ladies and gentlemen. donald trump intensifying his claims that the election is rigged. lashing out at the media, hillary clinton, and even republican house speaker paul ryan. all of this is sparking strong concerns about the dark tone his campaign is taking. plus, america's bully. that's how hillary clinton is describing trump in a new ad out just this morning. but she too is facing new questions about wikileaks releasing what they claim are transcripts of her wall street speeches. will it have an effect as she tries to close the deal with voters. important breaking news this hour. iraqi fighters backed by the u.s. have started an attack to retake the city of mosul from isis. why this could be the biggest offensive against the islamic state yet. good morning, everyone, i'm tamron hall coming to you live from msnbc headquarters in new york. 22 days to go until the election and donald trump is escalating his claim that the election is rigged.
8:01 am
tweeting just a few hours ago, of course, there is large scale voter fraud happening and before election day, why do republican leaders deny what is going on? so naive. the tweet continues. the theme that trump started over the weekend. >> the process is rigged. this whole election is being rigged. it's a rigged system. it's a rigged election. the election is being rigged by corrupt media pushing false allegations and outright lies in an effort to elect hillary clinton president. >> so these claims have been dubbed dangerous by many because it is fueling this type of response within trump supporters. >> it will be 100% chaos. no more america. >> we'll end up in war. >> hard to be deplorables.
8:02 am
>> "boston globe" quoted saying, she should be in prison or shot. we're going to have a revolution and take them out of office if that's what it takes. there's going to be a lot of bloodshed. the fbi is looking into who fire bombed the republican party office in hillsborough, north carolina, that happened on saturday. a swastika and a warning to get out of town or else was sprayed on the walls of an adjacent building and donald trump is blaming that incident on what he calls animals representing hillary clinton. secretary clinton has condemned the attack as horrific and unacceptable. authorities have not named a person of interest of who they believe is responsible for this. now, our new nbc news "wall street journal" poll shows secretary clinton now with an 11 point lead nationally among likely voters while "the washington post" abc news poll shows a much closer race with clinton ahead just by 4 points. let's get things started with
8:03 am
nbc's peter alexander in green bay, wisconsin, where donald trump will hold a rally this evening. wisconsin, the home of reince priebus and of course, paul ryan. >> reporter: yes, that's exactly right. you saw that criticism from donald trump directed at republican leadership. no more powerful leader on the republicans in this country than paul ryan and donald trump notably will come to ryan's home turf tonight. the feud between the two largely driven by trump's tweets continues and it's become a little bit more aggressive. here's some of what trump tweeted out over the course of the last 24 hours. look at his recent lines. he said the democrats have a corrupt political machine pushing crooked hillary clinton. we have paul ryan fighting the republican nominee. in a later tweet, writes, paul ryan, a man who doesn't know how to win including failed run four years ago. must start focusing on the budget, military, vets, et cetera. this weekend, ryan's team forced
8:04 am
to respond, in effect. they put out a brief statement. we'll put that up for you as well. basically suggesting combatting trump's complaints, not just a rigged system but the entire electoral process is rigged. the statement from a spokesperson of paul ryan's saying, quote, our democracy relies on confidence in election results and the speaker is confident the states will carry out this election with integrity. it's notable as donald trump goes after paul ryan that his popularity remains high. since 1998, wonvery election with more than a 55% majority. his only loss, of course, was in 2012 when he and mitt romney were defeated by president obama and joe biden in their reelection campaign. paul ryan today has yet to respond. what has been as notable as donald trump sort of incendiary language has been, what is largely silence from not only paul ryan but reince priebus and others within the republican hierarchy. >> live for us in green bay, wisconsin. and donald trump cannot seem to
8:05 am
get on the same page with his vp choice. it's been interesting. donald trump calling the election rigged and said there's large scale voter fraud. here's actually what his running mate, mike pence, said yesterday on "meet the press." >> we will absolutely accept the results of the election. look, the american people will speak in an election that will culminate on november the 8th, but the american people are tired of the obvious bias in the national media. that's where the sense of a rigged election goes here. >> kelly o'donnell has been covering governor pence for us and we heard rudy giuliani say the same thing that donald trump is not talking about actual votes being rigged but saying that the media has rigged it against him. is there, are they shoulder to shoulder with donald trump though? >> i think in so many ways, donald trump puts things in a much bigger format, cartoon colors and takes the same topic and blows it up in a bigger way.
8:06 am
i think if you look at what mike pence is saying, he's making the argument they believe there's an imbalance in the media. that's not a new argument but they are playing that up and it's firing up their supporters who may not see that distinction, who may not get that they're talking about, they believe that issues like the wikileaks with respect to hillary clinton and her team or other issues related to the fbi investigation. they believe that should be discussed every day all the time. and they're frustrated when they don't believe that's the case. so now trump is denying these allegations from the women and also trying to say it's an unfair playing field. that's what they're going with. what's interesting, our colleague, lester holt, asked both of them. one will win and one will lose. will you support the result? trump did say if she wins, i will support her. remember that and then listen to what he says on the campaign trail. the word "rigged" is very potent, using it all the time. mike pence, much more
8:07 am
traditional, again. sitting governor. custom to you shake the other person's hand and wish them well and accept the result. >> you talked about the word rigged and it being in the ramifications of something like that. the governor pence, we talked about it last week in iowa to remind people of what happened when he was in iowa last tuesday. >> i will tell you, just for me and i don't want this to happen, but i will tell you, for me personally, if hillary clinton gets in, i myself, i'm ready for a revolution because we can't have her in. >> yeah, don't say that. >> he said don't say that. do you find it more difficult to try to balance for support for donald trump and issues like that? i ask you because you look at the sunday morning programs, it's just rudy giuliani and mike pence whereas hillary clinton has the deepest bench of political celebrities from michelle obama to elizabeth warren. it goes on and on.
8:08 am
a lot is on mike pence. >> enormous pressure and walked the line very carefully and it is not easy to be a candidate and to chide one of your supporters. that's not an easy thing to do but he did it there and may need to keep doing it because there is a certain responsibility of these candidates to try to send a tone to their supporters not to cross certain lines and that's something donald trump has had difficulty from the beginning, in part, he's never been a candidate before, but mike pence is more familiar with that. you have to send a message, if they're angry, there can be anger in democracy. it's a messy process but have to be civil boundaries to how people respond. >> quickly, just to note, mike pence is close with paul ryan. >> yes. >> you mentioned he was in congress, so not only in the middle of trying to buffer some supporters whose language is
8:09 am
very hostile and being in the middle of donald trump versus the republican party that mike pence has aligned himself with. >> very much so. and if trump were to win, you have to work with the congress and hillary clinton, if she wins, will have to work with the congress. decrying all of those elected officials is not necessarily a good vat jstrategy. donald trump's charge that the election is rigged is a significant line to cross for a major party nominee. some warn could be dangerous consequences. chief legal correspondent ari melber has been looking into this for us including looking into actual reports of voter fraud. the percentage to give people perspective here. >> that's right, tamron. basically, donald trump is doubling down today in his tweets on the idea that in-person voter fraud could swing the entire national election. that's just not true. not only has he not offered evidence, as others pointed out, but legally, he couldn't because there have been studies that look over a billion ballots over a decade and found roughly 30
8:10 am
allegations of voter fraud, 31 incidents that were alleged. that is to say there's not a practical numerical way to swing out as trump is hypothetically alleging. >> when you look at the rarity as well, we know numbers have never persuaded people who were looking for a reason to be angry. and as we go after the election day and if donald trump is not successful, the numbers that you just cited, ari, those are like air in the wind if his voters are looking to be angry and feel they've been robbed. >> i think you make a good point and this is something people are pressing mike pence on. we could easily have a scenario where if there's a clear hillary clinton victory, might mike pence concede and say, this is our system and don't know what donald trump would say. the ohio secretary of state who happens to be republican, john
8:11 am
huston saying we have a system, we've done this before. donald trump may be new and may be genuinely confusing to him. it's not to the election officials who do this work throughout the country. ultimately, if he loses by several states and you have plenty of republican election officials there, i think it would this argument here and if it's close and he takes this attack, it could lead to genuine confusion around the country which is not good for our democracy. >> thank you very much, ari melber. this morning, hillary clinton is facing more questions over hacked e-mails released by wikileaks and this time, they include alleged transcripts of her paid speeches to goldman sachs. nbc news has not authenticated any of these alleged stolen e-mails. nbc's kristen welker joins us now from washington with the latest. kristen, one of these e-mails, i saw you talking earlier about it regarding this perception if
8:12 am
hillary clinton says to wall street versus what she says to main street. >> that's right, tamron. these are wikileaks document dumps, hacked e-mails from top clinton officials, nbc news has not authenticated them and the clinton campaign has not authenticated them but in one of the recent releases, we are gaining some insight into the speeches she gave to wall street including a 2013 speech she gave to goldman sachs and seemed to indicate that she felt the need to take action against wall street for political purposes and also said this, tamron, and i'll read you a bit of it. the people that know the industry better than anybody are the people who work in the industry. why is this significant? because during the primary, she had this robust fight with bernie sanders and argued she was going to take strong action against wall street if she were to get into office. the question is, will this undercut her support among any progressives who might be
8:13 am
concerned about this type of thing. as you have been reporting on all hour, secretary clinlt has opened up a sizable lead in the polls. so these leaks, these hacks coming at an unwelcome time but a bit of breaking news for you, tamron. secretary clinton looking to expand the map. she's looking at traditionally red states that might be in play. specifically, arizona and chelsea clinton is going to go there later this week, bernie sanders, and moments ago, i learned that the first lady will be campaigning in arizona for secretary clinton according to a democratic source familiar with the thinking inside the clinton campaign. this is significant and one of the reasons is because the clinton campaign wants not just a win but a convincing win so they can blunt any talk of the election being rigged, what you have been talking about throughout the hour. tamron? >> the headline was the speech from michelle obama and if you're going to send in someone to arizona, obviously,
8:14 am
traditionally red state, this would be the most popular person all last week and probably beyond. >> there's no doubt about that, tamron. the clinton campaign sees the first lady as one of its strongest surrogates. president obama undoubtedly up there as well. >> of course. >> but think about this way. her approval ratings are higher than the president and his approval rating is high right now. she does a couple of things. helps to galvanize african-american voters but also women voters and speaks from a place the clinton campaign believes is very genuine and honest and remember the speech she gave you just referenced. that was the first lady coming to the clinton campaign saying she wanted to give a speech about some of these comments she had heard from donald trump, she was so personally upset by them. she wanted to send that message. >> thank you very much, kristen. hillary clinton gears up for the final debate. can you believe we got up copping coming
8:15 am
up on wednesday? senator elizabeth warren. you heard the breaking news details about the others going out on the trail. >> donald trump's words don't make me sick anymore. they make me furious. >> with the headlines surrounding trump, will democrats be able to seal the deal with voters? i'll ask congresswoman maxine waters and we have important breaking news out of iraq. iraqi forces have started a major operation to retake the country's second largest city. this is being called a decisive action in the fight against isis. up next, we'll go live to iraq. richard engel will join us with the latest. for lower back pain sufferers, the search for relief often leads... here... here... or here. today, there's a new option. introducing drug-free aleve direct therapy. a tens device with high intensity power that uses technology once only available in doctors' offices.

to report the largest military operation against isis ever under way right now. overnight, the iraqi army launched a long awaited offensive backed by air power and artillery. trapped inside the second largest city and concerns that isis could use them as human shields. something we've heard before. nbc's matt bradley is live in northern iraq with the latest. what's the latest there? >> reporter: yeah, that's right, tamron. just this morning, we heard from prime minister hyder al uabadi launching the beginning of the offensive to retake mosul. this is a major decisive invasion of a city that's been under islamic state control for two years.
8:20 am
hiter al abadi, there's been limited movements on the front. the kurdkurdish. they seized east of mosul. the iraqi federal police and the iraqi military seized 8 villages south and southeast of mosul but important to note that this is going to ramp up. right now, we're only the first day in an operation that could last several weeks and they're going to have to fight to the death, surrender, or melt away and try to move back to syria which is essentially what they did in the battle for fallujah several weeks ago. if they decide to do that, it could leave quite a few islamic state fighters alive and willing to fight another day in syria. tamron? >> thank you very much for the latest and we'll continue to follow the breaking news as that offensive continues. meanwhile, back to politics. hillary clinton prepares, of course, for this final debate on wednesday and some of her most

high profile surrogates on the trail this week. they want to seal the deal here. they'll hit new hampshire today and stumps in florida, and vice president joe biden in pennsylvania friday. yesterday in denver, elizabeth warren and bernie sanders teamed up for the first time and went into attack mode on donald trump. >> some people say it makes them sick to hear donald trump talk like that. well, not me. donald trump's words don't make me sick anymore. they make me furious. >> and i intend to do everything humanly possible in the next three weeks, if i have to run around to every state in this country to make sure that donald trump is not elected president of the united states. >> joining me now, democratic congresswoman maxine waters of california. thank you so much for your time. >> you're welcome. delighted to be here.
8:22 am
>> we just got a report from kristen welker that now the first lady michelle obama will be in arizona campaigning. that's just coming down in the past few minutes and it appears the campaign strategy at this point is to run up the number as far as possible to so that donald trump cannot say that it was rigged. that's one plan, but given the person who's tweeted for the last 24 hours, it seems that if donald trump were to move by the 11 point margin, nationally it shows right now, that won't stop him from saying the race was rigged. are you concerned what it could do the day after? >> yes. i'm awfully concerned about this talk about this campaign being rigged. as a matter of fact, donald trump is trying to set up the scenario where when he loses, he's going to be able to say that it was taken from him. that the campaign had been rigged. and you know, it's so unpatriotic for him to do this. for african-americans who have fought so hard to strengthen our
8:23 am
democracy by making sure that there's a strong voter system, we have succeeded in opening up opportunities and we continue to work hard to make sure that everyone has access to the polls and then to have donald trump come behind us and around us and say that somehow, this system is no good is absolutely unpatriotic. but he's been consistently unpatriotic. he don't think our generals know what they're talking about. he thinks our army is in tatters. he thinks this country is no good. we don't know how to trade. who is this man? and where did he come from? for him to say that he wants to leave this country, despite the fact he doesn't believe in any of our systems, he doesn't believe that there's anything that is being done right in this country and he wants to make this country great again? i tell you, donald trump has no credibility. he's a liar. he's trying to discourage people from coming to the polls.
8:24 am
he doesn't believe in this country. and i know that he's going to be defeated. >> going to your point of believing donald trump is trying to discourage people, wear the public down, the president mentioned that as well for people to stay steadfast and not get so overwhelmed but the "usa today" said the hillary clinton campaign is making a broad effort to republicans in battleground states and the negative tone of the campaign exasperated deep national divides prompting anxiety across political lines about how clinton and congressional republicans can unite the country, should she win the white house. what can she do in the next three weeks before election day to perhaps bring in some of those republicans who are desperate and who want to see members of congress like yourself work together, if, in fact, she's elected? >> that has been basically her theme, working together. donald trump is destroying his own party.
8:25 am
he says that, you know, paul ryan is weak and ineffective. they have a civil war going on within the republican party. while hillary clinton is being presidential, she's reaching out. this business about going to arizona is very important because she's extending a hand and she's saying despite this disruption and despite being discouraged by donald trump, i want to work with you. i'm here for all of the people, and i think that's extremely important. >> do you think the republicans like paul ryan would appreciate or will appreciate her more if she's elected given what they're facing now if they survive donald trump? >> paul ryan is in an extremely difficult position. he does not know whether or not he's going to be able to continue to be speaker, because of that division and i know that he wishes this would all go away, that this is just a nightmare for the republican party. but it's not going away as long as donald trump is out there
8:26 am
doing what he's doing, discouraging, disrupting. this scorched earth policy of his is extremely dangerous. i've never seen anything like this before in my life. here's a man that not only is tearing up his own party, discouraging people fromvoting, talking about how bad this country is, he knows more than any general. he says we don't know how to trade. where did he come from, again? and yes, he is not only driving or trying to drive people away from the polls. paul ryan right now could be very appreciative for hillary clinton. and the fact that she's saying let's work together. >> congresswoman maxine waters, thank you so much for your time. we greatly appreciate it. >> you're welcome. donald trump's barrage of insults. no matter who wins on november 8th, could the party and forces unleashed remain at odds for the next decade? i'll discuss it, the potential fallout with our political panel next.

let's get you caught up on developments and reaction from our panel and we've assembled joan walsh and john stebanwikz. you can call me tamera, just mispronounce my name. 1994 and worked on the reagan bush '84 campaign and announced he would vote for hillary clinton. let me start with you now because this idea that hillary clinton's new strategy is to potentially broaden out to republicans like yourself who just can't take it anymore. michelle obama now going to arizona. do you think the time is right given what's happened over the weekend? >> apparently so. i mean, those folks study these nuances much more than i do, of course, and it's their money. it's their campaign.
8:31 am
i assume they know what they're talking about and can broaden the electoral map and certainly looks like they can. >> when i read what you put out on the hill, you thought people of good intentions and good will may regain dominance in the republican party but the process would take a long time. we may be about to enter a wilderness here in which we'll wander for a decade or more and hopefully emerge. if you have the feeling as a republican that this wilderness is in front of you, why wouldn't hillary clinton, to the point of her campaign, to the point, notice that as well as an opening for those who don't want to wander in the dark for the next decade? >> i think she probably has and that's why she and her campaign are acting as they are, but you know, we as republicans, i don't think, really need to worry as much about what hillary clinton is doing. it's what we're going to do as a party. i think what we're going to have to do after november 8th is turn away from this cramped backward
8:32 am
looking perspective we've had based on anger, angst, and have a more positive view of the future based on a good conservative program like that being put forward by the house republican caucus. but most importantly, we have to start telling our people the truth. we have to tell them we're not going to make america 1956 again. either economically or culturally. we have to tell them we're not going to deport 11 million people, twice as many as justice stalin did. not as bloated and inefficient as it is. there is no international conspiracy to get you. >> it would be extraordinary if we heard that from republican leaders. they've not said it so far, but let me bring you in. the whole two weeks of the scandal saying donald trump groped, kissed, other thinthing.
8:33 am
1% made it more likely to vote for him and 35% said less likely and 64% said it won't make a difference in their vote. hearing donald trump in his own words not the accusers, donald trump's own words in that poll there. what do you read from this? >> his base is solid. as we've discussed before. his base may be 33%, 35%, 37% of the american people. either don't believe it or care. we are seeing people at rallies, i ran into one in greensboro, north carolina, who said she would like it if he grabbed her there. >> that's what the t-shirt says. >> saying mr. trump, grab it here. it's disgusting to a lot of us but kind of their defiance. they're very happy when people like me are disgusted but it's not growing beyond that. >> you have, for example, donald trump tweeted out about this bombing of this republican office in north carolina. he said, animals supporting
8:34 am
hillary clinton. animal recogs tweeted he was triggering white nationalist fans. not even a dog whistle an air horn here. using animals attack and we will never forget, regarding that bombing. we don't know who's responsible. >> we have no evidence. it could be vandalism. it could be democrats. it's possible. but to jump to that conclusion when hillary clinton can express her concern, her condolences, her regrets and he calls peopl animals and jumps to a conclusion. but this is the law and order donald trump who is playing on people's fears and people's prejudices. >> before we go, i got to ask you. 73% of republicans think the election could be swiped from him. >> that's more dumbfounding
8:35 am
information about the public's lack of understanding. i know it's not fashionable to say that but it's silly and extremely dangerous to attack the electoral process undermines the cornerstone. it's reckless and responsible and all ought to stand up and repudiate that. speaking to the base that we just referred to, i don't think anymore than half of donald trump's vote are the kind of people you're describing at these rallies. i think the other half are just hillary haters, they've learned to hate her for 20, 30 years and can't get over it. >> quickly. you know, i do want to say, a lot of the republican base thought the elections for obama saying he was not a legitimate president. a lot of people for a while, unfortunately. >> thank you, greatly appreciate you both with your insight. up next, our newest polling shows donald trump is now

8:40 am
right now where hillary clinton is overperforming, barack obama in 2012 and when it comes to whites, donald trump has just an 11 point lead with white voters. that's versus mitt romney's 20 point lead according to 2012 exit polls. so no matter how you slice it right now, donald trump is in a very tough position. our poll shows him trailing by 10 to points and breaking down these further shows you the hole he's? >> we just reported that michelle obama will be going to arizona on thursday. the clinton campaign also increasing tv ads by mailing in arizona by $2 million and refocused on a larger map. but can you explain to the audience why in your poll, nbc news, 11 points and the other, 4 points. nate silver around 7. it seems like a big difference here. >> tamron, and of course, not every poll is created equally. i think we end upstanding by our

numbers and looking consistent where we had it last week after the second presidential debate. but i would say that tamron, right now, what is true no matter how you slice it is that right now, hillary clinton is in a stronger place than barack obama was in 2012. >> that's incredible. thank you very much, mark. appreciate you breaking it down. according to estimates, more than 40 million, 40 million americans live in poverty. it's a statistic repeated all too often. but it's not getting a lot of attention this election cycle. up next, one person working so hard to bring attention to the crisis, ifphilanthropist michae kors will join me next. we made the movie the book of life. the image on the surface book, transports you into the world which is our main goal as animators and you can actually touch the screen... you can't do that on a mac.

we just have to make the noise. we have to deliver it. and working with the united nations with the world food program, they have the people on the ground who can do this but we have to let people know it's a possibility that we can see zero hunger but it's not over. so what we're doing here is, of course, engaging people. i've got a lot of fans around the world and in the states and engaging them to donate their time and money and also just keep the conversation going. >> have you been disappointed that the conversation has not been focused on it? >> it's shocking. it's shocking. how are we not talking about these issues? we are, but they're get swept under the rug. >> this is the way. >> this is how to do it. this is what you have here. this is the tracker. and how can people help? >> here's what's crazy. we started with 100 series watch a few years ago where we donated 100 meals for every watch that
