we will start at 10:30 and go forever. big day tomorrow. that does it for us tonight. we will see you again then. now it's time for the last word "first look" is up next. it's almost time for another 2016 showdown. today it will be mike pence and tim kaine squaring off for their first and only vice presidential debate. has donald trump's rough week gotten worse? he's faced criticism over comments about a forr miss universe, his tax returns, and now his campaign is defending his remarks about veterans with ptsd. residents in haiti are facing hurricane matthew. forecasters say the category 4 storm could create a humanitarian disaster in the country that's still devastated from the 2010 earthquake. ♪ ♪

good morning. it is tuesday, october 4th. i'm betty nguyen alongside alex witt and louis burgdorf. the vice presidential debant, senator tim kaine of virginia will debate indiana's republican governor mike pence for a chance to be a heartbeat away from the oval office, only the 10th vice presidential debate in american history, a the long wood university in farmville, virginia. a town 3 1/2 hours south of washington tial population thousa 8,000. nine topics with approximately ten minutes for each. tonight's candidates are little known. a recent poll found 46% of adults could not name kaine, 41% did not know pence. but the two have a lot in common. the men are about the same age. kaine is 58, pence is 57. both had catholic upbringingings

and graduated from law school. both have served as governors and worked on capitol hill -- pence in the house, kaine in the senate. both have sons who are active duty officers in the marine corps. both have been preparing. washington's super lawyer bob barnett played pence during kaine's debate prep. he's worked the democrats for practically every major debate since 1976. wisconsin governor scott walker played kaine in pence's preparing sessions. >> all the research i did suggesting to me senator kaine will be very respectful, decent, he'll come across as a mild-mannered, nice guy. but in the end he'll take shot after shot after shot at donald trump. and i think mike pence's job is to come in and quickly dismiss the false attacks and quickly pivot to the problems of hillary clinton. >> last night pence held a rally ahead of his debate performance and the usually reserved vice

presidential nominee appeared to use a swear word at a pre-debate rally in virginia as he talked about the coverage and analysis of his running mate. >> it is kind of funny. sometimes -- it's like almost every day they come up with something new and different. they say, now we got him. right? now he said this. we can parse that. you with me? he tweeted this. and they think they finally got him. and then they turn on the television the next morning and donald trump is still standing stronger than ever before and fighting for the american people. this [ bleep ] really is fun to watch, i'll tell you what. >> a federal court has dealt a blow to indiana governor and vice presidential nominee mike pence's efforts to keep syrian refugees out of his state. the court upheld a lower court position preventing pence from withholding federal funds

guaranteed by law to help refugee resettlement organizations. the law bans discrimination based on nationality. the three-judge panel rejected the governor's argument terrorists are posing as syrian refugees to get into the u.s., calling it a nightmare speculation based on no evidence. a spokeswoman released a statement that read in part, the safety and security of the people of indiana is governor pence's highest priority. state of indiana took decisive action to suspend resettlement of syrian refugees after the terrorist attack in paris and because the fbi and department of homeland security acknowledged security gaps with regard to screening refugees from syria. the panel that issued this ruling featured u.s. circuit judge diane sykes, who is on donald trump's list of potential supreme court nominees. donald trump is facing criticism this morning for comments he made about veterans who suffer from post-traumatic stress disorder. trump was speaking with the retired american warriors pac when he made the remarks. he was criticized later in the day by vice president joe biden.

>> when you talk about the mental health problems, when people come back from war and combat, they see things that maybe a lot of the folks in this room have seen many times over, and you're strong and you can handle it, but a lot of people can't handle it. they see horror stor. s, they see events that you couldn't see in a movie, nobody would believe it. we need a mental health help and medical and it's one of the thin that i think is least addressed. we are losing so many great people that can be taken care of if they have proper care. >> he points out to the veterans in the room. says, you're strong, you can handle it, but a lot of people can't handle it. where in the hell is he coming from? i don't think he was trying to be mean, he's just so thoroughly, completely uninformed. we have one sacred obligation. to care for those we send to war.

at 3:00 in the morning and tw t tweets hillary helped "disgusting alicia m." become a u.s. citizen so she could use her in a debate? or 3:30 in the morning. this guy wants to be president of the united states of america. >> the new york attorney general's office has ordered the trump foundation to stop fund-raising in the state. nbc news has learned that trump's personal charity was served with a seese and desist order telling the foundation to stop soliciting contributions because it does not have proper certification. the notice of violation letter asks the trump foundation to send any delinquent financial reports to attorney general eric schneider man's office within 15 days. this news coming after "the washington post" reported last week that the foundation lacked a required state certificate to solicit donors. the trump campaign responded to the news with a statement yesterday reading in part, while we remain very concerned about the political motives behind attorney general schneiderman's

investigation, the trump foundation nevertheless intends to cooperate fully with the investigation. schneiderman, who recently opened an inquiry into the foundation, he is a democrat supporting hillary clinton for president. under pressure over his tax returns, donald trump repeated a call from bernie sanders during the primary season demanding hillary clinton release the transcripts of private speeches she gave to banks like goldman sachs. >> while you've lost out, hillary clinton has raked in cash from her contributors. she and bill have made $150 million in speeches. and she's not a good speaker. it's amazing. to special interests. they gave 39 speeches to big banks, including $2 million in speaking fees from goldman sachs. i would like to see what the speeches said. she doesn't want to release them. release the papers, hillary. release those papers.

what if any effect the debate has had on the he winds, a crush of new polls to wade through. in the latest cbs news poll, hillary clinton's lead has grown to 4 points when you include third-party candidates, a turnaround from september when the poll had the race in a dead heat. while the debate had no effect on about half of all voters, 32% of likely voters who watched the debate say they think better of clinton in the wake of her performance. 36% say they think worse of trump. in the latest cnn/orc ll, clinton has seen a 7-int swing, she now leads 47-42. republican senator kelly ayotte is working to do damage control after claiming donald trump is a good role model for kids. the freshman republican, who faces a tight re-election race, made the comment during a debate last night while also being grilled on why she won't endorse trump. >> i would tell a child to absolutely aspire certainly to

be their best and to be president and to seek to run for the presidency, absolutely. >> but would you -- again, to the question. would you tell them to be like donald trump? would you point to him as a role model? >> i think that certainly there are many role models that we have, and i believe he can serve as president, so absolutely i would do that. >> if you believe he can serve as president, why won't you endorse him if. >> because i've had some disagreements with him and i've been quite clear about those disagreements. >> senator ayotte released a statement shortly after the debate that read, i misspoke tonight. while i would hope all of our children would aspire to be president, neither donald trump nor hillary clinton have set a good example and i would not hold up either of them as role models for my kids. meanwhile, recent polls show that race for senator ayotte's senate seat remains in a dead heat. monmouth university numbers show senator ayotte shows a slight

lead, wbur gives her the advantage, both wind the margin of error. hurricane matthew, heavy flooding and mudslides are beginning as heatty is still struggling to recover from devastating earthquake six years ago. up to 40 inches of rain are predicted in areas. haiti's president is urging residents to abandon their homes, tens of thousands of which are tents, and take refuge in schools, churches and other shelters. matthew, currently a powerful category 4 hurricane, with sustained winds up to 145 miles per hour. just to show you how big the storm actually is, here's a look seen from the international space station. this storm stretches out from the eye seemingly forever. the newest storm path shows matthew coming to the southeast coast in the next couple of days. the governors of florida and north carolina have both declared states of emergency ahead of the storm's arrival. >> right now the projected path is a little off the coast.

it can change at a moment's notice. when that happens, we're not going to have a lot of time to get ready. be prepared ahead of time. >> for more let's bring in nbc meteorologist bill karins. this is a really scary situation. >> overnight the forecast got worse. internally i have a forecast method of letting everyone know the seriousness of storms by saying, minor, moderate, major, historic impact. southeast united states right now, i'm at major. bordering on getting towards historic. i think by the end of today we're going to have hurricane watches that go from florida, possibly up through the carolinas, and i wouldn't doubt in the next 24 to 48 hours a million or so people are asked to evacuate our coastline. >> they talk about how slow the storm is moving. how difficult is that for haiti? >> the devastation, we don't want to forget our friends in haiti, they're in the brunt of it, the worst of it. the eye the storm, you can see here, is now about to make landfall in this little peninsula. everything out here, i can't

imagine if anyone's out here what they went through last night what they're going through now, they're only halfway done with the storm. 145-mile-per-hour winds on the coast tearing everything up in this area. there's mountains here too. you can imagine what the mudslides are like. here's the latest on the storm. yes, today the concern is with haiti. we won't even know probably for two days, three days, just how bad this region was. port-au-prince is getting heavy rainfall, flooding problems too. the roads are poor at best. after a storm like this it's going to -- maybe boat is how people are going to have to explore haiti. this will make a second landfall in areas of eastern cuba later this evening. that area will be the next one that will have the devastation. the new forecast path from the hurricane center. again, another shift towards the southeast coastline. hurricane center now has the center line crossing through the carolinas right along the coast with a possibility of maybe category 3, likely category 2. that's the range we're talking about. so this path is almost similar

to a hurricane floyd, 1999. for the old-timer, like a donna. the storm's going to be dangerously close to florida. our computer models are all over the place. once we get to the end of the forecast, but not in the inninging. we're going to threaten florida, we're going to hit the carolinas, then possibly even new england as we go throughout this upcoming weekend. i'll be breaking down all of this as we go throughout the day. today's the day for preparations. tomorrow will likely be the day for evacuations. >> take this very seriously. tensions between the united states and russia hit a post-cold war low. what it means for syria now that cease-fire talks are suspended. north korea has suffered the worst natural disaster in its history. up next, inside look at one town working to rebuild.

the wake of that failed cease-fire agreement has led the u.s. to suspend diplomatic contacts with russia as relations between the two continue to sour. state department says the move stems from moscow not meeting the terms of last month's agreement to restore the broken cease-fire and make sure humanitarian aid is delivered. secretary of state john kerry threatened action last week following russian and syrian attacks on aleppo. the announcement came just hours after russian president vladimir putin suspended a deal with the u.s. on the disposal of weapons-grade plutonium. meanwhile the syrian observatory for human rights reports that 1,400 civilians have been killed or wounded since the collapse of that cease-fire. speaking yesterday, white house spokesman josh stern says patience has run out with russia. >> i think everybody had concluded after the behavior we've seen from the russians the last couple of weeks that there was little, if anything, to be gained to continue to talk to them about this. they were not serious about

living up to their commitments. and that has tragic consequences for the situation in syria. shifting gears to north korea, it's reeling from massive flooding and what experts are calling the worst natural disaster in the nation's history. entire towns have been destroyed. tens of thousands have been left homeless. an untold number have died. the rebuilding effort has already begun. nbc's bill neely reports from the town of yanza, north korea. >> reporter: this is a scene of absolutely frenzied activity. another site where the floodwaters just rushed down here and washed away, here 700 homes. there are 4,500 soldiers here. you can see not just cadets running with earth to make bricks but local schoolchildren who have just finished school and are coming here to help. just a short time ago i talked to two schoolchildren, aged 13

and 14, both of whom have lost both their parents in this disaster. just short of 100 people died in this area alone. and this is typical of what we've seen really for the last three days. multiple communities along this river, all getting together to help. over here you can see they're now rebuilding the bridge that we're standing on, which again was swept away by this wall of water. the real problem here and what they're essentially doing in trying to rebuild, they need to rebuild quickly. because the winter is coming, it can be very, very harsh here. they have a deadline. they've been given a deadline by north korea's leader kim jong-un. that is to rebuild the houses within three weeks, by the end of the month. that means three-story apartment buildings, five-story apartment buildings, which probably explains how frenzied and exactly why this activity here is so frenetic. >> that was bill neely

i'm alex witt alongside betty nguyen and louis burgdorf. donald trump gave less first public response to the bombshell from the "new york times" he may have avoided paying federal income taxes almost two decades after declaring a $1 billion loss in '95. while he hasn't confirmed nor denied the claim, trump did defend using what he calls a "unfair tax system." >> i understand the tax laws better than almost anyone. which is why i am one who can truly fix them. i understand it. i get it. and that is what i commit to do. we want fairness. we want money brought in. we want money to be spent when it goes out. because they spent our tax dollars so unfairly and unwisely. remember that. as a businessman and real estate developer, i have legally used the tax laws to my bid my benef

the benefit of my company, my investors, and my employees. honestly, i have brilliantly used those laws. i have often said on the campaign trail that i was a fiduciary responsibility to pay no more tax than is legally required, like anybody else. or put another way, to pay as little tax as legally possible. if you remember the early '90s, other than i would say 1928, there was nothing even close. the conditions facing real estate developers in that early '90 period were almost as bad as the great depression of 1929 and far worse than the great recession of 2008. not even close. many business people, including many of my competitors and some of my friends, were not able to survive. companies, jobs and opportunities were lost and

lives were destroyed. as tens of thousands of people were put out of work. these tough times were when i performed my very best. the economy and banks, they were collapsing. the government was a mess. but i enjoyed waking up every day to go to battle. had an expression in the early '90s, survive till '95 and you'll be okay. and people copied it. survive till '95. that's what we did. i won. i won and i kept on winning till this day. i kept on winning. >> trump has in the past said he welcomed turbulent markets. in 2007, on the eve of the housing market crash, he said he was "excited" for the end of the market's incredible rise, and here he is in 2004 talking about weathering his massive loss in the '90s. >> the real estate markets crashed. i don't want to blame the real estate markets because i always made a lot of money in bad markets, i love bad markets, you can do very well in a bad

market. >> last night in ohio, hillary clinton seized on the "new york times" story accusing her rival of being the "poster boy" from the same rigged system that he's railing against, saying he would make things even worse. >> he apparently lost a billion dollars on bad investments and failing casinos. ask yourself this. who loses money on casinos? really. yesterday, some of his supporters said, well, it just shows he's a genius. that he didn't pay any taxes. well, what kind of genius loses a billion dollars in the first place? in the debate, he said not paying taxes made him smart. but think about what that means. it means that all the rest of

now clinton has opened a 5-point lead, 46-41. clinton sits at a 4-point lead in pennsylvania by a nearly identical 45-41. gary johnson falling 4 points. his tumble is worse in ohio, down 8%. clinton and trump are both up and trump is maintaining a 5-point lead. johnson is down 8 points in north carolina with clinton and trump both rising again. clinton leads 46-43, within the margin of error. a bloomberg poll out of north carolina shows clinton leading there by just 1%. and while the trend lines had shown trump closing the gap in colorado, a new monmouth poll has clinton up 11 points there. the communications director of the republican national committee has retracted but not apologized for a tweet likening an act of tim kaine to an infamous moment in american politics. sean spicer tweeted, exclusive, republicans launch willie horton-style attack on tim

kaepg, linking to a web ad describing the crimes of men kaine worked to spare as a death penalty as a lawyer and later as governor of virginia. the republican party official account posted a near-identical tweet but drew a backlash for referencing the 1988 ad runs against michael dukakidukakis. the then-rnc chairman lee atwater apologized to dukakis for saying he would make willie horton his running mate because it makes him sound racist which i am not. spicer at first defended the twee writing that he and the party were only using roll call's headline. but later deleted the post saying he pushed the story about the ad. a story that's dominating entertainment headlines, kim kardashian is back in new york city this morning after being robbed at gunpoint in paris over the weekend. the masked men made off with $10 million worth of jewels. as nbc reports the reality star may have inadvertently tipped off the thieves over social

streaming so that is why investors seem to think this deal in particular makes sense. there was an analyst note from r.w. baron saying, whoever the target, it could be apple, it could be perhaps disney, but they are looking at netflix, various companies. that boosted the stock up about 4% and that outperformed the broader tech index, the nasdaq, because markets overall did get off to a bit of a soft start for the first day of this quarter. looking elsewhere, we continue to watch shares of deutsche bank and what impact they might have on banking stock in the united states. there's anticipation over when deutsche bank executives will settle this agreement with u.s. authorities, the department of justice who hinted they were looking at a $14 billion charge. of course deutsch bank wants to get that lower, so people still wait on that. we've been watching a relief rally in deutsche bank shares in europe, their first trading day of the week since germany was on holiday. up inches 3%, now just up 0.5%,

hurricane center, we've shifted again towards florida and through the southeast. through the southeast portions here of south carolina and north carolina. that's saturday, the worst of the impacts here. on a minor, moderate, major scale, right now with this path, if it holds, the center line, it would be minor impacts in florida. a shift of only 50 to 100 miles would make it major for florida. so people are going to have to evacuate just in case it takes a little shift. you can't fool around with a cat 3 hurricane on your coast. the storm looks like definitely major, possibly historic, for portions of south carolina, north carolina, and maybe even virginia. notice even new jersey now is in areas of the cone of uncertainty. that's because the storm could race all the way up to new england as we go through sunday. notice some of our lines do that, actually. so again, these are all these lines, different possibilities of the path. it's greater confidence now we are going to get an historic to major storm somewhere in the southeast. most likely north carolina. then south carolina. and florida's a close call.

conference in berlin where a major announcement had been expected. joining from us london, nbc news foreign correspondent. there's reports of another massive document dump, did it happen yet? >> there were rumors of another data dump. many of us dutifully tuned in. and we're instead treated to a rather long and rambling speech that touched on everything from the philosophy of voltaire to advertisements about a 40% discount of julian asauj's book. the main takeaway is wikileaks will be publishing what assange described as "significant information" before the end the year involving he says three governments and the u.s. election. no immediate release today. that speculation about a so-called october surprise largely came from right-wing media as well as trump supporters, including roger stone, who tweeted this week that the new revelations would destroy clinton's campaign. of course the documents released by wikileaks were damaging to the democrats, but assange
