talking about the establishment, not the poll workers. >> i think what donald trump is talking about is frankly what appears to be the monolithic support of the national media for hillary clinton's campaign. >> it's pretty clear what he means. he's never talked about cheating at the polling place. >> i believe the rigging is the level of the national establishment. i don't think it's at the level of stealing votes at the precinct level. >> actually, it's not clear at all. the problem is that is exactly what donald trump said, tweeting, the election is being rigged at, quote, many polling places, and less than one hour ago, he doubled down, alleged, quote, larger scale voter fraud and accusing republican leaders of being naive and denying what's really going on. all of this is happening as donald trump faces an 11-point deficit in our latest poll. and let's bring in our team of correspondents and experts to break it down, beginning with hallie jackson. these are major claims. does donald trump have any proof? >> no. not that he has shown,

stephanie, and not that frankly exists. when you look at studies that have been done on the kind of voter fraud that trump seems to be referring here, i'm thinking of a study done by a professor at loyola law that found this kind of voter fraud practically nonexist ntd. 31 cases out of a billion votes cast since 2000. another one saying basically there's better chances of being hit bylightning, essentially. when you look at the evidence, nothing to back it up. then again, that has not stopped donald trump from making claims in the past on the campaign trail. despite a lack of facts behind them. >> he's also spent a lot of time this weekend going after paul ryan. why is this? why does this make sense for donald trump? >> well, listen. the strategy is to try to rally his base, which the strategy is to try to fire up these supporters of his. going after the establishment could make sense. these are people who feel disenfranchised by what's happening inside the beltway in washington. for trump, i'm told by a source close to the campaign, they feel

like, paul ryan didn't help us out. why help out folks within the establishment now at this point? i should note we have reached out to speaker ryan, to senator mitch mcconnell, some of the leaders in the republican party on this exact allegation that donald trump is making, this issue of large-scale voter fraud. >> well, he could talk jobs, economy, national security, things that many supporters believe he could be in the lead at, but he hasn't. in fact, this weekend, he went after hillary clinton about something quite different. take a look. >> we should take a drug test because i don't know what's going on with her. at the beginning of her last debate, she was all pumped up at the beginning. and at the end, it was like, take me down. >> donald one debate ago? >> i couldn't hear your last question to me, but we were playing that sound bite of donald trump talking about hillary clinton alleging without evidence that she was on drugs

at the last debate. where is this coming from? infowars, the site that often spreads conspiracy theories had been talking about this a bit prior to donald trump repeating it on the campaign trail, so it's possible he may be listening in. we know that he sometimes gets his information from different sources on the internet, so that's one area he might have gotten that from. >> infowar, the grand pooh-bah of conspiracy theories, yes? >> absolute lay. >> the clinton campaign also doing their own form of damage control. more allegedly hacked e-mails are released by wikileaks including the supposed transcripts from the speeches hillary clinton gave to goldman sachs. the same transcripts bernie sanders has been demanding for months. on saturday, the clinton campaign again blasted russia for the e-mail theft, and on sunday, tim kaine questioned their authenticity. >> you can't assume that they're all accurate. one of the e-mails that came out this week referred to me. it was completely inaccurate. and i don't know whether it was

inaccurate because the sender didn't know what he or she was talking about or it had been doctored. >> nbc has not authenticated the alleged e-mails, and let's bring in kelly o'donnell, following this all -- we have been talking wikileaks, i feel like, never ending. i'm thrilled you're here with us. one of the things i want to talk about specifically is hillary clinton on wall street. bernie sanders and elizabeth warren who have been in hillary clinton's camp, have been concerned about how hillary feels about regulation, and she has a quote in there that does have some concerned. take a listen. the people that know the industry better than anybody are the people who work in the industry. could that not be problematic? i can't imagine bernie sanders or his supporters like that. >> i think elizabeth warren would have a greater problem with that. certainly the underpinnings of the bernie sanders campaign or this demand for knowing what hillary clinton was saying, especially in the corporate part of her speeches, because she spoke to a number of different groups, to try to see if there was a difference between public

and private hillary clinton. there are some instances with these things are problematic. now, she's talking about trying to bring about reforms, trying to say that the bankers understood what the root causes of the 2008 collapse were. it's the kind of thing, though, that bernie sanders now finds himself saying, well, of the two choices, hillary clinton is the far better candidate. so he's not excusing things that he's heard or read from these disclosures, that the clinton campaign cannot or will not authenticate. the problem on this subject as well as questions about fund-raising for the foundation, some of the comomunications bac and forth between aides, it's the treasure-trove of problems that potentially if this were earlier in the campaign, could be more damaging. three weeks to go, and being able to say we can't authenticate it is one way to buy additional time as people pore over the details. >> i want to share what she said about immigration reform.

here's a direct quote. what i really resent most about the obstruction stzs and they have such a narrow view of america. they see america in a way that is no longer reflective of the reality of who we are. erthey're against immigration for reasons that have to do with the past than the future, and a few sentences later, she says, quote, they have to be rejected because they're fundamentally unamerican. >> un-american is a word politicians typically don't use in public even if they feel that because it sounds vaguely similar to the basket of deplorables where you're sort of impugning your political adversaries or those who have a different view. in this case, they're saying immigration is one of her top priorities, something she wants to act on early in her presidency, and speaking to an audience in corporate america where there are many who think there needs to be a guest worker program or some way to have legitimacy to those who are here because they provide work and services that are necessary for the economy. >> all right, that's everything that's gone down.

i want to make some sense of it all. let's bring in charlie sykes and "new york times" columnist frank bruni. charlie, i want to start with you. donald trump claiming the election is rigged. how does that help him win? >> it doesn't hem him win. it helps him rationalize losing. and clearly, at this point, he's no longer running anything like a remotely traditional campaign. what he appears to be doing is setting up his next media adventure. but you know, the potential damage here is considerable because he seems to not nearly want to delegitimize the election, but he also wants to alienate and gin up his base to not accept the result, and we have seen how much damage donald trump has been willing to do in the past, but i'm not sure that we all fully understand how much damage he could do going forward to the whole constitutional democratic process. >> to charlie's point, this is a threat to our democracy, donald trump making claims like this.

just today, you are writing about the importance of losing with grace. >> right. >> is that even on donald trump's agenda? >> not by all evidence. but no, i went back and looked at concession speeches of the losing presidential candidate for the last two decades, even longer than that. what you see are men being very patriotic, very mature, saying this is bigger than my defeat. we're americans first and partisans second. i cannot envision based on the way he's speaking now donald trump saying anything like that because i think for all his talk early in the campaign about america first and patriotism, i don't think donald trump is a true patriot. i think donald trump comes before all else. >> in terms of he cannot put his country before himself. >> losing, setting up his next venture, whatever it is, he's not thinking about beyond this moment what's good for the country. i don't hear that from him at all, do you? >> i haven't heard it, but i'm listening. what i did hear was donald trump going after hillary clinton

saying she should be drug tested before the next debate. i want to point out, when howard dean made claims that donald trump may have taken some sort of drug after the first debate, me included went after howard saying this is absurd. to frank, to you first, what is donald trump thinking here, and david axelrod said hillary clinton shouldn't even participate in the next debate. >> i think we have to stop looking for logic and reason in what donald trump is doing. you're asking this about the hillary drug comment. i think someone asked this earlier in the program about going after paul ryan. donald trump isn't behaving rationally or with any strategy at this point. he's behaving as a hurt, wounded animal who is making a lot of noises. sort of death throws rattle. i don't thing we can look for logic in it. the trajectory he's on, he could end up wearing an aluminum foil hat and saying he's receiving transmissions from mars at the rate he's going. >> charlie, paul ryan, what is donald trump's plan here going after paul ryan? and if he continues to, what is

paul supposed to do? >> well, keep in mind that donald trump is coming to wisconsin today. we're not a swing state. he's seven points behind. paul ryan won his primary just back in august with 84% of the vote. so there is no plan. frank is absolutely right here. this is more of a revenge tour than a traditional campaign. paul ryan is still quite popular among republicans, particularly republicans in southeastern wisconsin where donald trump needs to win if he has any chance of winning in wisconsin, which he doesn't have. but again, this goes back to this point. what exactly is donald trump doin is he running a campaign to win the election, or is he just basically venting? and by the way, back to this whole drugging thing. you know, you pointed this out earlier. the fact he's getting this from info wars is actually one of the most bizarre elements of an incredibly bizarre year. you're talking about a website, alex jobnes, a guy who says sany hook was fake, that 9/11 was an inside job, and apparently, this is one of voices that donald trump is listening to.

and that he is now mainstreaming. you know, when we write the history of how the conservative movement lost its mind this year, i think this will be one of the decisive moments in the campaign when people like drudge begin to link to alex jones. when alex jones becoming cited by the gop nominee. it's beyond bizarre. >> charlie, you have been a conservative your whole life. i have republican parents. do people understand what orcizations like infowars represent? just a few minutes ago, donald trump retweeted something from an infowars editor. infowars, an organization who has made claims that 9/11, san bernardino, could have been drummed up by the u.s. government. do people realize what this organization is? >> no. they don't. and by the way, i have not been a conservative my whole life. i'm actually a recovering liberal, no, and i think this is one of the scary things is the way in which donald trump has, and his media enablers have brought that kind of stuff into the mainstream. a lot of people who i think are

people are good will do not realize how bizarre and sick and twisted this material has been. so that donald trump is not just doing his own thing. he's also corrupting the standards and the judgment of a lot of people who are looking to him for leadership. so there's kind of a betrayal of the trust that people have put in him that he's in fact bringing this sort of stuff that they have no idea. they have no idea how sick and weird this infowars and alex jones conspiracy theories are. >> frank, donald trump has said he goes after anyone who goes after him. many people who like him say they love how authentic he is. he has not gone after michelle obama who probably hilt him the hardest last week. does that surprise you? >> you know, he could yet go after her. it would be just about the stupidest thing he could do, but as charlie was saying, as i have been saying, this defies logic and reason at this point. charlie used the word venting. that's a perfect word for it. he may. he does so alt his peril because

very difficult and one like none other. so you know, the idea that something could happen to sway the election one way or another, let's remember, we are dealing with the clintons here. from everything from, you know, collusion with the doj to barack obama himself on her personal e-mails. putting gnanational security at risk, all of these things are happen wrg. believe the reason donald trump poin these out is because we are dealing with the clintons. we are dealing with someone who is corrupt. she's proved that over and over again. and this woman has the possibility of becoming president of the united states? >> if the issues are what you would like your candidate to focus on, jobs, the economy, people who are looking for change, when i look at the poll numbers, what's interesting is he stays at 37%. bad news, good news, he stays at 37%. he continues to fire up his base, not broaden it out. does your candidate need to broaden it out in order to win

this? 37% doesn't win an election? >> i'll tell you, you know, any political consultant would absolutely tell you you need to broaden your base. i'm one who has said that women in this country are going to select the next president. it's going to be the determining factor. so i do want him to be talking about health care issues and how he has a plan to change it. obamacare is a huge failure. it will be hillary care under her guard. and she'll create a two-class health care system when she talks about adding in a public system. and the only possible way she can bring down health care premiums is if more of american taxpayer dollars subsidize insurance companies. that's hillary clinton's plan, and remember, she has a public conversation and a private conversation. >> do you -- i'm going to -- do you not have public and private conversations? they're the same? >> everyone does. as you do, too. as you do, too. >> without a doubt. how come hillary can't and you can? >> well, no.

what we're talking about here is we're not talking about public and private. that's what the spin that hillary clinton put on it. we're talking about the closed doors conversation with the insurance industry. with wall street, with, you know, goldman sachs. those are the closed door conversations she's having with brazilian bankers where she talked about her dream being an open market, an open market with open borders and open trade. that puts us at risk. that puts america at risk. donald trump wants to put america first in all of those cases. close those borders, make sure that we're safe, and provide for the american people what we need to move forward and grow this economy. we cannot stay in a labor force of that, of jimmy carter, for crying out loud. >> then in terms of risk management, as you said, if women are going to decide this election, you have said before, it's he said, she said, but

donald trump doesn't just have one allegation. there's a string of sexual misconduct allegations as well as a tape. from a risk management perspective -- >> allegations. >> isn't this a risky proposition for you to back a candidate who is really hurting in terms of how women view him? >> these allegations are unsubstantiated. you know, i'm kind of getting stuck on the idea of how this is a number. there are a number of women who have come out. there are a number of women who also over the years have accused bill clinton. and we see hillary clinton, who has bashed those women. those women's lives have been affected by this. and we have never gotten to the true truth of that situation. >> you're right. they're just allegations. >> there you go. >> they're just allegations, and if that changes, do you personally have a line where you say enough is enough? if one of these allegations is proven. >> how on god's green earth can we prove these allegations with three weeks left before the presidential election? you know, i stayed in d.c. over

the weekend to do more media. and my husband and i went out and we went to the memorials and went by t supreme court. equal justice under the law. if what donald trump did is true, this is sexual assault. we're not talking about, you know, i believe the media keeps downplaying the seriousness of this because calling it groping and things like that. let's remember, one of his accusers said if he had just groped me, you know, up on top, i would be okay with it, but he went down it further. what in the world is that? groping is sexual assault. this is what this man is being accused of, and there again, let's remember this is the clintons that are putting this out there. i'm not questioning those women. if those women say this happened, that's for someone else to decide. that's for the court system to decide. but we have to elect the next president of the united states, and this is a very important election. and donald trump is going to bring change, and he is going to

the firebombing of a gop office in hillsborough, north carolina. officials say an explosive device was thrown through a window at the local headquarters on saturday and the words, quote, nazi republicans leave town or else, were spray painted on a nearby building. msnbc's cal perry joins me now. the candidates have reacted to the fire bombing. hillary clinton tweeting the attack on the orange county headquarters is horrific and unacceptable. very grateful everyone is safe. donald trump pointed the fingers. animals representing hillary clinton and dems in north carolina just firebombed our office in orange county because we're winning. orange county is overwhelmingly democratic. so help us understand, who exactly do investigators say did this? >> as you said, federal investigators are now on the scene. this is really garnering national attention for all of the reasons you mentioned. we saw both candidates tweeting and we heard from the head of

the gop office in north carolina who says he wants this to be investigated as a hate crime because of those messages that were left spray painted on the wall. this is really more violence than we have seen in this election. sort of worst vandalism we have seen up until now. about 20 cars got spray painted outside a trump rally in maine over the weekend. so certainly, authorities are worried. the fbi has been joined by the a atf, no suspects right now that they're saying, at least none that they're heletting the medi know about. it will be interesting to see how this plays out. nobody wants to be involved in this when you talk about the politics of it, democrats even starting a go fund me campaign which has raised more than $13,000 so far to rebuild that office. >> all right. thanks, cal. i want to take you back now, we discussed it earlier, to the offensive by u.s. and iraqi forces trying to retake mosul from isis. nbc's matt bradley is live in iraq right now. what are you hearing? >> reporter: thanks, stephanie.

as you mentioned, the prime minister of iraq made an announcement early this morning announcing the beginning of the operations to retake mosul. that's iraq's second largest city from islamic state. thiss a very historic operation. he made reference to that, but we need to make a distinction about the announce mpt of the beginning of the operation and the beginning of the operation in upperest. in the intervening hours, it has been worked by the kurdish peshmerga. they were able to move into striking distance. but that's not all that different from a lot of the so-called shaping operations that a lot of iraqi forces have been doing in the past several weeks. what really needs to be stressed is that this is the first day in an operation that could last for several weeks, and maybe even months. and while everybody seems to think that mosul will eventually fall to iraqi troops and that isis will be ousted, it could

a wall street speech when hillary clinton was speaking to goldman sachs has been leaked. in it, she says we need to work with banks to create better regulation. now, a critic could say that's not what she said on the campaign trail. doubling down on dodd/frank, cracking down on the banks. that's not the same as working with them. >> well, i don't think the two are mutually exclusive. she could say, look, we have to work with the good folks that work for banks who want to be able to police their own staff. and want to be able to police their own sort of standard operating procedures. i don't think you can do it in absench yeah. you can't do it without them. as a senator from the state of new york, she had a great working relationship with businesses, wall street or otherwise, for the entire time she was there. so having said that, she will need to lean on these relationships to be able to say how can we actually fix the system? how can we get rid of some of the corruption and some of the misdeeds. i don't think you can do it without them and you have to work with them.

with any industry, that's true. >> if it's not that bad, why didn't she put this out herself? bernie sanders has been demanding these transcripts for months and the clinton campaign said, no, sir. so now that we have seen them, again, though they haven't been authenticated, if it's not bad, if they show she's a bridge builder, why not bridge that month ago? >> i'm not sure why they didn't. when i looked at some of the leaks, and as you said, they're alleged so we can't speak to the veracity of them, but they're not dissimilar from things she said on the campaign trail. i want her to be able to talk more openly about some of the measures that she proposed because i think they're good, and one of the things she said in these e-mails is that, you know, the members of congress are going to be held accountable for the work that they're doing and the way in which they're pushing back against wall street. that is not inaccurate or untrue in politics as we know it. people are going to be held responsible. >> one of the reasons people like bernie sanders and donald trump have risen is because so

many people in the country are sick of washington. politics, they want change. when you look at some of these leaked e-mails, if you do assume that maybe some of them are true, it does sound like this is a politician who uses politics, who works the system. she says one thing to one group, she says another to a different group. could this hurt her? does this confirm many suspicions, negative suspicions that people have? >> you know, what's interesting about this notion that people want an outsider, part of that is true, but then they go and vote for the members of congress and legislators, pretty regularly. what american voters are looking for is somebody to cut through the grid like in washington, d.c., to be able to work on both sides, to be the bridge builder, i think she is. >> thank you so much for joining me this morning. coming up, another woman coming forward claiming trump forcibly kissed her. trump already responding on twitter this morning. we'll speak to the reporter who broke the story.

another woman came out over the weekend and publicly accused donald trump of sexual misconduct, bringing the number of accusers to a total of nine. 63-year-old cathy heller told the guardian trump kissed her against her will 20 years ago at amotor's day brunch at mar-a-lago. nbc has not confirmed the story. joining me now, a senior reporter for gender and equality at the guardian. trump's spokesperson responded to thealigations. quote, there's no way something like this would have happened in a public place on mother's day in mr. trump's resort. her husband was also there. so what does she say to this, that the trump campaign says people would have seen it. how could this have happened? ? first, she said people did see it. her husband, who spoke with "people" and myself, spoke with somebody else at the table said they both saw it, or in case of the person who spoke to me, i didn't see the kiss happen.

i saw her rear away from him. i saw him get in her face, so you know, people who were there, you know, they remember witnessing this incident. >> but did they get up and leave? did they take issue? did they go to authority? i ask because some say this has been drummed up, pulled together by the clintons. you know, three weeks before the election. how serious was this? >> you know, it's a totally reasonable set of questions. i will say that at the time the people who were there, they say their reaction was, just stunned. things like this don't happen on a daily basis the way cathy put it to me is this is not normal social behavior. so you know, they didn't get up and walk out angrily because they said they just sort of sat there like processing what had happened and wondering what to do. now, in terms of these claims that the clinton campaign is pushing these women forward, i should say that cathy heller did not approach the guardian. a guardian reporter had heard her story through like a series of connections and acquaintance

of an acquaintance. we approached here, and that's been the case for a lot of these women who have told their stories to publications. the woman who spoke to the "washington post" who was in the club when she said that donald trump touched her inappropriately, the "washington post" has said that they heard her story, again, through sort of a series of acquaintances and they approached her. >> some would say, people who are aunch in power circles, though they don't like it, though it's creepy, unfortunately, it is something that happened every day. older, very powerful men, do kiss women on the lips and they might not like it, but it is a reality. is it something that would disqualify someone from being prdz of the united states? >> i think that's for every individual person to decide. i think that the overwhelming enormous interest that there was in the tape that the "washington post" published shows us that a lot of people are going to be asking themselves that question. >> all right, thanks so much. we're definitely asking. you're reporting on it. >> coming up, donald trump continuing to push the idea that

last hour allegedly massive in-person voter fraud. the independent studies have been done on this one found over a decade. there were over 31 individual alleged instances of voter fraud. you would literally, that's out of a billion ballots as we head open this space. you would need something on the border of thousand times voter fraud across multiple states. this is more than a conspiracy theory but really fantasy and it is dangerous, many election experts to sew these kind of doubts. >> what about a close election? if that's a close election, the fact out he raised this narrative, could you see a recount? >> if he's close enough that it's down to 1 or 2 states, he's obviously trying to gin this up. whether it's because he doesn't care about confidence in the election or he wants to prepare for some kind of recount, you ask a good question because the big difference from the last recount, everyone remembers in 2000 is we had two nominees who no matter how bitter it got, it was a rough one.
