states. this footage captured by a drone in north carolina, the eastern part of the state. parts of that state are completely submerged under water. talk about a mess for a time. >> that was the noose river. i lived on that river. when floyd went through, nebraska thought it would ever be worse than that. all these flood gauges, that's all this region in here. it's slow-moving water. that's why it's so painful. it won't be until the weekend or early next week that some of these people can get back into these homes and those floodwaters. that's a huge story in eastern north carolina even though the sun is out their pain continues. as far as other weather concerns, not a lot. it's a very cold morning into the growing season in spots. freeze warnings in new york state. in some areas of new england too. frost advisory other areas. 47 in new york. the big cities are fine but it's cold. sarah neck lake in new york down to 25. a lot of other areas in the 30s. as far as the tropics go, we

still have tropical storm nicole out there. it's no threat to the east coast. here's miami. it's safely north of puerto rico too. the 60 miles per hour, should become a hurricane later today. bermuda, it will be very close. come early thursday morning, possibly even a cat 2, a borderline category 2 to 1. it misses newfoundland and the east coast is safe. today's forecast, it's cold to start the day in the new england area but it will warm up. temperatures heading into the 60s or upper 50s for everyone. very warm in the middle of the country. here it comes. billings today, a high of 31. not even getting to freezing. that's the first i've seen that so far this fall season. then tomorrow that cool air makes a run through the midwest. ahead of it showers and thunderstorms. watch out chicago and st. louis. then we get a little warmer on the east coast. so for all those people without power too down in the southeast, they've had some decent weather and that continues today for the cleanup. >> at least that's something. thanks, bill.

gary johnson at 9, jill stein at 2. in a two-way race, clinton ahead by 14 points, 52% to 38%, a 7-point swing in her direction. among clinton voters 49% say they are more motivated by support for clinton, 44% against trump. 52% of trump voters are motivated by opposition for clinton, 37% by support for trump. this as a high point university poll, north carolina, taken before trump's comments were revealed showed a tied race in the battleground state. clinton 43%, trump 42%. a troubling poll for congressional republicans as 49% of likely voters nationally say they want democrats in control of congress, 42% prefer republicans. that 7-point margin is the democrats' largest advantage since the government shutdown back in october 2013. in sunday night's debate when asked about his tax returns, donald trump went on the defensive calling out

wanted to respond to the 2015 book trying to connect actions by her family's foundation to her time at the state department with more force. there is also an alleged exchange involving long-time bill clinton aide regarding a feud with chelsea clinton over ties between the family's foundation and bann's consulting company. bann at one point called clinton a spoiled brat who had a "lack of focus in her life." the context of the criticism is not clear and bann has declined to comment. clinton complained to podesta her father's name was being used on behalf of tennio clients. samsung has asked all companies that sell the galaxy note 7 to halt sales until it pinpoints exactly why it's been overheating. carolyn roth joins us live from london with more. >> good morning to you, lewis. the saga continues. according to a south korean newspaper report this morning samsung will halt sales

permanently of the galaxy note 7. that's after as you pointed out even the replacement devices caught fire. now investors really punishing samsung. they wiped off some $18 billion in market cap shares plummeting some 8% in korean trade. one of the main beneficiaries of this is likely to be apple. but one analyst telling us this morning it might also be some of the chinese vendors. one of the stocks that didn't do well yesterday was twitter. the stock actually nosediving to the tune of 14% in u.s. trade. why? it's because the prospect of one company coming forward and making a bid for twitter is actually waning. now, this is in part because the company is simply not profitable enough. people really don't see a future with or without twitter in their business. the initial front-runners included the likes of sales force, disney, and alphabet. but there is one conflicting report out there saying that

yesterday signed a disaster declaration for north carolina officially declaring it a federal state of emergency along with florida, georgia, and south carolina. north carolina's governor pat mccrory announced yesterday rescue crews were racing to help residents in lumberton after a levee breach forced some people onto their rooftops. it seems the februarys of matthew won't quit. >> lingering, rivers are swollen, eventually levees and dams give way, then new towns that have to evacuate. that's the case out there. over 2,000 water recess cause. that's not at the beaches, that's inland in areas of north carolina. a little bit there in virginia too, also south carolina. it's really areas of north carolina still having the worst effects. we mentioned lumberton where they did roof rescues yesterday. the lumber river, the major flooding is the red line. it's going to stay above major flood stage through saturday. that's what's so painful. it's not like it's going up and down and people can clean up.

>> if we look back to the summer of 2015 when the islamic state was at its peak making gains in iraq and syria, more than 700 media releases in just that month of august. fast forward one year. just 200 media releases in 2016. this is according to the report. so it is a significant drop. at the same time the nature of the propaganda is changing. the group calls itself the islamic state for a rope. and one big appeal to recruits initially was this idea of a self-governing caliphate, a utopia where muslims from all across the world could find refuge. that became a harder sell with isis on the defensive losing ground. the pentagon says an air strike in raqqah killed the group's chief prop band dysresponsible for many of the torture and execution videos. but as far as this report is concerned, is it good news for those who want to see isis defeated? yes. does it mean the group is on its last legs? maybe. but this isn't mission accomplished. the decline is in part because social media companies like
