appearance at nbc and msnbc this wednesday night 8:00 eastern. if it's sunday it's "meet the press" good day to all of you. i'm alex witt coming you do live from new york. high noon in the east -- in the west. 3:00 p.m. here. i got that right. and donald trump feeling the heat over his immigration plan. surrogates facing tough questions too about whether is 11 million undocumented immigrants will stay or go if trump wins the white house. also questions about if trump even has a chance given his stance. today proof of trump's uphill battle with latino voters. servers stumble. calls today for hillary clinton to step up to the mic amid new

questions about her private e-mail server and what she understood about the messages sent and received as secretary of state. and bracing for impact. americans along the east coast keeping a close eye on hermine. promisinging powerful storm sur and potential for flooding. we start with donald trump's immigration policy under fire. surrogates pressed on whether the 11 million undocumented immigrants have to go or not. no one has an answer. here is mike pence on "meet the press." >> donald trump's made it very very clear that in his ten point plan we're going build a wall. we're going to enforce the laws of this country. we're going end catch and release and all of the things politicians have been talking about for a generation. he's also said there is going to be no amnesty and no path to legalization. if people want to get legalized
12:02 pm
or right under the color of the law they need to leave the country. >> -- without leaving the country? >> he also did said. >> this is where we get confused. >> -- existing caps and existing program but rather under a new and reformed immigration program. >> is it fair to say you are not going answer this question? not just you but the campaign? you are going to leave this as an open question throughout the rest of this campaign is this. >> i think donald trump had been completely consistent and i think he did answer the question. >> rudy giuliani even had these suggestions. >> after we secure the border. and after we remove the criminal illegal immigrants -- to a large e extent. you are never going to get to a hundred percent. then and only then can we look at this in a very rational way in which we can look at all the options and be open to all the options. >> and he doesn't want to separate families as you say?
12:03 pm
>> i would say that would be one of the things that would be pretty clear. it is going to be depending on the person too. some of these families could have been on welfare for the les thirty years or taking benefits or cheating and may have to be thrown out. not necessarily all of them. >> now covering the trump campaign. it is another day of mixed messages. hear one thing and another. and even when you have chuck todd saying we're a little confused here. that's saying something. how much of an issue going forward? >> in the general it actually probably behooves trump to have a little bit of a message to appeal to the primary with the hard lined stance and now in the general he's softening or being less clear about what you do about the 11 million undocumented immigrants living here. i think he asked the same questions ten times and the
12:04 pm
response was the same thing. the clinton campaign is jumping on this. in the last thirty minutes they came out with a statement about exactly this. these messages on immigration, calling it an attempt to mislead voters about their, quote, mass deportation policy by using soft words to describe harsh tactics. that immigrant families know the meaning and can see straight through the message. every one must go. that is a message that the surrogates on the sunday shows have been trying to maybe clarify or talk about or talk around shall we say. and one good example is chris christie out this morning on cbs. listen. >> once we remove those two or three million from the country and return them to the countries of origin because of their criminal conduct than i think what donald trump wants to do is take a deep breathe and where we are and find a humane way to
12:05 pm
deal with those who remain. and then a pause after the two or three million get put out of country because of crimes and doing things that are illegal. once those people get dealt with first then we can deal with the remaining 8 million people. >> so a deep breath. a pause, wait and assess afterwards. that is what donald trump himself started saying thursday, thursday afternoon into friday morning and you are seeing that echoed by his supporters, bricking him in line with what more mainstream republicans want to see. who support trying to bring more hispanic voters under the tent because they believe there is some sense that this mass deportation idea isn't going to work. >> thank you very much halle jackson. more right now to further the discussion is clarissa martinez
12:06 pm
d decastro. let's play another exchange between mike pence and chuck todd. here it is. >> what do you do with so called dreamers? folks -- kids that were brought here. when they came over, they were here ill lie. they were kids. now they have gone to public school. what do you do with them? >> -- >> do they live in the shadows? >> of course he's going rescind all of the unconstitutional executive orders we've had in president obama, now we have a pledge in hillary clinton. the promise of successive administration that essentially legislate from the oval office. the supreme court turned that back. and donald trump will rescind that and he won't as hillary clinton promises to do executive am nis. >> no am nis. nonesty. >> no amnesty. no. first up is it feasible?
12:07 pm
>> it isn't. and i think that is one of the reasons why the trump camp is trying to model where they stand. because the reality of their platform is that on wednesday mr. trump not just doubled down, he tripled down. he talked about mass deportation. he talked about a massive escalation of enforcement. even though it is at record levels right now. and he actually expressed opposition for illegal immigration. i think the campaign is trying to model this because they know the vast majority of americans, not only latino voters do not support these positions. at the end of the day mass deportation by any other name is still mass deportation. >> the president has really taken a lot of criticism from immigration groups for this. deporting more people through immigration orders than any of his predecessors all combined. and hillary clinton is going to introduce a package, and put in a pathway to citizenship and it
12:08 pm
will happen in her first hundred days in office. what are you hearing from your members? and are you confident the deportations under a clinton administration would slow down? >> well there certainly has been an incredible level of advocation to insure that when we say that we're going to prioritize national security and community safety, something we support, that indeed our actions reflect that. and that is what cease so concerning about what mr. trump says. is that it doesn't seem to be that kind of prioritization. there doesn't seem anyway for people who are contributing to the country to come forward. and there doesn't seem to be an acknowledgment of the economic impact that his platform would have. absolutely we need to make sure that the policies with e hay ie. that we modernize the system so instead of being a deportation machine we create legal challenges for people to come vetted through the system rather than around it.
12:09 pm
that is what we are hoping to hear. and we are hoping to hear how we are going to create a way of people here of good moral character to come forward because they are contributing to the country. >> clarissa martinez de castro, thank you. >> thank you very much. >> now to hermine. the slow-moving storm has strengthened this morning. new jersey governor christie is warning residents do not venture into the water. >> urged people to be careful. listen to your life guards. municipal officials. about, you know, being in the ocean or not. because rip currents are going to get fairly aggressive. even before you see any other type of outward manifestations of the storm. >> nbc's tammy lightener from seaside heights new jersey. good day tammy.

what kind of job do local officials have ahead of them there is this. >> the one thing they are doing right now the most important thing is they are keeping people off this beach. this beach is vacant except for me right now. 6 to 8 foot swells out here. a rip current that is extremely strong and very dangerous. the beach patrol has been patrolling this beach all morning. we got a chance to go out with them just a short while ago. let's go out and listen to what the chief had to say. >> what is the biggest danger right now? >> at high tide get swept off your feet and at that point get caught into a run, a rip. >> reporter: do people not realize how powerful the water is? >> it never ceases to amaze you how many people disregard mother nature. and as much in today's society with the media coverage and you can go on youtube and see numerous shots of people still doing it. >> reporter: is the tied

normally this high? >> no. it's not. a at this point it's blowing northeast. we'll have beach i erosion. and the water will come occupy not so much today but tonight's high tide more than likely will hit the boardwalk. and little kids. if they get swept off the beach and the white water and the rips, they could get sucked out. and it would be hard to locate a four, five, six-year-old. >> you heard them talking about beach erosion there. this is lactually a cliff that drops off four, five six feet and this just happened in the last 24 hours because of how strong the ocean is out here. extremely dangerous how quickly it can change and that is the point everybody has been making. it may look like a beautiful day out right now but things can change on the drop of a dime. alex? >> a lot of times surfers just can't help themselves when they
12:12 pm
see big waves like that. have vow seen surfers out in the water? >> reporter: there have not been any surfers and i asked the chief today. and he said surfers are not the ones they have to worry about. and surfers in fact sometimes end up helping them because they are so strong in the water. >> oh, there you go. for latest on hermine. here is bonny schneider. how is all this storm going to effect the coastal regions. >> reporter: especially in southern new jersey are likely to see impact. as the posttropical storm still a powerful one. 70 miles per hour winds and notice the movement east/northeast. and slowed quite a bit. well off shore but tropical storm force winds extend almost 200 mields miles from the center. so when we look at the track the

donald trump has made it very clear that a priority of our administration will be removing criminal aliens. we'll also be fining people who have overstayed their visa. an enormous number of people come to this country legally and then simply overstay their visas because we make no effort to hold them accountable or uphold the law. the simple truth is that what the american people long to see is leadership at the national level that doesn't high onically focus on the group that you are focused onmyopically focus on the group that you are focused on. >> talking to chuck todd about the undocumented immigrants in the u.s. there are still questions about what the trump plan will co-about this group. his proposals so far have alienated some of his top latino advisors who say they were misled by the billionaire
12:19 pm
candidate. let's bring in our panel: a big welcome to all o three of you. thank you for your full-time on a holiday weekend. what do you think was the deal breaker for trump's hispanic supporters? >> it was his last lack of pivot. going into the rnc convention latinos were holding their breathe waiting to see if there was going to be a pivot. and that didn't happen. and then there were going to be numberers maybe he was going to have that come to jesus moment. and i'm going to have a path to legalization and work with latinos and immigrants and then last week up until wednesday night again everyone was holding their breath and there was a collective let down. really at this point there is no way to remedy what has been done. we are about 60 day, 70 days
12:20 pm
away from the election and latinos are not going to vote for trump given that stance. at least not more than 20%. i don't think he's going to get above the 22% we saw in his last poll. i think it was the nail in the coffin for trump to get that sizable latino vote that you need for the white house. >> with just 65 days to go this latest poll is suggesting that clinton is literally trouncing trump by quite a margin. 68 with hadn't and 21 with donald trump. adolfo do you think the tone on trump's is what cost him? >> i don't understand how anybody for one moment thought that donald trump was going to do better with latino voters would change his message. mitt romney who i worked for got 27% of the vote. the fact of the matter is the latinos were vociferously
12:21 pm
against mr. trump and they have gone back and fourth. and i'm not supporting trump but i have to hand to it him. i think his message was consistent. we've all been talking about inconsistencies and hypocrisy if he were to change his view. and latino voters i don't think were going to change their minds just because of a speech. the speech and the visit to mexico was designed to reach suburban republican women and the white vote wh he needs to solidify. and i think it was a success. the visit to mexico was a success. and then he returned to phoenix and fundamentally gave the same speech he gave when he launched his presidential bid. so i have to say that with all honesty, the target here is not the latino community. that is a pipe dream. it is solidifying republican support. because many of those positions, to all the viewers who understand are not just mr. trump's positions.
12:22 pm
they are the positions held by many conservative republicans. >> -- may have been the part of those reactions here. >> absolutely. >> -- clinton winning over by default? you had the washington post pointing all her campaign has virtually run no spanish language tv ads in the general election. might she be taking their vote for granted? ? >> this has been a concern for latino communities going back months. on may second for example. there was a meeting with some latino groups and the dennis. and i wrote about this in the organizations. and they stressed you can't just bash trump and think that is going to be enough. so this is something organizations having bringing up for months now to anyone who will listen. you can't just bash trump and think that is a policy proposal that will draw in latino voters and give them a reason a proactive reason to head to the polls. >> i want to ask all of you this question. can donald trump win the
12:23 pm
election without significant support from the latino community? >> all depends on turnout on both sides. the thing with latino voters is they are historically underrepresented at the polls. same with groups like asian american voters. so if they don't turn out in numbers and harness that political power that we've been talking about for so long, then we are going to go back to square one in terms of what do their votes really matter for. >> okay. what do you think victory victoria? >> i agree with lucy hernandez. if latinos don't turn out in the numbers we historically see. above the 50% they historically get to. that is going to give donald trump an advantage. and the folks that have been disillusioned by hillary clinton. they may just stay home. add that to low latino turnout
12:24 pm
and a mobilized trump base there is room for a trump presidency. i don't think it is likely but it is possible. >> i want to point out 12% of the votie inelectorate are hispanic. how much of that is he going to get? >> i think he's going to to get a quarter. among the largist states with hispanic votes are texas, florida, arizona. and those are reliably republican red states. so absolutely donald trump can win the presidency without a significant latino vote. i think it is possible. the wooikd wild card here is il is is how many people are going to turn out for donald trump that have not participated in the past. that is what he's banking on and a that would take the difference. but he could absolutely win without more than a quarter of the latino vote if everything else lines up for him.
12:25 pm
