hey there, good morning, everyone, it's friday, september 23rd, i'm alex witt alongside louis burgdorf. the streets are calm this morning following the first night of peaceful protests over the killing of keith scott. charlotte's mayor ordered a curfew beginning at midnight to 6:00 a.m. in the morning. officers would not enforce it as long as the demonstrators remained peaceful, though at one point officers used tear gas for a group that gathered and blocked interstate 287. many in the streets chanted "release the tapes." this in reference to police dash and body cam videos of the shooting of scott. speaking with brian williams

last night, charlotte's mayor jennifer rawlings says they want to handle such material in what they call an appropriate manner. >> i have seen the video and agree with the chief, as well as the family, the family has seen the video also, and it is ambiguous. there is not a clear picture. the body camera, of course, is moving, and the view is obscured at certain points. the dash camera is only a partial view, and i think that it is a challenge. it is ambiguous, and this is one reason why we want to have time for the investigation to continue to gather all the pieces of the puzzle. >> the lawyer for the scott family said while police did give keith scott several commands, he did not aggressively approach them or raise his hands at law enforcement. here's how the family attorney described to msnbc last night. >> it was painful to watch.

not just to see him get shot and killed, but to see the reactions on his loved ones' faces. what i see on the video is an individual sitting in a car, gets out in a calm, peaceful manner, never appears to be aggressive. seems he's a tad confused. i don't know if he's getting yelled at from too many directions. his hands are down. there does appear to be some object in his hand, but you can't make out what it is. at the moment he is shot, he's actually stepping backwards. >> meanwhile, the 26 year old man that was shot during wednesday night's violent demonstrations has died. yesterday charlotte's police chief said they are trying to figure out who fired the fatal shot. officers previously said a citizen is responsible for the shot. joining us from charlotte, sarah, good morning to you. a very different series of demonstrations last night, yeah? >> reporter: yeah, alex. it's much different than what we saw over the last two nights, peaceful protests, it didn't

cause any major problems as you mentioned, not many injuries, the only injuries were the two officers getting sprayed with pepper spray and at one point the protesters tried to go out to i-277 but were quickly corralled into the city of charlotte. police saying they were not going to enforce the curfew unless it started getting violent. tried to disperse the crowd as they had other nights, on other nights, rather. what protesters are taking issue with is the release of that video. they want the police chief to release the shooting video of keith scott. the police chief says he's not going to be doing so while the case is still under investigation, being very cautious with it. the family of keith sco got to see the video, along with the lawyer saying that. it appears that scott remained calm the whole time. he also says it doesn't seem like there was a weapon. this is what protesters want answers to. they have two different stories

of what they believe happened. they have their own version and then police have their version that they are saying, and protesters and activists want answers today. so we are hoping to get more answers today, no idea yet if there will be more protests later on today, but from what happened last night, it seems like if there are protests, they will be peaceful. live in charlotte, sarah rosario, back to you. >> let's hope they remain peaceful. it is a friday night after all. thank you. the police officer who shot and killed an unarmed black man in tulsa, oklahoma, last week has been charged with first-degree manslaughter. she was later released on bond. the charge filed against her comes in response to the fatal shooting death of 40-year-old terence crutcher. crutcher was shot and killed after he was approached last week. she expected crutcher to be high on pcp at the time of the incident and he was not following her commands.

a lead investigator said a vial of pcp was discovered inside the car, but no gun was found. charges against officers, especially this quickly, are unusual. >> for many years, most prosecutors who work closely with police are very slow to move on excessive force cases, if at all. we're seeing public pressure, we're seeing more attention, and in rare cases we're seeing faster movement towards prosecuting officers. >> and in a news conference after the charges were announced, tiffany crutcher, the victim's sister, demanded full prosecution and a conviction. >> we understand that nothing will bring him back, nothing will bring back our father, our son, our brother, our nephew, our cousin. our goal now as a family is to ensure that this never happens to another innocent citizen. >> and in a speech in pittsburgh, donald trump addressed the unrest in charlotte, sketching out how his

administration would approach crime and where the focus would be. >> we need a national anticrime agenda to make our cities safe again. we have to make our cities safe again. we will appoint the best prosecutors, investigators, and federal law enforcement officers in the country to dismantle the international cartels, gangs, and criminal syndicates, and i will stop the drugs from flowing into our country and poisoning our youth and many other people. and if you're not aware, drugs are a very, very big factor in what you're watching on television at night. >> and last night trump brought a more politically charged message on law and order, taking on hillary clinton during a rally in southeastern pennsylvania. >> we must work with our police, not against our police. they are great people, and they do a great job.

those peddling the narrative of cops as a racist force in our society, and this is a narrative that is supported with a nod by my opponent. you see what she's saying, and it's not good. shared directly in the responsibility for the unrest that is afflicting our country and hurting those who have really the very least. hillary clinton does not have to worry about the sirens and the gunshots at night. she doesn't worry about it. she's sleeping. she's sleeping. no, it's the poor family living in the inner city. it's the mother who feels like a h refugee in her own country. who is there to represent these families? clinton doesn't want to hear their voices. >> well, in just three days the first general collection debate of the 2016 race will take place about 30 miles or so from right

here in our studio at long island's hofstra university. while both candidates claim new york is their turf, their debate preparations could not be more different. aides to hillary clinton tell nbc news they are ready for the, quote, different trumps that might show up, including one that could hurl personal insults. they are also playing mind games with the aud yenienceaudience, cuban will be there. cuban tweeting last night, just got a front row seat to watch hillary clinton overwhelm donald trump at his humbling at hofstra. it is on. a clinton spokesperson also confirms chelsea clinton will attend the debate. no word if bill clinton will be in the room. donald trump is spending far less time in debate prep, even adding a campaign rally in virginia just 48 hours before the event. trump commented on his debate prep yesterday between his speeches when he stopped in philadelphia for a cheesesteak. >> i think i'm going to get one

for hillary. >> mr. trump, how's the debate prep going right now? >> well, i'm here. i think it's going fine. >> got to get a cheesesteak if you're in philly. yesterday president obama said what he would do if he were hillary clinton and spoke about the unique challenge facing a female nominee. >> be yourself and explain what motivates you, because i will tell you, i've gotten to know hillary, and seen her work and seen her in tough times and in good times. she's in this for the right reasons. i think there's a reason why we haven't had a woman president before, so she's having to break down some barriers. there's a level of mistrust and a caricature of her that just doesn't jive with who i know, this person that cares deeply about kids. >> democratic vice presidential nominee tim kaine said that he

worries expectations are higher for clinton than for trump, claiming she's held to a different standard. >> i think maybe we're coming into a place where both, you know, both candidates ought to be really challenged and challenged the same way, but donald has been able to get away with some things that hillary couldn't, and frankly, nobody could. nobody, nobody could get away with not releasing their tax returns in a presidential race. i don't know why donald has been allowed to kind of get away with that. >> none of that serious breach of sensitive white house information, e-mails stolen from a white house advanced team member allegedly reveal travel schedules and personal data, including the first lady's passport. pete williams has more. >> reporter: to prepare michelle obama's visit to the middle east last year, a contract employee working for the white house got an image of her passport, including personal data which we're obscuring and sent it on to his own nonsecure gmail

account. e-mails from his account, including the passport, have been posted on the website of a passport group which u.s. officials suspect is run by u.s. intelligence. in a not so subtle statement the site says, if such sensitive information can be hacked, "we will see the fall of our country." the same site last week released e-mails from colin powell, part of a string of cyberattacks on political targets u.s. officials say may be intended to influence voters. >> we're deeply concerned the russians are meddling and from what we know of the russian system, instructions for that kind of thing, we believe, would only come from the highest levels. >> reporter: the latest hacked e-mails include briefing materials for official visits, such as a trip to cleveland in june by vice president biden. and an april event with michelle obama in georgia, including an appearance with al roker on "today." nearly 13,000 e-mails hacked, including a travel manual on keeping communications secure.

a cyber expert says the techniques to hack a gmail account are not complicated. >> they are characteristic of what you expect a nation to have, but a number of criminal elements can clearly have those, as your friends in high school would have those skills. >> our thanks to nbc's pete williams for that report. turning to another major hack, this time of one of the world's most prominent internet companies. yesterday yahoo! announced at least 500 million user accounts were hacked in 2014, including names, e-mail addresses, phone numbers, passwords, and security questions. yahoo! claimed the hack was done by a state-sponsored actor. the hack is already being sized up as one of the biggest cyber intrusions in history. confirmation of the hack comes amid verizon's $4.8 billion acquisition of the company. still ahead, we're following the latest on the terror investigation after a series of bombings over the weekend, including what officials are learning from surveillance tapes. plus, tornados, hail, and flooding in utah.

this is minnesota, this is iowa, you can see the line of thunderstorms. the cedar river this weekend is going to hit top ten, maybe even top five all time water levels. thankfully, the levies will protect waterloo and cedar rapids, but the area outside the city, a lot of major flooding this weekend in northern iowa. here's the map itself, flash flood watch through this afternoon and the area of red current flash flood warnings. rivers remain high, even into next week. here's the storm we'll be tracking over the weekend. today it moved through colorado, not as much moisture with it. yes, there is blue on the map, highest elevations of the rockies will pick up snow this weekend, but by the time we get to saturday afternoon, there's enough moisture available for isolated, severe storms here, oklahoma, texas, kansas. by the time we get to sunday it stalls out here in texas. we can get very heavy rainfall and flooding into next week in the middle of the country in texas. not today, that's for next week. only other areas of concern
