welker. she has been reading these documents. what have you learned so far about what's been revealed about this interview? >> take a look at the documents. about 50 pages. we are pouring through them as we speak. i'm going to give you some of the top headlines and also getting a statement from the state department. some of the headlines so far, the let me start here. clinton told the fbi she requested a secure blackberry device when she arrived at the state department similar to the one used by the president. now this is an important one. at least one state department employee expressed concerns of her use of a private e-mail server violated the federal records act. that's according to these documents. now that's significant because, of course, you'll recall james comey said she was careless in her use of this private e-mail. so there you have one employee who actually expressed concerns about this. now the fbi notes that clinton was not aware of the employee expressing concerns about her

e-mail serve isser and she did not end the use to evade the records act, which requires government records to be properly archived. another important point. we have talked a lot about whether or not her e-mail was hacked. according to these notes, forensic analysis did not find evidence the e-mail account was compromised. but there's a caveat here. this investigation was not conclusive and it did determine that the fbi did find that individuals with whom clinton was in regular contact were breached by hostile foreign actors. now we're just getting a statement from the state department, which i'll read you now. according to a spokesman, quote, the state department does not have full insight into the fub's investigation so it would be inappropriate to comment on their findings or recommendations. they are best suited to speak to their assessment. it's important to remember that

the fbi memo are not transcripts. 302s refer to the notes. they are summaries. further more it's not appropriate to consider pieces of evidence outside of the broader context. so the state department is not going to parse every individual piece of evidence that may be characterized through the media. as noted in his press conference, the fbi's view was that no charges are appropriate in this case. so we're getting a much better understanding of why he came to that conclusion. >> thank you very much. we'll let you get back to work. this is a friday document dump. we'll find out. we check in on the oh side of the campaign trail. he's hosting religious leaders from the african-american community. this is in advance of tomorrow. and the high profile visit he's making to a detroit area church in hopes of bolstering his outreach. trump got his second briefing from the fbi and katy tur joins

me live from outside trump tower in manhattan and also here onset is hallie jackson. so first, katy, let's begin with you. trump has been going after clinton about the fbi investigation for weeks. have they had a chance to react to the latest documents revealed from this interview could show? >> reporter: he's been going after them for months on this issue trying to say it's part of the reason why hillary clinton is not trustworthy, that she's trying to hide something from the american public. they have not responded to this new set of allegation -- e-mails, excuse me. they have been noticeably quiet. they are quick to respond to this sort of thing. but this is something they believe feeds into their message that hillary clinton is not out for the american public. she was out for herself. she made a huge error in judgment. she compromised american security because of it. they want to say that hillary clinton broke a lot of laws doing this. she should have been indicted. but james comey did not

recommend any charges be brought against hillary clinton so this is something that they will likely hit on the campaign trail going forward, but so far, no response from the campaign as of now. >> so let's talk about this immigration position. it's been a wild week. so you're ready for a fastball on donald trump and immigration. it seems as if there have been a lot of wild hay makers going this way. people are trying to pin him down on where he stands on this position. since his speech in phoenix, and that was a fire brand speech he delivered out of mexico, yet through surrogates we know some have jumped ship. so what is he trying to do now other than go to detroit to expand the base of meeinority voting base. >> it's not enough. how does he broaden his appeal. not just the trip to detroit you're talking about but to try to appeal to members of the hispanic community.

this has been a goal of the republican national party for years. since 2012 they came out with the autopsy saying it's important to bring in more people into the tept. donald trump in recent weeks talked more about that than he ever did. it's still not enough. which is why and he's softening on immigration. >> that's not my word. they are putting in hundreds of new field staff. >> for questioning voters out there, they are going to e see this as bipolar. this is like civil of a presidential candidate. showing up and being like, yeah, i'm going to do this shs no, i'm going to say that. and no it one can believe what he says. >> i think you can say that there maybe have been some questions about consistency on what he would do. >> you're keeping it so composed and i'm losing my mind.

millions for the next several days. s that slow mover. hermine continues to push towards the north. now the northeast is the next threat zone. the threat has increased dramatically since this morning in places like new york city. so let's talk about where hermine is going and the current watches and warnings. warnings still in effect for portions of the southeast and mid-atlantic. now new york city, long island, under a tropical storm watch. we could see conditions deteriorating over the next 48 hours. the forecast continues northeast through the next day or so. by tomorrow morning, still maintaining that strength. look what happens over the weekend, though. basically comes to almost a standstill from sunday through wednesday. this is just offshore in the mid-atlantic. not going to get direct impacts probably from the rain and wind in new york city, but you're getting the water piling up day after day. flooding could be major.

undermine the status of the united states internationally. the very difficult agreements that she negotiated. the conversations that she had with heads of state quite contrary to the debacle that trump engaged in just two days ago where he embarrassed a nation, including himself, by having so-called confidential conversations or diplomatic conversations with the president of one of our strongest allies and then left that meeting one with a lack of transparency on the discussion of the wall and then went and gave the most abusive and circus-like speech one could have ever given, which did not reflect only on the meeting in mexico, but it reflected in the minds and hearts of leaders around the world as to what kind of engager or diplomat he will be.

black lives matter, many others in the asian pacific kau cushion and others around the nation. where did mr. trump in his history move to improve the lives in his private life, move to improve the lives of ameri n african-americans. was it when he used the letter "c" for those applying for his apartment buildings or ridiculed a black accountant at his casinos or his pointing out to my african-american so they have always been open to the idea of recognizing them as contributing strong builders of this nation, but they have seen that in hillary clinton for decades. she does not have to explain her civil rights moment because she

has been there, but more importantly, if millions of children have health care, many of them african-american through the children's health insurance program, that story has already been told. she will be at the national baptist convention as invited this coming thursday. she will not be going there as a stranger. there will be many friends that will be welcoming her saying good to see you again. that's not what donald trump is. she's not a scripted candidate that has to script her civil rights. he's scripted. he will go there with no record. he will go there with no answers and go there with an embarrassing legacy and the most embarrassing, if i might say, is his horrible comment after ms. aldrich was killed in chicago to write over the bear loss of this beautiful woman that african-americans will now vote for donald trump, i'm sorry, i don't think there's any substance in his traveling there. he's a free operative.

with t"the new york times" reporter and one of the questions she asked was we submit questions to the trump campaign and, yes, i didn't see anything wrong with it. i never lied about trying to question that they know about. i changed them after that came out. with the trump campaign. >> from your experience in dealing with this scenario, he's not a journalist. is this that bad of a thing. >> that's common. people want to know what you're going to ask their candidate. people also know that you may go off script. i think the concern is for the trump campaign is they have no idea what their candidate is going to say. so they are trying to control him. i think the story here isn't

that there's a script for the questions. the story here is there's a script for the answers. quite frankly, it makes you wonder why they get leaked. if some of his black advisers don't want people to know, at least we tried. if he says something crazy, don't blame us. >> among the questions that trump will be asked, one was going to be what is the vision for black americans. whether the trump campaign is racist. whether he's a christian and believes in the bible. again, this is all stuff that's been hammered out right now. but do you think there are certain questions that have been made public that can be still relevant even though donald trump's answers have been revealed. >> so all of those questions should stay on the list. they are important questions. black voters want to know the answers to these questions. i think the problem, though, is the substance of the answers to the questions. and what we have seen from the drafts indicates that there's not very much substance there. we still don't have an idea of

what donald trump's plans are for the so-called inner cities. we still don't know how thooes going to address wealth inequality. we still don't know what he's like in terms of black life and ending discrimination and inequality. all signs point to this. a very carefully scripted performance. very little intentionality u. >> does that mean does trump need to admit that e he believes racism in america still exists. that seems like a foundational point to jump to even have this conversation. >> trump is now fighting over the black vote. just the last few bits of the black vote. and for him, what he needs to do is convince people he's not racist. there is a small group of black

voters who will not vote for a woman, period. i have dealt with them. i have met with them. that's his last hope, quite frankly. he's not giving them a whole lot to vote for, but they won't vote for a racist. he knows that he cannot win with zero per sent of the black vote. >> is he considered the original birther and people can't overlook that? >> he's certainly the pt barner of birtherism. so he said a lot of things that are just racist. when you have speaker ryan co coming out and saying your comments about a judge are the very definition of a racist comment, you have a problem. so folks are to be sitting in that room and listening across the country. a small percentage of the black vote saying is he giving us anything that will allow us to believe he's not a racist, because again, we are talking 2%

of the black vote who frankly have a hard time voting for a female. and he could even lose them if he's seen as racist. >> they are doing a lot of headlines about what this trip is. they call it mission impossible for donald trump right now. do you think that even just using this example and he has admitted that the rnc need to do a better job with outreach that this is a step in the rugt direction. even though he's had so many stumbles to get this far when it comes to his conversation and rhetoric and whether it's about the black community or latino community. >> sure, absolutely. any candidate and all candidates should be doing outreach. but this is also the same story we have been telling for the last several decades about how the republican party needs to do better outreach. it's not just about the opices or showing up. it's actually about going into these communities and talking to these communities and listening to these communities and get tig

to know people in these communities and what they are interested in and what their concerns are. to take a line from the gop autopsy report from a few years ago, you can't continue to call people ugly and then all of a sudden ask them to the prom. it doesn't work that way. what we need to see, what black voters need to see from donald trump in addition to not believing he's racist or encourages racism, but also to see he has an agenda or an outline for black voters in america in 2016. >> we know that the autopsy that was revealed in 2013 by the rnc said that they had some tough work to do for outreach but it seems like this campaign has been the an. coming up next, we look at the down ballot effect of trump and his candidacy. refusing to stand with him. that's also a risky move for republicans working to be

he's getting mexico to pay for the wall by taxing remittances to mexico here and charging more for mexican goods coming in. so you don't have to get the mexican president to agree to it. so he does have bones on that plan. there's vagueness of how much fear should an illegal immigrant live in. but at this it point and after 14 months of this being the most strong basis of his campaign, i don't think there's going to be a lot of voters saying, he's softening on immigration so my opinion of him is going to change. >> that's the word he uses. he kick it is back and forth. when it comes to the wall, just from geography, it's undoable. it's not realistic to do the wall. >> it's a special new river wall. >> it's not realistic. >> more to the point, it doesn't solve the issues that immigration that need to be solved. people that were already here. not the people streaming in from mexico.

we know that illegal immigration has declined. so really the issue isn't keeping people from coming here. the issue is what you're going to do with the people here. he said that consistently he's going to get them out. whether or not he does that, humanely, i don't know what that means, is not really an object that people will be concerned about. it's about the fact he's going to deport 11 million people. >> he also says he's going to reduce the number of legal vi visas. so the thing that makes illegal immigration if you look at in one sense is the prohibition. the restriction of the number of people. he's going after unskilled workers from south of the border. those are precisely the people who are the most incentivized to come. when you increase the number of guest workers, those who can come here the number of illegal apprehensions goes down. there's a well-stated relationship that he's saying to heck with all that. i'm just going to crack down on that. that's a strong and important difference than a lot of
