one the pledge to build a wall. the big issue there is who is going to pay for it. number two, the idea that he is going to block funding, he wants to create a deportation task force. within ice that already exist and this is something where kellyanne said hey, trump hasn't talked about a deportation force for months. he reiterated the muslim ban, how he shifted on that. it is focused on extreme vetting. the big question for me at least is how is he going to do some of these things? he did not resolve this question. it was red meat to his base shore. from a policy perspective there is still a lot of questions

surrounding him. he is going to be unveiling what his policy is going to be. that's what we heard across the board. it was like she was taking it out of the script. for you last night, did you hear anything other than what we have heard from the last 14 months? >> no. that was donald trump in peak primary mode. he was catering to his base frankly try to go get his hard line on immigration as he has been for these past 14 months. last week seems very much like an anomaly. we heard him speaking about mass deportations and ending sanctuary cities, building a wall, all of these things that have been the cornerstones of donald trump's campaigns. we haven't heard him mention deportation forces for quite a while. sanctuary cities were not something we heard him address either. we were back in full force.

he also, despite the mexican president saying he would not pay for that wall, reiterated mexico will pay for the wall, believe him. still no real plan how that would happen or real plan how he would build a wall on the southern border of this country. there are a lot of logistical issues that will be at play if he gets into the bhous and certainly will be if he is trying to get it through congress. >> i want to stay on that on who is going to pay for this wall. looking presidential, being a bit softer and hours later, boom, mexico will pay for the wall, exclamation point. wasn't that the basis of the

meeting? >> i don >> reporter: i don't know that it was the basis of the meeting but you heard reports ask, did you talk about the wall? what happened? trump said, yeah, we talked about the wall but we didn't discuss who would pay for it. he was directly contradicted hours later on twitter when he said not just online but on mexican tv i talked about the wall and told him i was not going to pay for it. a spokesman telling one news outlet that he didn't consider it a discussion that trump was right. there was no discussion that trump didn't respond. donald trump reiterated mexico will pay for the wall 100%. he said they don't know it yet but they are going to pay for it. we are back where we were. trump believes he can try to negotiate something.

it is clear that is not going to happen. there are conflicts that remain between the president of mexico. what is donald trump going to say today at the american legion conference? last night in arizona that was a donald trump audience. he was firing up his base. today this isn't necessarily his base. hillary clinton was there yesterday. >> reporter: your guess is as good as mine. they have been doing it a little more so late lichly. it is not necessarily his audience although he believes he will be doing well with veterans. he has a message that caters directly to him. he also said he believes illegal immigrants are treats better than our own vets are. expect to hear him talk about

how strong they will be, what proposals he would put in place. it probably won't be as high as many of his rivals would have if they were addressing this room right now. donald trump has been generally vague when it comes to policy proposals. that being said we are going to find out what trump we see on stage. is this the more subdued trump reading from a teleprompter or are we going to see the more blustery trump? your guess is as good as mine. >> all right. thanks so much. we have to turn now to hillary clinton. her campaign calling donald trump a choke artist. saying trump didn't have the courage to advocate for his promise of making mexico pay for that wall when he met with the president. tim kaine is also on the attack

blasting trump for not bringing up the payment of the wall. take a look. >> if he gets in that room and he doesn't bring up the obvious issue it shows kind of an imb embarrassing quality to the trip. >> what are they specifically saying here? >> reporter: first of all, to that term, choke artist, it's a little bit loaded because remember, that was the jab that donald trump took at mitt romney. he often calls him a choker. that is a very loaded term for donald trump. but they are also hitting him on this idea of inconsistency. donald trump is going to speak a little bit later on today. he said, look, you can't spend a year insulting mexico and go there and fix it with a visit that lasts a few hours.

today tim kaine. he sounded very different in mexico. there is a point about optics to be made here. donald trump yesterday had a pretty good day when it comes to the optics. he was standing there. clinton has been fundraising. they have been on the defense a little bit. >> after seeing donald trump there looking pretty presidential this could push her to actually accept the invitation and go to mexico. it didn't as easy as it looks but he did look pretty strong there. people thought he was statesman like. could he change it and go down there? >> they say that is in discussion at this point in time. no plans for her to visit mexico

but they also point out they met with the president of mexico in 2014 and they stress that the campaign is in contact with top mexican officials on a fairly regular basis. that goes back to the consistency question. they make the point, look, this is an ongoing conversation. you're right. it certainly amps up to have a face to face meeting. >> i want to change gears for a second. if they look at the polls they are tightening. part of that reason is the e-mails, the clinton foundation is drip, drip, drip, trust worthiness. . do you have details? >> there were questions and a new story indicating that the clinton family that bill clinton paid for, the private server that they had out of their house with taxpayer funds. the clinton campaign is pushing

back against that vigorously. bill clinton is pushing back tweeting out a link that shows that the foundation got a four-star rating from charity navigator. that's a charity watchdog group. he just tweeted this moments ago. i will read it to you. it says this is outrageously false was paid for with personal funds. so they came out very quickly to try to put that story to rest. undoubtedly we'll be a big talker throughout the day. >> all right. live from d.c. i want to talk now about donald trump's latino surrogates. some are considering their support after the speech he gave last night. one of them is jacob monte. he says the reason i want today act swiftly after the speech is you don't want this guy as

president. he listens to whomever speak to him last and that's dangerous. dangerous is a word we have heard throughout the campaign. he tweeted this. this is how i feel. disappointed and mislead. katie, i want to start. you made it clear you're not a donald trump supporter. i want to get your reaction to his day. >> reporter: well, it started out sort of promising for him. i thought it was fought with payropar rel. things started to turn bad after that. when you hear a speech from him like he did last night and you have people that are part of his own hispanic coalition denouncing him and walking away from him. you have them celebrating your

speech it's not really the kind of speech that's appealing to the women, the hispanics and voters that you're looking for in order to win a general election. >> i want to stay on that. kellyanne conway has been working thoord broaden out that base. he has done a lot of listening over the last week but when you think about reaction to the speech, ann tweeted, i think i'll watch this speech every night before going to bed. ly sleep like a baby. >> well, it's just not.

it hurt him with the hispanic community. he knowledged it after the fact. he only got about 27%. he needed probably 35%. today you probably need 40% in order to win a general election. it's not just the latino vote. women are increasingly disturbed by the rhetoric that he seems to be getting from steven miller and stephen bannon that sort of paints all immigrants in this criminal light. it is something that turns him off. they don't trust hillary clinton, donald trump scares them. stephen bannon scares many people but one thing he is is a strategy beast. walk me through this. after trump's meeting i want you to hear some of the things he had to say after that meeting. >> it has been a tremendous honor and i call you a friend. thank you.

i want to start with you. you heard mr. truck talk about building a massive wall. as a woman who lost her son, how do you feel when you hear that? >> it made me feel hopeful, joyful because i realized that finally somebody listened to us that lost so dearly and so deeply and so many of us. it's about time our laws are enforced. our american citizens are protected. i don't want another family to feel this kind of pain and grief that could have been avoided. >> donald trump took a hard line on everyone here illegally. take a listen! anyone who has entered the united states illegally is subject to deportation, that is what it means to have laws and to have a country. >> everyone subject. you're one of 1.8 million dreamers here in the u.s.

americans to resite the pledge of allegiance. in addition to teaching respect for the flag, we also have to make sure we give our military the tools they need to defend that flag and to deter violence and aggression from our foreign adversaries of which there are many. we will rebuild our depleted military and pursue a state of the art missile defense. we will do it based on those three very famous words, peace through strength.

we will make sure our soldiers, sailors, airplane men and marines have the best equipment, training, tools anybody in the world. nobody will able to compete with us. and we'll ensure they have the best medical care both in service and when they return home as civilians. that will require a total reform of the veterans administration. it is in very sad shape. i deal with veterans all of the time. we have tremendous veteran support. the stories i hear are so sad. we are not going to have that anymore. i have laid out a ten-step v.a.

reform plan that you can review on my web site. here are the basics. i will appoint a secretary of veterans affairs whose personal mission will be to clean up the v.a. the secretary will be to serve our veterans, not bureaucrats but our great veterans. i'm going to use every lawful authority to remove and discipline anyone who fails our veterans or breeaches the publi trust, which is what it is, a public trust. i will appoint a commission to investigate all of the wrong doing at the v.a. and then present those fooiindings to congress as a basis for reforming the system.

we are going to get you fantastic service. it's going to happen. believe me. we'll ensure every veteran in america gets timely access to top quality care including the best care in the world for our female veterans. the veterans health system will remain a public system because it is, after all, a public trust, but never again will we allow any veteran to suffer or die. that means veterans will have a right to go to a v.a. facility or a right to see a private doctor, which ever is the fastest. people are not going to die waiting in line to see a doctor. it's not going to happen.

his gracious hospitality and that we can work together to accomplish great things for both countries, that's mexico and the united states. we agreed in the meeting on the need to stop the illegal flow of guns, drugs, cash and people across the border and to take out the cartels, have to get rid of those cartels. we have to do it quickly. our country is being poisoned. our country is being poisoned. we are also talking about and talked about the importance of working to keep jobs and wealth in our hemisphere. it means fewer illegal border crossings and a better market for products made in the united states.

donald trump talked about def t defeating isis. it is a much different tone we heard this morning versus last night. morning trump being more con till ya toir than the evening trump that we have been seeing. he did address the vets directly here. it is creating a system where they will get the beth health care they can. i is acknowledging a public operations. it is what he believes to get private health care so they don't have to wait in line for any health care. he also talked about getting the soldiers out there in the field, the best equipment that they have at their disposal. and he talked about investigating the v.a for anyone wrong doing. he wants to overhaul the va. it was directly taylors to this

i want to bring back immigration reform advocate koe fou cofounder of dream iowa. he was talking about how she would feel if a wall was built. she pays taxes, raises a family here. when you look at people like people who aren't committing any crimes, should they be deported? >> i believe soch. i wanted to ask monica, this is what i have left of my son, he was my only dhiechild. i am a legal immigrant. this is all i have left of my family. her family has a choice. if you're here illegally you have to do it the right way,
