i'm tamron hall. here on msnbc next "andrea mitchell reports" live from las vegas. andrea? >> tamron, the gown is beautiful. you are more so. wow! tamron hall right now on this special edition of "andrea mitchell reports" live from the campus of the university of nevada. you can hear the cheering in las vegas, the site of tonight's final face-off. tonight, the third debate between hillary clinton and donald trump. republican nominee in need of a game change. >> they even want to try to rig the election at the polling booths. take a look at philadelphia, what's going on. take a look at st. louis. take a look at these cities. where you see things happening that are horrendous. >> grudge match. the clinton team wants no predebate handshake between the

candidates and spouses. i wonder why. and trump is bringing the president's estranged half brother and one of the mothers of a person killed in benghazi who blames hillary clinton for his death. >> benghazi is something there have been seven or eight professional investigations in so long. >> for the people who died. >> it is a resolved issue in the voters' minds. >> counter punch, the president has a few pointed words for donald trump. >> there is no serious person out there who would suggest somehow that you could even rig america's elections. i would invite mr. trump to stop whining and make his case to get votes. >> good day, everyone. i'm andrea mitchell on the unlv

campus. it is game day. game night. the third and final showdown between donald trump and hillary clinton taking place in a transformed basketball arena. usually home to the running rebels. a string of national polls in the last few days pointing to the possibility of a wave election, striking fear in the hearts of republican lawmakers across the country. donald trump's terrible three weeks could end up costing them not only the white house and the senate but the house. that would be a stretch. what are the candidate strategies going into tonight? joining me in las vegas, katy tur, kristen welker and kelly o'donnell. first to you, katy. donald trump. is this scorched earth 2 revisited, game change, desperation? >> we have had the worst three weeks in american politics. >> not a good three weeks. the trump campaign won't tell

you that but they have nothing left to lose at this point. this is his last chance to stand up to hillary clinton face to face on the debate stage. we have seen he's trying already to use distraction tactics by bringing in not only obama's half kenyan brother but pat smith, the benghazi mom who lost her son during the attacks who blamed hillary clinton for the attack. they are doing what they can to get under hillary clinton's skin. what i can tell you is they have done a little bit more traditional debate prep than after the first debate. reince priebus standing in as unofficial moderator. chris christie sort of standing in as hillary clinton, bouncing questions off trump and helping him formulate answers. they are taking it more seriously, certainly than they took the first debate. we'll see which trump comes out on stage whether he's trying to gain more support or the man who is just trying to supress her vote as much as he can.

>> kristen welker, when we talk about which one on the plane. i shouted down the plane. which trump will show up. which is playing, number one or two. he said there is only one trump. >> that means he's playing the range of different trumps we have seen. that's been effective about secretary clinton's debate preparations. that and the fact she's been preparing. she did it for the first two debates. she's doing it for this debate. i'm told she's going to prepare today. we have a signal of her strategy tonight. that will focus on her position. it's a place for everyone. some wanted her tougher with donald trump last time. that was done by design. look presidential.

i think you will see that tactic. she'll be prepared for sharp barbs coming on issues including benghazi and e-mails. >> certainly with patricia smith there, this emotional, angry woman we saw at the convention. we have seen now a news release, katie, from jason miller saying that hillary clinton should apologize to patricia smith. you can imagine donald trump will be there tonight saying there she is. she's in the audience, in the front row. will you apologize? >> we can absolutely expect that. what they are trying to focus on is what they call hillary's disastrous and failed record overseas. they want to point to libya, iran, iraq. this is exactly what they will do in order to get him to that topic. they will point out, it looks like patricia smith saying look what you did in benghazi. you allowed her son to die. do you have an apology for the

woman? we have to see what donald trump did on the debate stage. this is donald trump. it's hard to predict what he'll do. they are setting up the stage to go after her on foreign policy and force her to have a more personal interaction with an individual. they believe they are not trustworthy, mechanical, robo c robotic. she's not a real person like trump is. he's an anti-politician. that's what they will try to do. they were trying during the first few debates and you can say whether that was successful or not. >> as we can hear some of the energetic unlv students behind us, kristen welker, when he gets confused on foreign policy she can come back at him on russia, on vladimir putin. as he attacks her for wikileaks and there are 4,000 plus more pages today alone. she can counter and say, yeah,

but your buddy vladimir putin is the guy the fbi suspects of being behind this. >> that will be the sharp line of attack. she'll ramp it up tonight. certainly particularly after donald trump said he would be willing to meet with vladimir putin before the inauguration. something unprecedented. that's something she might raise as well. donald trump has praised vladimir putin. that gave secretary clinton this. this is not something who can be trusted with the nuclear code or the nuclear button because of the temperament because he goes on tweet storms. they will fit it into the broader context we have heard them talk about on the campaign trail. >> kelly o'donnell. we have been looking at the big picture here. nobody knows congress the way you do. let's say the new poll. if it is a wave it's still a huge stretch to take over the

house. >> democrats will acknowledge that. >> what they are telling me is the fallout is a little bit slower to hit the down ballot races. the strength of the individual candidates who were running their own races. there is an ability to judge them separately. there is still an impact. it's about driving the type of voters to the polls. it clearly helps democrats and republicans we have seen time and again have been in the vice grip of how not to alienate the trump voter and not embrace trump if they have differences. according to what the democratic operatives are seeing, the house is a reach, the senate is in play with five states. nevada is part of that, absolutely. >> if it is a seven-point spread as the polling indicates, that could mean harry reid's

successor -- >> what we found six years ago he's not seeking re-election. he was down by three and won by five. there is a sense among democrats that polling here doesn't entirely tap into the hispanic voters, the way they would like it to. >> kelly o'donnell, katy tur, kristen welker. thank you very much. >> thanks, andrea. >> just about all of the road warriors here. this morning donald trump's campaign manager kellyanne conway proved the case trump will make against hillary clinton tonight with stephanie. >> i won't tell my daughters you will be safer under hillary clinton. more prosperous under hillary clinton. she's a known liar. lied to congress, the fbi, the benghazi families. she lies and always for political gain. it's always hillary first. i don't see women marching like we have to have the first female president because out's hillary. it comes with ethical questions, corruption, lying. a lot of failed promises, a lot

of hot spots. it will be at the debate tonight. >> one word of advice for donald? >> focus. >> focus. >> if you had one word for your candidate what would it be? >> presidential, steady, disciplined. i think in the debates so far it seemed meaningful. a separation in terms of the support levels that you see in the polling happened after the first debate. donald trump has been in a spiral ever since. americans had an opportunity to see it up close and they judged donald trump didn't have the temperament. increasingly he'll bring that scorched earth approach to the final debate. >> how do you look at her demeanor at the last debate, the ad up today, presidential, reaching out to republicans and

independents. those who say we want her tougher. if he goes after her as hard as he's signalling. >> in terms of the tone of the candida candidates. talking about the vision for the future. something to be for not against. it will be important when it comes to governing. on the heels of the election we'll have a divided country. we do see an opportunity to make an affirmative statement not just to reject trumpism but make an affirmative statement and come together as a country and say we are not just against donald trump. we stand for this and reaffirm our core values as americans. that could be something with governing. >> patricia smith is there, a grieving mother. she was a really angry presence at the republican national committee. her anger boiling over against hillary clinton. she made it very, very personal. she'll be sitting there, the signal from the trump campaign

today. jason miller put out a press release. hillary clinton, you should apologize to patricia smith. what happens when donald trump says, hillary clinton, apologize to this woman. she lost her son because of you. >> she's spoken to this issue many times before. i think she'll approach it the same way tonight to say the four americans that died, that was a tragedy. this woman is more than entitled to her grief. we should all grieve with her. her son made the ultimate sacrifice on behalf of our country. in terms of wrongdoing on hillary clinton's part, that's the subject of no fewer than nine investigations. >> she said she took her hand hillary clinton lieded to her face about the cause of what inspired this attack. video, whatever. >> that's been fact-checked on multiple occasions. that's not the case. >> they didn't have a conversation. >> they had a conversation. the idea she suggested that it was the video and not terrorism

has been looked at by multiple fact-checkers. it's been not only debunked by many of the fact-checkers. it was nine different investigations, many led by republican committee chairmen in the house. no friends or allies of hillary clinton. they concluded there was no wrongdoing here. >> why did you suggest the debate commission that there be no handshake between melania trump and bill clinton tonight. >> let's look at the second debate. the closing minutes before it took place the trump campaign tried to essentially pull donald trump's family members from the family vip box closely situated to the debate stage in order to orchestrate a stunt. the presidential commission on debates said you can't do that. the trump campaign howled suggesting that somehow showed bias on the part of the presidential commission on

debates. going into tonight, does the commission or do we as a campaign want to agree to rules that would facilitate opportunities for shock tactics and stunts by the trump campaign as part of the scorched earth policy? absolutely not. it is unfortunate we can't at least practice the customs of -- and expressions of civility we have come to expect but donald trump made it impossible. >> the other thing that's been happening is wikileaks. a think tank in washington and with clinton world. she has to be a progressive. people are howling. i'm paraphrasing here. this seems to refer -- doesn't name hillary clinton by name but it refers to what hillary clinton said five days earlier

in ohio to a women's group. >> i get accused of being moderate and center. i plead guilty. i think sometimes it is important when you are in the elected arena you try to figure out how to bring people together to get something done. >> is that part of the problem -- that people don't know who she is, that she doesn't seem authentic. one day she's a moderate. then challenged by bernie sanders and she's suddenly progressive. the goldman sachs speech transcripts show she says one thing in public ambassador another in private. >> on the wikileaks issue it was striking that in the last 24 hours even marco rubio, republican senator from florida, has said republicans shouldn't try to use the contents of unauthorized disclosures from wikileaks to exploit politically. it could be republicans that are on the receiving end of a foreign intrusion. a key moment will be in donald

trump condemns russia's role in the hack. in the previous two debates he refused it though he's been briefed by u.s. intelligence authorities. on this issue of the particular e-mail we are still looking at the veracity of the documents because the russians have a propensity to forge and falsify materials. the issue of comments she made over a year ago about moderate is something that was actually addressed, as i recall in the first debate we had here in las vegas. she was asked about it and answered by saying, look, i'm a progressive who likes to get things done. the point she made in the comments was about her willingness to work across the aisle to make progress and advance the goals as a progressive. it's something she'll pursue as president. she has to work with republicans to get things done. that doesn't mean compromising on progressive principles, but it means being practical and pragmatic. >> does the net effect of the transcripts that were released

by wikileaks, stolen e-mails from john podesta no doubt and suspected by the fbi of having been engineered by the russians, does the net effect make it harder for her to govern within her own party? is bernie sanders holding his fire now, elizabeth warren and others, will she have a problem dealing with democrats who don't trust her? >> no. look at the policies she put forward. the proof is in the pudding in terms of where she stands when it comes to strictly regulating wall street. she put together the most comprehensive plan out there compared to donald trump when it comes to cracking down and further regulating big banks, cracking down on the shadow banking industry, tightening the vocal rule, the carried interest tax loophole. on one issue after another her position is clear. there will be plenty of common cause for her and elizabeth warren and bernie sanders to work together to advance the goals of ensuring we have a fair playing field when it comes to wall street banks.

>> donald trump says that she's got no stamina, has health problems, maybe was doping before the other debate, they should take drug tests. she's been off the campaign trail for five days. is she resting? >> she's been prepping for the debate. we have been forthright that she takes the debates seriously. you have seen in the strength of her performances thus far the preparation counted for a lot. maybe donald trump should have been taking more time to take the debates seriously and prep for them. >> how concerned is she about the other surprises? brightbart published an interview with a woman from arkansas who said there was a sexual -- three instances of sexual assault which she claims from bill clinton against her. he was a first-term governor. she was a journalist. we have not substantiated this, haven't verified it with the alleged accuser. it is published by brightbart

and steve bannon is helping to run the campaign. if they are promising surprises this could be one of them. >> i don't know the circumstances behind the allegations. i just know as you said it's been reported. i wouldn't be surprised if donald trump seeks to invoke this report tonight or in the coming days. we expect that he'll do anything in the closing days. he said he's practicing a scorched earth approach to the campaign. it might be successful for rallying roughly 40% of the electorate that's been solidly behind him. it's just alienating the remaining persuadable voters he needs to make the race competitive again. if he brings this approach to the debate stage tonight it will be his loss. that's what we have seen in the first two certainly. >> brian, thank you very much. >> thank you. coming up, catch the wave with control of the white house the senate and maybe the house all on the line can donald trump turn it around in tonight's

when things are going badly and you lose, if you start blaming somebody else, then you don't have what it takes to be in this job. there are a lot of times when things don't go our way or my way. i would advise mr. trump to stop whining and try to make his case to get votes. >> president obama issuing a strong rebuke to donald trump's claim that the election will somehow be rigged though there is no fact to back that up.

joining me now michael steele, msnbc political analyst and sarah fagan, former aide to george w. bush from washington. sarah, welcome. what's your feeling about the election and about this debate going into it? if donald trump does what he's signalling and comes back with a scorched earth strategy, he's going to produce the benghazi mom, grieving mother, of course, as well as all the other tactics. the estranged kenyan half-brother of president obama. i'm not sure what that has to do with hillary clinton. how will it help him in this debate? is this his last chance to stop the slide and turn things around. >> none of the tactics will help him. you know, i think a lot of republicans felt like this can't get worse but it can. i suspect if we spend all of

this evening and tomorrow and the next several days talking about bill clinton's affairs and the half brother and so forth and, sadly, this grieving mother who has the right to grieve. but if we talk about those things, you know, donald trump who's gone from roughly 40% of the vote to probably 38% of the vote will be at 36% of the vote. >> marco rubio spoke out today, speaking about the wikileaks issue and whether it should be a legitimate issue in the debate. let's watch. >> i personally will not be talking about any revelations that come about solely as a result of wikileaks. our intelligence officials who aren't partisan people told us this is the work of a foreign intelligence agency. we cannot be a country where foreign intelligence agencies can interfere and influence our political process. what i would say to the republican colleagues today it's them. tomorrow it could be us. think about this.

do we want to be a country where foreign intelligence agencies can blackmail our elected officials and say unless you do what we want we'll release e-mails from your campaign manager, your wife, your daughter, your son. we'll embarrass you. unless you want to be embarrassed you better do what we want you to do. that's what vladimir putin does. >> there is a lot of personal information. the cell phone number was released as part of the weekly stump. >> marco has a good point there. what goes around comes around. republicans have to be aware this could happen to them. this is a smarter approach here. this is not what the campaign should be about. this is not going to advantage donald trump or any republican for that matter. in conversation they want change. describe to us what you want by

change. what does that look like four years from now as president of the united states. that's a sweeter spot for donald trump and all republicans to move from as opposed to engaging in what we have seen over the last six months. >> everything we have seen from experts is that election fraud is not a big deal. out of the billions of votes cast it's an infen tes mall percentage. it's a state and local issue. our republicans, not democrats. >> that's an excellent point. there were places in the country where fraud existed. it's not systemic. it's irresponsible to call into question the results of the greatest democracy on earth. that's not to say when something occurs in a state that's wrong it isn't pointed out. before anything happens, you know, try to convince the 35% electorate that's for you that

their being robbed of their rightful leader is irresponsible, immoral and it's not going to work. >> one of the other things he does is it would happen in chicago, philadelphia, urban areas. there is a definite racial overtone to this. >> yeah. you have the urban pockets have been for them to say there is something wrong here. i can tell you as lieutenant governor of my state we had elections run by democrats. they were in those jobs. at the end of the day it's what sarah said and what people have been saying. we should not under mine the process. it's one thing that establishes us. we have an open process. we have hits or misses here and there. this is about engaging the american people not scare them away from it.

and here in las vegas, the stage is set for the third and final presidential debate tonight. two candidates, one moderator, chris wallace. more than a thousand people inside the hall. we have learned chelsea clinton and her husband will be there as they have attended all the debates as well as bill clinton as the trump campaign teases additional surprise guests like chris jansing inside with a behind-the-scenes look. hey, chris. >> it's getting busy here. they are about to shut down for security. let's look at the stage there. looks like hofstra. hillary clinton will be behind them. in the seats the families are in the line of sights. this is where the trump family would be. fewer than 300 people have

tickets for down here. look up there where basketball fans would be for a unlv game. they're up there. you have the students who are playing hillary clinton, donald trump and the moderator. it will be a similar format. questions, two minutes for each side to opening it up for debat. as you well know the third debate has a lower viewership. 60 million. it's the last biggest chance for them to make their case to the american people even as millions are eligible to early vote. >> this is the first debate and the last confrontation between the two since all the revelations, all of the women came out with accusations. he strongly denied them but

of taco trucks outside donald trump's las vegas hotel. joining me now, john ralston from the reno gazette journal, mr. nevada. we have seen a lot of campaigns. the final match-up, if there is going to be a game change it has to come together from the trump side. >> the question is, is it too much for a game change? usually the third debate doesn't matter much. i think it's a fool's errand to predict. i think he'll throw the kitchen sink at hillary clinton. you know as well as anybody she's difficult to rattle. she doesn't want to answer questions she doesn't want to answer. my guess is using the word desperate or a form of it to describe what donald trump is doing. it's las vegas. anything goes. >> that's a role of the dice.

speaking of a roll of the dice the polling in nevada generally shows her up. six, seven points. >> it was a toss-up for a long time. trump even had a lead for a while in some of the polls. since the "access hollywood" tape came out you have seen three polls in a row that have shown her up 6, 7 points. that's important for a couple of reasons. it shows movement in her direction. it could affect what could be the most important senate race in the country. as you know for harry reid. the only one the republicans have a chance to take. if hillary clinton could win the state by more than six or seven points, the republicans will have a tough time winning the senate seat here. >> also a trend where you could have more women in the senate. in new hampshire, you have two women running against each other in california. two democratic women are the top number one and two in the

primary. you will have a woman there replacing barbara boxer. this would be a woman replacing a man. catherine cortes will be the first latina to serve. a recent decisions poll showed her still only getting 54% of the hispanic vote which could be problematic for her. a congressman running against her has 34%. compare it to the same poll that showed hillary clinton ahead of donald trump. 72-17. heck is running ahead among latinos. that's been close to a toss-up. the top of the ticket will have a huge impact there. >> up late watching nevada. >> exactly right. >> thank you so much. >> great to see you. coming up here, fight night. what's on the line for clinton and trump in tonight's high

i guess theoretically they want to rattle her. i'm not sure how bringing president obama's half brother rattles hillary clinton. you know, it's detrimental to trump in the long run. he looks unserious doing this stuff. when he brought bill's accusers i talked to women voters. they thought it was cruel to rub hillary's face in it. i don't think it helps advance the cause which is to get more votes. i don't see how it works. >> women voters, you know, how are they responding to all of this yet today? brightbart has a new woman accuser back in 1978, 1980. his first term as governor. in fort smith, arkansas. we haven't verified this, checked it out. reach out to this woman. i'm not sure what impact this has on hillary clinton. is this just to get into her head as she prepares for the debate? >> it hasn't had an effect on the election in donald trump's

favor at all. if anything, quite the opposite. just sort of the whole set of women-related and accuser-related allegations on both sides don't seem to be helping in any way. the idea that it gets inside hillary's head is refuted by the fact that at the last debate she didn't seem rattled at all. who knows? tonight could be different. as a tactic, it seems to be much more directed at people who are already supporting donald trump to make them feel energized. empowered by him. rather than really having anything to do with affecting hillary clinton or the election. >> you wrote today, mark, about the possibility of a wave. we see trends and movement. unless there is a circuit breaker tonight and something changes radically, what direction is this? >> not only about the presidential race. but the battle for senate

control. they are at 46 senate seats now. there was a wave that allowed them to take over the senate in a comfortable margin. they can run the table across the country including in a state like nevada which is key to the battle for senate control. we have seen wave elections in four of the last five cycles, andrea. the question is will this be another wave? everything now with less than three weeks is there is a recipe for a wave election. >> sam stein, yet another one of the e-mails that came out today from wikileaks. these are stolen e-mails from john podesta who kept ten years worth of his g-mail. this one is from a key strategist for the campaign writing to a number of campaign operatives that the reality is hrc, hillary clinton, is more pro trade than anti-and trying to turn her into something she's not could reinforce the negative

around authenticity. this is an agreement she pushed and advocated for. it fails to meet her specific criteria seems to be the best territory to me. this is as they are debating how to reposition her. she's challenged by bernie sanders. >> this is reflective of how i feel about wikileaks as a whole. we knew this. this is how the sausage was made in the campaign. because it was hacked and leaked and presented in this fashion i'm not saying it is insignificant. it takes on a greater drama because of the way it was presented. is hillary clinton more predisposed to being a free trader? of course. everyone knew this by 2008 when barack obama was calling for a renegotiation of nafta everyone thought it was a posture he took to win the democratic primary. it doesn't mean it doesn't help us fill in how we feel hillary clinton as a politician.

i get the sense as we look at wikileaks in its totality, a lot of it is reaffirming what we already knew. >> if this becomes a wave election if trump doesn't turn things around, what about texas? that's your home state. we are seeing they are putting a little bit of money, advertising money, the clinton campaign in. they are under pressure from the supporters in texas. texas isn't going democrat, is it snm i don't think so. there is a good chance there is a five-point or six or seven-point plan for donald trump in 2012. mitt romney winning by 15, 16 points. hillary clinton if she has a double digit lead nationally means texas will be closer than in the past cycles. the states i'm watching that are more realistic are arizona and georgia. if the race were today hillary clinton has the possibility of winning. texas not as much. we are just getting another
