it shows that a 331 republican governors, senators, and members of congress, 87 are not endorsing trump's candidacy. that is more than one in four. and yesterday trump went on a multistate, multiplatform tirade against the party's leadership for abandoning him. it began yesterday morning with tweets aimed at the speaker of the house. "despite winning the second debate in a landslide, it is hard to do well when paul ryan and others give zero support." our very weak and ineffective leader paul ryan had a bad conference call where his members went wild at his disloyalty. disloyal republicans are far more difficult than crooked hillary. they come at you from all sides. they don't know how to win. i will teach them. trump continued to slam republican leaders yesterday afternoon in san antonio, texas. according to "the texas transcritribune" he said leaders forgot there was an election. why aren't they on the shows, why aren't they all over the

on to mr. stone. >> sway the election. the clinton campaign has not denied the authenticity of the e-mails, though it has blamed the e-mail leaks on russia. the latest data dump not independently authenticated by nbc news shows dnc chair and cnn commentator donna brazile tipped off the clinton campaign about a difficult question prior to a cnn town hall debate last march. the e-mail has the subject line saying "from time to time i get the questions in advance." for her part, brazile says she never had access to and would never share questions from cnn debates. cnn said they've never gen out questions beforehand. other messages seem to show hillary clinton herself slow to grasp fallout from her e-mail server. as the controversy escalated last summer, expressed concern clinton wasn't in the same place as some on her staff who viewed the decision to turn over her

now risen to at least 36 across five states. president obama yesterday declared a new state of emergency for 31 counties in eastern north carolina, along with parts of south carolina, as well. north carolina's governor pat mccrory is telling residents flooding may get worse in the coming days. authorities are especially concerned about a dam, which is holding for now, but officials say a breach is possible. governor mccory says 2,000 people have been rescued since a texas man watching this drone footage on twitter, who lives in north carolina, turns out chris williams' home was in that footage, his brother alerted the drone operator, who informed rescue crews. williams says he's beyond thank you. >> it's amazing. left and he came back. relaunched my drone. it's just incredible it actually

just days after being hit by hurricane matthew, the people of haiti are struggling with a new emergency. the deadly water-borne disease cholera has started taking lives of hurricane survivors. if not treated fast and appropriately, the disease can kill within hours of contracting it. the disease is contracted most commonly by drinking water

contaminated with the waste of other victims of the disease. the country is in short supply of clean drinking water and patients need to be kept hydrated. that disease was accidently introduced to the country in 2010 by united nations peacekeepers following their big earthquake. let's get a check of the weather now with bill karins. little less cold than yesterday. it was pretty chilly here. >> yeah, northeast had its first frost and freeze in some areas, but that's improved. warmer for you there. this is hurricane nicole. remember this was out there while we were paying attention to matthew. it's still halfway between bermuda and puerto rico, but you can see the well defined eye, really intensified yesterday, now up to a category 2 storm with winds around 100 miles per hour. now it's starting the north/northwest move. unfortunately to the north and northwest, eventually going to curve to the northeast and it will be very close to bermuda this time tomorrow. literally about 12 to 18 hours

more preparations in bermuda. you don't like to see that, that center line going to the left of the island would put them in the right hand quadrant of the storm. hopefully they'll get a track shift and be spared the worse, but this will be a close . as far as the lower 48, nasty weather this morning is the thunderstorms just south of kansas city, exiting eastern kansas, heading into areas of western missouri. showers south of chicago, too. travel delays today at the airports, st. louis and chicago, isolated storms possible. how about the flooding, major flooding still in eastern north carolina. lumberton area, lumber river still dealing with problems. here's some of the pictures here. the problem is, one guy reported that the water is only moving about three to four miles per hour. so what you see here, just taking forever for the water to flow out. faster flowing water would exit to the ocean quicker, guys. you know, these pictures we're seeing here are going to last right through the weekend in some cases. these people won't be able to get back in their homes.

trump's 37%. gary johnson has 8% and jill stein at 2%. clinton leads trump by ten points, 50% to 40%. a new nbc survey monkey poll shows likely voters thought clinton won the second debate by a ten-point margin of victory, 44% to 34%, much smaller than the 31-point margin clinton held over trump following the first presidential debate. new numbers also show down ballot republicans raising the ire of the party's base if they disavow trump. according to a poll, only 13% of republican voters feel donald trump should drop out of the race. on the other hand, gop candidates running for office who stand with trump run the risk of alienating swing voters. 32% of independents say they are less likely to vote for a candidate who continue to support trump. samsung investors are demanding answers in the wake of one of the biggest tech failures

in history. the company says it will no longer make the device. cnbc's nancy hungerford joins us live from london. the company's stock continues to fall. samsung is in real crisis mode right now. >> that's right. and a dip in shares today brings the three-day slide in that stock up about 10%. fresh news coming from samsung today that it will cut about $2.3 billion off its third quarter profit guidance. that represents about a 33% hit. that's disappointing for investors who just days ago were cheering better than expected from the company, but no surprise here given the news we heard yesterday that, in fact, samsung will pull the galaxy note 7 altogether and the company says that the fresh guidance delivered today reflects the anticipated hit from the recall and from a discontinuation of the galaxy note 7 program. elsewhere, investors will be once again looking at the federal reserve today, because we are expecting the latest

quickly. there's not a lot of elevation changes and the water is just kind of sitting there, slowly creeping down to the ocean. that's why we're going to be talking. i could show you these pictures four to five days from now, some areas are still going to be this flooded. that means people are out of their homes that much longer. we don't have proper damage assessments yet because the water is still rising in a few spots. here's one of them. this is one of the biggest rivers in eastern north carolina. it crested last night. all time record crest, so we're at 29.3 feet. we're still going to be above major flood stage by sunday. the river only goes down about two and a half feet in five days. that's just ridiculous and painful. the next big weather event that's going to happen is moving into the west. we're getting active in the pacific. we have one storm here that's going to come onshore tomorrow bringing heavy rain, then we have a typhoon that's well out in the pacific, extra tropical storm, regular type storm, that's going to race towards the pacific northwest over the

upcoming weekend and both storms are going to have damaging winds. this is what we're dealing with, rain tomorrow, some of it gets into california, which is great. even san francisco has a chance of getting some rain. kind of the beginning of the rainy season, unusual for october, but heavy rain, gusty winds, could be 80 mile per hour winds could do some damage. other issue, chicago to st. louis, showers and thunderstorms. louis, we'll watch the northwest, could have some damaging weather the next couple days. now to a story we can all agree inspires all of us, the recent sighting of so-called killer clowns that has been terrorizing children is having an impact on mcdonald's. they are sidelining one of the most recognizable brand ambassadors, announcing their mascot would be limiting his appearances. nbc news' kristen dahlgren has more. >> reporter: he is arguably one of the most recognized american icons, but ronald mcdonald is in hiding. the latest victim of the

frightening clown frenzy. according to mcdonald's, their red-nosed mascot is laying low. the company being, quote, mindful of the current climate around clown sightings. sightings that have now gone global. scotland yard has gotten multiple reports of so-called killer clowns. in australia, police are patrolling schools. tensions growing by the day as social media explodes with clown photos and threats. a clown was spotted clinging to the back of a bus. and an 11-year-old in minnesota says he was chased by a clown carrying a butcher knife. three teens were picked up there. >> don't get caught up with this craze of this clown stuff. >> while most of the recent sightings are copy cat hoaxes, psychologists say they are now treating anxiety in children of all ages as a result. in dartmouth, massachusetts, police put out this psa. >> remember that if you want to act like a clown, we have no problem treating you like one.

welcome back, everyone. the syrian government, along with russian forces, are resuming their bombing forces in aleppo following several days of calm. the syrian observatory for human rights says at least 16 people were killed during strikes in the eastern part of that city yesterday. the group says that number will likely rise as rescue crews search for people under the rubble. those crews were able to rescue one boy in the shocking images of his lifeless body being pulled from under the remnants of one building following those air strikes, but once free, the boy was taken away by rescue workers for medical attention. it's unclear if he survived his injuries. germany's chancellor angela merkel is facing calls for tougher security following the arrest of a man that was captured following a two-day search after being held in a home by other syrian refugees. they say the suspect tried to bribe his fellow countrymen with

more than $1,000 to let him go. joining us from london with more on this, nbc news foreign correspondent. lucy, what are authorities saying about this refugee's alleged plot? >> well, betty, german authorities say the country avoided another paris or brussels-like attack in arresting the 22-year-old syrian national believed to have links to isis, but what an incredible story of his capture. three syrian refugees being hailed as heros for catching the want to be bomber and turning him in. here's how it played out, officials stormed the apartment saturday where they found explosives, the same stuff used by the brussels and paris attackers. instructions easily found online and that's what apparently tipped off german intelligence. police found about three pounds of it in his apartment, but he managed to slip away during that raid, kicking off an international man hunt. he then travelled to a nearby city where he linked up with other syrian refugees who

offered him a place to stay, not realizing who he was, but they apparently became suspicious when he asked for a haircut. they then realized this was the same guy authorities had been searching for, tied him up, gagged him. he reportedly offered the refugees more than 1,000 euros for his freedom, but they called the cops anyway, leading to his arrest on monday. authorities believe he was plotting to bomb a train station, perhaps even an airport, so the good samaritan act probably did help save lives, but not likely to quell the growing opposition to merkel's refugee policy. betty? >> lucy, thank you. and up next, a look at the stories happening in the day ahead.
