the critical home stretch, both hillary clinton and donald trump in the battleground state of ohio. where polls show clinton holds a slight lead. president obama and vladimir putin, two of the world leaders at the g20 summit in china. the meeting described by the president as, quote, blunt and business-like. as questions still swirl about russia's alleged interference in the presidential election here. and post tropical storm hermine still churning in the waters at beaches from eastern new york up through massachusetts. this holiday weekend. officials warning that the waves from the storm could cause life-threatening surf and rip current conditions. we have a couple live reports for you on that storm. good morning, again, i'm tamron hall, coming live from our msnbc headquarters in new york. we are now 64 days until the election, and just a cuff couple weeks away from some voters casting their early vote. hillary clinton hit the campaign trail in her new plane last

hour. that plane carrying the message, stronger together on the side. clinton meeting with union leaders this afternoon in ohio and illinois. her top surrogates also out in full swing today in pennsylvania, ohio, michigan and new hampshire. bernie sanders is set to speak any moment now at the afl-cio labor day breakfast. and clinton's running mate, tim kaine, along with vice president joe biden, already taking the fight for blue collar workers to donald trump this morning. >> you don't have to check with me. everywhere he goes, it's looking out for number one, and walking over everybody else. with hillary clinton, you can have a "you're hired" president. but with donald trump, you're going to get a "you're fired" president. there are so many people like trump who look at us like we're not their equal. i'm sick of it! i have had it up to here!

and we've just gotten word that donald trump is also going to go to ohio. that battleground state to make his pitch also to union leaders. trump is on the offense in a new round of political attacks on hillary clinton, putting his own signature spin, you might say, on his opponent's return to the campaign trail after two public events in the last two weeks. trump tweeted on sunday, the polls are close, so crooked hillary is getting out of bed and will campaign tomorrow. why did she hammer 13 devices and acid wash e-mails. we'll have more on that. and hallie jackson is her with the trump campaign, and obviously donald trump wants to talk about this fbi report. >> yeah. >> but you have his campaign unable over the weekend, hallie, to come up with a cohesive description of whether or not he supports mass deportation or not. that's been a distraction to his message right now. you're right. they want to be hammering hillary clinton on this news of the fbi report. you speak with advisers

privately, as i have been doing the last 48 hours and they say that is how he will be successful, by hammering that again and again, and every day for the next what, 64, 65 days, however long we had left. still a lot of questions about his immigration policy, actually causing some, i don't know if you want to call it consternation. but issues with arizona senator, jeff flake. trump and flake getting into it in this last day or so, going back and forth with trump. kind of picking a fight with flake online, on twitter. twitter is also, by the way, let's pull it up, where he went after president obama for the meeting with russian president, vladimir putin, that you talked about earlier, saying, "president obama and putin failed to reach deal on syria, so what else is new. obama is not a natural teal-maker, only makes bad deals." this is an attack line that trump has had in the past, even as he's come under fire for questions about what his relationship with president putin would be if trump were to end up in the white house and foreign policy analysts saying that trump's views on russia are sort of extraordinary as far as

what we have seen from commanders in chiefs, if that's the right plural, in the past. >> hallie, the idea that donald trump, of course, is tweeting about hillary clinton or president obama, that is no new headline. we could have repeated that in a similar tweet. >> two weeks ago -- >> the issue is, again, he is going at it with someone within his own party. and someone in a critical state. jeff flake of arizona. >> so not just someone in his own party, but someone who a week before his running mate was announced. they have had a contentious relationship. you remember back in washington, when trump first met with flake -- or first went and talked with some folks in capitol hill, he and flake got into it. this is not what members of the republican party want to see. they want to see trump playing nice, particularly in arizona. because look at the other senator, john mccain, who doesn't have great relationships with trump, anyway, either. >> yeah, and the bigger issue, again, will the twitter distraction, will it work in these critical 62 days when

there are still many unanswered questions, mass deportation, tax returns. both candidates have their severe issues and problems still lingering out there. let's turn now to kristen welker in cleveland, where tlbt and vice presidential nominee, tim kaine, campaigning this afternoon. kristen, the same issue i posed to hallie jackson here. yes, the candidates are in the stage of i am better than the opponent. however, her fbi interview still lingers and there are questions again repeatedly about her access with the press and this may change some of that. >> reporter: that is what the campaign is hoping. your first point about the fbi, tamron, just to remind folks, on friday the fbi released its notes from their interview with secretary clinton, and she told the fbi more than three dozen times she couldn't remember something. so the press is going to want to ask her about that. of well, they just may have the chance today.

because secretary clinton for the first time is flying with the press on her press plane. it says, "stronger together" on the side. that's, of course, the campaign slogan. our own andrea mitchell on that plane and just tweeted this out. let me read what she says. she says@hillary clinton comes back to greet press corps on new plane, promises to answer qs later. so we are all anticipating that. she did have a little bit to say to the press, though. take a listen. >> i am so happy to have all of you with me. i have just been waiting for this moment. and i'm -- no, really. and i'll come back and talk to you more formally, but i wanted to welcome you on to the plane. >> reporter: and tamron, because of the ongoing questions about her e-mails, the clinton foundation, we have started to see the national polls narrow a little bit. the clinton campaign telling me they see this as the final stretch. all hands on deck. so that is why you're seeing a lot of secretary clinton's top

surrogates and bernie sanders making his first solo stop for secretary clinton in new hampshire. expect to see more surrogates, including president obama. tamron. >> kristen, thank you. joining me now to talk about all of these headlines, msnbc contributor and director of africana studies at lehigh university, james peterson. politico reporter, ben shrek inger, and thank you all for joining us. ben, let me start with you here. it's been fascinating, even just on labor day some of the tweets coming in from donald trump. as i said to hallie jackson, for several months now, we have chased these tweets that donald trump says. but in reality, yesterday, mass deportation, a question that his campaign could not get one answer collectively out. >> right. and the thing about these tweets is that they're off the cuff. the campaign has tried to

control what he does. he has a phone, he does it himself. and you can't take it as official policy, because the campaign often does not commit to sticking to the things that donald trump -- >> but they have been official distractions in many ways. we end up reporting -- everyone does, because that's the way this candidate has been communicating. he has not tweeted a lot about mass deportation and where he stands. >> right. and, again, i just wouldn't -- anything that's coming out of that twitter account next week, he may be tweeting something different. >> what are your thoughts. i want to play what rudy guiliani said and contrast with the vice presidential nominee yesterday, mike pence, about mass deportation. back-to-back. >> donald trump as he expressed, would find it very, very difficult to throw out a family that's been here for, you know, 15 years, and they have three children, two of whom are citizens. that is not the kind of america he wants.

>> was he genuine? >> i go by what we have heard in the past. i would say no. but i mean, who can say who is genuine? >> he has a whole lot of making up to do. >> clearly, that's not mike pence, unless he's come back to life as a black woman. with that said -- >> surprise. >> sometimes you've got to laugh to keep from crying. nevertheless, mike pence, if we can play that, did not offer a direct answer when chuck todd asked about whether or not -- we have it now. >> there's going to be no amnesty. and no path to legalization. people want to get legalized, or want to get right under the collar of the law. they need to leave the country. >> he says without leaving the country? >> chuck, he also said -- >> this is where we get confused. >> he also said not under the existing caps and existing program. it's rather going to be under a new and reformed immigration

program. >> is the strategy a strategy of confusion, noel? >> apparently if you take those two clips, it looks like it. let's look at one thing. i used to work for guiliani. and guiliani has got it wright. he has a heart and guiliani governs from, you know, straight and narrow. if you look at what trump is doing, he is forming -- he is forming his immigration policy as it goes. and you've got to realize, when he started it, he started the conversation of this entire immigration policy. people really weren't talking about it too much. and remember the wall? this is how he got his claim to fame. now, with that said, he beat out 16 people running against him. they are very qualified. in the primary. and he did it by this wall, by a lot of this rhetoric. >> he also did it by slamming -- the idea of not having mass deportation when jeb bush and marco rubio were on that stage. he criticized them and today someone, your buddy, guiliani is now saying they're in favor of that. >> but he is having to be quote,

unquote, more presidential. remember he said if he won, he would be more presidential. and a lot of the policies that he was clamoring around about and making noise about, he is now having to define, he is now having to -- >> that's what you're supposed to do if you're running for president. so what then -- why the confusion? if the goal is to define and clarify 62 days out, why is it rudy guiliani and mike pence cannot answer the question, the same way as the candidate? >> well, of two things. number one, you've rudy guiliani, a seasoned politician, mike pence, who has his viewpoint. who is going to be more influential with donald trump? that would be probably, my guess, my guess would be rudy guiliani. he's known him forever. trump was a huge supporter of his. mike pence was answering this as mike pence. and mike pence, you know, follows a straight and narrow with this issue. and rudy guiliani has got some wiggle room with that. with that said, if you look at

what donald trump is probably going to do, is not going to be just mass deportation. he's going to take it, you know, in consideration of some of these people that have been here that are hard-working. >> that's not what he said, though, in arizona. >> but he's going to have to craft it this way, because he's got conflicting messages within his camp. >> and james, that leads me to the conflicting message as to whether or not he truly is making an attempt to court african-american voters. and if we're going to go into this home stretch this way, donald trump and his outreach to minorities, donald trump and his outreach to the hispanic community of mass deportation or not, could be defined as -- it looks like a mess at this point for him. if he doesn't clear this up. >> it's -- yeah, you're right, tamron, a little bit uneven. and just to tie these two things together. the reason why you're getting that dissonance around the messaging on mass deportation is because logistically, mass deportation doesn't make any sense. politically doesn't make any sense either, because the obama

administration has deported more immigrants than any. so it's difficult to go to the right of president obama. but you can't logistically do mass deportation. so however, mass deportation is really compelling to the base. so that's the con noundrum ther. american voters are well aware of the ways in which trump sort of manifested this campaign, but prior to that, things like his housing discrimination case, his role in the central park five, these are things folks in the black community are not going to forget. so one carry graphed visit to a church can't erase that history and the immediate history of the ways in which he's risen to his position, based upon these anti immigration stances. these things are linked together. it's very difficult to make the political pivot that mr. trump would like to make when the history and his role in certain cases and issues and where he's been on certain issues is fodder

for folks to sort of continue to think very, very critically about whether or not he's genuine. and what he's referring to as his outreach to the community. >> what are you hearing is the plan, resetting after labor day, leading into the debate where he will have to directly answer some of these questions, especially with mass deportation hanging out there? >> sure. so in terms of debate preparation, they're not doing a lot of standard preparation. trump doesn't like to do these set piece rehearsals. he will read some very short policy briefings. obviously, immigration is something they're going to need to be ready for. and in terms of what they're doing for campaigning, their campaign schedule is starting to make more sense. he's in ohio today, he's going to be in north carolina and virginia tomorrow, florida on friday. those stops in washington. he did a campaign rally recently in connecticut. they have sort of at least got that house in order going forward. >> we're getting in live images.

talking about. a few that may have been marked "confidential." whatever it was that hillary clinton dealt with in that manner had no threat to our security. this is really much ado about something. but too much ado. >> that was house minority leader, nancy pelosi. the comments come after friday's release of the fbi notes taken during the agency's interview with secretary clinton for its investigation into the matter, raising even more questions. one revelation from the fbi notes clinton did not know that "c" stood for "confidential." let me bring in karen bass of california. thank you so much for joining us. >> thanks for having me on. >> interesting answer from nancy pelosi saying much ado about something, but too much ado. how do you see the information

released by the fbi friday? >> well, i think leader pelosi's description is a good description. and i think that secretary clinton quite a while ago said that the -- she made mistakes around the e-mail, she apologized for it. the attorney general, secretary of the -- head of the fbi came out and said there was nothing to prosecute her for. so i do think like leader pelosi said, this was much to do about very little. >> and you both may feel that way, but when you look at some of the polling, the race has tightened, an interesting race for secretary clinton. now we're going into this critical stretch, the race has tightened up and could be by the analysis of the general consensus, because of the lingering concerns, that more will come out. no smoking gun with this latest batch of information from the fbi. but one cannot say that that

won't happen over the next 60 days. how concerned are you that these e-mails could present more questions for secretary clinton? >> actually, i have no doubt there will be additional questions. however, i don't think that anybody expected the polls to continue to be a big difference, that they would tighten. but when you look at it, there are polls, but then there are the electoral numbers. there's the map, there's the map, there's the map. and i think she is still very far ahead in the states that traditionally vote democratic, as well as some of the battleground states. i do think the debates are going to be a big turning point. but i think what we have seen from donald trump over these last few weeks, and in particular his so-called outreach to the african-american community has done nothing but to consolidate the support against him. any time you have 90% of the community that is against the candidate, and you absolutely have to have that demographic to win, i do still think that she

is very strong. >> part of donald trump, since you bring it up, the donald trump and his team have said that hillary clinton takes african-american vote for granted. but the democratic party takes the african-american vote for granted. so while he may not make in roads because of things he said on the campaign trail and history going back to discrimination in housing, that this still resonates not enough to get people to support donald trump, but brings back the conversation, whether it's looking at the senate or the house. that could have an impact later. >> well, you know, i do think that some of what he has said has just been outright offensive, as though the african-american community is stupid. the reason why the african-american community has voted democratic is because that is who has supported the issues that are important to our community. and if you look at the republican agenda, you see that the republican agenda is absolutely contrary to any assistance in the african-american community.

and so i do think that there have been concerns about democrats taking the community for granted. however, any time you have the amount of support that you have for a candidate, i do think that is because of a very long history of support and involvement in the african-american community that secretary clinton has had over two decades. >> and going back, again, to the polls that showed generally that the race is tightening up, all of the things you have pointed out about donald trump, beyond the african-american outreach and some of the rhetoric, some specifics down to his lack of policy information on his website to this ongoing back and forth over whether he supports mass deportation. the question that i keep hearing asked to people like yourself, why do you believe this race is still so close? >> well, i actually don't think it's that close. again, i know that the polls are saying one thing. but if you look at the electoral map, i think that something

here, trying to get out of the water. authorities urging people to stay out of the water, because of the threat of dangerous rip currents. hi there. hi. there are tropical storm warnings for this area, and the concern is not so much rain, but these rip currents. there are some surfers we have seen throughout the day, again. authorities warning typical swimmers that these rip currents can be very dangerous. now, hermine is really meandering off the coast -- off the east coast, and with winds about to 70 miles per hour or so. the tourists trying to make the best and salvage this labor day. out here, the overcast skies, the economic impact from hermine. we've been tracking it over the last couple of days. ocean city, maryland, for example, on saturday had very heavy winds and rains, business owners, one told us he lost about 80% of his business, trying to recoup yesterday and today. so hermine, while a couple hundred miles offshore and now potentially bringing winds here and as well as to the cape, you

know, this is labor day people are trying to get out and enjoy, and thankful that there haven't been more effects of hermine right here on this beach. so back to you, tamron. >> gabe, let's go to meteorologist bill karins, tracking the storm for us. so bill, will people throughout the east coast have the same good fortunes as it appears those in montauk, new york, are having? >> the storm for the most part 100 miles further offshore, and that's the reason there was such dire predictions. the coastal flooding. but that threat was minimized as the storm was further off the coast. we just got the new update from the national hurricane center saying it's moving northwest, doing the unusual motion back towards the coast. it's being captured and heading towards them but not that strong by the time it gets here. right now, still the equivalent of a hurricane. 70-mile-an-hour maximum winds out here by this. and over the weekend, you know, when the forecast was saying the storm would be here, those strong winds up against the

jersey coast. that hasn't been the case, because of that shift. and thankfully, the forecast in our favor, and it was further out to sea. here's the new forecast track. notice how they do take it northwest, and then they stall it and weaken and head it out to sea. even though it's much closer to where gabe was located, 65 miles per hour to 45. that means the wind field will shrink and races out to sea on thursday, where we're finally done after tracking for a good two weeks. we were very concerned with storm surge, but with that further offshore track, now it's just a 1 to 3 foot minor problem with storm surge. no significant damage, besides the beach erosion. just minor to moderate, and mostly minor, new jersey and long island. i was mentioning the wind speeds. here are the projections. when you get into the pink shade, that's 50-mile-an-hour winds when the tree branches start coming down, and power outages. it's pretty close. it's not that far away, and even

during the days, tries to get to areas of long island. because the storm is weakening, the winds come down. and they never quite get to the coast. that's how close it was to dealing with power outages versus just a cloudy day with some spotty rain. and so the storm itself by the time we get to tomorrow morning, really weaker. winds only down to 20-mile-an-hour range. still tropical storm warnings just in case. it moves closer to the coast than expected. as we have seen with the live shots during the day today, cloudy skies, breezy conditions. as long as you're not in the water, everything looks just fine. >> bill, thank you. and after the break, battleground pennsylvania or not, donald trump's campaign manager now claims he doesn't need pennsylvania to win the race for the white house. is it because the latest polling now shows trump trailing clinton by eight points? i'll talk to a keystone state insider when we return. and coming up on wednesday, nbc news, along with iraq and afghanistan veterans of america, hosting the commander in chief forum with hillary clinton and donald trump, focused exclusively on issues that the next president will have to

campaigning for hillary clinton. and right now, as well, donald trump is taking part in a round table with mike pence, and local labor leaders in ohio. katy tur joins us from trump tower in new york city. katy, i'm curious to learn what you are are hearing about trump's reset. obviously been tweeting about hillary clinton and president obama this morning. but just this weekend, you still have this lingering nonanswer regarding the fine he paid to the irs after a donation to pam bon bondi. and then you have not releasing his taxes. the indough heernt message on whether he supports mass deportation or not. several reports trying to reset in 6 2 days. >> reporter: i'm not sure you can call it a reset. not sure the campaign is trying to reset in that strict interpretation of what the word "reset" means. they haven't given a clear indication there are questions

surrounding the donation to the group associated with pam bondi's campaign for attorney general in florida. whether or not that was a mistake by the foundation giving the money to her, specifically, or they should have given it to somebody else or if donald trump was trying to give her specifically money. there's also a question surrounding how he's going to be able to adequately gain the support of minorities and african-americans. we saw him trying to do that this weekend in detroit. but, of course, there was controversy surrounding his visit to that church, a script of the meeting, the question and answer session was leaked to the press after that script was leaked, donald trump addressing the foundation for a few minutes. he was also supposed to do a walking tour of detroit. that turned into about a five-minute visit to ben carson's home in detroit, former home in detroit. also the woman who answered the door, the one who lives in his former home, said she was voting for hillary clinton. so there's a lot of uphill battles going on for the trump

campaign right now. they're closing the gap a little bit in one of the most recent national polls and certainly closing the gap in pennsylvania, down from 11 points down to hillary clinton, now 7 points down to hillary clinton. but the battleground states still heavily in hillary clinton's favor as of now. and that's partially because donald trump has not expanded his base. his base of white male supporters has been strong for him, he's got to figure out a way to move past that. the campaign is trying to do it. but early voting, tamron, starts soon. in some cases, later this month, for a lot of states. so whether he's going to be able to do it soon enough is an open question. >> right. and katy, if they're not calling it a reset, and i know we have to throw out some of the traditional things, we have always assumed, like people don't pay attention to after labor day, i think we can challenge that theory. but if they're not calling it a reset, what is then the strategy? because it does not appear to clarify any policy policies from donald trump.

>> reporter: you know, i'm not sure what the campaign strategy is going forward. and the traditional terms of strategy. the campaign has a -- hasn't really been very responsive lately when we have asked them questions. i -- what i can tell you, they have always told me they have a 50-state strategy. that's why they campaign in unusual places, like seattle, outside of seattle the other day in washington. that's why you saw him in jackson, mississippi. but they believe that donald trump being donald trump is enough of a enticement for voters out there. but when you speak to voters at donald trump's rallies. and remember, these rallies are still very passionate affairs, these people are still very excited about donald trump and his candidacy. but when you ask how long they have supported trump, the majority of them will say -- the vast majority will say since beginning. so i haven't seen many newcomers and that is precisely the issue

they are finding. they have to convince voters that are unconvinced by donald trump, and they are finding it -- if they can't convince them to go to donald trump, how are they going to convince them to stay at home and not support hillary clinton? and that might just be where they benefit. if they can convince them that hillary clinton is not trustworthy, if hillary clinton is not out for their benefit, that could benefit them in the end game in november. but whether they can get new people under their tent has proven to be difficult so far. >> all right. katy tur, live for us this morning at trump tower. cute shirt, by the way. a superficial note. >> thank you. good buy! >> we'll be saying goodbye in a minute. 20 more minutes in the show. thank you, katy. one of the key states on the road to the white house, pennsylvania. while current polls have clinton winning, her lead shrinking over the past few months. in one poll, that lead within the margin of error. another poll, she leads by eight points or so. so her supporters are campaigning hard in the state. just a few hours ago, vice

president joe biden took to the stage to rally voters in pittsburgh. >> pittsburgh, so many times in my career, over the years, senator and as vice president, i kind of considered a second home. i mean it. >> joining me chairman of the pennsylvania democratic party. thank you so much for joining us this labor day. i don't want to get tangled up in the polls too much, whether it's 2 to 8 points. they all show a lead for hillary clinton. which makes this comment from donald trump's campaign manager, kellyanne conway so interesting, marcel. let me play what she said about pennsylvania. >> can you win this race without pennsylvania? >> we can. but we're taking pennsylvania very seriously. we know the last six presidential elections has gone democratic. and that's something that we understand. but we also know that mr. trump's message from the beginning has been particularly among a lot of the working -- a

lot of the workers feel they have been left behind in this economy. >> can you win? >> yes, we can. >> 50-state strategy may or may not include pennsylvania. what's your thought on that? >> i think it's definitely going to include pennsylvania. look, i don't think either party can win this election without us. the demographic -- the electoral item graphics have changed. if you start with the numbers we generally are expected to get, throughout states like colorado, virginia, new hampshire, all of which are leading and going strongly for hillary clinton. and then you have pennsylvania. we will actually be the margin of victory, in my opinion, for the democratic party, and if -- if -- we're not going too long for it for donald trump. it's just that simple. >> we're looking to do, both of the campaigns in ohio, talking to labor leaders. union workers. that obviously is the type of audience hillary clinton and donald trump hope that they can

resonate within your state. when you look at the major issue here, the major sticking point as to why you believe she's edging him out in pennsylvania, what do you believe it is? why do you believe it is? >> i think it's really the ability to govern. you need to be -- the president of the united states has to be ready to go from day one. we have no idea what donald trump stands for. he hasn't released his tax returns. we have no idea what that shows. but i suspect not so good. the question is, if you're under audit and that's the reason you're not releasing your tax returns, how about releasing the tax returns not subject to audit? how about talking about how many loans you've got with the bank of china or how many oligarchs you're dealing with in russia? those are incredibly important issues. and frankly, for pennsylvania s pennsylvaniaens, moderate republicans and democrats, the tone and style and the insult and tweets is not somebody we want as president.

>> what's been remarkable and to your point, even this morning, a tweet from trump using his catch phrase of "crooked hillary," when you have this story of an irs fine paid as a result of a donation being made to an organization supporting pam bondi in florida, you also, as you pointed out, the issue of the tax returns, criticizing president obama today with the meeting with vladimir putin, saying that president obama has been ineffective, yet we don't know where his money has gone because of the tax returns. so the point is, these 62 days, is that what you want to resonate clearly with the people of pennsylvania who may have these quote, unquote, trust issues with secretary clinton? >> well, i mean, i think what it comes down to is what i said earlier. we have significant issues in the country. we have significant issues internationally. we need to know that whoever serves can deal with those

issues from day one. i've looked back at all of the losers of presidential campaigns, democrat and republican, whether john mccain, mitt romney, al gore, john kerry, those were all decent people. we could all be proud if they won, even if i didn't support them. with donald trump, the issues that he creates by his personality, by screaming louder than anybody else, by insulting more than anyone else, how does that deal -- how do you deal with the north koreans? how do you deal with the russians or the chinese, when you get into it? and for that matter, do you have any answers on any issues, other than screaming? >> chairman of the pennsylvania committee, thank you for your time today. >> thank you for having me. up next, president obama issues a strong warning against wild west cyber hacking wars. he made the comment while in china. plus, the lingering storm hermine as it moves north along
