good morning, everyone, it is wednesday, september 21st, i'm alex witt alongside louis burgdorf. we begin with breaking news overnight. charlotte, north carolina, is on edge after protests erupted after the deadly police shooting of a black man. more than 200 demonstrators gathered last night carrying signs and in some cases verbally taunting officers in riot gear. authorities say officers used flash bangs and tear gas to disperse the crowd. they add 12 officers were hurt, including one struck in the face by a rock. the unrest began quickly after news spread about the death of 43-year-old keith lamonte scott. they were serving a warrant on another man at an apartment complex when they came upon scott in his car. >> at this point all we know is, they are in the apartment complex parking lot and this

subject gets out with a weapon, they engage him, and one of the officers felt a lethal threat and fired his weapon because of that. >> now, a social media post by a woman who says she is the daughter of scott said he was unarmed and disabled. a police force confirmed to the charlotte observer both the man who died and the police officer who shot him were black. let's bring in nbc news correspondent chris clackum joining us live from charlotte for the latest on this violent night. what's it been like there, chris? >> reporter: well, right now, alex, it's a far different scene than what it was just a few short hours ago. there's still plenty of debris, some damaged cars here on the roadway. next to the apartment complex where yesterday's shooting occurred, and the demonstrators have finally dispersed, but only after a night of some pretty tense standoff with charlotte police. a standoff that reached the point where police were in full

riot gear, brought in and re-enforcements, did disperse some tear gas on those protesters. that thinned out the crowd. however, they continued, a small group did continue to protest throughout the night, even at one point blocking a major interstate in charlotte in both directions, interstate 85. there was some vandalism to report, too, at a local walmart by some of the protesters, but for right now, the mayor and the police chief of the city are calling for calm and promising a very thorough investigation into the shooting death of 43-year-old keith lamonte scott. alex, back to you. >> considering the difference in reports there with one saying on social media disarmed and disabled versus an armed suspect, that's a big difference, so we'll be investigating for quite some time. thanks for that. new details emerging about another deadly police shooting

in tulsa, oklahoma, after authorities released video showing a police officer fatally shooting 40-year-old terrence crutcher, an unarmed african-american father of four. hundreds gathered yesterday calling for the arrest of officer betty shelby. shelby, who's been on the force for five years, is under federal investigation following the shooting, also on paid leave, which is routine after investigations. crutcher failed to listen to her commands when police arrived to the scene. shelby's attorney said she believed crutcher was under the influence at the time of the encounter. the tulsa world newspaper reports that a vial of pcp was found in crutcher's suv, but crutcher's lawyer noted no drug tests have been completed. >> the toxicology has not come back. she knew nothing about terrence

crutcher. for all she knew, he could have been the choir boy, the preacher, he could have been a drummer, he could have been anything. he was a man whose car had broken down and nothing in that video suggests anything that you can tell about him unless you have been prejudice against people of color. >> what we do know, crutcher was studying music appreciation at tulsa community college and this morning is being remembered by some as a family man who frequently went to church and sang in the choir. in a radio interview yesterday with the steve harvey morning show, hillary clinton had a strong reaction to the shooting in tulsa. >> we've got to tackle systemic racism, this horrible shooting again, how many times do we have to see this in our country? in tulsa, an unarmed man with his hands in the air. i mean this is just unbearable, and it needs to be intolerable. >> the man accused in the recent

string of bombings in new york and new jersey has been charged with federal counts of using weapons of mass destruction, along with a variety of other charges. ahmad rahami had already been charged with five counts of attempted murder of police officers in new jersey. court documents also show his fingerprints were found all over the unexploded pressure cooker bomb found blocks away from the explosion in manhattan and he purchased materials on ebay. meanwhile, we're learning more details, including he had a rambling journal on him when he was captured. investigators say the journal made reference to the 2009 ft. hood shooting. american born al qaeda al laki. rahami stabbed his brother in the leg, a neighbor reportedly heard the father yell, you're a terrorist, although he later told investigators he was just

angry. investigators are also looking into rahami's wife. she has been in pakistan since june and is scheduled to return this week. she told federal investigators at the united arab emirates yesterday she had no knowledge of the plot. 52 nations met at the united nations at a refugee summit during a year defined by the plight of syrians forced from their homes. the group pledged to take in double the number of refugees next year, well short of the 65 million people said to be displaced globally. the president delivered his final address to the united nations general assembly as president yesterday. he jabbed russia for its military aggression in ukraine and took swipes at donald trump, although he never mentioned him by names. >> the politics of ethnicity or tribe or sect, aggressive nationalism, a crude populism, sometimes from the far left, but more often from the far right, which seeks to restore what they

believe was a better, simpler age free of outside contamination. we cannot dismiss these visions. they are powerful. they reflect dissatisfaction among too many of our citizens. i do not believe those visions can deliver security or prosperity over the long term. but i do believe that these visions fail to recognize that a very basic weapon are common humanity. binding ourselves to international rules over the long term enhances our security. and i think that's not just true for us. if russia continues to interfere in the affairs of its neighbors, it may be popular at home, it may fuel nationalist fervor for a time, but over time it's also

going to diminish its stature and make borders less secure. >> donald trump's campaign is fighting back over a concern whether his charity deals with self dealing, reporting the republican nominee's trump foundation used $258,000 to settle legal disputes. rules prohibiting nonprofit leaders from using charity money to benefit themselves or their businesses. at issue are four donations, and it said one settled unpaid fines from the town of palm beach, florida, over the height of a flag pole at trump's club. another over a dispute over a hole in one at a golf contest at the trump national in new york, requiring trump to make a $158,000 donation to the plaintiff's chosen charity. a 2013 donation to the d. preservation league bought an ad in a program that was an advertisement for trump hotels. and a $10,000 check purchased a portrait of trump at a charity

auction, but the washington post reported trump did not respond whether it was ever used for a charitable purpose or where it was. after the story, a photo apparently of the portrait hanging in trump's resort in miami. and speaking with brian williams last night, trump's running mate mike pence responded to the story. >> i think what we found is there's a number of factual errors in that story, as there were in previous stories about the trump foundation. i'm confident they'll be able to address those and demonstrate they fully complied with the law. >> do you know what the factual errors are the campaign is alleging in "the washington post" story? >> i think the foundation will be able to lay those out. there were errors in the previous "washington post" stories. >> in a written statement the trump campaign said, in typical washington post fashion they've gotten their facts wrong. it's the clinton foundation.

no management fees, no overhead and no family members on its payroll. there was not and could not be any intent or motive for the trump foundation to make improper payments. it goes on to say the post reporting is peppered with inaccuracies and omissions from a biased reporter, though it does not detail what the supposed inaccuracies are there. the post recently reported trump retooled his charity to use other people's money and hasn't donated to it since 2008 and as a matter of disclosure, our parent company nbc universal made a half million donation back in 2012. last night in north carolina, trump spoke of his fondness for using other's money in business when discussing his approach to the crisis in syria. >> we're going to get the gulf states to pay for safe zones. we'll lead the project, it's called opm, i do that all the time in business, other people's

money. nothing like doing things with other people's money, because it takes the risk. you get a good chunk of it and it takes the risk. we're going to do this in this case from a humanitarian standpoint, opm, other people's money. >> meanwhile, a report in "the wall street journal" highlights the overlap between bill clinton's speaking fees and the clinton foundation project in haiti. the report finds the fragrance foundation paid clinton $260,000 for a speech in january 2014. that speech lasted less than an hour. months later the foundation organized and partially funded an effort to get hundreds of farmers in haiti to plant thousands of lime trees. according to the paper, it fought to help farmers and the perfume and beverage industries which had been hurt by crop blight. the clinton foundation committed tens of thousands to that project. clinton's speaking fee was

reported as personal income and recording to the report was in line with his fee. spokesmen said the speech and the work in haiti is not connected, as did representatives of the trade group. donald trump was in north carolina yesterday where the elon university poll finds his campaign roaring back to life, tied with clinton among likely voters, 44% to 43%, 6% going to gary johnson. a tightening race in florida where clinton's lead has shrunk to five points in the monmouth university poll, 46% to trump's 41%, 6% to johnson. and in maine, which has not voted for a republican since 1988, clinton and trump are tied in a four-way race, 37% to 37%, 11% for johnson, 5% for jill stein, though clinton would win in a two-way race 45% to 40%. and trump is poised to pick up one, holding an 11-point lead in
