kate, thanks for that. good afternoon, everybody. i'm steve correspokornacki live new york. 19 days until election day. topping our agenda at this hour. donald trump stirred up plenty of controversy in last night's debate. now he's toying with his critics. >> i would like to promise and pledge to all of my voters and supporters, and to all of the people of the united states, that i will totally accept the results of this great and historic presidential election if i win! >> that was just a couple hours ago. trump did go on to say that he will accept, quote, a clear result in the november 8th lebl

election, but that he is reserving his right to challenge a close outcome. also on his agenda, his campaign did this after the first debate, they did this after the second debate, the trump campaign claiming victory after last night's debate. >> donald trump clearly won the debate. >> that was kellyanne conway's opinion, but the voters disagree. we're going to break down the numbers as to what people think the winners and losers were of the debate last night. if you missed the debate, you'll have one last chance to catch both candidates on the same stage. it will be tonight at the al smith dinner. it's a favorite, longstanding dinner here in new york. they're supposed to poke fun at themselves, poke fun at the election, maybe poke fun at each other. you can catch that live, donald trump and hillary clinton maybe on the same stage for the last time. he is said to speak just a few minutes from now.

he is out there campaigning for hillary clinton. both he and michelle obama. the first lady is going to be in arizona. it is a red state. it was a romney state in 2012. it's a state that they believe the clinton campaign could pick off, and if she can pick that up, that alone could end this election. in the next hour we will listen in to when president obama starts to introduce his wife. in the meantime, that third and final presidential debate, it is now in the books. after more than a week of trench warfare, the clinton and trump campaign slinging accusations back and forth about scandals of the past, they had one last shot to face off on the national stage. donald trump, that meant answering for his claim that the election is rigged against him. he said the media has it in for

h him. i suggested voter fraud. he thinks voter fraud playing a role here. no evidence of that. if he wins on november 8, will he accept the result or will he cry foul? listen. >> sir, there is a tradition in this country, in fact, one of the prides of this country is the peaceful transition of power, and that no matter how hard fought a campaign is, that at the end of the campaign, the loser concedes to the winner. i'm not saying you'll necessarily be the loser or the winner, but the loser concedes to the winner, and the country comes together for the good of the country. >> i will tell you at the time. i will keep you in suspense. >> that answer, of course, getting headlines because it does break precedent. we've had candidates who contested election results before. certainly al gore in 2000, but a candidate refusing to say in advance of the election that he

or she will honor the results. leaders on both sides of the aisle, some in trump's party, certainly many democrats condemning trump's remarks this afternoon. trump clarifying his stance. >> i would accept a clear election result, but i would also reserve my right to contest or file a legal challenge in the case of a questionable result. >> donald trump delivered those remarks in delaware, ohio. that is where nbc's jacob rascon is. it seems his campaign did take some of that criticism into account about donald trump's debate answer. they are trying to revise it, refine it a bit today. >> perhaps. because in the same speech where he's making those comments, he also talked about illegal immigrants, undocumented immigrants who are able to vote, citing studies that show that,

citing other studies that show he said deceased individuals who are registered to vote. he called that frightening. then he talked about if the result is clear, and he left it open to say if there were perhaps evidence of undocumented evidence of deceased voters voting, that should be clear. he talked about hillary clinton saying she should not be able to run, saying she's the most crooked person to run, and he talked about a rigged election. he has not taken anything he said over the last several days about a rigged electionback. so to his supporters, nothing has changed, and really, it doesn't seem that much has changed. he put in a new line and new wording about keeping his options open to be able to have a legal challenge for a recount. but nothing else, it seems, has gone away, steve. >> all right. jacob rascon in delaware, ohio. jacob, thanks for that. the clinton campaign has been

working since that debate to shoot down donald trump's statements about the legitimacy of the election. our own kasie hunt spent the night with the team. kasie, how is the clinton camp reacting to this? >> reporter: you heard clinton herself address this on her campaign plane late last night leaving las vegas, essentially saying there is no precedent for this, and condemning these remarks in the same way many republicans are now out doing today. john mccain among them, of course, talking about the concession he made to barack obama in 2008 and saying that it was his duty to call obama "my president" in the wake of that. the clinton camp, though, i think is feeling more pressure to make sure that there are absolutely no questions about the outcome of this election. they've always felt that this was something bigger, i would say, than your average presidential election than if they were running against jeb

bush or marco rubirubio, and i k you saw this throughout this campaign. you're seeing it intensify now. the trump campaign, of course, comparing the election to al gore in 2000 saying he didn't immediately concede when it was so close. but i spoke to brian in the spin room last night, and he characterized that same 2000 election this way. take a look. >> if donald trump, in terms of winning the election, comes down to a single state with a margin of 336 votes or so, then he'll have a case to make, and i think that was president obama's point the other day. let's wait and see how it goes. if we're ahead in all the states where we're leading right now, i don't know where he'll have the basis to challenge that night. furt further more, based on the results being announced that night and republicans disowning him over these comments, i'm not

sure there will be a lot of oxygen to support the conspiracy theory. >> reporter: interesting to me that brian fallon pointed to the fact that many news agencies are likely to call this race one way or another, project the winner of the race the night of. you heard a little increased urgency, and it's probably why they talk about places like arizona, potentially utah, other states that might normally be red. it might be flip this time around, steve. >> kasie hunt on the clinton beat. kasie, thanks for that. in terms of what voters think about that third and final debate last night, we have two instant polls that were conducted after it. both show hillary clinton being judged the winner. first you have the cnn crc poll. it has 39 to 52 margin. that is a double digit margin for hillary clinton. also we have this ugov poll.

they show a 10% spread. 49% saying hillary clinton won the debate, 39 saying donald trump won the debate. of all the debates we've had this year, 15 polls in total after the debate. as you see there, hillary clinton judged the winner in all of them, 14 of them, by a double digit margin. it's safe to say at least based upon the polling that hillary clinton won the debate season. for more now, i want to bring in "washington post's" chris. cillizza. you see there a gif. >> i will cast the deciding vote for gif. so it's a gif. >> i've been wrong all these

years. what kind of millennial am i? this is a vicious issue, i discovered today. why did you decide to go with the gif that hillary clinton won? >> because i think she prosecuted the case against donald trump. the most effective thing she did, stooe, was say, look, this isn't a one-off. it's a pattern of behavior. whether it's the way he talks to women, whether it's domestic policy, foreign policy. this is a pattern of behavior, that you can't just dismiss it that this is the exception, not the rule. her argument was this is the rule. and, again, i do think that the tendency to say, well, donald trump was better, he was. better than the donald trump of the first and second debate. that doesn't mean he was good. and, you know, i think the first 30 to 35 minutes, probably his best 30 to 35 minutes in a debate, but the next -- you know, it wasn't a 35-minute debate.

the next 60 minutes or 55 minutes, he interrupted her, such a nasty woman comment. i think he reverted back to the trump of the first and second debates, and that is a far less effective trump. just add one other thing, steve. he needed to do something to begin moving the ship in a different direction, the ship of state, right, the ship of this election. it was always a big task. it's hard to do. she is a very solid debater. never spectacular, but solid. he didn't do that. nothing that came out of that debate is going to steer this election in a way it's not currently going, and that's bad for him. >> in terms of the bigger picture, too, not just the presidential election, but we're talking about the senate, we're talking about the house, we're talking about the entire landscape election. all the republicans concerned the last week or two, if we want to continue the ship analogy here, all the water the ship has taken on in the last two weeks, concerned this could sink them in these races, republicans

thinking about the senate, thinking about the house. how are they feeling after last night? >> it's interesting, a little bit divided. i thought about two-thirds of the way through the debate, there was a little bit of over-optimism by republican strategists who concern themselves with down ballot races. that optimism was built on this idea that, well, he hasn't totally imploded. i do think the clip you played at the start here of the hour, the "i'll keep you in suspense," i think your average voter votes on that, probably not. results are not really at the top of the mind because they haven't had to be. richard burr in north carolina, kelly ayotte in new hampshire. they have to again explain their nominee and explain their odd relationship in all those cases with their nominee is a bad thing. it seems to me the more toomey,

burr, ayotte, any of those people are talking about donald trump in the last 19 days, the worst for them. >> our senior gif correspondent. we're giving you that title from this point forward. >> civil discourse is a lie. >> thank you for that as always. let's turn to unofficial adviser on the trump campaign. do you have an opinion on the gif versus gip controversy? >> i know what gaffersr but what's a gif? >> he's saying she had a great performance and she dropped the mike at the end of the performance. he's calling the debate and he said trump came to that debate last night needing to do something at would move the ship. he was down, he needed something dramatic. it didn't happen, he says. do you agree with that? >> i think trump scored a lot of points. i understand these polls come out. i want to see longer polls.

trump had some very strong points, right? not one was the inartful message he spent on the election. he could have put that much differently. i don't think it's a catastrophe. i think the media is overplaying it but we'll leave that aside. the first 20 to 30 minutes, he had hillary on the run with respect to the courts, the constitution, the late-term abortions. i think she was really on her heels. i believe her position is absolutely extreme on the late term abortion, so-called partial birth. i think trump defended his judges. he wants more constitutionalism. i think he did very well on that. >> the first 20, 30 minutes, you would say, went well. >> yeah. >> so what happened then? >> well, they went on to the economy, which should have been his major, major strong point. it is the most important election issue, every poll. she didn't illuminate.

i don't think he persuaded. i think he could make a much stronger case. i have heard him make a much stronger case on that. he didn't talk about the business tax cuts for large and small companies and how middle income wage earners will benefit from that and how all this money overseas would come back and that hillary wants to raise taxes and that's not the position. he should have said something like, you know, i have a prosperity plan, you have a recession plan. or, as she kept repeating her tax hike promise, she said it four or five times during the debate, mr. trump could have said, there she goes again, raising taxes. she's going to take money out of your pocket, i'm going to put money in your pocket. i just feel maybe he lost some concentration. i know he knows this stuff cold. i know that, i helped work on all that stuff. it just wasn't as strong as it needed to be, and then, as you noted, it just kind of took a little bit of energy out of the

stake if we don't do the right thing these next 19 days. i know there are some folks who are talking about how terrible america is. but you know what, i've been to all 50 states as your president. and i see how great america is right now. i see folks working hard, starting their own businesses. i see teachers, reaching into their own pockets to make sure our kids are getting the education that they need. i see doctors serving the poor and coming up with new cures. i see our men and women in uniform, our cops and first responders running towards danger. we're going to keep us safe. i see the troubles of those who

things don't work the way they should and call on us for their ideals. i see americans of every faith and every race and every region of the country who know that we're stronger together, young and old, men and women, black, white, latino, asian, native american, people with disabilities all pledging allegiance to the red, white and blue. that's what i see about america. that's the america i know. that is the america i know, and there is only one candidate in this race who has devoted her life to that better america. the next president of the united states, hillary clinton! now, hold on, hold on. hold on. that's one thing i love about florida. it's always a rowdy crowd.

but here's the thing. hillary clinton, she's been a first lady. she's been a senator. she's been my secretary of state. she's been in the room when tough decisions were made. she knows how those decisions can affect a veteran or a soldier or a kid who needs a good education, or a worker fighting for a good job or a razor decent retirement. i will tell you, even in the middle of crisis, she is calm and cool and collected. and she's listening to people. and she's treating everybody with respect. and here's the thing about hillary no matter how tough the odds, no matter how much people try to knock her down, no matter how mean folks can be. she doesn't point fingers, she doesn't complain, she doesn't whine. she just works harder.

and she gets the job done, and she never, ever, ever quits. and that's why i know she can be a great president of the united states of america! and the other thing is, she actually knows what she's talking about. she's actually done her homework. she's got real plans to address what she's heard from you. specific ideas to invest in new jobs, to help workers share in companies' profits, to reduce inequality. ideas to help kids have access to preschool and help students go through college without taking on a ton of debt. she was just here in miami last

week to talk about what she was going to do about climate change. then she proposed a tax cut to help millions of families. she loves this stuff. she's reading her briefing book all the time. she's not watching tv. she's not watching the reality tv. she's not participating in reality tv. she's doing the work, and that's what you want from a president of the united states of america! now, she is not going to be able to do it alone, so we also have to have outstanding members of congress. and patrick murphy, when he's your united states senator, he's going to be doing his work. in fact, unlike his opponent, he actually shows up to work. unlike his opponent, he didn't

try to defund plann parenthood. he made sure that wen could make their own health care decisions. unlike his opponent, he didn't walk away from florida's hispanic community when the conflicts got tough, he fought for comprehensive immigration reform and a pathway to citizenship. unlike his opponent, patrick actually believes in science and believes in the effects of climate change. just the other night in their debate, marco rubio did not accept that sea levels are rising, and if you're watching tv or you are going down some of the blocks right here in miami in the middle of a summer day, and you see the ocean coming up in the streets, how can you deny what is right in front of you? i thought he was from miami.

patrick murphy brought democrats and republicans together to fund everglades restoration, he knows how to get stuff done, not just think about what you're going to do next. as your next senator, he'll fight for this planet for future generations. the point is you deserve leaders who show up to work, who do their homework, who care more about you than about just hanging onto their jobs, who will have your back. that is who hillary clinton is. that's who patrick murphy is. they will always be there for you, and that's why you have to be there for them starting monday when you go early vote. and in contrast, you've got

business workers who have done work for him, and he thinks it's smart to just not pay them and have them try to sue. first presidential candidate in decades who won't release his tax returns, and it's either because he's not as rich as he says he is, or, as he admits, he hasn't paid federal income taxes in years, and he says that's smart. he thinks you're suckers for go doing what you're supposed to do. it isn't smart not to pay your taxes. all that means is unlike the rest of us, despite everything america has given to him, he doesn't feel obliged to give back a single dime to help our troops or our veterans, or to make sure that young people get help going to college.

he keeps on talking about wanting to make america great. well, if people who avoid their responsibilities that create problems here in america, he's not part of the solution, he's part of the problem. and if you really believe that a guy who spent 70 years on this earth showing no regard for working people is suddenly going to be the champion of working people, then i guess that's your guy. but if you want leaders who actually value hard work, respect working americans, who want higher wages and better benefits and a fair tax code, who want equal pay or equal work for women, then you should vote for hillary clinton, and you should vote for patrick murphy. and if you want somebody who is actually going to keep your family safe in a dangerous

that? marco rubio. he also called donald trump a dangerous con artist who has spent a career sticking it to working people. do you want me to say it again? marco rubio said this was a dangerous con artist who spent a lifetime, spent a career, stick tg sticking it to working people. that begs the question, since we're in florida, why does marco rubio still plan to vote for donald trump? why is he supporting donald trump? i mean, we know -- look, i know a lot of republicans, voters, just ordinary folks, your neighbors, your friends, most of them don't think the way trump does. and there are legitimate

differences between the parties, but there has to be a point where you spend for something more than just party or more than just your own career. and here's the thing. trump didn't come out of nowhere on this. for years, republican politicians and far right media outlets have just been pumping out all kinds of toxic, crazy stuff. i mean, first of all, there was the whole rther thing. then they start saying climate change is a chinese hoax. and according to them, i'm power enough to cause these hurricanes and i'm about to seal everybodyeverybod -- steal everybody's guns in the middle of the night and declare martial

law, but somehow i need a teleprompter to finish a sentence. they've been saying crazy stuff, and there are a lot of politicians like marco rubio who know better, but they just look the other way. because they figure, you know what, if they really -- if we can just stir folks up and think that barack or hillary or others are doing all these terrible things we say they're doing, that's going to help us get votes. we'll just oppose anything they're trying to do, and maybe we'll end up having more power in washington. and so they just stood by and said nothing, even though they knew better. while their base actually started believing some of this stuff. i say all this because donald trump didn't start all this like he usually does. he just slaps his name on it, took credit for it and then promoted the heck out of it.

now, over the last couple of weeks, after those videos came out on that bust, there were a number of republican politicians who walked away from donald trump. apparently a tape where a presidential candidate brags about actions that, if you hear what he's saying, qualify as sexual assault, apparently that was the dealbreaker for him. or at least his poll numbers dropping after the tape came out was the deal breaker for him. i mean, last nig did you hear trump try to run away from comments that were under recording, and the audience started laughing when he said, i really respect women. did you see that? but here's my question.

my question is, why would it take this long for a republican senator and republican congressman and why would it take it this long to figure out that donald trump shouldn't be president? if you think a career working for ronald reagan, then where were you when your party's nominee for president was with the kgb? you used to criticize me for even talking to the russians, now, suddenly, you're okay with your nominee having a bromance with putin.

wants, i assume you have some familiarity with the first amendment and the fifth amendment and the 14th amendment. why weren't you offering him your pocket constitution like mr. khan did? if you're a republican official or leader out there, and you've run for office on family values -- family values -- why wouldn't you walk away from him months ago when you heard your nominee for president call women pigs and dogs and slobs and grade them not for their character and intellect but on a scale of 1 to 10. you don't have to be a husband or father to stand up for women. you don't have to have a disability to say it's wrong to mock somebody with a disability. you don't have to be a muslim to stand up for our fellow citizens

who are just as patriotic as we are. you just have to be a decent person. and you just have to love this country. so i don't give a lot of credit to folks who are just now trying to walk away from trump. although i will say i'm even more confused by republican politicians who still support donald trump. marco rubio is one of those people. how is does that work? how can you call him a con artist and dangerous and objective for all the controversial things he says and then say, but i'm still going to vote for him? come on, man.

come on, man. you know what that is, though? it is the height of cynicism. that's a sign of somebody who will say anything, do anything, pretend to be anybody just to get elected. and you know what? if you're willing to be anybody just to be somebody, then you don't have the leadership that florida needs in the united states senate. that's not the leadership you need. that's why you got to vote for patrick murphy. that's why you got to vote for hillary clinton. that's why you got to start voting early on monday and go to iwillvote.com. because let me tell you, there's only one way we lose this election, just one. if we don't turn out to vote.

only way. we got to do it big. we got to leave no doubt. because you notice the donald is already whining that the vote's going to be rigged before the game is even over. we're just talking about it now and he says, oh, the vote is rigged. of course, today he said it's not rigged if i win. i mean -- and by the way, i will say all the republicans have -- not all, but most -- have acknowledged, there is no way to rig an election in a country this big. i don't know if donald trump has ever been to an actual polling place where you have democrats

and republicans who are in charge of taking the votes. but, you know, he doesn't even worry if what he says is true. this is just about him worried that he's losing. which means he really doesn't have what it takes to hold this job, because i will tell you, there is a lot of time in this job where things don't go your way. and when you suggest -- i've made this point before, i want to repeat it. this is more than just the usual standard why. because when you suggest rigging or fraud without a shred of evidence, when last night at the debate, trump becomes the first major party nominee in american history to suggest that he will not concede despite losing the

vote and then says he won't accept the vote unless he wins, that is not a joking manner. i want everyone to pay attention here. that is dangerous. because when you try to sow the seeds of doubt in people's minds about the legitimacy of our election, that undermines our democracy. then you're doing the work of our adversaries for them. because our democracy depends on people knowing that their vote matters. that those who occupy the seats of power were chosen by the people. even when your preferred candidate loses, even when you are the one who is the one to

lose, you've got to see the bigger picture and say that here in america, we believe in democracy and we accept the will of the people. so i'm telling you, florida, your vote does matter. your vote does count. and this whole notion of voter fraud, listen, one study shows that out of 1 billion votes kept, there were 31 proven cases of voter fraud, 31 out of a billion. you are luckier -- you are much likelier to get struck by lightning than have somebody next to you commit voter fraud. you would win the powerball. and so that's why i'm glad to see republicans coming out and saying that kind of talk is

nonsense. after all, in florida here, you've got a republican governor. don't boo. booing gets you nowhere. you got a republican governor in battleground states like ohio and north carolina and georgia and nevada and iowa, in texas and arizona. are they all in on this rigging? they're not going to rig the election for hillary clinton. even marco rubio says there is no rigging of the votes, which i'd like to give him credit for, except he's refuting the dangerous, unprecedented claims of a candidate he says he's still going to vote for. which just gives you one more bit of proof that marco seems to just care about hanging onto his job. patrick murphy cares about you. listen, i've lost an election before, it is no fun.

winning is better. but when you lose, you congratulate your opponent. and you look inside yourself and you figure out, what did i do wrong? then you work harder and you try to win the next time. that's how democracy works. that's what real leaders do. democracy is a challenge and it's supposed to be, but you can't just look out for yourself and look out for your own best interests, you have to look out for america's best interests. it may look easy, but it's hard. and that's what patrick murphy understands. that's what hillary clinton has done her entire life. she knows that in this big, diverse country, democracy can't work if all we're about is trying to destroy somebody in the other party, if we demonize

each other. if we block the supreme court appointments not because that's how it's supposed to work, but just because we didn't win. she knows that issues aren't black or white, that progress requires compromise. even when you're 100% right, you still have to compromise in a country like this. she knows perfect. but at least we should try to use the same generosity that we try to teach our own kids. and you know what, that kind of steadiness, that kind of responsibility, that attitude of just doing the right thing, it doesn't always grab headlines. our politics can't always just be boiled down to a tweet. and i know in this election

season, sometimes politics will seem cheap and trivial and frustrating. but right now i'm here to tell you you've got a chance to reject that kind of politics. you can reject mean-spirited politics. you don't have to let this country go backwards. you have a chance to move it forward and elect a woman the first female president who has spent her entire life trying to make this country better. somebody who has worked hard even when she's fallen short. somebody who works hard even when she's attacked. that's got guts. it's got courage. so don't fall for the cynicism that says your vote doesn't matter. don't believe that notion that all politicians are the same. that's what hillary's opponent wants you to think. until you lose faith, until you

give up, so you stay home. don't do that because i promise you, your vote does matter. and if you have any doubt, ask the 20 million people who have health care today that didn't have it before you voted. ask the marine who can serve this country without hiding the husband that he loves, ask him if your vote matters. ask the auto worker who saw his factory go dark but now is working a double shift. find out from him if your vote matters. i just came fromiami-dade college, and they've got students from about 100 different countries. ask all those young immigrants, those kids who have earned an opportunity to stay and study

and become doctors and lawyers, young people just like dominic, just as talented as malia and sasha who now have a chance to contribute to this country they love just as much as anybody. ask them if your vote matters. they know it does. donald trump has nothing to offer but anger and grievance and blame. and so his closing argument asks, what do you have to lose? i'm here to tell you, everything. do you know how much progress we've made despite the opposition, despite the forces of discrimination, despite the politics of backlash? and that progress doesn't stop with my presidency. we're just getting started. so progress is on the ballot. stability is on the ballot. tolerance is on the ballot.

president. hillary clinton is facing the challenge of people thinking this election is over and the threat of depressing voter turnout. she already has the problem of enthusiasm, although she has improved on that measure in recent polls, but she still needs to get people out to vote even if she's made the argument against trump. so that's really important. another important element here, and you alluded to it, was going after marco rubio, his focus on the senate, which is really up for grabs right now. hillary clinton has painted donald trump as an outlyer of the republican party. president obama is very much focused on tying them together and really trying to bring up these downed ballot races, and that's important in the final stretch. >> kaitlyn here saying the down ballot clearly on the president's mind. interesting poll numbers from new hampshire up near you. these just came out yesterday. first, the presidential race up there. this is a state, donald trump, if he's going to get to 270, new hampshire would probably be

important to that recipe. hillary clinton a 15-point lead over donald trump now, 5-43. the downed ballot, the senate race, even kelly ayotte, the ren c -- republican incumbent. could kelly ayotte really survive a double digit hillary clinton win in new hampshire? >> i don't think she could. we have new numbers coming out in the senate race later today. that poll that showed hillary clinton up by 15% really did show well for the democrats. kelly ayotte can survive a hillary clinton win of maybe 5, 6 or 7%. we've seen that. you get north of that, it would be pretty difficult. >> we also talked, kaitlyn, about the house. some people say look at the poll numbers. we have hillary clinton up 7, 8, 9 points in these national

polls. is it crazy to say the house where republicans supposedly got this wave proof majority, is there a possibility that comes into play at all? sfw >> i still think the house is a stretch, but if you look at what paul ryan is doing, trying to preserve the majority, preserving the numbers they have in the majority, especially if you're anticipating the senate could split, and we don't know that they will, but looking at the numbers in the florida races, looking at a state like florida where marco rubio, for example, is falling a couple points to his challenger, i think the emphasis that ryan and others are putting on the house to help there is a sign that this could be a damaging election for republicans up and down the ballot. you have donald trump saying
