we will begin removing more than 2 million illegal immigrants from the country. >> trump promised a hard-chashging campaign schedule all the way to election day as well. the republican nominee visiting three battleground states just today. that's pennsylvania, virginia and ohio. trump today also vowing to sue the women accusing him of sexual misconduct. this latest accuser, rather, the

latest accuser is scheduled to tell her story later this afternoon. meanwhile, hillary clinton focusing her attention today on battleground pennsylvania with two rallies scheduled there. later this hour, clinton and running mate tim kaine in pittsburgh. bring that to you live. that will be followed by a rally tonight in philadelphia. all right. let's start with katy tur in virginia beach, will trump is expected on the stage any minute now. katy, as we talk about this, the trump campaign billing the speech as a positive policy speech earlier in gettysburg. so he starts instead, though, by vowing to bring legal action against the women accusing him. certainly overshadowing what he was trying to accomplish from many perspectives. >> reporter: yes. supposed to be a policy speech about his first 100 days in office. the campaign was touting it heavily to reporters as of yesterday. newt gingrich today saying this would be the speech that would differentiate donald trump from

the establishment, and he was supposed to go out, and he did do this eventually. lay out how he would end government corruption and talk about a new policy for undocumented immigrants deported and try to come back into this country, instituting what he would call, try to do, institute a mandatory jail time for those undocumented immigrants. but he started out this speech, as you mentioned, richard, by talking about his accusers. saying all ten accusers that have come out he will sue after, once this election is over. it's now going to be 11 accusers. we expect another one to come forward today with gloria allred in california. and it would be interesting to see if he does follow through with these lawsuits, because in each of these cases he would need to be deposed and those around him would need to be deposed and a good amount of discovery. it's unclear if the donald trump campaign or trump himself or those around him will want to go

through with that and what could potentially come to light if he does. same thing goes for the lawsuits he's threatened against media outlets like the in t"new york times." yes it is overshadowing the policies he was going to come out with today. wishing he would stick to policy. sick of talked how she going to create jobs in the country, stick with the ideas for the economy. the ideas he has to make america great again. they want to hear more about that and less about the day-to-day fighting that he engages in with his critics. so far, though, we are 17 days until the election, and people be telling donald trump to stick to the issues. he is clearly not listening and we know there's an effort within the campaign to keep him on effort, from talking about these dramas, but for some reason donald trump keeps coming back to it. >> katy, tear ahead of a rally

in virginia beach, virginia. thank you for that. today trump repeated claims of widespread voter fraud as evidence of a "rigged election system" nap was in the address katy was telling us about. joining me, meryl king, center of elections at kennesaw university. thanks for being with us. start with this. multiple intelligence agencies confirmed top levels of the russian government have directed hacks to influence or attempt to influence this election. you're an expert. when you look at this, can russia or another outside force hack the voting system in the united states? >> richard, the vote are system itself is fairly insulated. it's distributed throughout the 50 states, different vendors, different methods of collecting votes. so the voting system itself is secure. election systems, the voter registration systems. those that do have an internet interface are hardened,

monitored and also redundancy for those systems. >> when you look at the election systems across the country, they are state by state by state, are there certain states that you're keeping an eye on? >> well, i'm here in georgia. and that's the most important state for me, but we do monitor the performance of all of the states and their voting systems. it's -- there's not a great deal of variety, even though the laws differ from state to state. the actual systems that are used to collect voter intent, tabulate results and report those results are fairly uniform across the country. >> fairly uniform. you're confident in them. yet more than four in ten republicans say that they may not accept the results of this upcoming election. 45%. are you concerned this lack of trust in the system will prevent the needed reforms that we need to -- as we go forward to vote in this country? >> well, i am concerned.

i'm concerned as all election officials are that the aftermath of this election may be an erosion of confidence in the process that we use, and because of the erosion and confidence in process, erosion if confidence of outcome. so, yeah. we're monitoring this very closely. we're concerned, and much like folks maybe that shout fire in a crowded theater, you better put up or shut up. >> when you do look at this concern, the trust for the election systems, what have you seen happen with republicans and democrats? do they not show up to the polls? come to the polls more? >> well, that will be seen really in the coming weeks as well as on election day. we're already seeing a significant uptick in turnout in advance voting across the country. and in those states that monitor voter registration by party, they can actually tell whether

it's impacting turnout by democrats or republicans, but in most states including georgia, you're not able to determine the party of the folks that are voting, nor, of course, how they cast their ballot. >> what sort of defensive measures, if you will, quote/unquote, can be taken by states, if they do have concerns about, for instance, as we were talking about earlier, hacking? >> right. well, the most important thing is to recognize that the voting procedures in every state already have vetted procedures, both physical and logical, that wrap the voting system in secure processes. and the most important thing for election officials to do literally now is to do their job. follow those procedures. >> all right. meryl king, thank you so much from kennesaw state university. appreciate it. >> thank you. >> all right. now as we await donald trump in virginia, going to nbc's jacob

rascon, in cleveland, ohio. polls we know are so tight here, jacob. trump trying to barnstorm several battleground states. ohio a big one there and you've been talking to voters and what they want to hear from him? >> reporter: this is the state he was ahead in throughout it all. he was going down in all of the swin states but in ohio remains steady. now polks show it is a tied race, a dead heat here. you can look and see the crowd. a lot of people here. still hours ahead of the rally. come over here and talk to a couple that i just met. i don't know much about you, as i said, we just met, but are you longtime trump supporters? did you just hop on? >> trump supporters from the very beginning. from the inaccepting of the preliminary elections we had to bring mr. trump to our candidate, we've been following him. >> and how is the state of the race now for you guys? from a lot of those in the

media's perspective, polls have shoe shown him way up, but right now way down. >> we know it's totally rigged. we know the mainstream media has totally been in the pocket of hillary. it's obvious. >> reporter: you don't believe the polls? >> absolutely not. absolutely not. >> reporter: if you were trump's advisers what would you tell him, what does he need to do in the next 16 days. say the media is against him. what does he do? how does he win? >> i think the best way is somehow have a legal team in place to start the process of, you know, prosecuting whoever is all involved. especially under v eer varitose. it's all over. >> reporter: you think he'll lose and needs to be ready for a

legal challenge. i think the people want him but i think the government, the establishment is going to possibly have it so that it's going to make it seem like she won. >> reporter: so when he says, wait and see about the outcome of the election and i'll keep you in suspense and may not accept it, you're not only fine with that, you agree with that? >> absolutely. a smart person has to have a backup plan. my thing is, if i was to tell mr. trump what he should preach about, why can't america be exceptional? this administration, the obama administration last past eight years -- didn't show up on d-day. ridiculous. america was always exceptional. that's how we can help the world. if america's isn't exceptional anymore, what good are we to the world? >> reporter: thank you for your time. that is a perspective we often hear a lot. >> great interview. jacob rascon in ohio. key state in polls so close, i

former director chuck schumer. a great group. first play a little sound what donald trump said earlier today. basically saying to all accusers of him that he will sue them amp the election is ov after the election is over. >> every woman lied when they came forward to hurt my campaign. total fabrication. the events never happened. never. all of these liars will be sued after the election is over. >> noel, go to you for some of this. he is putting more life into this argument, if you're a democrat, you're saying, perfect. this is what we need, because this is not working for my opponent but he's putting more energy into it here? >> you're right. what the republicans really want to see is policy, policy,

policy. and he opens up his speeches, it never fails, with sex, sex, sex. you know? and defending it. and discounting the women. this is one of the biggest demographic voting blocks he has has to appeal to, women. so this is not working. you know what? trump is a movement. and the people that follow him are a loyal base. so he can pretty much say he's going to sue the women and they are rallying behind it. this is why the republican party, why i'm seeing a lot of division and it's strong and staying. >> strong and staying, and the question might be, mike if he continues with this, how much more might he lose or has he lost everything by staying on the message not resonating with women? >> think about this. today was supposed to be a day to set the stage for the rest of the campaign. his closing argument. what he'll do, how he'll bring in new voters. he said in his first 100 days, sue these women. day one. how that actually does anything

for him in the closing weeks of the campaign, his number one problem is with women. republican women starting to take a second look saying, i'm not comfortable with this guy. independent women, college educated white women, haven't voted for a democratic nominee in i don't know when. here he is, the day laying out his 100 day agenda and day one, i'm going to sue the women who accused me of sexual assault. makes no sense. >> what you may have heard in this show, top of the hour when jacob rascon was there in ohio right before the rally, and those voters saying, basically, almost verbatim what donald trump has been saying. this is a rigged election system. what that means not only as we move forward to election day but after. >> richard, fascinating. honestly, i could have known that couple. i've lived in ohio ten years, i'm an ohio vote other and don't find them surprising. probably college educated people

but don't like the current president and will pretty much believe everything that donald trump says. it's interesting that now that donald trump appears to be losing that he and his supporters say they don't trust polls. but when doing well in august it was all the polls are showing me winning. that kind of attitude will be extremely problematic going forward. here's why. the biggest problem of all this. because study after study after study has shown when you tell people that an election is rigged, it depresses the vote. you have 38% of trump supporters now saying i don't think my vote's going to count. you really think they'll wait in line for hours and hours on election day when you tell them it's rigged? it's a bad strategy, trump is wasting time. >> knnoel, yes, voters will sta home. >> and why the republican party ground game needs to come up with something that really moves the republican voter to show up and go. you know? basically just grab some

governor of minnesota said the reality is, the affordable care sa act is no longer affordable, and bill clinton who had a rough evening that evening called obama care the craziest thing in the world. he said that small businesses and middle-class americans are getting killed, and he was telling the truth. this election is our one chance to get rid of obama care and the cost of obama care. it doesn't work, and it's too expensive. your jobs will come back under a trump administration. your incomes will go up under a trump administration. your taxes will go way, way down under a trump administration. and hillary clinton is raising your taxes. your companies won't be leaving virginia under a trump administration. they'll be staying. we will be a strong nation

building of new ships. when it comes to the military, i believe in three very, very important words, peace through strength. but we also need smart strategy. wikileaks shows that john podesta said of hillary, she has bad instincts. now, we knew that. just look at her career. one of her close allies said she doesn't seem to know what the planet and what planet we're living in. look at her record. she's been there for 30 years, and what has she fixed? no. she unleashed death, destruction and failure in every country she touched in the middle east. iraq, libya, syria, iran. hillary's catastrophic failures unleashed isis, came right out

of the vacuum, which is now on a campaign of genocide against christians in the middle east and all over the world. i mean, think of what's happened. think of what's going on. it started as a small group of people and now isis is in 32 countries, under her watch. and now you hear that hillary's going to do something about isis. that's not going to happen, folks. that's not going to happen. at home she famed on the economy, and she failed in upstate new york. right now our economy isn't growing at all. we had only around 1% growth last quarter, and a horrible jobs report on thursday. i'm going to get us to a 4% growth and maybe more than that, and create 25 million jobs over a ten-year period.

many workers are earning less today than they were 18 years ago. working harder, and longer, and making less, and they're older, but i'm working harder, and longer, and i'm older, too. so i don't feel sorry for you. okay? some of them are working two and three jobs, but still taking home less money for them and their families. companies like carrier, are firing their workers and moving to mexico. ford is moving all of its small car production divisions to mexico. when i'm president, if companies want to fire their workers and leave for mexico or oh placeh o places will charge them a 35% tax when they want to ship their products back into the united states and they won't be leaving very easily. hillary clinton has raised

countless millions of dollars from big donors who want to ship our jobs overseas and to other countries. you know that. with that money she's outspending our campaign in some ways by 50-1 in ads. we have markets where it's 50-1 and we're tied. that's pretty good. right? our campaign is going and taking on these big donors, and interestingly, polls just came out today where we're leading in three major polls. leading nationwide. so -- despite all of the wall street money that's being spent against us, we're going to take on the big donors. we're going to take on big bonus, and i'll tell you what, the big business of this country and i'm a part of it, but i decided, i've been on the other side. you do know that. right? i understand the other side. it's a very easy side to be on.

and i've been there a long time, and i looked out and i said, if i'm going to stay there, i will tell you, our country is in big country. our country's in trouble, because it's the wrong thing. i love this country. i didn't need to do this -- >> all right. donald trump in virginia beach, virginia, regent university. a university founded by pat reportsen. back to our pan pat robertson. the interesting thing about this, if we look where he is at today, again, a university founded by pat reporobertson in space he needs a lot of help in specifically with catholic and religious voters. not doing well, for instance, with if i look at catholic voters. white catholics, hispanic catholics. saw in a june poll white catholics up in june.

typically the catholic vote will go republican. >> one more thing he is doing. he is listening to someone, obviously. he is trying to make the case by speaking there and trying to appeal to that voter on a last-ditch effort. so if you look at it from a republican strategist point of view. >> right. >> it's a smart plea, what he's doing right now. >> early voting also what he brought up here, mike, and the numbers we've been talking about today. we're seeing a surge. we're seeing two to three in some states in terms of early voting at this point. the question is, there are states where democrats are doing better in this early vote. places where republicans are. what do you take away from this early surge? >> if you look at the surge of early voting particularly in florida, in north carolina and even georgia. seeing there's a surge in early voting amongst women, substantial increases over the last election, and yet today knowing that, this isn't information his campaign wouldn't know. knowing that he starts off his talk today about suing women who accused him of sexual assault.

a silly strategy. you're seeing there is across the board, it's shown itself in the polling, amongst white college educated women that they arepulsed by him and starting to vote against him. on the catholic vote, probably the first time donald trump is likely to lose, could very well lose the white catholic vote. democrats generally win a white latino catholic vote. they're not a monolith, catholic are generally swing voters and may be dealing with less educated whites, catholics are on the higher end of the education spectrum and that demographic is trailing away from him and to hillary clinton. what you need to clean up end of an election, he is losing. i understand why he's trying to appeal this way. >> we understand key points, key

distinctions now changing. mike bringing up one point with the catholic vote here. >> yes. look, i think this whole map, whole electoral map will be very different about this election. our perception what women, married women, people of color, how, when and in what ways they vote will be different. an interesting poll i saw a month and a half ago, 35% of married men say they believe their wives are voting for trump. but 45% of married women say they're voting for hillary. suggesting there may be a slernt silent majority, even republican women, haven't told their husbands they're voting for hill are to keep the peace but will go out and vote for hillary clinton. i think we'll see fascinating numbers once election day is over. most seem to be working against trump. >> with that point, what do you think, noele? >> thanks for coming back to me, richard on that. i will tell you one thing. one of the things very interesting as you talked about the catholic vote.

vandalism. donald trump holding rallies in pennsylvania, ohio and west virginia. detailing steps he'll take during this first 100 days of a trump administration. incloo uded in that plan overturning the affordable plan act and withdrawing from the trans-pacific partnership, tpp. we are moments away also from hillary clinton's first rally of the day at this location in pittsburgh. she will speak shortly, later tonight she'll be in philadelphia. of course, we'll follow all of this for you right here. the clinton campaign laser focused on turnout in those key urban areas which will turn her lead in pennsylvania into a win on election day. that's a strategy, and msnbc's kasie hunt joins us from pittsburgh. you're on the road, as always. >> reporter: we are still on the road, richard, and we'll be, of course, the next 17 days. this is the final, really aggressive campaign push from

the clinton campaign. they've been saying all along she's pick up the pace and is. doing a rally here in pittsburgh and then on to philadelphia later tonight and then sleep in north carolina landing just before midnight, is the current plan. so at this point the clinton campaign is looking to try and rack up the score. they are looking at polls and seeing a pretty intense lead, even in red states. a new poll shows hillary clinton is up 39% to 34% in arizona. of course, a red state and polls are close in georgia. 42% for clinton to 44% for trump. so if those two places are really on the map, they add to that this state, pennsylvania, really their firewall. without it, it's very difficult for trump to put together the electoral college votes he needs to win the presidency. why they've spent so much time here, and, of course, the clinton campaign watching donald trump closely today. they feel like his closing

argument speech plays into their hands, partly because he was so aggressive going after the people who accused him of groping or kissing them without their consent. a new statement out what was billed as a major closing argument speech the major new policy, promise political and legal retribution against the women who accused him of groping them. gives a troubling view what a trump state of the union would sound like. rambling, unfocusedunfocused, f conspiracy theories and lack of answers for american families. so, richard, i think at this point clinton herself really trying to push ahead and also focus on down ballot races. she's going to be talking a little bit about katie mcginty, democratic senate candidate here in pennsylvania. clinton is able to run up the score here a little in pennsylvania. mcginlt hty has a much better s winning the democratic senate

debunked. fact checking of that, and other statements right now. bring in executive director of politifact, our good frenlt ties election, no doubt. about this idea, aaron, saying hi his accusers being debunk. >> rates false on the meter. like you said at the debate earlier this week in las vegas. the reality, nine women that we examined their stories. in five of them, five cases, the only kind of are counter argument is trump saying this didn't happen. simply it's he said she said. four our cases there is questions being raised by other people. donald trump's former butler. someone on the plane. but, again, there's no hard evidence. so i don't know if donald trump doesn't know what debunk means but these stories aren't deen g

debunked. >> you mentioned, aaron, the debate here. talk about hillary clinton at the debate. she says that the proposal she has put forward will not add a penny to the national debt. is that true? >> it's a little spin and misleading. ultimately we rated this claim half true on the truth-o-meter. long story short, her proposal, basically pays for everything she's proposing largely through raising taxes on the wealthy. those making more than $250,000 a year. however, what she doesn't tell you in that answer is that the debt is still projected to rise by $9 trillion over ten years in her presidency. simply because she's not addressing all of the interest we owe on the current debt. so she's paying for what she's proposing but not dealing with the issue. >> aaron, also talk about the wall. the proposed wall from donald trump claiming his opponent, hillary clinton, also want add border wall between mexico and

these are women, these are everyday women. they're not in the public eye and they're telling their real feelings. this tells me both candidates have work to do. she needs to connect and he needs to be, needs to incorporate more humility. >> how did you find they were talking about gender? >> i felt once again it puts women in a very strange spot. to try to defend the republican party with what he said about women. >> yeah. and jason, this intersectionality going back to that word here, as it all comes together on that election day or early voting when they do decide who they're going to vote for, it is a tough choice, but they're now being asked to make these tough choices, voters like in ohio, polls now are, it's lower than one percentage points in the difference between the two candidates? >> yes. i thought this all along. none of those women sounded undecided to me. you can hear the words they use. if someone mentions benghazi an important issue, they were

already voting for trump. mentions treatment of women, probably weren't going to vote for trump. what is interesting about this the woman who talked about her 8-month-old daughter. think back to 2008. a lot of people voted for president barack obama because they wanted to say what this says about america. i think there's a lot of women in this country and men as well who are voting against trump because they want to repudiate what he might say about america. that may play a role how a lot of undecided voters, claiming undecided voters, are voting. >> what it says about america. interesting. to you on this what did that conversation say about what america is? >> interestingly, millennial women, whichy a this is an important point, mothers. >> right. millennial mothers, and that's important because of what we heard tlot the primary process in the democratic side and then in the beginning of the general election, younger women, millennial women were having a hard time identifying with the historic nature of hillary clinton's presidency. felt they'd achieved equal playing field at college from particular. maybe not the workforce but in

college and donald trump helped with the millennial problem that hillary clinton had with millennial women. younger women are starting to further identify with a more overt than credentials with the first female president. he's done a masterful job, trump, for the democratic party and bringing home millennials particularly millennial women to the fold. >> we've seen a resurgence of feminism around the world. certainly is that age today and here in america, though, those who think, not here. we made it part that. now it's certainly become a bigpart of the election to date, and we look at hillary clinton. she's going to be in pennsylvania today. pittsburgh in just a little bit. we hope to get to her when she comes to the microphone then later on moving on to philadelphia. noele, identifying with the theme now and how well handling it, is it just right? >> you have to look at this aspect of it. time we are the most focused

voting group because we get out and the do vote. the question at hand, hillary clinton is breaks glass ceilings but is she the right woman to represent great la breaking the glass ceiling for women? >> the numbers we've seen have gone down, in pennsylvania, in terms of her lead. eight prt percentage point on average, but a challenge keeping what she's winning and going after places like arizona, which is now a swing state. >> yes. so i think it's interesting -- one, on the polling question, far superseding where barack obama was in both elections at this point's in a good place. her closing game, last three-week strategy looking right at the camera to republicans and independents saying, look, i know you have questions about me. sometimes you may note totally be onboard with me and don't know me. i'm answer your questions. doing what's necessary in the close. >> jason, moving to the close
